Development Finance and Aid Expert ? DFAA Review - Home-based with possibility of travel to Asia-Pacific countries
Domestic taxes and cross-border private flows are playing a greater role. Domestic tax revenue is increasingly becoming a key source of funding for development, in particular for middle income countries (MICs) richly endowed with natural resources. However, for some middle and Low Income Countries (LICs) and some Least Developed Countries (LDCs), their narrow tax base and limited options to raise domestic revenue are real challenges. Available data for the period 2003-2011, show that tax revenue as a per cent of Gross Domestic Product (GDP) for most countries in the region are below global averages: high income countries (38%), MICs (25%), and in low income countries (less than 20%).
External resources to the region are also increasing. Foreign Direct Investment (FDI), portfolio equity, long-term debt, short-term debt, remittances, South-South Cooperation (SSC), philanthropy and ODA are all playing a role with different added value for different elements of development planning and budgeting. This is true for the region as a whole, for every sub-region, and for most countries individually. Between 1990 and 2011, ODA as a share of total external finance to the region has significantly reduced from 14 per cent of US$227 billion (1990) to 3.4 per cent of US$120 trillion (2011). This share gets even smaller (0.2% for 2011) when domestic development finance sources are added. Many countries including a number of LDCs, Pacific Islands, and MICs maintain that development co-operation is still important and has a continued contribution to make towards their development paths. Afghanistan, Pakistan, Viet Nam, and India remain in the top ten recipients of ODA. Combined, these changes are creating increasing complexity for development planning, public investment programming, budgeting and in coordinating the various activities of various actors of development.
Recognising that this will look different in different country contexts, the AP-DEF has begun building the evidence from a ‘country up’ approach to capture the changing landscape at a regional level. As part of the region’s readiness for Post-2015, the Asia-Pacific Development Effectiveness Facility (AP-DEF) is helping countries from the region better understand the potential implications these may have for development partnerships and financing sustainable human development, beyond 2015.
The AP-DEF Secretariat has developed the Development Finance and Aid Assessment (DFAA) as an innovative tool to map the different finance inflows to their countries in recent years and to assess future flows and their feasibility. It also assesses the policy, legal and institutional framework governing different sources of development finance and cooperation, the technical systems and tools, and the human resource capacity engaged in accessing, managing, coordinating, delivering and reporting on each flow. In particular, the DFAA helps articulate the added-value that each source can bring in an increasingly complex and diverse landscape.
Three countries (Papua New Guinea, the Philippines and Viet Nam) have conducted DFAAs and two (Lao PDR and Bangladesh) are currently underway. Each country has adapted the generic DFAA methodology to reflect their policy context and questions and the significance of the different sources in funding their current or next medium-term national development plans, Post-2015 priorities and/or LDC graduation strategy. More countries from the region and beyond have shown interest in conducting a DFAA.
At this juncture, and prior to more countries conducting Development Finance and Aid Assessments, UNDP Asia-Pacific Regional Centre as the AP-DEF Secretariat, sees the need to undertake a methodological review of the DFAA. Therefore UNDP seeks to engage a short-term consultant to undertake a DFAA review.

Senior Technical Advisor on Meteorology, Climate Monitoring and Forecasting - Home-based with mission travel to pilot countries
UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau of Development Policy and is responsible for providing leadership and technical support to delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is on helping countries develop the capacity to fully incorporate environmental sustainability and resilience into development at national and local, but also global and regional, levels. The principal areas of work are in environmental mainstreaming, environmental finance, adaptation to climate change, and local governance of resources, including energy.
Recently, UNDP/GEF designed a set of 10 country-led projects that focus on strengthening Climate Information for Resilient Development and Adaptation to Climate Change (CIRDA). In this context, UNDP/GEF is looking to recruit the services of an individual who will support the project manager and countries participating in the regional initiative on the identification, procurement and rehabilitation of automated and manual weather stations. This will include providing technical backstopping advisory support on appropriate data logging and communication equipment, advisory support on the operations and maintenance of equipment (and access to associated technologies), as well as, in developing weather and seasonal forecasts, including conducting training on weather and climate data interpretation techniques. Familiarity and experience with a wide range of technologies, both conventional and innovative, will be particularly important.
The Senior Technical Advisor for Meteorology, Climate Monitoring and Forecasting will provide advice and technical assistance, including designing and leading regional training workshops, development of materials for training and knowledge dissemination on CI/EWS. S/he will do this in coordination with organizations undertaking similar work e.g. WMO, World Bank, UKMO etc. and of the regional component of the of the Weather and Climate Observation Networks (WCON) and Early Warning Systems (EWS) for Development (WCON-EWS) Project in Africa (and other regions), ensuring solid technical quality of deliverables.
The Senior Technical Advisor will work closely with UNDP-GEF colleagues in the country offices and other project staff.
The Senior Technical Advisor will work under direct supervision of the CIRDA project manager and in close collaboration with the UNDP-GEF Regional Technical Advisor (based on Addis Ababa) overseeing the projects, the UNDP Country Office in each country and the national Implementation Partner (IP), as identified in each project document.

Division of Country Programmes (DCP/OD), the Associate Programme Officer will be responsible for
the following duties:
Works with key clients in LDCs to facilitate the development, implementation and evaluation of
assigned programmes/projects, etc. ; monitors and analyzes specific aspects of programme/project
development and implementation; reviews relevant documents and reports; identifies problems
and issues to be addressed and recommends corrective actions; liaises with relevant parties;
identifies and tracks follow-up actions.
Carries out basic research on selected aspects of programmes, operations and other activities, etc. ,
to include collecting, analyzing and presenting statistical data and other information gathered from
diverse sources.
Provides substantive support for policy coordination and evaluation functions, including the
review and analysis of emerging issues and trends, participation in evaluations or research
activities and studies.
Assists in performing consulting assignments, in collaboration with the client, by planning
facilitating workshops, through other interactive sessions and assisting in developing the action
plan the client will use to manage the change.
Participates in survey initiatives; assists with design of data collection tools; issues data collection
tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares
preliminary conclusions.

Contributes to the preparation of various written outputs, e. g. draft background papers, analytical
notes, sections of reports and studies, inputs to publications, etc. related to LDCs.
Provides administrative and substantive support to the management of institutional partnerships,
including the organization of consultative and other meetings, conferences, etc. , proposing agenda
topics, identifying and proposed participants, preparation of background documents and
presentations, handling logistics, etc.
Undertakes outreach activities; participates in the development of training workshops, seminars,
etc. ; participates in and makes presentations on assigned topics/activities.
Participates in field missions, including provision of substantive and administrative support, data
collection, etc.
Coordinates activities related to budget funding (programme/project preparation and submissions,
progress reports, financial statements, etc. ) and preparation of related documents/reports
(pledging, work programme, programme budget, etc. ).
Performs other duties as required.
Education: A first year university degree in business administration, management, economics or a
related field.
Note: An advanced degree in business administration, management, economics or a related field may
be accepted with only two years of relevant experience.
Work Experience: A minimum of four years of progressively responsible experience in
project/programme management, administration or related area.
Knowledge and Skills: Good organizational and analytical skills preferably within the UN system is
critical. Ability to perform a variety of specialized project tasks related to trade-related technical
assistance, including support in the design, planning, results based budgeting and implementation.
Experience in supporting the management of institutional partnerships within the UN system.
Knowledge of issues related to development and trade in the context of LDCs.
Languages: Advanced knowledge of English and French (both oral and written) is required.
