Applications Programming Officer

Under the supervision of the Head, IS Software Development and Business Integration, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

1. ERP and related administrative modules, BI System and supporting tool implementation:
Develop strategy for ERP and related administrative modules and participate in developing overall strategy for ERP. Prepare the detailed plan for full project cycle on the basis of branch and section plans.
Study Business Requirements prepared by Business Analyst. Perform requirements/system analysis, feasibility studies and design for ERP and related administrative modules and supporting query and reporting tools;
Develop prototypes of ERP and related administrative modules, interfaces with other interrelated systems and software, test scripts. Develop and test query and reporting tools in co-operation with users;
Implement ERP and related administrative modules and BI tools in client/server environment on the basis of the developed prototypes;
Develop data conversion tools to integrate existing user data into the new modules;
Prepare technical, user, training documentation and technical presentations for ERP and related administrative modules. Provide in-house user training for newly implemented modules. Keep documentation updated and corresponding to the OPCW standards.

2. ERP and related administrative modules and BI System -databases maintenance:
Implement modules and BI tool and database modifications in accordance with change control requests;
Study production problems reported by users and provide solutions. Interact with software vendors in solving software related problems;
Monitor data consistency and integrity. Provide measures to prevent/fix corruption of data;
Provide enhancements of existing modules;
Work with Application and User Support and Operations Support personnel to resolve operational problems.

3. ERP and BI system administration:
Install and administer ERP production, development, test and training environments. Install and administer MS SQL servers and clients for all mentioned environments;
Provide migration to new versions and service packs of ERP and BI software including conversion of customised software and databases. Evaluate relevance of system fixes to ERP modules and BI tool and install them in all supported environments;
Plan ERP security strategy. Create and maintain security groups, users, activity security and data control. Define group and user permissions;
Set up, schedule and monitor archive/purge processing and batch job services;
Monitor ERP software licence distribution. Setup and configure ERP clients;
Monitor changes of the Supported Technical Environment specifications;
Provide ERP database administration duties, namely, SQL server set-up and monitoring, running consistency checks, backup and recovery procedures.

Knowledge and Skills

Essential:
Advanced university degree in Computer Sciences, Mathematics, Engineering or related. Up-to-date training in appropriate information technologies, database modelling, system design and application software.

Skills and Abilities (key competencies):

Professionalism
Excellent knowledge of applications, databases and network development in client/server environment;
Proven skills with Windows environment, MS SQL Server 2005/2008, Cognos BI/ ReportNet, Microsoft. Net, C#;
Knowledge of RAD or Agile software development;
Excellent knowledge in Project Management Methodology like Prince2 or PMBOK;
ITIL Knowledge/certification is desirable.

Client orientation
Ability to identify clients needs and appropriate solutions.
Planning / Organising
Ability to plan and organise; problem-solving skills.

Communication
Good communications skills and ability to analyse problems and react quickly in stress situations with minimum supervision.

Team work
Good inter-personal skills and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Other Skills
Knowledge of SMARTStream ERP system and UN Regulations and Rules are additional assets.

Behavioural Attributes

Out of the Box thinking, looks beyond common solutions and tried and true methods, and welcomes new ideas.

Experience

Essential: At least seven years of related experience, in particular in system analysis and design, and implementation of large integrated systems in client/server environment, of which at least 5 years of experience in implementation of administrative applications/packages; Experience in database modelling and RDBMS.

Desirable: Knowledge and implementation experience of off-the-shelf packages in the area of human resources, budget and finance, accountancy, payroll, asset management and procurement, coupled with extensive experience in software customisation. At least one full cycle implementation experience in any of the major ERP products is highly desirable.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
