Education:

Master’s Degree or higher in engineering, energy, agriculture, economics, commerce, supply chain management or related field, preferably with qualifications in supply chain management and logistics.

Experience:

Minimum of 07 years of demonstrable experience and knowledge in the sustainable usage of natural resources, renewable energy, and / or biomass energy industry;Minimum of 5 years experience and knowledge of operational issues of supply chains, economics, identification of background issues, value chain analysis and enhancement;Minimum of 5 years demontrated experience in designing course material and conducting effective training programs/interactive workshops for participants of different educational levels and backgrounds.

Language:

Excellent English language skills.

UNDP will provide and cover the following costs:

Daily Subsistence Allowance relevant for the 3 star hotels in Colombo Sri Lanka for all the days the consultant will be in Sri Lanka as per the UNDP DSA guidelines;The costs for project related travelling within Sri Lanka, organizing and logistics  of conducting training events, workshops and the seminar, making copies of the course material to be distributed among participants are borne by the implementing agency. Therefore, those costs should not be included in the above budget.

Note

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” financial proposal including his/her consultancy and professional fee, honorarium, any additional HR cost (as required) such as translators and field assistants, communication cost such as telephone/internet usage, printing cost,  ad-hoc costs, stationery costs.  No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. While in Sri Lanka, any travel outside of the duty station will be with prior approval of the Assistant Country Director.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above.

Payment for Services

Payments will be based on milestones as detailed below.

Inception report indicating the work plan and the basic structure of the training program, workshops and the seminar – 25%;Completion of  development of training material, presentations for the workshops and the seminar and delivery of training program, workshop and the seminar-50%;Completion report -25%.

The Project Officer will be responsible for:

Programme Planning and Implementation:Provides advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) that includes vaccine logistics and cold chain management on one single information system platform in the states of Rajasthan and Uttar Pradesh. This activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for cold chain and vaccine logistics management (VLM) at the respective district level. Partners with the state and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN in select states. This activity will involve working closely State Level Health officials, coordinating with the GAVI- HSS partners namely UNICEF and WHO and other development partners working on immunization.Capacity Building and technical assistance for Government: Assists the Senior Project Officer to identify capacity-building needs on eVIN and undertake capacity-building activities at the district level. Facilitates the review of the system and capacities relating to the delivery of eVIN in conjunction with State Rural Health Mission. This will include: Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks;The project officers will be required to carefully monitor the eVIN system and alert designated authorities the district level with regards to vaccine inventory and cold chain management;The project officer will assist, support and monitor the identified implementing agency in the implementation of the system at the district and sub district level. This includes the capacity building initiatives at the district levelDocument to the implementation process and analytical learnings from the implementation to feedback into the effective scale up in all the districts of Uttar Pradesh. Within an evolving development landscape ART capitalizes on the complementarities of actors at the local level and puts in place multi-level governance systems for sustainable human development. It does so by promoting a programmatic, operational and administrative framework for coordination and institution building. ART’s objective is to enhance the capacities of national and local institutions and actors working in a complementary way at the local level, thereby achieving the Millennium Development Goals and attaining inclusive, resilient and sustainable development.Moreover, through the ART Initiative, UNDP promotes Local Economic Development (LED) in territories where considered a priority by the territorial stakeholders. And a wide network of international centers of excellence (e.g. organizations, associations, universities, research institutes, etc.) and local governments articulate their support to LED processes through Initiative and its framework programmes in partner countries. The integrated approach to human development ART flagships through Local Economic Development Agencies (LEDAs) integrates the economic, social and environmental components of sustainable development inter alia. LEDAs are also part of a multi-tier governance system for the promotion of LED under the leadership of local governments and in cooperation with the private sector and the civil society. LEDAs enhance organized local networks in partnership with universities, research centers and institutions promoting territorial development; and encourage continuous collective/interactive learning, both among territorial stakeholders and with international (decentralized) cooperation partners.The ART GOLD Program is operating in Lebanon since 2007, with the aim of supporting local actors in 4 areas (Southern Suburbs of Beirut, Bekaa, North Lebanon, and South Lebanon) in promoting and implementing territorial economic strategies, based on the valorization of the local resources, and organizing correspondent value chains.The LEDAs (Local Economic Development Agencies) will offer the organization of the value chains in terms of business support, creation of new businesses proposals, inclusion of the most advantaged people, creation of decent jobs, establishment of micro and small enterprise networks.
During 2007-2008 the ART GOLD Program realized a first survey on the economic actual and potentially competitive resources in the 4 areas, and shared a preliminary strategy for their development.
In 2013 three LEDAs commenced their operations, and one of the tasks is to update the above mentioned survey and the correspondent strategies for at least two prioritized value chains.
The objective of the contract is to support the work process of the LEDAs in Lebanon in the framework of the ART GOLD programme (AGL) with particular reference to strengthening the value chains development process in the 4 areas of the programme, through realizing assessment and designing perspectives.
Main activities/responsibilities
:Technical assistance for identifying each value chain ( not more than two for each area )  a competitive advantages, sustainability factors, marketing positioning, obstacles and main strategic actions for short, medium, and long term.
A document for each value chain (at least 2 value chains for each area), including:Main valuable existing activities, and actors; Competitive advantages; Sustainability (economic, social, environmental); Main obstacles to the value chain valorization; Market positioning.Main strategic actions for the value chain development and new business opportunities, at short, medium, and long term;2 mission reports, at the end of the 2 planned missions. The consultant shall in each area:Accompany the LEDA technical staff and realise focus groups for each value chain for discussing the above mentioned factors, analysing the value chain condition and performances; Realize field visits, initial and final d-briefing with the AGL ATP, staff, and area managers; Transfer the knowledge to the LEDAs; Deliver mission reports.
The consultancy will include  2 field missions in Lebanon and desk work for a total of 40 working days.For field visits, preparatory work and desk research will be carried out at the consultant’s home-base, and in regular communication with the ART team and local parties in Lebanon via skype, email or telephone.  The consultant will work under the supervision of the Chief Technical Advisors of the Framework Programme in Lebanon and ART Programme Specialist.  UNDP will provide guidance and feedback at all stages of the process and the resulting products and documents will be subject to an internal review process. The ART framework programme In Lebanon will provide all logistical and organizational support to the consultant such as transport, organizations of meetings and translation if required.Demonstrates integrity by modelling the UN's values and ethical standards; Displays cultural, gender, religion, nationality and age sensitivity and adaptability; Ability to structure a task in terms of the analytic/investigative process and to produce a well-structured output; Ability to work in a team; In-depth practical knowledge of inter-disciplinary development issues including gender equality and empowerment issues, as well as a good knowledge of the inter linkages between the social, economic, environmental and cultural dimensions of sustainable development; Strong interpersonal skills, communication and diplomatic skills; Openness to change and ability to receive / integrate feedback; Ability to work under pressure and stressful situations; Excellent writing skills; Seeks and applies knowledge, information, and best practices from within and outside of UNDP; Good understanding of UNDP programming modalities. Advance degree in a relevant discipline, such as Economics, public administration and/or closely related field studies. At least 7 years in supporting national and local actors for local economic development processes;Significant experience in local economic development processes in developing and transitional countries;Proven record of reports/publications on the subject; IT literacy. Fluency in spoken and written English.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Technical Criteria weight; [70%]; Financial Criteria weight; [30%]. Only candidates obtaining a minimum of 51 point would be considered for the Financial Evaluation.

Chief Global Supply Chain Officer

Responsibilities:

Requirements:

Senior Program Supply Chain Coordinator

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities in the region focus primarily on the supply of vital medications and medical equipment, non-food items, water, sanitation and hygiene and child protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

SCOPE OF WORK:

The Senior Program Supply Chain coordinator will be responsible for the overall coordination and management of all non-food item distribution across program sectors. He/she will be in charge of ensuring the quality and timely delivery of core relief items to the beneficiary population using the most appropriate delivery mechanism.  He/she will be the liaison between program teams and supply chain, ensuring that NFI procurement and delivery is coordinated, benefits of economy of scale are realized, and that products procured meet the needs of the beneficiaries.    He/she will also work closely with the partner point person to ensure partner input into NFI procurement and distribution and with the M&E unit to collect beneficiary input and feedback.    

This position reports to the Deputy Director for Programs.

RESPONSIBILITIES:

Technical Quality

​Develop directly or in collaboration with program coordinators and local partners the distribution plan including needs assessment methodology, beneficiary selection criteria, registration mechanism, program location, kit content, distribution methodology and data collection / monitoring.Liaise with Supply Chain Coordinator (SCC) to ensure the timely procurement of NFIs that meet program needs.  This includes batching similar NFIs across program sectors for best pricing, working closely with program staff to ensure specifications and quantities meet beneficiary needs, and anticipating needs on the ground to improve SC lead times.   Coordinate and share relevant data with partner organizations and the NFI/Shelter WG and other coordination bodies to ensure a harmonized and well – planned response. Lead, or contribute to, the development of emergency response plans and contingency plans.Work with the SMT to develop rapid response plans and lead on implementation of operations response when new emergencies ariseMaintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Responsible for informing program NFI budget development, management, and compliance. Manage and implement emergency procurement measures. Inform the development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes, including on site monitoring and assessment of distributions. Work with M&E unit to ensure completion of the protection checklist, on-site monitoring documents and post-distribution assessments as well as all other relevant monitoring documents.

All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

Directions:

Advanced  degree in international development, supply chain management or related fields requiredMinimum of 5 years professional experience in program implementation or / and logistics. Strong operational background required. Prior experience working in emergency settings or insecure environments preferred.Strong program and budget management skills, planning, reporting, monitoring and evaluation skillsStrong written and oral communication skills, effective in representation and liaison with external parties .   Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.Personal qualities: Works well in and promotes teamwork, detail oriented, structured and organized, comfortable in a multi-cultural environment, flexible, troubleshooter, and able to handle pressure well. Fluency in English required. Arabic preferred.

RESPONSIBILITIES:

Database Management – 30%

Develop databases and data systems necessary for projects and department functions, considering both back-end organization of data and front-end accessibility for end-users; with a focus on optimizing data qualityMaintain existing Excel databases; suggest and implement improvementsCommunicate and follow-up with relevant IRC staff members in each office to ensure quality and timeliness of reports and data submitted; consolidate reports and data from field offices and track submission ratesResearch, test and lead in the adoption of new approaches to maximize effective and efficient reporting
