The International Livestock Research Institute (ILRI) works to enhance the roles livestock play in pathways out of poverty in developing countries. DAAD is a German Academic Exchange service which is a publicly funded, self-governing organization of the institutions of higher education in Germany. DAAD promotes international academic exchange as well as educational co-operation with developing countries through a variety of funding and scholarship programs.

ILRI Research Project:  Mitigation of Greenhouse gas Emissions

The project aims to generate a comprehensive baseline data for greenhouse gases (GHG) emissions from agricultural systems in East Africa region. It also works to systematically characterize major farming systems for GHG emissions. Because most sub-Saharan African countries have agricultural dependent economies (estimates above 30% GDP), development plans must consider the environmental impact of different intensification pathways  in terms of GHG emissions but also with regard to water supply and water quality or biodiversity – that are designed to achieve food security in the region.

Graduate Fellowship Project Title:  Developing locally validated emission factors for a set of typical African smallholder livestock systems

The position

The output of the PhD project will provide accurate emission factors for at least 3-4 different African cattle feeding practices using local feed resources. This will also provide important insights into dietary and animal factors that may be employed in improving animal productivity as well as developing new mitigation options in the African smallholder context.

 Responsibilities

Characterize smallholder livestock productions systems within sub-Saharan countries using new data to be generated in this project.Formulate diets that typify feeding practices and feed composition in the identified systems.Design in consultation with ILRI supervisor animal feeding trials, and implement them.Samples collection and analysis.Data collection and processing.Writing of thesis and drafting of articles for publication in peer-reviewed journals

Essential Skills and Qualifications will include:

A minimum of MSc from. From a recognized university in ruminant nutrition or any animal production.Bachelor’s degree in Animal Science or Veterinary Science (minimum B- average)At least one year experience of livestock handling and husbandry in an intensive research settingDemonstrated solid understanding of research design and statistical analytical principles.

CC Mitigation expert ? Renewable energy

Purpose
The purpose of this project is to strengthen national capacities to integrate environmental and energy concerns into development plans at all levels and systems for effective implementation of the sectoral priorities. This will be achieved through assistance to Bosnia and Herzegovina in preparation and submission of its Third National Communication (TNC) to the CoP of the UNFCCC and enhancement of national capacities in field of climate change though the process. The TNC will be prepared and submitted to the UNFCCC in accordance with its commitments as a non-Annex 1 Party to the Convention (as mandated by Articles 4 and 12 of the UNFCCC).  The project will also result in increased capacity to produce subsequent communications that meet all guidelines established by the CoP and that can serve as a source of information for national policies and measures in climate change and in key economic and social sectors.

Objective
The overall objective of this assignment is to provide an updated chapter on measures to mitigate climate change in BiH that will model potential emission trajectories through 2050 and will incorporate recent findings on economic development and specific measures and projects with mitigation benefits. Activities will support data collection, scenario development, analysis of current and potential mitigation measures (including the cost-benefit analysis of identified mitigation measures), focusing primarily on the five sectors identified as priority areas in the SNC and determined to be in need of strengthening during stakeholder consultations: electricity production, district heating/buildings, transport, waste and agriculture/forestry. This component of the project will provide guidance and recommendations on country-appropriate mechanisms and infrastructure for NAMAs and MRV systems.

Background Information
Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.
The SNC was completed in June 2013.  The SNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the SNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina, the Ministry of Spatial Planning, Civil Engineering and Ecology of RS.  Finally, the INC and the SNC have served as an important source of information for the country’s Climate Change Adaptation and Low Emission Development Strategy.
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the TNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.

Consultant on Assessment of Needs for Introduction of Agricultural Insurance in Armenia in the Context of Climate Risk Mitigation

Specific objectives are to mitigate the climate change risks of rural communities through mainstreaming climate risk management in the rural development planning process, applying/testing risk mitigation measures in agricultural practice, increasing stakeholders’ awareness on the threat to climate change on the agricultural sector, and strengthening the risk management and adaptive capacities of vulnerable communities.

The main principles of the project will be mainstreaming disaster risk reduction and climate risk management into planning process, capacity development on local level, climate change risk mitigation and preparedness, climate risk reduction management.

The overall objective of this study is to identify challenges for introduction of the agricultural insurance in Armenia, identify Road Map for gradual implementation of most applicable crop insurance scheme in Armenia. The international expert’s task objective will be in consultation with national stakeholders, assist in justification of the importance of the crop insurance as one of main mechanisms of climate risk management, and identify the needs, gaps, and feasible schemes for agricultural insurance in the given context of the country. Based on best available international practice propose road map for introduction of insurance mechanism.

Under the overall supervision of Environmental Governance Portfolio Analyst and direct supervision of the Climate Change Programme Coordinator, acting in close collaboration with the national experts the international expert / consultant will be responsible to carry out the following tasks using consultative and participatory approaches:

Conduct a comprehensive investigation of the different agricultural risk management models, including worldwide used insurance schemes and ones applied in the countries with similar economic development context;Undertake situational analysis to determine Armenia’s needs in insurance services for agricultural sector taking into account the climate change risks through i) intensive consultations, meetings and discussions with ministry representatives, other stakeholders, and ii) necessary literature and data review, and iii) comparative analysis;Describe the agricultural insurance market for Armenia: the main stakeholders (insurers) and the clients (end-users, farmers, others);Give a comparison of different methods and describe the main risks and usefulness in using various approaches for insurance (micro-finance for adaptation to climate change, index-based insurance for crops, whether-index-based insurance, etc.) including: i) basic risk, ii) role of government, iii) the development impact, iv) costs and benefits for the users;Determine the most important institutional and legal gaps preventing development of agricultural insurance in Armenia;Develop a road map for launching of insurance scheme in Armenia (or pilot scheme);Conduct stakeholder analysis of the agricultural insurance market, including state entities responsible for provision of climate and weather related data, hedging companies, etc.; Assess the viability of mentioned financial services for Armenia and its rural communities;Determine the most appropriate agricultural insurance service to enhance local insurance activities; Provide recommendations to develop the identified services; The recommendations will be presented to the national stakeholders and insurance agencies during the workshop organized by the Project.

The project management will provide necessary in-country assistance including: transportation, translation and meeting arrangements, provision of necessary background information and office facilities.

The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be adjusted by the Project Manager based on reasonable justification by the Consultant.

The project reserves the right, if necessary, to amend the terms of reference of the Consultant based on a written agreement. All deliverables should be submitted to the project by the Consultant in English.

The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be adjusted by the Project Manager based on reasonable justification by the Consultant.

Education:

An advanced post-graduate degree (preferably at MSc level or above) in insurance and finance, market analysis, economics, financial management or a related discipline.

Experience:

At least 5 years of professional experience in the finance sector; demonstrated experience conducting financial market assessments;Proven experience in development of the insurance products, particularly in the agricultural insurance;Experience in working and collaborating with governments is an asset.

Language:

Mitigation Specialist

The LECB PHL Project requires the services of an Individual Consultant referred herein as “Consultant” to assist the CCC in its development/formulation of the National Climate Change Mitigation Framework Strategy (NCCMFS). The Consultant is expected to undertake, at the very least, the following major tasks in the development of the Strategy:

Environmental Scanning. This activity can be useful particularly in understanding the objectives or benefits of developing the Strategy. It involves, among others, the gathering, collation and assessment of policies, strategies, plans and programs, best practices of NGAs/institutions and private sector activities in the agriculture, waste, industry, transport, forestry and energy (AWIT-FE) sectors that are related to climate change mitigation. The Consultant may also look into the documents discussed in the previous section for reference, e. g. NFSCC and NCCAP.

Visioning Activity. Stakeholders recommended the conduct of a Visioning Workshop to define not only the sectoral but also the national mid- to long-term goals of the Government on climate change mitigation. Vision statements provide a clear set of directions and expectations within which the entire Strategy can be framed. They must be not only aspirational and inspirational but also measurable. A quantified vision statement provides a clear focus for the Strategy by including a measurable outcome, a targeted output and a timeframe. The use of visioning tools may be looked into and considered, e. g. macro-economic modeling tool such as the Threshold 21 (T21), vision-reality gap tools, and goal-achievement matrix (GAM).

Strategy Setting or Formulation. Specific strategies shall be developed for each of the AWIT-FE sectors. Taking off from the result of the visioning activity, the objectives of the strategy and the goals or the changes that are necessary to attain the objectives are set or developed. The desk study conducted by the Chief Technical Adviser on the Proposed Philippine Climate Change Mitigation Strategy may be considered as reference for this activity.

Evaluation and Selection of Strategy Options. Each sectoral strategies shall be evaluated or analyzed for, among others, their in-depth economic analysis of climate change impacts, and of cost benefit analysis of alternative policy and mitigation/adaptation options, directed towards promoting socio-economic growth and greenhouse gas reductions. The conduct of a SWOT analysis or other applicable tools to evaluate and select the options may be considered.

Action Plans. Each strategy should have an action plan detailing how the strategy objectives will be reached or achieved. It includes the identification of stakeholders (who), the assignment of responsibilities (what) and timeframe (when) to reach the strategic goals.

Institutional Strengthening. A needs assessment may have to be conducted and a capacity building program developed for relevant stakeholders on the policy options/strategies on climate change mitigation and to strengthen national and local institutions to work on or implement the said strategies.

Monitoring and Evaluation Framework. Key performance indicators to track and monitor the implementation of the different aspects or elements of the NFSCCM will be set. A monitoring and evaluation system (e. g. UNDP’s Result-Based Management System) on the implementation of the action plans will be developed. Impacts of each strategy will be assessed against results-based indicators and impact criteria. The commitment of the Philippine Government in the UNFCCC negotiations on climate change mitigations (e. g. target date for submitting NAMAs options) should be considered. It should also include on what basis and when will the Strategy be reviewed and revised, if necessary.

Launching of the Strategy. The conduct of iterative meetings and/or focused group discussions at the local and national level on the above major tasks may have to be conducted in order to ensure that stakeholders’ inputs are taken into consideration in the Strategy development process. Thereafter, a program and action plan should be developed to launch or present to the public or nation-wide the NFSCCM.

Expert Roster - UNDP/GEF Project Document Specialist - Climate Change Mitigation (PPG Solar PV Proposal) - Bridgetown

Under the Electric Light and Power Act (ELPA) there is no provision for licenses to independent power producers. A pilot project approved by the regulatory authority (FTC) expired in 2012, and capped renewable energy generation to a cumulative 2 MW. Government solar investments are limited due to the economic climate. It poses a risk to disaster response at hurricane shelters and health centers, given the typical power outages for several days after extreme events. There are few demonstration projects in public buildings or educational institutions to raise public awareness. And the solar water heating (SWH) boom of the past decades has not been replicated with other technologies (e.g. solar PV). Several barriers constrain Barbados’ plans (presented in the following table). Their comprehensive analysis to confirm their nature (e.g. extent, root causes, inter-relationship) will be included in the final project document to be presented at the GEF CEO endorsement stage. The purpose of the Project Preparation Grant (PPG) is to develop a medium-sized project (MSP) proposal based on the Project Information Form (PIF) that will engage stakeholders and will support specific studies and analyses which will result in the full preparation of the project “Promoting Solar Photovoltaic Systems in Public Buildings for Clean Energy Access, Increased Climate Resilience and Disaster Management”.

This preparatory phase aims at finalising the studies and arrangements for the submission of this MSP to the GEF. The present Terms of Reference are related to the contracting of a Consultant to support the preparation of final Project Documentation for the “Promoting Solar Photovoltaic Systems in Public Buildings for Clean Energy Access, Increased Climate Resilience and Disaster Management” project under the Global Environment Facility’s System for Transparent Allocation of Resources 5 (GEF STAR-5) for Barbados, as outlined in the Initiation Plan (IP). The Consultant will work in close collaboration with UNDP’s Energy, Environment and Climate Change Programme Manager and the relevant government Ministries and departments.

Specific objectives

Through up to two missions to Barbados, the Consultant will be responsible for overall leadership and coordination of the PPG team, providing support to the PPG energy expert(s) and key national project stakeholders as they execute the PPG implementation plan.

Nature of services

Tasks will be carried out in close collaboration with the Energy and Telecommunications Division of the Office of the Prime Minister of Barbados, which has oversight for energy policy implementation; and Barbados Light & Power Co Ltd (BL&P), the electric utility company. Other key stakeholders to be consulted include the Ministry of the Environment and Drainage, Fair Trading Commission (FTC), the Ministry of Finance and the Department of Emergency Management (DEM). Through these activities, the consultant will be pivotal in the mobilisation of co-financing for the project and in raising awareness among key stakeholders on the project, its objectives and strategy.

An inception workshop in Barbados will constitute the introductory mission of the PPG team at the start of the contract, allowing initiation of dialogues with national stakeholders and field visits. As PPG team leader, the Consultant will ensure that:
Missions and consultations are coordinated between team members to ensure maximum efficiency and reduce burden on stakeholders;The team’s approach takes account of local norms and sensitivities;Timelines are agreed for draft and final deliverables among PPG team members, particularly for outputs requiring collaboration;Draft deliverables from the team members are all completed to enable review by relevant national stakeholders, UNDP and GEF as appropriate, to allow submission of final documents by the agreed deadlines.Further, the Consultant will:
Provide overall orientation to the consultant team in relation to GEF requirements and international best practices for project planning and monitoring;Review, provide feedback, and validate the results of the studies undertaken and recommendations made by the Energy Systems Experts, as well as information provided by national stakeholders, checking for the technical feasibility, cost-effectiveness and incrementality of proposed MSP activities;Provide the consultant team and key project stakeholders (in particular the project executing agency, the Energy and Telecommunications Division) with guidance on methodologies for baseline data collection and collation;Provide guidance and orientation on indicators and quantified targets to track project progress and effectiveness;Lead the process to revise documents in response to comments from UNDP and GEF, with ultimate responsibility for finalisation.Expected Ouptuts:

Specific deliverables for which the Project Document Specialist will have lead responsibility, will be a complete and technically sound UNDP Project Document and a duly completed GEF CEO Endorsement Template, approved by the relevant agencies, and including (but not limited to) the following components:
Inception report describing the outcomes of the inception workshop, stakeholders consulted by the PPG team, itemising of field visits, and outline of timelines for submission of draft and final outputs by each team member;A set of relevant co-financing letters for the project whose total amount meets the target proposed in the PIF; Excel sheet with the GEF CC-M Tracking Tool;IP Completion Report;Detailed project strategy, including: Alternatives to project strategy; cost-effectiveness of project strategy;Stakeholder analysis (based on preliminary results from the assessments carried out by the energy expert(s));Baseline analysis (building on the baseline assessments/reports made by the PPG energy expert(s));Summary of local, national and global benefits of the MSP;Logical framework analysis, including detailed description of project outcomes, outputs, activities and indicators, with deliverables, timing costs, and responsibilities;Risk assessment and corresponding mitigation strategy;Replication plan to sustain post-project interventions;Monitoring and evaluation plan (including M&E budget);Implementation arrangements for the MSP;Assessment of social, economic and financial sustainability of proposed project activities, including gender aspects;Incremental cost analysis;Detailed budgets (in required formats);Terms of reference for key project staff and contractors;Recommendations (including costs and proposed timing) for capacity building activities during the MSP.

Location and Duration

The Consultant will be home-based, and undertake a maximum of two (2) field missions and consultations in Barbados.
The assignment is expected to be a total of 40-50 working days over a 6-to-9-month period (depending on GEF review feedback).

Consultancy deliverables

Expected time allocated to tasks and deadlines are as follows:

Inception report (2 working days, due: 31 May 2014);Detailed project strategy and relevant PPG reports (15-20 working days, due: 31 August 2014);GEF Endorsement Request and other required GEF documentation (5 working days, due: 15 September 2014);UNDP Project Document (10-15 working days, due: 30 October 2014);Co-financing letters for the activities of the project (5 working days, due: 15 November 2014);IP Completion Report (3 working days, due: 30 November 2014).Application Requirements:

National Consultant ? FBUR Analysis of Mitigation Scenarios and Actions

Purpose
The purpose of this project is to strengthen national capacities to integrate environmental and energy concerns into development plans at all levels and systems for effective implementation of the sectoral priorities.
This will be achieved through assistance to Bosnia and Herzegovina in preparation and submission of its first Biennial Update Report to the Conference of the Parties to the UNFCCC for the fulfillment of its obligations to the Convention under Dec. 1/CP. 16 par. 60 and Dec 2/CP. 17 par. 41 and its Annex III. The FBUR will update and strengthen information provided regarding national circumstances, greenhouse gas inventories, climate change mitigation and information on financial, technology and capacity building needs. The project will also create a set-up for domestic measurement, reporting and verification arrangements and increase the capacity to produce subsequent BURs.


Objective
The overall objective of this assignment is to provide an updated chapter of FBUR mitigation. It includes estimation of costs and benefits for baseline scenarios for emissions from each sector; based on input of mitigation sectoral experts, analysis of emission reductions for each mitigation scenario through the year 2040 with cost-benefit analysis of scenario results; making economic estimates of impacts of relevant sectoral scenarios which will allow for the prioritization of various mitigation options by cost and effect. 


Background Information
Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual GHG emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change. 
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the FBUR process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.

The expert should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, his\her responsibilities are but not limited to the following:Prepares a detailed work-plan with UNDP PM and Mitigation Team Leader;Review the existing mitigation scenarios created under SNC and FBUR;Review the existing mitigation measures identified under SNC and FBUR;Assess various mitigation measures which make integral part of mitigation scenarios on a cost-benefit basis;Provides an input to FBUR mitigation chapter;Archives and documents all studies; Ensure the timely and effective management of the activities as scheduled; Deliverables and timelines
