Consultant (short-term) on designing a Guide on gender-responsive budgeting and costing, UN Women - Kyiv

Qualifications Education:

University degree in social sciences, law, public policy/administration, development studies, gender studies or similar. Master’s degree or PhD would be considered an asset.Post-University education (certificates on finished courses, scholarship, trainings) on gender analysis, gender mainstreaming, GRB etc.

Languages:

Ukrainian (Proficiency in written).

Experience:

A proven track record of research on GRB and costing of gender equality priorities.A proven track record on developing guide on relative topics.

Evaluation of Applicants

National gender consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

responsive/compliant/acceptablehaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical

Technical criteria – 70% of total evaluation – max 70 points:

Criterion A – Relevant University education (Max points: 10)

Criterion B – Relevant Post-University education (Max points: 10)

Criterion C – Language skills (Max points: 10)

Criterion D – A proven track record of research on GRB and costing (Max points: 20)

Criterion E - A proven track record on developing guide on relative topics (Max points: 20).

Only candidates who have obtained at least 49% of the points under the technical evaluation will qualify to be considered in the financial evaluation round.

Financial

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S - score received on financial evaluation;

Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F - financial offer under the consideration.

Duration and remuneration

The duration of the contract of the consultants is two months in the period 20 December 2014 – 20 February 2015

Short Letter of interest, including financial proposal, indicating a total lump sum (in local currency) for the delivery/schedule of outputs as per above description. UN Women applies fair and transparent selection process that would take into account the competencies/skills of the applicants as well as their financial proposals.

Chemonics seeks a short-term constitutional support advisor for the ongoing USAID/OTI-funded Libya Transition Initiative (LTI). The three-year, five-month program, begun in September 2011, supports Libyan efforts to build an inclusive and peaceful democratic future that reflects the will and needs of the Libyan people. The short-term constitutional support advisor will support the project's engagement with the new Libyan Constitution. Libya's Constitution Drafting Assembly, which met in the eastern city of Bayda on April 21, 2014, has been legally mandated and popularly elected to draft a new constitution in four months. In order to support the constitution drafting process, LTI is seeking an advisor for a period of three to six months to assist with identifying, developing and supporting priority interventions.

Given the dynamic nature of the constitution drafting process, the scope of work and individual tasks will remain flexible to allow the program to plug into priority areas as the situation evolves. It is expected that this assignment will be for three months, with a possible extension based on progress on the process and programmatic needs. This assignment will require extensive travel throughout Libya, including to Bayda, LTI's regional offices, and other locations as needed to work directly with civil society partners. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Illustrative deliverables are expected to include:

Develop weekly reports that review recent events, analyze key trends, summarize meetings, and provide recommendations on potential programmatic responses as neededDraft strategy on LTI engagement in the constitution drafting processConduct trainings and develop outreach materials as necessary with government stakeholders and/or civil society organization representativesIdentify, design, and develop at least five activities to support civil society engagement in the constitution drafting process

Qualifications:

Advanced university degree (master's degree or equivalent) in law, governance, or international relations/affairs with work experience on constitutional development issuesMinimum five years of progressively responsible professional experience in legal/policy analysis, constitutional law, or governanceExperience working on constitution drafting process in countries undergoing political transitions, specifically in supporting community-level consultation and civil society engagementExperience in training, conducting outreach, and supporting advocacy or public consultation processes with civil societyExperience in small grants design, development, and implementation strongly preferredBasic knowledge of relevant United Nations institutions, mandates, policies, and guidelinesProven flexibility and creativity in a dynamic environmentAbility to communicate effectively with senior officials on key decisionsAbility to work independently with minimal supervision; prioritize multiple work assignments in an extremely fast-paced environment; meet deadlines;, and to exercise good, professional judgmentExcellent verbal and written communications skillsDemonstrated leadership, versatility, and integrityFluency in English required; fluency in Arabic preferred

Casework Assistant (Short-Term)

SCOPE OF WORK: Provide administrative and logistical assistance to the Case Management team to ensure that client services are provided and documented in a timely and efficient manner and in-keeping with donor regulations.  This position reports to the Casework Supervisor.

ESSENTIAL JOB FUNCTIONS:

Assist in preparing documents for new arrivals and faxing information to appropriate agencies.Review existing case files to ensure that required documentation is present and well organized, and prepare files for closure Assist in referring clients to local resources or other social service programs. Assist Case Management team with the completion of comprehensive service plans for each case. Assist Case Manager Supervisor in ensuring that required reports and case notes are submitted in a timely and accurate manner.Participate in quarterly public consultations, weekly staff meetings and other meetings as needed. Provide transportation to clients for necessary core services activities.Provide core services assistance to clients, case noting, logging activities into ETO (computerized database), and staffing cases as needed with coworkers.Other related duties as assignedREQUIREMENTS:

·         Some formal education in related field; B.A./B.S. preferred

·         Some previous professional work experience in job development or with refugees;

·         Fluency in written and spoken English, bilingual ability preferred;

·         Computer literacy, data base experience preferred; Familiarity with Microsoft Office Suite preferred

·         Ability to effectively communicate and work as a team member in a cross-cultural environment; and

·         Ability to prioritize and manage time effectively.

·         Valid Driver’s License, Active Insurance Policy and Reliable Transportation

SPECIAL CONDITIONS:

·         Typical Office Environment

·         Some travel in and around service delivery area

·         Occasional work hours in the evening and weekends

·         Ability to lift light loads (approximately 25 lbs)
