Technical Officer, GoI-GEF-UNDP India High Range Landscape Project (HRML) - (Open to Indian Nationals only) - New Delhi
High Range Mountain Landscape (HRML) in the Western Ghats mountains of peninsular India is a globally significant biodiversity region. Its key attributes are: a) high levels of endemism and biological diversity; b) Important Bird Area; c) presence of globally threatened species of fauna and flora; d) part of one of the five viable breeding centre of tiger in India; e) harbour the largest global population of Nilgiri tahr and a significant population of Grizzled Giant Squirrel (both threatened species); f) catchment of three major river systems of peninsular India; g) strong eco-cultural affinities; and h) support important economic sectors like cardamom, tea and tourism. At present, HRML is a complex mosaic of land uses where conservation, economic production and livelihood requirements assume equal primacy and profoundly influence each other. These contribute to competitive use of natural resources and affecting vital ecological processes. The rapidly altering developmental context, demographic contours, resource use configurations place a challenge for HRML’s long term ecological sustainability and livelihood security. The existing planning and policy framework, as well as the institutional arrangements in HRML are inadequate to address biodiversity conservation from a landscape perspective. The project aims to put in place a collaborative governance framework for multiple-use management of HRML. The project will attempt a paradigm shift from current sector based planning to an approach for integrated multiple-use management of mountain landscapes to deliver global environmental benefits. The project aims to achieve this through the following Outcomes: a) Effective governance framework for multiple-use mountain landscape management in place; b) Multiple-use mountain landscape management is applied securing the ecological integrity of HRML; and c) Strengthened capacities for community based sustainable use and management of wild resources.
The project region covers 3,000 sq. km spread across three districts of Kerala viz. Idukki, Ernakulam and Thrissur in Kerala.
GoI-GEF-UNDP Project ‘India High Range Landscape Project (HRML): Developing an Effective Multiple use Management Framework for Conserving Biodiversity in the Mountain Landscape of the High Ranges, the Western Ghats site in Kerala’ project will appoint a Technical Officer in New Delhi. The Technical Officer under the direct guidance of the National Project Director, MoEFCC, State Project Coordinator and overall guidance of the Programme Analyst, UNDP in New Delhi.
The Technical Officer will ensure coordination amongst all technical agencies engaged under the project to produce best results in the State as specified in the GEF-GoI-UNDP High Range Mountains project document, to the required standards of quality and within the given time and cost specifications. Therefore, the Technical Officer will assist NPD, the State Project Coordinator and Programme Analyst, UNDP to ensure that:

The Ministry of Health and Family Welfare (MoHFW) under the flagship National Rural Health Mission introduced Rashtriya Bal Swasthya Karyakram (RBSK) as structured health screening of children for early detection and management of defects at birth, diseases, deficiencies and developmental delays including disabilities – “the 4Ds”.
RBSK is the first step towards attaining Universal Health Coverage through comprehensive, universal, equitable childhood screening and management for all children (birth-18 years). It is expected that 2.4 million children between the ages of 0-18 years will be screened across the country.
The programme focuses on birth defects which contributes to almost 10% of total new born deaths and 4% of under 5 mortality, their identification and quality management based on current scientific evidence at zero cost to the families. This would involve training ASHAs, Medical Officers, Nurses, and Mobile Health Teams including AYUSH doctors. Another new area of focus is management of developmental delays and disabilities which affects 10% of children below the age of 6 years through providing a District Early Intervention Centre (DEIC) at each of the districts in the country.
The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide. The objective of Norway India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Health Mission (NHM) in select states that contribute the highest number of child deaths.
NIPI completed the first phase of operation in 2012 in the focus states of Madhya Pradesh, Orissa, Bihar and Rajasthan. It has started phase-2 of its operations to coincide with the new National Health Mission plan (NHM) (2013-2017).
UNDP - NIPI New-born project is providing technical support to the Ministry of Health and Family Welfare, Govt. of India to roll out the Rashtriya Bal Swasthya Karyakram (RBSK). The Technical support include development of operational guidelines outlining the major programme management aspects, training manuals for screening and management of different diseases, creating a cadre of master trainers at national level, guidelines for establishment of DEICs etc.
Presently, the States under the directions of MoHFW are implementing RBSK with varied intensity, understanding and experience. The complexities in rolling out of the RBSK nationwide with multiple dimensions of its management and the lack of experience in India and globally, necessitate intensified and systematic efforts.

In the framework of the project of the electoral support and the implementation of an electoral cycle in the Central African Republic (CAR), the Representation of the United Nations Development Program (UNDP) in CAR launches a recruitment of a Chief Technical Advisor for the Project of Support to the Electoral Cycle in collaboration with the National Electoral Authority and the Ministry of Territorial Administration.
The Central African Republic has in the past year witnessed a series of complex political changes. In January 2013, the (now former) Government of CAR and the (now former) Seleka rebellion signed the Libreville Agreement under the auspices of the Economic Community of Central African States (ECCAS). However, on 24 March 2013, the Seleka successfully ousted President Bozize who won the Presidential elections in 2011 – a process that was supported by UNDP and the international community. Following the coup, a roadmap was developed and adopted for the transition laying down specific steps for the return of the country to constitutional order. The Agreement and the Roadmap provide for the organization of free, fair and transparent elections within 18 months of the start of the transition period, with the understanding that the transition would begin with the swearing in of the Head of State of the Transition on 18 August 2013. This set the date for elections to be organized by February 2015.
On 3 January 2014, the Government of CAR solicited the support of the United Nations system to prepare, organize and conduct multi-party elections (referendum, Presidential and legislative elections) in accordance with the timeline envisaged in the Transition Roadmap. In this regard, the UN Secretary-General agreed to dispatch a Needs Assessment Mission (NAM) to the Central African Republic from 27 January to 11 February 2014. As the results and recommendations of the NAM are now finalized, UNDP CAR is recruiting an electoral expert to support and advise the National Electoral Authority (ANE) to organize and manage the electoral process, while also managing a UNDP electoral basket fund. The expert as well as the UNDP project team will be part of the United Nations Integrated Electoral Team (UNIET) and work under the technical guidance of the Chief Electoral Officer and Head of the UN Integrated Electoral Team, without prejudice to UNDP internal reporting lines. The UN Integrated Electoral Team will be situated under the direct responsibility of the Deputy Special Representative of the Secretary-General/United Nations Resident Coordinator and UNDP Resident Representative.

The Government of Sri Lanka has placed great emphasis on improving and uplifting rural economy and living standards, particularly in post conflict areas. The Government currently implements two large-scale rural development programmes through the Ministry of Economic Development, funded through regular government budgets. The Divi Neguma or livelihood development programme delivers at household level, aiming to improve agriculture production and rural industry. The Gama Neguma or village development programme focuses on rural infrastructure such as roads, bridges, culverts, buildings, and water supply and irrigation systems. The programme is active in all 14022 Grama Niladhari (Village Administrative) units in 25 districts of Sri Lanka.
Climate change threatens the sustainability of both these programmes. Already the impact of climate-related weather anomalies is manifest in reduced agriculture productivity, in crop losses, in flood and landslide related damage to infrastructure and in increased uncertainty for farm based livelihoods. Therefore the climate induced problem which the project seeks to address is that recurrent climate-related impacts are posing a serious threat to the government’s stated aim of developing strong rural economies that bridge the urban-rural income disparity, particularly in post conflict zones.
In order to address this risk, Ministry of Economic Development, in collaboration with UNDP has developed the project “Strengthening the Resilience of Post Conflict Recovery and Development to Climate Change Risks in Sri Lanka”. The project is funded by the Special Climate Change Fund of the Global Environmental Facility (GEF) and aims to build adaptability to climate change into the design and implementation of both Gama Neguma and Divi Neguma. Building resilience in rural development programmes to current and projected climatic change will include developing institutional capacities to assess risk, designing appropriate interventions and implementing adaptation actions with community participation. Through the Ministry of Economic Development’s internal coordinating mechanisms the project will work with a range of technical partners- such as the Department of Agriculture, Irrigation, Livestock, and Disaster Management Centre. The project aims to conduct climate risk assessments in all 25 districts to identify areas with greater risk; and train district planning officials to manage climate risks. At village level, the project will support incorporation of climate risk assessments in to every Grama Niladhari (GN) level Village Development Plan.
The project will deliver concrete adaptation measures in three selected districts with high vulnerability to climate change, building on the government-funded Gama Neguma and Divi Neguma rural development programmes. These measures will include enhanced water storage and rational use, conservation of soil, coastal ecosystems for improved agricultural production, improved crop choice and built infrastructure such as roads, irrigation systems and water supply which incorporate climate risk reduction.
UNDP will place a Technical Coordinator, guided by the Assistant Country Director and National Project Coordinator in support of the day- to-day implementation, management and coordination of Programme activities and to ensure effective planning and monitoring of the Programme to achieve stated outcomes and outputs in accordance with UNDP/Government of Sri Lanka Guidelines for Nationally Implemented Programmes and UNDP’s Country Programme Action Plan (CPAP).

UN Women - Technical Assistance on Strengthening Leadership and Coordination Capacity for Gender Mainstreaming across the Government of Uganda - Kampala
UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.
With support from the Department for International Development, UK (DFID), UN Women in collaboration with the Ministry of Gender, Labour and Social Development (MGLSD), has been coordinating the implementation of a four-year Joint Programme on Gender Equality and Women’s Empowerment (UNJPGE) since 2011. The planned outcomes of the UNJPGE are five (5) and these include:strengthened government capacity in gender responsive policy-making, planning, budgeting and programme management; Improved access to essential services by survivors of sexual gender based violence; Increased girl’s retention and completion rates at primary school level; Enhanced civil society capacity to advocate and demand government accountability for gender responsive laws and policies; Enhanced effectiveness in the delivery of gender responsive governance amongst UN agencies.These outcomes have been pursued in line with the priorities set in the Uganda Gender Policy (2007), the National Vision 2040, the Social Sector Investment Plan for Uganda (2011-2015) and the United Nations System-wide Action Plan on Gender Equality. Therefore a series of efforts have been geared towards strengthening the capacity MGLSD to provide synergetic leadership across sectors in government on designing and implementing gender responsive policies, plans budgets and programmes. Nonetheless, capacity building efforts implemented so far at MGLSD are yet to be explicitly aligned to the goal of the UNJPGE, which is: gender equality in access to services and opportunities. This is why MGLSD has partnered with UN Women, to seek technical support towards strengthening the leadership and coordination capacity of MGLSD in regards to gender mainstreaming across its departments and selected government sectors.

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”
Indonesia has one of the fastest growing HIV/AIDS epidemics in Asia. It is ranked fifth on the list of high burden countries for tuberculosis (TB), and has approximately 2,783,649 malaria sufferers (WHO 2011). Since 2003, the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) has committed US$ 693,158,140 in funds to support Indonesia to combat AIDS, TB, and malaria, and to engage in Health System Strengthening (HSS). For the period of January 2014-2017, GFATM has allocated USD 302 M for Indonesia
The current signed grant agreement for Malaria and HSS will end in December 2014, followed by AIDS in June 2015, and TB in June 2016. In the meantime, in early 2014, the GFATM has launched the New Funding Model (NFM) that provides implementers with flexible timing, better alignment with national strategies and predictability on the level of funding available. This model is completely different from the previous rounds-based model, which Indonesia is familiar with.
In the NFM, the Global Fund has incorporated mandatory Counterpart Financing (CF) requirements for its financial support. Applicant countries are required to demonstrate that government contribution to the national disease control programme reaches the minimum level threshold. Indonesia is considered as an Upper Lower Middle Income (U-LMI) country. It has to show at least 40% contribution to the same national disease control programme.
To further incentivize additional co-investments by the government in disease control programmes, the Global Fund has incorporated ‘Willingness-To-Pay’ (WTP) as a qualitative factor for adjusting the indicative funding. The indicative funding amount shared with the country will include a 15% allocation for WTP that can be availed by applicant countries based on additional government commitments for the next phase. If government commitments are not sufficient to meet the threshold requirements for all of the disease control programmes that are supported by the Global Fund, the country will not be able to access the WTP allocation.
Moreover, countries with high co-infection rates of TB and HIV will have to submit a single concept that presents integrated and joint programming for the two diseases. This condition brings special challenge for Indonesia as each disease has a different period of on-going GFATM grant and different long established programme management system that runs vertically from central to district to health service providers.
Given this situation, the period of May-December 2014 is critical for the four TWGs to prepare a new concept note that is in line with the NFM requirements, to be submitted in time to the GFATM.
Meanwhile, as of December 2013, the grant performance of 6 out of 10 PRs did not meet expectations. 50% of them had lower performance compared to the previous performance rating. Therefore, support for CCM in oversight function as well as for PRs in management and programme delivery can not be overlooked.
For years, UNDP support services have been part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation of its GFATM grants. UNDP and GFATM have reached an agreement on their working relationship since 2003. Based on the recently closed MTAF project , UNDP learned that facilitation for GFATM grant management is still needed, more so with the upcoming NFM, the inadequate performance of the PRs and the nascent stage of the Health Consultant Committee (Komite Pendayagunanaan Konsultan Kesehatan – KPKK) .
A number of international development partners (i.e. UNAIDS, WHO, USAID, DFAT, UNDP and UNICEF) have for many years provided assistance to the GFATM grant management in Indonesia. At present, with the challenges that the CCM and PRs are facing in their downgraded ratings and the roll-out of NFM, stronger coordination and better structured support by international development partners are urgently needed. Many agencies have provided support separately and this leads to the need to map out and communicate the gap. Therefore, UNDP plans to revive the coordination platform and dedicate a senior technical support coordinator (STSC) to focus on this. UNDP intends to strengthen partnership and collaboration among development partners, facilitate an effective process for channelling and mobilizing existing (technical and management) support to TWGs and PRs and address grant development and management issues, with possibility of developing a pooled fund mechanism too.
The Government and UNDP have identified six priorities that the CCM and PRs need to pay attention to in the next 18 months: 1) HSS concept note writing, 2) AIDS grant reprogramming for extension period of July-December 2015, 3) Joint TB-HIV concept note development, 4) Facilitating Technical Assistance in improving the achievement of targeted indicators for HIV PRs or other PRs with B rating, 5) Facilitating grant management support to PRs, including on how to manage and improve SR grant performance, and 6) Facilitating PR’s immediate response to issues raised in management letters.
Under the overall guidance and on behalf of the Programme Manager PR & MDG (PM PR&MDG), the Senior Technical Support Coordinator has the authority to run the project on a day-to-day basis. The project manager is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost. The primary reporting responsibility of the incumbent is to the Programme Manager PR & MDG as the primary supervisor. Additionally, for matters related to technical support to PRs/TWGs – the CCM Secretariate will be consulted fully.

Technical Specialist for REDD+ ( International) - Jakarta
Climate change is one of the largest challenges facing Indonesia in terms of both mitigation and adaptation. For mitigation, successful emissions reductions from land use, land use change and forestry (LULUCF) will benefit not only the country and provide opportunities to protect the country’s vast biodiversity, but significantly contribute to global climate change mitigation efforts. On mitigation, UNDP supports the implementation of the partnership between the Government of Indonesia and Norway for Reducing Emissions from Deforestation and Forest and Peatland Degradation (REDD+). The partnership focuses on quantifiable reduction of GHG emissions by 2020 and addressing underlying root causes, including private sector engagement and supporting tenurial rights and livelihoods of forest dependent communities. The Partnership is formalized by a Letter of Intent which pledges up to one billion dollar disbursed as performance-based payment for verified emission reduction. UNDP has supported the initial phase of the LoI. Under this phase, Norway has contributed a total amount of approx. USD40m to Indonesia. The second phase – now in preparation – amounts to USD160m; the final phase is estimated at $800 million. UNDP is also supporting Indonesia in establishment of financing mechanisms to prepare the country for long-term investment – domestic and foreign – that meet the twin objectives of climate change mitigation and economic growth.
With the establishment of the REDD+ Agency, the appointment of its head, the enlistment of a core team of staff, and the initiation of activities to enter Phase 2 of the Letter of Intent with Norway, both the Government and UNDP are gearing up for large scale REDD+ programming activities in Indonesia. There are many critical challenges ahead for the REDD+ Agency and in-coming staff including the coordination of complex inter-ministerial partnerships and the sequencing of a wide range of important and time-sensitive activities to achieve results under the Letter of Intent. In addition to the programmes and activities of the Agency, a range of initiatives will be undertaken. These include: the strengthening of the national REDD+ Funding Instrument and the REDD+ Agency secretariat, the expansion of the current Knowledge Management initiative into an advanced Data and Geospatial Centre, and a series of campaigns to address cross-sector issues including gender, poverty and the marginalisation of communities adversely affected by inadequate land governance. This multi-faceted approach is required to ensure the establishment of a viable REDD+ model in Indonesia and that fundamentals behind the current REDD+ partnership remain solid and on track to achieve a national contribution-for-verified emissions by Phase 3 (up to USD800 million). Achievements reached during Phase 1 and those expected during Phase 2, are the cornerstone results for the REDD+ Agency’s preparedness to enter Phase 3.
For UNDP, the REDD+ programme and related climate change initiatives currently account for the largest share of the CO portfolio. The REDD+ project alone is expected to grow into a US$100 million project for the CO, with sizeable amounts of resources being mobilized for other related initiatives.
To assist the CO to provide critical management and backstopping support to the REDD+ programme and to support cross-project synergy and collaboration, the services of a Technical Specialist for REDD+ is required.
Under the guidance of the Head of Unit/ Assistant Country Director, the Technical Specialist supports the development and management of the UNDP REDD+ programme and related climate change projects. The main role is to contribute to the day-to-day management of the ongoing REDD+ programme, provide key programmatic guidance and expertise, nurture existing partnerships and forge new ones with a broad range of stakeholders – including civil society and the private sector – and strengthen the partnership between the Government of Indonesia and Norway. In addition, the Technical Specialist will also be expected to oversee the programme monitoring and other relevant operational tasks.

Senior Technical Advisor on Meteorology, Climate Monitoring and Forecasting - Home-based with mission travel to pilot countries
UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau of Development Policy and is responsible for providing leadership and technical support to delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is on helping countries develop the capacity to fully incorporate environmental sustainability and resilience into development at national and local, but also global and regional, levels. The principal areas of work are in environmental mainstreaming, environmental finance, adaptation to climate change, and local governance of resources, including energy.
Recently, UNDP/GEF designed a set of 10 country-led projects that focus on strengthening Climate Information for Resilient Development and Adaptation to Climate Change (CIRDA). In this context, UNDP/GEF is looking to recruit the services of an individual who will support the project manager and countries participating in the regional initiative on the identification, procurement and rehabilitation of automated and manual weather stations. This will include providing technical backstopping advisory support on appropriate data logging and communication equipment, advisory support on the operations and maintenance of equipment (and access to associated technologies), as well as, in developing weather and seasonal forecasts, including conducting training on weather and climate data interpretation techniques. Familiarity and experience with a wide range of technologies, both conventional and innovative, will be particularly important.
The Senior Technical Advisor for Meteorology, Climate Monitoring and Forecasting will provide advice and technical assistance, including designing and leading regional training workshops, development of materials for training and knowledge dissemination on CI/EWS. S/he will do this in coordination with organizations undertaking similar work e.g. WMO, World Bank, UKMO etc. and of the regional component of the of the Weather and Climate Observation Networks (WCON) and Early Warning Systems (EWS) for Development (WCON-EWS) Project in Africa (and other regions), ensuring solid technical quality of deliverables.
The Senior Technical Advisor will work closely with UNDP-GEF colleagues in the country offices and other project staff.
The Senior Technical Advisor will work under direct supervision of the CIRDA project manager and in close collaboration with the UNDP-GEF Regional Technical Advisor (based on Addis Ababa) overseeing the projects, the UNDP Country Office in each country and the national Implementation Partner (IP), as identified in each project document.
