International Consultant - Voter Education Advisor - Home-based with two (2) visits to Cairo, Egypt

Education

Advanced University degree in social sciences, communications, public administration, public policy, or related field;A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience

At least 15 years of diversified and progressively responsible professional experience in civic/voters education/media/ public information activities;Previous experience on voter education programs using radio channels;Abilities to communicate, negotiate, analyze, elaborate and present reports and statements;Proven ability to work under pressure and produce output that are accurate, timely and of high quality;Previous experience in Egypt or other courtiers in the MENA region is an asset;Knowledge of the media landscape in Egypt is an asset; andSound knowledge of gender issues and commitment to improving the participation of women in electoral processes.

Language Requirements

Fluency in written and spoken English;Arabic is an asset.

Financial Proposal

Daily fee contract

The financial proposal should specify the daily fee and a breakdown for all envisaged costs (all travel costs to join duty station/repatriation travel including tickets (economy class).

Travel
The consultant will be expected to undertake two (2) trips to Cairo, Egypt. Each trip will require five (5) weeks presence at the premises of the “Strengthening of the democratic process in Egypt” project.

Application evaluation process

Cumulative analysis

The award of the contract will be made to the individual consultant whose offer will be evaluated and determined as:

Responsive/compliant/acceptable; andHaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70 %

Financial Criteria weight:  30 %

Only Individual Consultants obtaining a minimum of 70% weight score of the obtainable points of 100% points in technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

At least 15 years of diversified and progressively responsible professional experience in civic/voters education/media/ public information activities - 30 points;Sound knowledge of gender issues and commitment to improving the participation of women in electoral processes - 20 points;Previous experience in Egypt or other courtiers in the MENA region is an asset - 20 points;Previous experience in voter education programs using radio channels  – 20 points;Knowledge of the media landscape in Egypt is an asset - 10 points;

Financial Criteria - 30% of total evaluation – max. 30 points.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.

The Design of a National Coastal Observation System for the North Coast of Egypt - Cairo

The objective of the consultancy is to design a national systematic observation system that shall assist in  monitoring relevant oceanographic parameters along the North Coast of Egypt to enable future assessment of the impacts of climate changes through the collection and analysis of relevant data (e.g. sea level and waves etc). The observation system will act as “hub” for the recording, compiling, evaluation, and storing  quality assured (certified) data and information on coastal conditions along the North coast of Egypt for decision makers, researchers, as well as practitioners and professionals  interested in the area of protection and development of Egyptian Mediterranean coastal zones.

Time duration & location:

It is anticipated that the programme to design  the observation system will be circa 6-9 months, starting in November 2014.

Specific tasks

The Consultant(s) or expert(s) will closely collaborate and work with ACCNDP project team as well as project partners to ensure that the entire National Coastal Observation system is designed in accordance with National and international design principles.

The Consultant will undertake the following tasks:

Assessment of international best practice on  existing observation systems or network design which are applicable and potentially replicable to the coastal area situation in Northern Egypt and from this, develop an inventory of all existing observation mechanisms or systems (in operation withinr the North Coast of Egypt) that belong to governmental or non-governmental organizations including metadata of available historical data;Undertake an Inception Workshop to present the assessment outputs of the above task;Determine the possibility of integrating the existing observation mechanisms or systems into the design of the National Coastal Observation system;Provide a full design of a coastal observation system in the study area including the framework for the monitoring tasks taking into account integration of the existing systems (where possible) and in accordance with the National design principles and Global standards;Determine the required hardware and software “infrastructure” requirements to implement the observation system;Support and assist ACCNDP and ClimaSouth projects to develop metadata forms and data audit standard procedures for data collection, analysis and reporting;train selected MWRI  staff on data processing and data analysis including identification of trends;Undertake a final project workshop to present the design of the National observation system;Collaborate with MWRI staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of climate change, effects and impacts;Ensure the collection of the comments and recommendations from the project workshops and stakeholders and analyze them for effective use in improving the system design.

Outputs

The main output of this assignment is a report that presents the format and framework for the complete design of the Coastal Systematic Observation Network for the North Coast of Egypt.

This should include (but not be limited) to the following aspects:

Oceanographic parameters monitoring equipment specifications, numbers,  locations, installation site conditions, priority of installation, recommended suppliers list, estimated costs for each equipment;Hardware and software for coastal information system including equipment specifications, number of terminals, communication systems specifications, procedures and protocols, data accessibility and use protocols, etc.;Inventory of existing systems and catalogue of metadata;Inventory of oceanographic parameters to be monitored and frequency of data recording for each parameter;Quality control guidelines for data collection;Recommended links to international oceanographic data centers and networks and models of protocols for data exchange.

Undertake a 1 week training program on:

The developed observation system showing its various components;Data processing and analysis and identification of trends.

A power point presentation for the final report

A final report detailing the system design and all the project activities.

A monthly progress report detailing project progress, schedule for remaining activities, issues or concerns.

Inception and final workshops.

Consultant to Prepare and Deliver Regional Training on HW Identification and Classification for Custom Officers - Cairo

Increasing the knowledge of the participants of the basic principles of the Basel Convention (for example the waste import and export procedures, waste identification and classification and the duty to return illegally trafficked waste);Getting familiar with various inspections and enforcement methods and strategies;Increasing the collaboration in the region by sharing good practices and experiences and considering mechanisms to facilitate cross-border cooperation in the region;Identifying the role and responsibilities of the law enforcement agencies involved in monitoring transboundary movements of waste;Providing options to establish and /or improve inter-agency collaboration at national level between all involved law enforcement agencies responsible for monitoring waste movements and management;Improving the effectiveness and efficiency of inspection and enforcement actions by gaining knowledge on risk and threat assessments and profiling.

Specific Tasks to be performed by the Consultant

Identification of training needs and training agenda. The consultant will assist BCRC-Egypt in identifying training needs, drafting and circulating the training agenda based on information on the training participants which will be communicated by BCRC-Egypt.

Preparation of the training material. The training material will be prepared in due time before training start. Tentatively, the training material should be delivered at least one week in advance before training. It will contain both multimedia presentations (computer slides, hyperlinked electronic text as necessary) as well as 3 hardcopies of the relevant material to be distributed during the training. In the course of the development of the training materials, the information received by BCRC-Egypt on training needs will be duly taken into account to ensure that the training fits the specific training needs of the participants.

Preparation of materials and methodology for assessing training effectiveness; as one of the main difficulties of training is to ensure its effectiveness, a methodology for the evaluation of the training effectiveness will be established and submitted for approval of BCRC-Egypt before start of the training. This will include: a preliminary test, based on questionnaires with closed-ended questions specific for each training topic; a final test, based on desk exercises based on real cases as well as questionnaires; and a feedback form to be distributed to the participant for evaluating the trainers and for providing suggestions for improvement of the training. The evaluation material will be prepared along with the preparation of the training materials, however it will be obviously released only at starting of training activities.

Conducting Training and Training Content. 2 sessions, around six hours each, of classroom training shall be delivered.

Assessment of training effectiveness, including the performance of the trainers. Based on the outcome of the preliminary and final tests and exercitation, and adopting the methodology approved by BCRC-Egypt for training evaluation, the training effectiveness will be assessment. The assessment will include: quantitative increase in the level of knowledge of the participants, before and after the training, based on the analysis of closed-ended questionnaires; capability of the trainee to address e-waste issue and to elaborate e-waste policies, as from the exercitation outcome. On the side of trainer evaluation, the scoring and areas of weakness / strength will be assessed based on the analysis of feedback forms returned by the participants to BCRC-Egypt.

Reporting and certification. A final training report shall be delivered after training closure. It will include the preparatory material, training material, outcome of training need assessment based on questionnaire delivered before the training, assessment of training effectiveness, assessment of trainers performance, proposal for further improvement, and attendance sheets. A training participation certificate will be prepared by the consultant and released by BCRC-Egypt to all the participants who have attended all the three days training and who have participated and passed in tests and exercitation.

International Consultant - Researcher in Gender and EMBs - Cairo

Elections give people a voice in the democratic process. In Egypt, the electoral process is an essential step in the transition period to consolidate the path to democracy. Within this context, the UNDP Electoral Project will cooperate with the Government of Egypt in the area of elections with a focus on a) strengthening public outreach and voter information on the parliamentary elections; b) strengthening technical and operational capacity of national electoral authorities to conduct 2011 and future elections; c) incorporating lessons learned and best practices of the 2011 elections in the subsequent elections processes; and d) increasing access of women and rural dwellers to their citizenship rights in the 2011 and future elections.

Gender inequalities within electoral processes are common all around the world, strengthened by and connected to the social, cultural and economic barriers facing women in most societies. Gender issues affect all aspects of an election. There are numerous barriers to women’s participation and representation in political and electoral processes. Although women took a very active part in initiating the political transition, their representation at decision-making and elected positions remain low in Egypt, as elsewhere around the world. Causes for low representation are diverse, and vary across regions and countries.

Gender sensitivity of the election management body (EMB) is receiving increasing attention, as it was observed that differential gender needs were often overlooked in analysis, planning and implementation of electoral activities. From their position and responsibilities, EMBs can be pivotal not only in the implementation of electoral processes, but also through the formulation of recommendations to legislators and decision-makers for inclusive participation in electoral processes.

Their internal gender sensitivity and balanced gender representation is a major aspect.  Also, EMBs have large experience and knowledge to draw and advise on addressing local constrains to women participations as voters, candidates and electoral administrators. They may also leverage their position as expert and key practitioner to advice on legislation and procedures.

In this context, UNDP Electoral Assistance Project in Egypt is organizing an international conference on gender and electoral administration in December 2014. Several preparatory activities are taking place in the run up to conference, including a study tour and a research on gender sensitivity in electoral administration in Egypt.

The present research on the legal framework of the Electoral Administrative Bodies and gender will showcase good practices and lessons learned from other countries. Presentation of the research during the December conference will provide participants with solid information on comparative experiences, thereby supporting the ongoing dialogue on the establishment of a new permanent EMB in Egypt.

In particular, the paper will list existing gender sensitive EMBs and clarify how gender mainstreaming impacts EMBs performance and work. The paper will also analyze specific case studies, with regards to the relevance, challenges and bottlenecks in the implementation of gender mechanisms within EMBs.

UN Women: Coordination and Planning Specialist (Re-advertisement) - Cairo

UN Women will provide support to Member States' efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.
Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality translate into action. UN Women supports improved UN coordination and accountability mechanisms, and up-scaling of the quality of support provided to Member States in addressing national gender equality priorities. UN Women's coordination work is supported at the regional level by its Regional Centres - working with the UNDG Regional Groups and the Regional Coordination Mechanisms. At the country level UN Women supports and works within UN Country Teams.
UN Women has placed emphasis on improving its planning and results based management as an organization. The Regional Centres (RC) will support and provide guidance to UN Women country presence in planning and results based management.
The Coordination and Planning Specialist reports to the Regional Director (RD) in Cairo who provides overall strategic guidance and direction to UN Women's work in the Arab States region. In carrying out the functions, she/he will work closely with the relevant units in headquarters such as Programme and Coordination Divisions. The Coordination and Planning Specialist supports the Regional Director, who is a member of the Regional Director's Team (RDT) to:
Manage and implement activities to enhance system wide coherence on gender equality and the empowerment of women; Support UN Women country presences on the ground in their coordination roles with the UNCTs in the identification of technical expertise, the implementation of corporate-level accountability tools; Provide support to UN Women country presences to ensure high quality planning and programming processes at regional and country level, including through application of results-based programme planning and formulation; Support regional programme formulation and management. Support to the Regional Director on UN programming and coordination at the Regional level and support to country-level work; Support UN system partnership and alliance building at the Regional level; Support enhanced results-based management practices at the country level to ensure more coherent and coordinated UN Women commitments within the UNDAFs; Knowledge management and capacity building. Support to the Regional Director on UN programming and coordination at the Regional Level and support to country-level work:Support the Regional Director in his/her participation in the UNDG Regional Team and related technical bodies as well as the Regional Coordination Mechanism; Support UN Women country presences in the development of gender-specific country programming processes and products, including the preparation of UNDAF and other UN system joint programming documents, in close collaboration, with UNCT members, and other development partners to ensure that a gender perspective is mainstreamed; Ensure effective knowledge management and capacity development of UN Women in the region in rolling out and support system-wide tools on gender equality; Provision of guidance to UN Women in the Region on joint programming modalities and strategies; Prepare briefing materials for the RD on issues to be discussed in the UN and other events and meetings; Follow up on required action/outstanding issues and report on outcome/result. Alert RD on critical issues for action to be addressed; According to the results envisioned in the Management Results Framework in UN Women's Strategic Plan, periodically review and assess UN Women's engagement in inter-agency processes and joint programmes in the field and in New York to devise improved strategies for ensuring that UN Women's investment in coordination processes is yielding results in support of gender equality and women's human rights; Additionally, in coordination with regional evaluation specialists, promote UN Women's engagement in joint evaluations on gender equality and women's empowerment. Support UN system partnership and alliances at the Regional and Country level:Support work within the UN System at the Regional and Country level in managing activities and other promotional events to engage bilateral and multilateral institutions/donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programs and joint UN system programs; Participate in global practice network on coordination, sharing and learning best practices to keep abreast of and/or to contribute to on going debates and strategic thinking and to exchange experience and/or seek support on coordination issues affecting UN Women and UN system programs and operations. The successful management of coordination activities will facilitate and enhance the ability of the Regional Director to work effectively within the context of UN system priorities in the region and support coherent UN response and implementation in line with national strategies and priorities.
The key results also impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, design, implementation and operations of UN activities, creation of strategic partnerships in support of regional and national priorities. Support to results based programme planning and management will improve focus of UN Women programming, its alignment with clear national and corporate objectives, and better results reporting.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.

All applications must include (as an attachment) the completed UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about-us/employment.

Kindly note that the system will only allow one attachment. Applications without the completed UN Women P-11 form will be treated as incomplete and will not be considered for further assessment.
