Job Summary / Responsibilities:

We seek qualified candidates for the position of Senior Business Development Proposal Associate in Washington D.C. This position will work closely with the Social and Economic Development Business Unit on their business planning and proposals activities across the international economic development and livelihoods, civil society and peacebuilding, environment, technology and gender sectors.

Responsibilities:

Work on multiple projects simultaneously, independently and meet deadlines without compromising quality.Provide detailed and strategic analysis of solicitations, instructions and other proposal-related information.Take the lead in working with technical teams to identify partners, negotiate roles, and establish teaming agreements.Lead and coordinate proposal teams by overseeing the proposal process, assisting with writing, editing and ensuring that quality, competitive proposals are submitted in response to solicitations and unsolicited opportunities from sponsors.Coordinate and support the capture management process, including bidding partner discussions and teaming agreements.Provide management and coordination of proposal teams, comprised of FHI 360 staff and bidding partner organizations.Prepare proposal outlines, requirements/proposal evaluation shred, win themes/competitive advantages, and production calendar.Establish and assure compliance with timelines for the proposal preparation process and submission;Organize and monitor writing assignments; assist with writing, editing and proofreading proposals as needed.Develop and utilize tools, templates and work processes that result in streamlined and efficient proposal teamwork.Oversee the collection of all required proposal forms, materials, etc. as stipulated in the funders’ requests for proposals (solicited and unsolicited concept papers/LOIs, full proposals, etc.).Ensure effective and ongoing communication among FHI, partners and collaborators throughout the proposal development process.Provide assistance with collecting needed information, related correspondence and other documents.Manage confidential and sensitive information.Conduct routine coordination with FHI 360 employees and consultants, partners/collaborators in the U.S.Represent the Business Planning and Proposals division as appropriate at internal and external meetings and professional conferences.Assist in maintaining relationships with sponsors, relevant government agencies, universities, multinational, and other non-governmental organizations.Perform other duties as assigned.Motivate and manage groups (FHI 360 staff and partner organizations) with diverse backgrounds and expertise that will result in quality and competitive proposals.

Qualifications:

Education/Experience: BS/BA in economics, international affairs/development or other area of human development5+ years of experience in economic development, livelihoods, civil society, peace building, youth, gender, environment or information and communications technology.5+ years of relevant experience in proposal development, program design, project management, and other related work or master’s degree in economics, international affairs/development or other area of human development and at least 3 years of experienceKnowledge of Non-governmental Organization (NGO) business development process activities required.Good leadership ability.Demonstrates strong analytical, organizational and problem-solving abilities and the ability to prioritize tasks.Read, write and speak English. Fluent in the host country language required.Possess strong interpersonal skills with sensitivity to cultural diversity and understanding of the political and ethical issues addressed by FHI 360.Familiarity with international and domestic funders across multiple human development sectors, including but not limited to USAID, World Bank, DFID, UN agencies, Department of Labor, Department of State, MCC, and private foundations and corporations funding human development activities.Project management experience with human development initiatives (international or domestic).Ability to travel internationally approximately 10% of the time.Familiarity with an office working environment.Excellent written and verbal communication skills.Computer software expertise of Microsoft Office. Manage confidential and sensitive information.

United States of America: DRR, Climate Adaptation and Resilience Capacity Building Consultant, USA (219150-927)

Background:

Disasters of all kinds are not only human tragedies for millions of people every year, they are also substantial impediments to the attainment of development objectives overtime. The World Conference on Disaster Risk Reduction, held in Hyogo, Japan in 2005 by the United Nations International Strategy for Disaster Reduction (UNISDR) produced a ten-year plan for global disaster risk reduction: the “Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters” (HFA).

During the decade since the Hyogo accord, both climate change adaptation (CCA) and resilience disciplines have matured offering new approaches, methodologies, and tools which DRR practitioners have begun to utilize. Resilience in particular has influenced key donors (USAID, DfID) and practitioners alike as development efforts have been continually lost due to reoccurring crises. As these fields have grown, along with DRR, Mercy Corps has developed a wealth of knowledge and experience in understanding the design, implementation and evaluation of these programs. However, this knowledge is not always unlocked and shared among country programs or peer organizations which are striving to understand, and link, these sectors to find effective ways to integrate the thinking into their relief, recovery and development objectives.

This work seeks to update existing, and where required develop new, capacity building materials related to DRR, CCA and resilience. These materials will then lead into the delivery of a Training of Trainers (ToT) workshop to disseminate the core concepts and tools to practitioners from Mercy Corps global programs and colleague NGOs from Japan.

Objective:

Relief and development practitioners will have a clear understanding the core concepts of disaster risk reduction, climate change adaptation and resilience thinking, and will have practical tools with which to develop and guide related programs through the project cycle - from assessment and design, through implementation and evaluation.

Activities:

Compile and review of existing DRR, CCA, Resilience guidance and case studies including work produced by Mercy Corps and other institutionsInterviews with relevant DRR and CCA field practitionersCultivate case studies and examples to illustrate broader principles in written guidance and training materials.Modify and develop new power points, activities, case studies, and other workshop materials.Deliver workshopsCoordinate closely with a steering committee

Timeline:

The activities and products outlined are expected to be produced over the period of June-December of 2014. Exact dates of deliverables, events, and activities will be decided upon at the outset of the program.

Outputs:

1) Guidance materials aimed for use by field practitioners will be adapted or developed and produced for distribution through the workshop and other channels. A field handbook will be simple, concise and easily translatable.

2) Core training will be developed including presentations, exercise materials and trainers’ guidance for a one-day workshop. Training materials will include a dissemination mini-module, which condenses and simplifies the longer modules, which workshop participants can use to share what they have learned with their colleagues upon returning to post.

3) Draft Test Workshop with relevant technical Mercy Corps staff.

4) Two, one-day workshop (one in China, one in Japan) using the finalized materials. Attendees will include Japanese, Chinese, and American NGO practitioners.

Reporting

The consultant will report the Senior Technical Advisor- Environment, Energy, and Climate Change Technical Support Unit.

The consultant will work closely with a steer committee designed to highlight different sectoral and institutional perspectives.

Profile/Qualifications

Significant field and academic experience working on issues related to Disaster Risk Reduction and/or Climate Change Adaptation, with particular focus on field level DRR program design and implementation.Master’s degree in relevant area of studyDemonstrated experience in capacity building and training including the development and delivery of materials aimed at DRR and/or CCA practitioners.Strong writing and communication skillsInternational NGO experienceProven ability to work independentlyWillingness to travel

Summary:

The Senior Program Specialist (SPS) works collaboratively with the Program Delivery team, regional portfolio team, and country office teams to provide efficient support to project operations and donor award administration in the Southern Africa, South Sudan and Colombia portfolio. The SPS can expect to engage with programming that integrates diverse technical areas and approaches including capacity development, governance, and engaging markets for improved livelihoods, health, natural resource management. The SPS will be in regular communication with country office leadership and HQ departments to ensure coordinated support for project implementation, country office operations, and advancing country office and Pact strategy.

The SPS reports to the Senior Program Manager, SASS.

Specific Duties:

The SPS provides support to the program delivery function by:

• Providing operational and administrative support to projects as needed; coordinating timely and comprehensive responses to country teams’ requests and needs

• Assisting country office staff in the development of project reports, work plans, and other project contractual obligations, and ensure timely submission and quality of content

• Maintaining full knowledge of the project status, operations and working environment in order to proactively facilitate country project operations

• Tracking monthly financial reports in cooperation with country offices

• Coordinating preparation of project-related consultant agreements and tracking related payments

• Working with and supporting country offices to ensure project compliance with donor and Pact’s operational policies and regulations

• Helping in coordinating startup process for new projects and country offices and close-outs for projects and countries where operations are ending

• Ensuring high-quality project descriptions, documents, case studies, and other relevant documents are posted to internal and external websites

• Establishing and maintaining a document filing system for each project; copying relevant email traffic to project archives; preparing documents for off-site storage

• Maintaining project information, profiles, and contact lists are entered and updated in Pact’s databases and shared network drives

• Scheduling meetings, as requested, and taking minutes

• Coordinating administrative support from the Shared Services department

• Following up with relevant HQ departments on requests from country offices

• Coordinating monthly country calls and ensuring timely follow up on action items

• Assisting in regular team and portfolio meetings and other cross-departmental coordination meetings

• Tracking business development opportunities and contributing to proposal development efforts in cooperation with Opportunity Development

• Cooperating with the Program Advancement team

• Ensuring project intellectual capital is properly captured, filed and disseminated;

• Participating in the recruitment of staff as required

• Participating in Program Delivery team and organizational initiatives

• Traveling to country offices to provide support as needed

• Support a country office as assigned by the supervisor

• Assisting the Regional Vice President and Senior Program Manager as needed.

• Other related tasks.

Minimum Qualifications:

• Bachelor's degree in a related field and 4+ years of relevant experience (or equivalent)

• Ability to travel regularly and at short-notice

• Fluency in written and spoken English

Preference for:

• Master's degree in a related field

• At least 2 years of experience working in a developing country or in a similar role in international development

• Fluency in French is HIGHLY preferred

Background: This Business Development Specialist – Contracts position is part of the Resource Acquisition Department’s Business Development team. Within the department, Business Development staff supports HQ and field staff to acquire public funding for CRS’ programs worldwide. Team members promote efforts related to each of the three parts of the CRS Business Development Cycle: prepositioning, pursuing opportunities, and leveraging results. Prepositioning involves gathering information about the funding environment, taking action to improve CRS’ competitiveness, cultivating donor and partner relationships, and identifying potential funding opportunities. Pursuing opportunities involves using a systematic process to produce funding proposals that are both responsive to the public donors’ needs, and that articulate CRS’ unique capabilities. Leveraging results involves documenting and marketing information about what CRS accomplishes through its current projects, in order to secure new funding. This specific position will focus on the pursuit of acquisition opportunities.

Primary Function:
The Business Development Specialist – Contracts is a new position which will support the agency’s competitive positioning for and pursuit of USAID resources through acquisition mechanisms (contracts). This specialist will focus initially on systems, processes, and capacities development, primarily on the BD side, to build agency readiness for the pursuit of these opportunities. Later the position will shift to a stronger focus on RFP response either as a proposal coordinator or pricing specialist, depending on the capacities of the individual hired. He or she will provide field and HQ staff with direct support, information and analysis, and capacity building to improve their business development skills in contracts to enhance CRS’ reputation and revenue.

Job Responsibilities:

S/he works with business development, programs, finance, and contracts staff in relevant departments and divisions to develop institutional processes that will enable CRS to prepare for, successfully bid on and negotiate contracts as prime. S/he promotes development of agency capacity, working with appropriate staff to identify and address gaps in staff capacity and implementing steps to ensure improvements. The position is a critical component of the agency’s contracts readiness effort, and will interact with public donors, partners, legal counsel and CRS senior management. While the focus of the position is on contracts, the individual may also support agency work on assistance proposals.

Specific Responsibilities:

· Provides support to a complete range of government contracting activities such as acquisition planning, evaluation of RFPs, assisting with interpretation and implementation of federal procurement regulations, and other procurement guidance.

· Develops internal training programs, tools and resources, in conjunction with HR and other relevant departments, to ensure that staff have strong capacities in business development with a particular focus on federal contract mechanisms.

· Supports senior managers to track potential contract funding opportunities and to strengthen their competitive intelligence to enable successful pursuit of RFPs.

· Leads and supports bid capture, teaming and recruitment strategies for RFPs.

· As appropriate, serves as Proposal Coordinator or other appropriate core proposal team role in partnership with technical, pricing, management/staffing, and program operations staff.

· Work in an on-the-job training and mentorship capacity with peers in CRS’ field offices to build overseas staff capacity in all facets of contracts BD.

· Works with HR to develop and implement contract recruitment policies and practices from the perspective of new business development and RFP requirements, and builds CRS staff capacity on pre-proposal recruitment, biodatas, salary negotiation, CVs, and live proposal recruitment.

· Works with Finance and Operations to strengthen CRS’ contract pricing and budget development processes and capacities; supports cost teams to produce accurate, compliant, and competitive applications.

· Provide support to field teams on pre-teaming negotiations and agreements for sub-contract roles on anticipated or live RFPs.

· Participates in proposal reviews and After Action Reviews, incorporating lessons into best practice guidelines and related job tools.

· Analyzes performance on contract bids and competitiveness within the international aid and development community, providing data and recommendations to inform senior management and executive decision-making.

INTERNAL: Resource Acquisition Department, Program Impact and Quality Assurance Department; Operational Excellence Department; Country Representatives and Heads of Programming; Country and Regional technical and business development staff;Finance, Purchasing, Human Resources, Office of Legal Counsel.
EXTERNAL:Donorrepresentatives, business development officials of peer organizations

Qualifications:

Masters Degree in Development, International Relations, or relevant field preferred; equivalent experience acceptable.Minimum 8 years of international development experience required; at least 3 years in a developing country a plus.Demonstrated experience providing proposal development leadership in response to competitive USAID RFPs required. Experience with non-USAID and non-USG funding opportunities highly desirable.Comprehensive experience developing technical applications in response to RFPs required; experience developing or supporting cost applications highly desirable.Strong knowledge of Federal and USAID Acquisition Regulations, USAID ADS, and USG Cost Principles for non-profit organizations required.Knowledge of common USAID contract types including IQCs, T&M, FFP, CR, and CPFF required.Experience with adult learning, instructional design, and/or facilitation and training highly desirable.Knowledge of agriculture and livelihoods, water and sanitation, and/or health programming and the institutional funding landscape for those sectors a plus.Excellent interpersonal, oral and written communication and negotiation skills.Demonstrated experience managing people and processes, leading cross disciplinary teams to produce complex applications under tight deadlines and at exceptional quality.Strong analytical skills. Knowledge of Microsoft Office software (Word, Excel, Outlook, Internet) required, experience with Access or other data base programs is a plus.

· Ability and willingness to travel overseas as needed, up to 30% of job time.

Fluency in English required; working ability in French, Spanish or Arabic preferred.

The program analyst for the President’s Malaria Initiative provides executive-level support to the U.S. Global Malaria Coordinator and Deputy as well as the PMI team at large, performing a variety of both complex and routine executive administrative, analytical, and program management support duties. Duties will range from administrative-type tasks such as scheduling briefings and meetings, arranging travel and maintaining program files, to more complex analytical-type tasks such as researching, collecting, compiling, and analyzing data for various program documents, designing and maintaining spreadsheets, and drafting briefers, talking points, and PMI reports and communication materials. The program analyst ranks tasks in order of importance and impending deadlines, and handles several tasks simultaneously, always prioritizing support needs of the Coordinator and Deputy over other PMI team support and project work. The analyst identifies and anticipates needs and takes initiative to address them, seeking guidance if and when needed from the Coordinator, Deputy or Malaria Division Chief. The individual must develop a working knowledge of USAID and PMI policies and guidelines, as well as corporate practices and procedures.

ROLES AND RESPONSIBILITIES:

Primary Duties & Responsibilities to the Coordinator and Deputy:

· Maintains calendars and schedules appointments for coordinator and deputy. May establish appointment priorities or reschedule appointments or invitations.

· Demonstrates diplomacy when interacting with officials of other USG Agencies, other governments or partners.

· Initiatives and processes travel requests for Coordinator and Deputy’s travel, including submission of detailed trip reports upon return from travel.

· Review travel vouchers to ensure that Coordinator and Deputy are reimbursed for incurred travel expenses.

· Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff. Ensures that schedules and deadlines are met.

· Writing/editing information for letters, issue briefs, country profiles, talking points, and responses to public inquiries.

· Prepares power point presentations and collects/organizes briefing materials.

· Maintains PMI files including country briefing documents and talking points for the Coordinator.

· Coordinates special projects on behalf of the Malaria Coordinator and Deputy.

· Escorts external guests to and from meetings with the Coordinator and Deputy.

Primary Duties & Responsibilities to the PMI Team:

· Participates in grant and contract management (project management) for the President’s Malaria Initiative, including reviewing work plans and budgets, preparing quarterly financial pipeline and accrual reports and tracking of project activities and deliverables for one or more malaria central contract or grant.

· Actively participates in PMI technical and programmatic meetings and discussions and applies this learning to day to day support of the Coordinator and Deputy and in project management and country backstopping work.

· Prepare various program documents and correspondence such as memos, and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, and requests, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.

· Prepare budgets and financial tracking sheets to be used by the Coordinator and PMI team.

· Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports. Presents data during technical / project briefings.

· Leads collection and compilation of data for use in regular and ad hoc reporting on the status of programs from various sources such as cooperating agency reports, USAID reports and documents, and technical staff. Ensures that schedules and deadlines are met.

· Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.

· Participates on one or two PMI country backstopping teams, providing virtual support and backstopping of PMI country level activities and implementation.

· Travel to one or two PMI countries as a member of annual Malaria Operational Planning (MOP) team.

· Performs other duties as assigned.

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER

· The position requires a minimum of a college degree and 3-6 years of post-grad professional experience with prior developing country project management experience a plus.

· Master degree in public health or related field strongly desired.

· Strong writing, organizational skills required.

· Requires proficiency in the use of Microsoft Office, Internet and e-mail applications.

· Experience in the use of data base applications is recommended.

· U.S. Citizenship and ability to obtain a secret-level security clearance required.

LANGUAGE/COMMUNICATION SKILLS

· Oral and written communications skills and the ability to read, analyze, and interpret general business periodicals.

· Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

· French and/or Portuguese language skills strongly desired.

MATHEMATICAL/ANALYTICAL SKILLS

· Ability to work with mathematical concepts such as probability and statistical inference, ability to apply concepts such as fractions, percentages, ratios, and proportions to reports and financial tracking systems.

· Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Position Summary

The Project Officer will support ongoing activities and projects of the Emergency Assistance Program related to Asia, working to provide emergency assistance to individuals under threat around the world. The Program Officer reports to the Program Director.

Minimum Qualifications
