A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposals prior to any financial proposal being opened and compared.
The technical proposals are evaluated on the basis of its responsiveness to the Terms of Reference (TOR).
Below please find the evaluation form for the technical proposals. The obtainable number of points specified for each evaluation criterion indicates the relative significance of weight of the item in the overall evaluation process.

In the Second Stage, UNDP/PAPP will open and compare the Financial Proposals received from applicants who attained the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals.
Financial Proposal
Your financial offer in USD shall specify a lump sum figure (monthly salary) all inclusive, and shall take into account various expenses incurred during the contract period and shall form the amount of the resulted contract between the winning Consultant and UNDP. No other entitlements will be considered after submission of financial proposals.
The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, all envisaged travel (such as but not limited to all travel to join duty station/repatriation travel), per diems/daily allowances). Fee Breakdown should be attached under a separate sheet.
Candidate is requested to submit the quotation on or before 10:00 a.m. on 17 November 2014 (Jerusalem Time). Submissions should be made either via/to e-mail address: quotation.papp@undp.org or to Fax No. 02-6268257 (If will be sent thru Email: File/Email size should not exceed 5 MB in a single email - quotation could be send by multiple emails as needed). Any submission of the financial proposal via any other mean will cause the whole application from the candidate to be rejected and disregarded.
Payments will be paid-out in equal monthly installments upon certification by the responsible officer.
Award of Individual Contract
The procuring UNDP entity reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without incurring any liability to the affected applicant or any obligation to inform the affected applicant or applicants of the ground for the UNDP’s action.
The procuring entity will award the Individual Contract to the applicant who attained the Highest Combined Technical and Financial weighted score.
However, final selection and contract award decisions are subject to the result of an interview (carried out by the evaluation committee) with the potential successful candidate.
The Combined score will be calculated as follows:
The total technical score is simply calculated by summing the scores attained for each evaluation criterion in the “evaluation criteria” table shown above.
The price/financial score for the financial proposal will be calculated in the following manner:
Where “x” is the price of the lowest proposal
And “y” is the price of any other proposal,
The percentage score for price allocated to the lowest priced proposal will be 100 points, and to any other proposal x/y times 100
The General mark or combined score for each proposal will be arrived as follows:
The total score of the Technical proposal multiplied by 70% will be added to the Financial Proposal score multiplied by 30%. The candidate whose proposal received the highest combined score will be the successful applicant.

In the framework of the project of the electoral support and the implementation of an electoral cycle in the Central African Republic (CAR), the Representation of the United Nations Development Program (UNDP) in CAR launches a recruitment of a Chief Technical Advisor for the Project of Support to the Electoral Cycle in collaboration with the National Electoral Authority and the Ministry of Territorial Administration.
The Central African Republic has in the past year witnessed a series of complex political changes. In January 2013, the (now former) Government of CAR and the (now former) Seleka rebellion signed the Libreville Agreement under the auspices of the Economic Community of Central African States (ECCAS). However, on 24 March 2013, the Seleka successfully ousted President Bozize who won the Presidential elections in 2011 – a process that was supported by UNDP and the international community. Following the coup, a roadmap was developed and adopted for the transition laying down specific steps for the return of the country to constitutional order. The Agreement and the Roadmap provide for the organization of free, fair and transparent elections within 18 months of the start of the transition period, with the understanding that the transition would begin with the swearing in of the Head of State of the Transition on 18 August 2013. This set the date for elections to be organized by February 2015.
On 3 January 2014, the Government of CAR solicited the support of the United Nations system to prepare, organize and conduct multi-party elections (referendum, Presidential and legislative elections) in accordance with the timeline envisaged in the Transition Roadmap. In this regard, the UN Secretary-General agreed to dispatch a Needs Assessment Mission (NAM) to the Central African Republic from 27 January to 11 February 2014. As the results and recommendations of the NAM are now finalized, UNDP CAR is recruiting an electoral expert to support and advise the National Electoral Authority (ANE) to organize and manage the electoral process, while also managing a UNDP electoral basket fund. The expert as well as the UNDP project team will be part of the United Nations Integrated Electoral Team (UNIET) and work under the technical guidance of the Chief Electoral Officer and Head of the UN Integrated Electoral Team, without prejudice to UNDP internal reporting lines. The UN Integrated Electoral Team will be situated under the direct responsibility of the Deputy Special Representative of the Secretary-General/United Nations Resident Coordinator and UNDP Resident Representative.

Associate Adviser, Enhanced Integrated Framework and Least Developed Countries
Division of Country Programmes (DCP/OD), the Associate Programme Officer will be responsible for
the following duties:
Works with key clients in LDCs to facilitate the development, implementation and evaluation of
assigned programmes/projects, etc. ; monitors and analyzes specific aspects of programme/project
development and implementation; reviews relevant documents and reports; identifies problems
and issues to be addressed and recommends corrective actions; liaises with relevant parties;
identifies and tracks follow-up actions.
Carries out basic research on selected aspects of programmes, operations and other activities, etc. ,
to include collecting, analyzing and presenting statistical data and other information gathered from
diverse sources.
Provides substantive support for policy coordination and evaluation functions, including the
review and analysis of emerging issues and trends, participation in evaluations or research
activities and studies.
Assists in performing consulting assignments, in collaboration with the client, by planning
facilitating workshops, through other interactive sessions and assisting in developing the action
plan the client will use to manage the change.
Participates in survey initiatives; assists with design of data collection tools; issues data collection
tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares
preliminary conclusions.

Contributes to the preparation of various written outputs, e. g. draft background papers, analytical
notes, sections of reports and studies, inputs to publications, etc. related to LDCs.
Provides administrative and substantive support to the management of institutional partnerships,

topics, identifying and proposed participants, preparation of background documents and

Undertakes outreach activities; participates in the development of training workshops, seminars,

Coordinates activities related to budget funding (programme/project preparation and submissions,

Education: A first year university degree in business administration, management, economics or a
related field.
Note: An advanced degree in business administration, management, economics or a related field may
be accepted with only two years of relevant experience.
Work Experience: A minimum of four years of progressively responsible experience in
project/programme management, administration or related area.
Knowledge and Skills: Good organizational and analytical skills preferably within the UN system is
critical. Ability to perform a variety of specialized project tasks related to trade-related technical
assistance, including support in the design, planning, results based budgeting and implementation.
Experience in supporting the management of institutional partnerships within the UN system.
Knowledge of issues related to development and trade in the context of LDCs.
Languages: Advanced knowledge of English and French (both oral and written) is required.

(date when the selected candidate is expected to start)Duration of Initial Contract :In its long term strategic perspective on development, the Government of Saudi Arabia recognises the role of youth in human sustainable development, and expressed the government’s commitment to invest in youth by mobilising their capacities and resources for developing strategies that will enhance the role of youth in the national development process;
In January 2010, Ministry of Economy and Planning, on behalf of the Government of the Kingdom of Saudi Arabia, and the United Nations Development Programme (UNDP) signed an agreement to develop the Saudi National Youth Strategy. As a respond to national priorities identified, the strategy highlighted many priorities that remain on top of the national agendas. Sustainable growth and job creation are among the national priorities, as the creation of a market for knowledge- based jobs for educated young job seekers;
The National Youth Strategy has been recently endorsed by the Shura Council, opening the door for the actual implementation. Nevertheless, implementation of any national strategy depends largely on the capacity of government institutions and on coordination among ministries and other parties concerned. Thus, translating strategies into action plans require skills and competencies which may need to be addressed in relation to the National Youth Strategy in order to enhance national organisational capacities to implement it and to mainstream the strategy and action plan across various related entities;
The current phase of the project will provide the needed support to the Ministry of Economy and Planning for the development of the action plan for the national youth strategy, it will discuss all the findings in a series of workshops and seminars with a view to develop programmes that address youth concerns and challenges. The project will strengthen the capacities of all stakeholders involved, since the role of stakeholders is imperative throughout the implementation, monitoring and evaluation phase. An action plan for youth development will be produced as a result and related programmes will be developed and implemented.
Advisory support to strategic planning on youth development:Formulate strategies and plans for the enhancement of the effectiveness of youth sector, raising efficiency, and insuring financial sustainability;Advise on the revision of the national youth strategy document and the preparation of the action plan for the implementation of the youth strategy;Provide technical assistance to the design and implementation of the national youth strategy;Provide international experience and best practices from other countries with similar experience Prepare the youth sector’s Policy Paper for the 10th National Development Plan (10th NDP);Support the preparation of the 10thNDP Operational Plan for the youth sector, and the drafting of the 10th NDP Document;Participate in studies, analysis and formulation of objectives, policies and programs related to the development of youth sector.Support to capacity development for the Government:Plan and facilitate stakeholder’s workshops;Provide assistance in building the capacity of the national agencies to enable them to participate effectively with project partners and to develop relationships with a wider range of stakeholders to achieve the objectives of the project; Support the project in the identification of knowledge gaps among project staff, target groups and beneficiaries and design measures to address such gaps; actively support the sharing of project results and products, lessons learned and good practices with other projects, and government agencies;Coordinate training programme for stakeholders (policy formulation, facilitation skills, focus groups, and RBM) as indicated in the project document;Prepare progress reporting and any other monitoring reporting related to the implementation of the project;Provide substantive advisory support on project issues as required, and perform other duties as deemed necessary.Serves and promotes the vision, mission, values, and strategic goals of the UNDP-supported project for the Government of Saudi Arabia.Promotes a learning and knowledge sharing environment;Facilitates the development of individual and multi-cultural/team competencies.Plans and prioritizes work activities to meet organizational goals; Strategic approach to problem solving.Functional Competencies:Partnering & Networking:

Senior Adviser
Description of duties:
1. Finalize the structure of a global coordination mechanism and then lead, convene and coordinate the work of the Global Coordination Mechanism between 2014 and 2020 reporting on a frequent basis through the Assistant Director-General/Noncommunicable Diseases and Mental Health (ADG/NMH) to the World Health Assembly (WHA) on progress made.
2. Finalize terms of reference, and then lead, convene and coordinate, in full collaboration with Member States and UN agencies, the work of the WHO-led UN Interagency Task Force on the Prevention and Control of Noncommunicable Diseases between 2014 and 2020, reporting on a frequent basis to the Economic and Social Council (ECOSOC) on progress made.
3. Lead the work on finalizing and implementing the division of tasks and responsibilities for United Nations funds, programmes and agencies and other international organizations between 2014 and 2020, in accordance with WHA 66/10.
4. Build a dynamic network of international experts to develop and lead the implementation of WHO's global NCD capacity building programme for senior WHO staff (including all Heads of country offices) and senior policy makers in ministries of health, in collaboration with UN agencies, UN country teams and senior policy makers from other parts of government, as well as advocacy among parliamentarians in selected Member States.
5 Mobilize sufficient financial resources through direct negotiations with donors to operationalize WHO's roles in all three flagship programmes: Global Coordination Mechanism, UN Interagency Task Force, and global capacity building programme, while safeguarding WHO and public health from undue influence by any form of real, perceived or potential conflicts of interest.
6. Develop a coalition of strategic partners to ensure that the Organization effectively supports Member States in their efforts to develop, implement and participate in all three flagship programmes in a coordinated manner.
7. Provide support and advice to directors in the cluster on policy and relevant technical issues (including being part of the newly formed WHO NCD Steering Group and its horizontal working groups).
8. Provide authoritative political, strategic and technical expertise and guidance as the focal point for clearance of all publications in the NMH cluster.
9. Represent WHO in official meetings.
10. Perform other duties, as required.
REQUIRED QUALIFICATIONS
Education:

A first level university degree in medicine plus an advanced degree in public health, social sciences, public administration, political science, business administration or related area.

Senior Technical Adviser (Disaster Risk Management) - Kuala Lumpur
(date when the selected candidate is expected to start)Duration of Initial Contract :Expected Duration of Assignment :At the request of the Economic Planning Unit (EPU) at the Prime Minister’s Department and in line with the Country Programme Action Plan 2013-2015 between Government of Malaysia and United Nations Development Programme (UNDP), UNDP Malaysia is providing technical and policy advisory support to the 11th Malaysia Plan 2016-2020 (11MP). The 11th Malaysia Plan will form the last phase of the 5 year development plans for the country to achieve its aspirations of an advanced and high income economy by 2020.
To achieve this development aspiration, the framework of the 11MP encompasses 6 thrusts:
Thrust 1: Re-engineering economic growth;Thrust 2: Strengthening growth enablers;Thrust 3: Harnessing talent;Thrust 4: Mainstreaming environment and resources management;Thrust 5: Enhancing inclusivity;Thrust 6: Improving well-being.The 11MP document will consist of two (2) documents: i) Main Document; and ii) Strategy Papers for the 6 thrusts. The main document will outline the macro overview of the policy framework towards a high-income advanced nation as well as the gist of the six thrusts that build the 11MP document. The second set of the 11MP document namely the strategy papers, will discuss in detail the sectors and elements for each of the thrust.
Thrust 4 – Mainstreaming Environmental Management and Natural Resources will focus mainly on achieving the country’s agenda to protect and conserve natural resources including biodiversity and ecosystems for a better quality of life for the people, while at the same time harnessing socio-economic value from its sustainable use and consumption. Thrust 4 will entail five key sectors and the specific issues for these sectors will be discussed and addressed in 12 strategy papers, which also include the Technical Paper on Disaster Risk Management.
In recent years, Malaysia’s exposure to a range of natural or climate change induced disasters have intensified. Each year hundreds of people are affected in floods or landslides. 11MP recognises the importance of disaster risk management in the sustainability of national policies and development plans and strategies across the sectors as it needs to be fully integrated and managed in a holistic and comprehensive manner.
Building on the lessons learnt from past and existing initiatives, the strategy paper provides policy guidance for key implementing agencies to adopt and implement strategies and plans that will ensure a nation that is safe for its people and resilient to the impact of disasters. The strategy paper will address key elements such as policy, legislation, institutional frameworks, financing, capacity building, technology, communication, education and public awareness that lead towards an integrated and comprehensive disaster risk management approach among various agencies, local governments, communities, NGOs and private sector in Malaysia. The strategy paper will be used as a basis to design disaster mitigation and adaptation measures and also to contribute to Malaysia’s positioning on international conventions related to disaster risk reduction.
Scope of work:The purpose of this assignment is to engage a Senior Technical Adviser to provide specific technical inputs to the preparation of Strategy Paper on Disaster Risk Management from the national perspective.
The Senior Technical Adviser will work under the guidance of 11MP Thrust 4 Secretariat led by the Director of Environment and Natural Resource Economics Section in EPU and UNDP Malaysia. He/she will undertake the following tasks:
Stocktaking exercise and situation analysis:
Review national disaster management policies and strategies, legislation and institutional framework to identify issues, gaps and challenges in the implementation, which includes: (i) Coherence amongst relevant policies strategies and action plans at national level, (ii) Missing links/synergies/coordination in existing legislation and institutional framework at national and state level, (iii) Sustainability of policies, strategies and action plans, and institutional framework;Gather and catalogue all past and existing initiatives and catalogue, and evaluate its progress and outcome achievements. This includes: (i) Missing links/synergies in existing initiatives, (ii) Absence of under-representation of important initiatives or measures, (iii) Sustainability of the initiatives or measures;Analyse national best practices in disaster risk management;Highlight best practices and lessons learnt that can be applied in Malaysia’s context to integrate and implement disaster risk management;Participate and provide technical inputs in all the 11MP Thrust 4 Inter-agency Planning Group and Technical Working Group meetings;Prepare the framework for Strategy Paper on Disaster Risk Management;Prepare the situation analysis report;Provision of expertise and knowledge in the preparation of Draft Strategy Paper on Disaster Risk Management:
Facilitate and provide technical inputs in the multiple stakeholders workshop or write shop on Strategy Paper on Disaster Risk Management;Propose way forward to advance a holistic, integrated and coordinated disaster risk management in Malaysia;Prepare technical paper for the preparation of the Strategy Paper on Disaster Risk Management based on the format provided by the 11MP Thrust 4 Secretariat;Provision of cross-sectoral advisory service and expert knowledge into other strategy papers under 11MP Thrust 4:
Provide inputs to 11MP Thrust 4 and its integration into other Thrusts through participation in Coordination Committee headed by 11MP Thrust 4 Secretariat, relevant Technical Working Groups and Focus Groups such as climate change, green growth, environmental management, etc.Prepare relevant technical papers as per the detailed work plan agreed by UNDP and 11MP Thrust 4 Secretariat.Methodology:
The consultant will employ a number of investigative, analytical and consultative methods and tools to complete his/her tasks:
Data collection from public domains and official documents including policies and plans, reports, etc.Desktop research;Interviews with key stakeholders (ministries/departments/agencies, owner and beneficiaries of initiatives/programmes); Stakeholder consultations through focus group or ad-hoc meetings, and 11MP consultation mechanism which is Inter-agency Planning Group (IAPG) and Technical Working Group (TWG) for Disaster Risk Management meetings;Facilitate workshop or write shop for focus group or TWG to prepare the strategy paper.Handling of Data, Information and Documents
All data, information and documents obtained under this assignment is the property of the Government of Malaysia and be treated as strictly confidential.
No such information shall be used by the Senior Technical Adviser for any other purpose other than the preparation of Technical Paper on Disaster Risk Management in Malaysia.
All soft and hard copies of the data, information and documents must be returned to the Environment and Natural Resource Economics Section of the Economic Planning Unit, Prime Minister’s Department upon completion of this assignment.

The assignment will require 3 working months (= 66 working-days) starting from 12 May to 15 August 2014.

Terms of Payment:
40% upon submission and acceptance by the IAPG of the framework for Strategy Paper on Disaster Risk Management and Situation Analysis Report;30% upon submission and acceptance by the IAPG of the first draft Strategy Paper on Disaster Risk Management;30% upon submission and acceptance by the IAPG of the final draft Strategy Paper on Disaster Risk Management.
