Logistics and Asset Management Expert - Dar Es Salaam

Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission (NEC) and Zanzibar Electoral Commission (ZEC), a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.

In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The EMBs and other stakeholders in preparing for these critical events have requested the assistance of UNDP to provide technical support to the preparation and execution of this referendum.

To this end, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, United Nations (UN) One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s United Nations Development Assistance Plan’s (UNDAP’s ) Outcome 7: i.e. “Key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”.  UN Women and UNESCO are implementing partners in a One UN Country Team context.

Project Objectives

The project seeks to promote democracy and contribute to the realization of the following four objectives:

Capacity of the key democratic institutions enhanced to support and promote legal and institutional reform in the context of the on-going constitutional reform process and beyond;Capacity of the EMBs to conduct credible elections enhanced through strategic, technical and operational support and improved EMB engagement with stakeholders (i.e. political parties, civil society organisations, and the media) to foster a democratic environment;Inclusive participation in elections and politics enhanced through the empowerment of women, youth and people with disabilities (PWDs);National peace infrastructure enhanced to mitigate and prevent election-related conflicts.

Logistics Assistant

Administrative and Logistics Assistant (temporary replacement) - Ashgabat

(date when the selected candidate is expected to start)Duration of Initial Contract :UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grant on Tuberculosis (TB) in Turkmenistan for the period of 2010-2015. In its role as Principal Recipient, UNDP ensures the achievement of aims and objectives of the grant, quality financial management, timely procurement of supplies, and efficient monitoring and evaluation. To fulfill its PR role, UNDP Country Office established a Grant Implementation Unit (GIU).
UNDP as the Principal Recipient implements several activities (such as training of medical specialists in Ashgabat and all velayats; monitoring visits; procurement of health and non-health products; construction works). These activities are implemented in close collaboration with the Ministry of Health and Medical Industry of Turkmenistan, Ministry of Internal Affairs of Turkmenistan, Centers for Infectious Diseases, and TB Department of Turkmen State Medical University. In addition, there are three Sub-recipients (SR) of the grant which implement specific activities in accordance with their mandate: World Health Organization brings technical assistance; National Red Crescent Society of Turkmenistan is responsible for the patient support component of the grant as well as for social mobilization of communities; Health Information Center delivers TB-related information.
UNDP Country Office is responsible for the whole programmatic and financial reporting. It collects the required data, verifies and compiles the reporting forms and reports to the UNDP Headquarters, the Global Fund Secretariat, Country Coordinating Mechanism and other interested agencies.

To ensure high quality and accuracy of administrative processes of the grant project, the UNDP GIU is seeking the temporary services of an Administrative and Logistics Assistant. The Administrative and Logistics Assistant will work in close collaboration with the CO Programme and Operations units.

Remuneration: SB-3, mid-point level (858 USD)

Working under the supervision of the Grant Manager, the Administrative and Logistics Assistant will be responsible for performing of the administrative support functions, which may include clerical work such as custom clearance, support to procurement, filing/ registry.

Summary of key functions:

Provide assistance to procurement services;Provide logistical services ;Provide administrative services;
Specific Responsibilities:

1.    Ensure provision of the assistance to procurement services, focusing on achievement of the following results:
Support to development of procurement plan;Assist in development and preparation terms of reference/ specification/ scope of work;Support in implementation of procurement activities by preparation of solicitation  documents (RFQ, RFP, ITB);Assistance in evaluation of bids/ proposals;Arrange purchases using canvassing method for simple support services and goods including driving, translation/interpretation, maintenance, catering, suppliers, stationary, simple equipment (may include small scale purchase of office equipment and the like not exceeding 5,000 USD threshold);Assist/provide information on procurement issues during project audit exercise;Create e-requisitions in Atlas for procurement purposes;

Assist in customs clearance arrangements by preparation all relevant documentation;Implement in bond and follow-up actions for the arrived cargo; Create receipt of goods in Atlas;Provide administrative/logistical support to conferences, workshops and other events;Arrange travel and hotel reservations;Prepare travel authorizations with proper supporting documents;Process requests for visas and other related documents; Arrange registration of incoming visitors;Perform other related duties as necessary.
3.    Ensure provision of administrative services, focusing on achievement of the following results:
Serve as a custodian for stationary supplies, distribution stationary and keeping a log of distribution;Provide support to quarterly inventory exercise; create matrix for project inventories, such as publication materials, visibility items and monitor in/out flow;Provide support to asset exercise; Maintenance of documents filling system;Prepare minutes of the meetings and translate various documents;Perform other related duties as necessary.
Effective listening, verbal and writing communication skills;Ability to work in and with diverse team;Attention to detail and high level of accuracy;Ability to work under time constraints;Time management skills.Secondary Education.; University Degree in management, finance, accounting, economics and other related field is an assetAt least 3 years of substantial administrative experience, in particular in logistics and procurement;Administrative experience in implementing development projects, especially within the UN system or other international development agencies is a strong asset;Good knowledge of English and Russian. Senior Logistics Assistant (LTSH) - WFP/IRQ/2014/001 - Baghdad

Under the direct supervision of the Country Logistics Officer the candidate will perform the described generic logistics related duties and responsibilities.

The candidate will be mainly involved in planning fund requirements and dealing with logistics costs, invoicing and financial records.

A strong administrative/financial orientation, with capacity to create and keep records of documents is requested.

Ideally the candidate has logistics backgroung and solid account/finance/administration studies and work experience. The organization will provide training on specific internal tools and procedures, and will highly estimate the background experience and willingness to learn the specific procedures.

Duties and Responsibilities:

1.       Assist with logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes

2.       Plan fund requirements and deal with logistics costs, invoicing and financial records. 

3.       Assist in the training of staff, particularly ensuring that support staff are adequately trained, cross trained and identify any additional training needs to achieve high working standards;

4.       Follow up on projections of needs and call forward requirements;

5.       Follow the movement of food and non-food items for the projects and operations in the country;

6.       Collect regional and statistical information related to needs in various locations;

7.       Assist the sub-stations in the distribution and control of food and non-food aid;

8.       Organize and supervise the distribution at food at sites and maintain appropriate records;

9.       Prepare contracts for the transport of food and non-food items in both emergency and development operations;

10.   Initiate regular visits to stores to ensure conformity with regulations for storage of food and non-food items;

11.   Maintain cost data on various means of transport in the country;

12.   Deliver WFP standard waybills to those involved in the transport of WFP operations; ensure that the proper paperwork has been prepared;

13.   Assist with the accounting, reporting on food and non-food items and ensure that internal control systems are functioning and that all relevant records are maintained;

14.   Assist in contingency planning and logistics preparedness reviews;

15.   Supervise general service staff as required;

16.   Perform other related duties as required

Desirable skills:

Experience using EXCEL, SAP, Oracle, MS PowerPoint and other accounting software; knowledge of WFP administrative regulations and rules, and WFP policies and procedures in the area of work.

The candidate will be directly involved in assisting in logistics costs (LTSH) management.

LTSH comprises the costs involved to receive, store, transport and distributes the commodities from the completion of external transport through to final distribution

Procurement, Logistics and Asset Manager

Under the overall guidance and direction of the
Project Manager (PM) and the Deputy PM (Operations Manager), the Procurement,
Logistics and Asset Manager will be responsible for delivering the procurement
requirements of the Support to the Electoral Complaints Commission of
Afghanistan (SECCA) project. The post
holder will be expected in the course of his/her duties to work closely with
IECC staff and counterparts. Specific
responsibilities and duties include but are not limited to:

* Manage the entire process in the planning of the SECCA project’s procurement and supply chain activities, inventory control, logistics and distribution, ensuring effectively-functioning processes to avoid costly delays and lost opportunities;

* Ensure
effective lines of communication between UNOPS Country office
(procurement) and Project Office to ensure priority requirements, timely
delivery of goods, works and services using the most appropriate
procurement procedures;

* Manage
relationships with vendors, suppliers and contractors that facilitate
smooth flow of services to the project;

* Ensure full
compliance of procurement activities with the UNOPS Procurement Manual,
Financial Rules and Regulations (FRR), relevant Organizational Directives
and Administrative Instructions including Emergency Procurement Rules.

* Implement
effective internal control, proper design and functioning of a client-oriented
procurement management system for the projects;

* Ensure
effective use of internal Standard Operating Procedures in Procurement,
control of workflows, continuous business processes monitoring and
elaboration of improvements in systems and processes;

* Manage and
monitor all transactional procurement including tendering processes,
evaluation, contracting, contract management, legal considerations and
payment conditions, contractors, performance evaluation and risk
assessment;

* Implement
strategic procurement including sourcing strategy, supplier selection and
evaluation, quality management, customer relationship management and
performance measurement;

* Review and
pre-clear submissions below Contracts and Property Committee (CPC)
thresholds for award of contracts by the Procurement Authority (PA), and
review similar submissions to both the Local and Headquarters CPC
(LCPC/HQCPC);

* Develop and
manage the rosters of suppliers, elaborate supplier selection and
evaluation, quality and performance measurement mechanisms;

* Prepare
monthly, quarterly and annual procurement plans and progress reports as
required;

* Lead the
establishment and management of professional procurement services through
Long Term Agreements and networking with other UN agencies on similar agreements;

* Promote zero-tolerance
for violations of procurement policies and procedures.

Logistics and Asset Management

* Take full
responsibility for assets and inventory management of all expendable and
non-expendable items under the project;

* Initiate
assets tagging, verification, maintenance, monitoring and
write-off/disposal as may be appropriate in compliance with established
rules and procedures;

* Facilitate
customs clearance of imported supplies, materials, equipment and/or
vehicles for all UNOPS assets held by projects;

* Monitor
life-cycle/shelf-life of assets and equipment;

* Ensure all
stores and equipment held by the project are stored safely, correctly and
securely depending on item classifications;

* Monitor all
sub-equipment accounts to ensure there is no waste, fraud or misuse of
equipment or materials and that surplus or excessive stocks of equipment
are not being held;

* Visit field
offices as required with the aim of monitoring and evaluating the
provision of logistical inputs and identify actions to be taken and
implement necessary improvements in the system;

* Liaise with
the Regional Office and/or HQ on all logistics issues if and when
applicable.

* Plan and
coordinate the delivery and distribution of assets.

General

* Upon delegation, act as a pre-clearing/clearing
officer for award submissions and committee reviews by the Local and HQ
Contracts and Property Committees (LCPC/HQCPC), as appropriate

* Organize and
deliver trainings and capacity building for Project and IECC personnel on
procurement, supply chain, logistics, assets management and synthesize
lessons learned and best practices;

* Ensure
regular submission of procurement activity reports, logistics and assets
reports to management;

* Ensure all
activities are compliant with standard reporting requirements and audits;

* Coordinate
with respective practitioners from projects and programmes;

* Perform
other duties as may be assigned from time to time.

qualifications and additional 2 years of relevant experience may be accepted in
lieu of the advanced university degree

* At least 7 years of progressively responsible experience in the delivery and management of procurement and supply chain services, logistics and assets management

* Prior experience in electoral procurement & logistics is desirable

* Previous experience within a conflict and/or post-conflict setting desirable

* UN/UNOPS experience a distinct advantage

* CIPS certification desirable

* Proficient
in the use of computer applications and systems

* Fluency
in both verbal and written English is essential. Knowledge of a second UN
working language an asset

Procurement Coordinator with health and logistics expertise (only for Kazakhstan citizens) - Almaty

Duration of Initial Contract :

The Procurement Coordinator will be responsible for organization of procurement of goods and services under the UNDP contracts both nationally and internationally. The Procurement Coordinator will ensure uninterrupted supply of goods and services in accordance with the timelines set in the procurement action plan. The Procurement Coordinator promotes a client-focused, quality and results-oriented approach in the project. He/she will liaise with the national counterpart, and a variety of parties, including supplying companies, customs agents, transportation companies, and government authorities.

Under the direct supervision of the UNDP Operations Manager the Procurement Coordinator works in close collaboration with the national partner and operations and programme staff in the CO for resolving complex procurement-related issues and information exchange. The initial assignment is for 10 months. Further extension of the contract is subject of the project extension and is based on annual performance evaluation.

The Procurement Coordinator  will be responsible for:

- Adherence to the procurement plan approved by the national partner and monitoring of the implementation;
- Coordinate and ensure timely delivery to the national partner of health products and equipment as well as  other goods and services under signed contracts;
- Maintaining contacts with suppliers to ensure compliance with contract terms, shipping terms and insurance, and obtaining shipping documentation and other documents for provision to the national partner who will do necessary customs clearance of project cargoes;
- Maintaining on-going contacts with all parties involved in order to keep up-to-date procurement information and to ensure completeness and correctness of shipping documentation;
- Negotiation with the national counterparts, obtaining responses from the national side for clarification requests from suppliers with regards to specifications, quantities, shelf-life, delivery time and other procurement related information; 
- Initiating and drafting letters required for obtaining approvals, permits from the government authorities and other authorities (if applicable);
- Monitoring the quality of procured goods in accordance with the donor’s quality assurance policy, of quantities, cost and efficiency of procurement;
- Providing support to the national side in selection, quantification and forecasting of products, development of specifications, including consultations, drafting correspondence, contact with external entities, related to procurement;
- Processing necessary insurance obtaining for goods storage (if applicable);
- Development and constant maintaining of procurement monitoring tables and reports for procurement, deliveries and transfer progress as requested;
- Performing of other tasks as necessary for high performance of procurement and supply management activities.

- Impact on the overall project efficiency in financial resources management contributes to success in implementation of project activities.
- Accurate analysis and presentation of financial information enhances UNDP credibility in use of financial resources and proper financial process management.

Work Experience:

Up to 4 years of progressively responsible procurement and administrative experience is required at the national or international level with a minimum of 3 years relevant experience in procurement, supply and use of health products, particularly in developing countries with:
- Experience/expertise in the procurement of health products including regulations and tendering process;
- Experience/expertise in supply chain/logistics management systems;
- Experience in quantification and forecasting of health product needs in public health programs would be an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
- Ability to process large information content with due quality; drive for results;
- Strong organizational and analytical skills;
- High degree of personal initiative and willingness to accept a wide range of responsibilities;
- Ability to work independently;
- Excellent planning and organizational skills and ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent activities;
- Excellent communication spoken, written and presentation skills, including ability to present sensitive issues /positions, write reports and quantitatively justify procurement decisions.

Language requirements: 

Proficiency in spoken and written English, Russian and Kazakh.

Duration of Initial Contract :

The Procurement Coordinator will be responsible for organization of procurement of goods and services under the UNDP contracts both nationally and internationally. The Procurement Coordinator will ensure uninterrupted supply of goods and services in accordance with the timelines set in the procurement action plan. The Procurement Coordinator promotes a client-focused, quality and results-oriented approach in the project. He/she will liaise with the national counterpart, and a variety of parties, including supplying companies, customs agents, transportation companies, and government authorities.

Under the direct supervision of the UNDP Operations Manager the Procurement Coordinator works in close collaboration with the national partner and operations and programme staff in the CO for resolving complex procurement-related issues and information exchange. The initial assignment is for 10 months. Further extension of the contract is subject of the project extension and is based on annual performance evaluation.

The Procurement Coordinator  will be responsible for:

- Adherence to the procurement plan approved by the national partner and monitoring of the implementation;
- Coordinate and ensure timely delivery to the national partner of health products and equipment as well as  other goods and services under signed contracts;
- Maintaining contacts with suppliers to ensure compliance with contract terms, shipping terms and insurance, and obtaining shipping documentation and other documents for provision to the national partner who will do necessary customs clearance of project cargoes;
- Maintaining on-going contacts with all parties involved in order to keep up-to-date procurement information and to ensure completeness and correctness of shipping documentation;
- Negotiation with the national counterparts, obtaining responses from the national side for clarification requests from suppliers with regards to specifications, quantities, shelf-life, delivery time and other procurement related information; 
- Initiating and drafting letters required for obtaining approvals, permits from the government authorities and other authorities (if applicable);
- Monitoring the quality of procured goods in accordance with the donor’s quality assurance policy, of quantities, cost and efficiency of procurement;
- Providing support to the national side in selection, quantification and forecasting of products, development of specifications, including consultations, drafting correspondence, contact with external entities, related to procurement;
- Processing necessary insurance obtaining for goods storage (if applicable);
- Development and constant maintaining of procurement monitoring tables and reports for procurement, deliveries and transfer progress as requested;
- Performing of other tasks as necessary for high performance of procurement and supply management activities.

Education: 

A graduate degree (MSc. equivalent) in Public Health, Pharmacy, Medicine or other related discipline and a University degree in Business Administration, Procurement, Logistics or other related discipline. Professional training in procurement and supply management (PSM), logistics and/or public health would be an asset.

Work Experience:

Up to 4 years of progressively responsible procurement and administrative experience is required at the national or international level with a minimum of 3 years relevant experience in procurement, supply and use of health products, particularly in developing countries with:
- Experience/expertise in the procurement of health products including regulations and tendering process;
- Experience/expertise in supply chain/logistics management systems;
- Experience in quantification and forecasting of health product needs in public health programs would be an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
- Ability to process large information content with due quality; drive for results;
- Strong organizational and analytical skills;
- High degree of personal initiative and willingness to accept a wide range of responsibilities;
- Ability to work independently;
- Excellent planning and organizational skills and ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent activities;
- Excellent communication spoken, written and presentation skills, including ability to present sensitive issues /positions, write reports and quantitatively justify procurement decisions.

Language requirements: 

Proficiency in spoken and written English, Russian and Kazakh.

General objective:

The Logistics Coordinator is responsible for all logistics (technical, procurement, supply, storage and managerial) aspects of the mission, including the support of current programming in Sindh and KPK provinces, the proper and speedy opening/closing of ACF bases/sub-bases in support of activities in Pakistan, and logistics assessments nationally.

The Logistics Coordinator is an integral and organic member of the national Incident Management Team (IMT) and implements security procedures as they are set by the Country Director and HQ.

Objective 1: National Management of Logistics

Working closely with the mission coordination team and HQ Logistics Advisor.Organization and supervision of supply chain, ensuring programs and support departments nationally are supplied on time.Organization, implementation, and monitoring the transition of the mission logistics procedures from Kit Log V3.2 to Kit Log V3.3 and development of additional procedures if required; ensuring adherence to applicable donor procedures.Oversight of proper stock management in Pakistan according to the Kit Log 3.2 procedures.Management of all mission equipment including planning/budgeting, procurement, allocation, tracking, and reporting. Organization and supervision of the fleet and its management (rental contracts, movements follow up, reporting, log book maintenance, fuel issues) in accordance with Kit Log 3.2 and security and legal regulations.Organization and subsequent supervision of information management and means of communication ensuring adherence to security procedures and the Kit Log.Timely and responsive identification, rent, and necessary rehabilitation of ACF premises/facilities as well as their closure depending on program needs.Organization and support to logistics assessments nationally as these are requested by the mission management.Elaboration of the logistics aspects in the proposals (assessment of logistic needs, evaluation of the costs and feasibility for the supplies, draft of the procurement planning & logistic budget).Development of mission logistics strategy.Performance of logistics audits and subsequent reporting.Monitoring of logistics activities /workload and adjust structure accordingly.

Objective 2: Logistic related to National Safety and Security

Application of security guidelines nationally within logistics as per rules and procedures set up and validated at mission level by CD and HQ.Provides logistics input during revision of national and local security plans and associated documentation (SOPs, MOSS, evacuation plans, constant companion, contact list) every three months with the support of the Head of Bases (HoBs)/Field Cos, CD and (if available).Support Security Advisor in providing appropriate communication and safety equipment to all staff and offices).Responsible for the proper hardening of ACF bases and guesthouses as per Kit Log and Security Plans’ requirements.Under the supervision of the CD, follow-up of logistics related incidents reported in the mission as a member of the Incident Management Team (IMT) and execution of action points related to CD feedback on lessons learned.

Objective 3: Human Resources

Responsible for the proper management and direction of the logistics team on the mission.Recruitment, organization of the logistics department; forecast of the HR logistics needs and preparation of organizational chart updates as needed.Capacity building and training of logistics, particularly on ACF and other donor guidelines/procedures.Overall technical support to and proper staff evaluation of logistics according to the timelines set by the mission.Briefing of all new staff on logistics procedures.Ensure compliance of logistics staff on rules and ethics regarding supply chain management

Objective 4: Reporting

Preparation and submission of Logistics monthly report (as per Kit Log) and submission to CD and HQ.Preparation of reports on log/ assessments, field office openings/closures to CD and HQ.Preparation of Logistics reports to donors in cooperation with Admin Co and CD.Contribution to the development of mission Sit Reps.Conducts logistics report analysis and provides recommendation to field offices/CD/HQ.

Objective 5: Representation

Representation of ACF to various stakeholders including local community members, authorities, other NGOs, companies and partners.Participation in logistics-related meetings Log cluster and partners.Organization of and chairing of Logistics department meetings and participation in ACF coordination and other meetings as requested.

QUALIFICATIONS

Bachelor’s degree or higher in Logistics, Business, Engineering or other related fieldAdvanced University degree (Masters) preferably in Logistics, Humanitarian Studies or similarAt least 5 years of international professional experience in a similar role and for a comparative size mission

SKILLS & EXPERIENCE

ESSENTIAL

Evidence of practical experience in logistics management and coordination within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), fleet/ transport management and asset management, distribution support.Proven management and coordination skills (HR, PCM, and stress management).Proven ability to translate analysis and evaluation into operational planning and strategy.Fluent in English.Good general knowledge in IT, mechanics and engineering, radio and satellite.Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, USAID, CIDA etc.).Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level).Well-organized, able to multitask, and rigorous.High sense of diplomacy with authorities.

PREFERRED

Previous experience in living and working in insecure and volatile contexts.Proven ability to work in multi-donor short term contract situations.Previous experience with ACF preferred.How to apply:
