UN Women - Technical Assistance on Strengthening Leadership and Coordination Capacity for Gender Mainstreaming across the Government of Uganda - Kampala
UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.
With support from the Department for International Development, UK (DFID), UN Women in collaboration with the Ministry of Gender, Labour and Social Development (MGLSD), has been coordinating the implementation of a four-year Joint Programme on Gender Equality and Women’s Empowerment (UNJPGE) since 2011. The planned outcomes of the UNJPGE are five (5) and these include:strengthened government capacity in gender responsive policy-making, planning, budgeting and programme management; Improved access to essential services by survivors of sexual gender based violence; Increased girl’s retention and completion rates at primary school level; Enhanced civil society capacity to advocate and demand government accountability for gender responsive laws and policies; Enhanced effectiveness in the delivery of gender responsive governance amongst UN agencies.These outcomes have been pursued in line with the priorities set in the Uganda Gender Policy (2007), the National Vision 2040, the Social Sector Investment Plan for Uganda (2011-2015) and the United Nations System-wide Action Plan on Gender Equality. Therefore a series of efforts have been geared towards strengthening the capacity MGLSD to provide synergetic leadership across sectors in government on designing and implementing gender responsive policies, plans budgets and programmes. Nonetheless, capacity building efforts implemented so far at MGLSD are yet to be explicitly aligned to the goal of the UNJPGE, which is: gender equality in access to services and opportunities. This is why MGLSD has partnered with UN Women, to seek technical support towards strengthening the leadership and coordination capacity of MGLSD in regards to gender mainstreaming across its departments and selected government sectors.
UN Coordination Analyst - San José
1. Ensures effective support to UNCT in preparation and implementation of country programming processes and products, including CCA and UNDAF and UN programmes coordination focusing on achievement of the following results:
Thorough analysis and research of the political, social and economic situation in the country including managing the support of the UNCT for establishing Dev-Info in coordination with relevant national counterparts. Coordination on behalf of the UN RC of the CCA Thematic Group activities and draft CCA preparation. Provision of technical support to the UNDAF Working groups ensuring full participation UN Agencies, Government, civil society, multilateral and bilateral institutions and coordination of the draft UNDAF preparation. Establishment of effective mechanisms for monitoring UNDAF implementation based on the UNDAF Results Matrix and the UNDAF Monitoring and Evaluation Plan in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions. Monitoring of the activities of the UN Theme Groups. Identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and MDGs. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions. Development of strategies, policies and programmes in close consultation with UN Agencies aimed at reaching the MDGs and establishment of the system for monitoring the progress towards the MDGs and Global Conferences.
2. Ensures preparation and implementation of the RC Work Plan focusing on the achievement of the following results:
Coordination of the RC Work Plan, reports and proposals for funding preparation. Coordination of substantive preparations and support provided for UNCT retreat to review the annual work plan and other UNCT meetings. Monitoring and execution of the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities. Approval of expenditures reports. Monitoring of hired consultants, revision of terms of reference and follow up on contract issuance. Communications support to the RC with UNCT, compliance with the agencies requirements, advice and support in the strengthening of interagency relationships. Performs other tasks as required by supervisor.
3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy for UNDAF implementation focusing on achievement of the following results:
Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society. Analysis and research of information on donors, preparation of substantive briefs on donors strategies and national development strategies, provision of advice to UN RC on ensuring synchronicity, alignment and complementarity between these strategies and UN activities. Coordination of the substantive preparations of the UNCT for CGs, roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.
4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals. Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT. Sound contributions to knowledge networks and communities of practice. Organization of trainings to UN staff on coordination issues.
5. Ensures effective project management within the priority thematic areas of the RC and UNCT (MDGs, Post 2015 SDGs, Human Rights), focusing on quality control from formulation to implementation:
Preparation of projects' work plans and budgets with implementing partners, monitoring of implementation and reporting, provision of guidance to ensure that results and recommendations are in line with the expected projects objectives. Introduction of performance indicators, targets and milestones to monitor smooth implementation of the projects, including follow-up on their performance. The Intergovernmental Support and Strategic Partnership Bureau provides the inter-governmental bodies with the timely, high quality and relevant substantive support and inputs they need for successful deliberations related to gender equality and the empowerment of women. This includes supporting the work of the main bodies of the UN (GA/ECOSOC/Security Council, Functional Committees etc.), organizing and supporting the meetings of CSW and organizing and supporting the meetings of the UN Women Executive Board.
The Bureau also leads the efforts to develop and oversee the implementation of the strategy for UN Women’s role to “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at Global, regional and Country level.
The Bureau leads the work to develop, and implement UN Women’s strategy for interaction with external partners, including for advocacy, communications and for mobilization of support both in terms of political will, and financial resources, using effective partnerships with multi-lateral organizations and the staff work together in close collaboration with the staff in the rest of UNW and civil society, as well as with the media and private sector.
The Inter-Agency Coordination Specialist reports to the Senior Advisor on Coordination and Focal Point for Women in the UN System, who provides supervision and guidance. The Inter-Agency Coordination Specialist will support the improvement in the status of women in the UN System by assisting in: analyzing, monitoring and reporting on actions and initiatives in the UN System; identifying opportunities, challenges and obstacles in the achievement of gender balance; coordinating and supporting the formulation and implementation of strategies; developing technical tools and guidelines; and leading knowledge acquisition and management.
He/she will support functions related to the implementation of the System-Wide Action Plan and Accountability Framework on Gender Equality and the Empowerment of Women (SWAP). Key responsibilities include assisting with: substantive support for system-wide coordination and engagement of UN entities in the SWAP roll out e.g. training, guidance, monitoring and evaluating progress, and collecting, collating and analyzing data.
The Inter-Agency Coordination Specialist is also responsible for assisting in establishing partnerships with experts in the private sector, research institutes etc. on topics related to both gender balance in the work place and accountability, representing the organization in relevant meetings and providing substantive and organizational support for UN Women’s participation and contributions to relevant inter-agency and organizational activities including workshops and expert group meetings.

Electoral Security Coordination Specialist - UNDP/ELECT Project
The Electoral Security Coordination Specialist promotes a client, quality and results-oriented approach.
The Electoral Security Coordination Specialist works in close collaboration with the Operations, Programme staff of the project and CO and IEC relevant Units staff to exchange information and ensure consistent service delivery and performs the following functions:
Mentor and develop the IEC Security Coordinator (Field Operation):
Assist the IEC Security Coordinator and his team to prepare documentation and reports pertaining to this function, including but not limited to, IEC Security Concept of Operations; IEC Security Plan; Weekly Security Reports; Topic Security Reports as needed;
Provide reports and information to ensure IEC Security Coordinator’s preparation for meetings and workshops;
Provide advice and assistance during meetings chaired by the IEC Security Coordinator;
Ensure Security Incident Reports are provided by the Provincial Security Officers as incidents occur;
Provide immediate advice on serious security incidents to IEC and UNDP ELECT management.
Provide support and advice to the IEC Provincial Security Officers:
Training support and briefings as required;
Advice on implementation of IEC Security Plan;
Advice and monitoring on submission of Security Incident Reports;
Advice on security needs for IEC employees.
Liaise with internal and external actors, including MoI, MoD, NDS, ISAF, UNDSS and other security entities, to ensure comparison and integrity of security reports and incidents:
Attend external electoral security meetings as required;
Assist with development of electoral security incident database;
Ensure quality control of incident reports to confirm all information captured and recorded;
Ensure continuous liaison with the IEC Provincial Security Officers and UNDP ELECT Regional Security Specialists for exchange of information;
Confirm information with other security actors;
Ensure appropriate distribution of security information to stakeholders.
In close consultation with Field Operations and Logistics Departments, and in conjunction with the IEC Security Coordinator, ensure that security requirements aremet according to the needs of the National Movement Plan and the existing security situation:
Ensure ANSF escorts are coordinated for each road movement;
Assist with coordination of air movements with ANSF and ISAF;
Track all road and air movements to ensure safe arrival;
Report to stakeholders, through Field Operations Department, when deliveries and retrievals have arrived safely;
Record and follow up on security incidents;
Ensure quality control over security reports and products;
Guide and direct activities to ensure all output is conducted in support of the IEC Security Coordination and the Field Operations Department.
Impact of Results:
The ELECT Security Coordination Specialist assists the IEC Security Coordinator to protect and minimize the risks to IEC staff, property and the electoral process including support to the security of movement and safekeeping of all electoral materiel. In doing so, h/she must maintain contact with the Afghan National Security Forces and ISAF to ensure effective coordination is occurring so that the electoral timeline can be met with minimal loss of staff and materiel.

In-depth knowledge of security risk analysis, mitigation measures and security assessments;

Language:
Fluency in written and spoken English is essential;

Workshop reports produced for each workshop conducted.
Follow up and guidance (at least 1 day per month) for each Country Office (total 4) on their advocacy strategy development, implementation and monitoring.
Input into the development of UNICEF’s online e-learning programme.
It should be noted that several workshops may take place consecutively, depending on the time and availability of the facilitators.
6. Key competences, technical background, and experience required:
a) Master degree in politics, public policy, communications, development studies, or related field
b) Good facilitation skills, training and coaching skills to groups of 20-30 professionals required.
c) Minimum 10 years of experience conducting workshops and training on advocacy to organizations based developing countries required.
d) Experience conducting advocacy in fragile contexts and resource rich contexts desirable.

UN Coordination Advisor- RC/HC Office - Port-au-Prince

The mandate of the Office of the DSRSG/RC/HC is (a) to ensure a coherent, integrated approach between the United Nations Country Team, MINUSTAH, the Office for the Coordination of Humanitarian Affairs (OCHA) and humanitarian partners, in the planning and implementation of the UN development and humanitarian mandate, and (b) to ensure coordination with the United Nations Country Team, MINUSTAH sections, Humanitarian Country Team and major donors in matters concerning good governance, development and humanitarian activities, in a way that is supportive of national priorities, that strengthens national leadership and institutional capacities and is inclusive of civil society participation in national decision-making processes.
The DSRSG/RC/HC in Haiti coordinates the operations of the UN agencies, funds and programs, and is directly responsible for MINUSTAH’s Civil Affairs Section, Community Violence Reduction Section, Child Protection Unit, and the HIV/AIDS Unit. The DSRSG/RC/HC is also entrusted with the overall responsibility to move the aid effectiveness agenda forward, leading the group of the main donors in Haiti - the G12+.
The UN Country Team (UNCT) in Haiti is composed of 19 agencies, funds and programmes. Since the January 2010 earthquake the size and scope of the UNCT activities had significantly increased. Several agencies joined the UNCT in 2010, notably UN Habitat, ILO and UNHCR. During the two years following the earthquake, the level of collaboration within the UNCT dramatically increased. Since 2012, and given the decrease in funding, many agencies have reduced their presence in-country and opportunities for joint fundraising have also decreased, notably with the non-replenishment of the Haiti Reconstruction Fund.
The UN system in Haiti (MINUSTAH and UNCT) developed its first Integrated Strategic Framework in 2010 for the period 2010-2011. It was subsequently extended until December 2012. The ISF for the period 2013-2016 was completed in September 2012 and signed by the Special Representative of the Secretary-General and the Minister of Planning and External Cooperation in November 2012.
This new ISF addresses a new context of transition, dominated by two broad trends:
The shared commitment of the government and of international partners to augment focus and resources on strengthening Haitian institutions to fully assume the affairs of state; and the gradual draw-down (consolidation process) of the MINUSTAH presence;Under the UNCT, several inter-agency thematic groups are active, notably the programme group, the operations management group, the gender theme group, the HIV-AIDS joint team and the communications group.Under the direct supervision of the Head of Integrated Office and the overall supervision of the RC the incumbent will:
Support the coordination of the activities of the UN in Haiti, establish and lead field coordination mechanisms (where relevant, and identify reporting structures; working closely with national and international staff of UN agencies, under the leadership of the RC;Support development of the UN Integrated Strategic Framework (ISF) in Haiti, in support of the Programme Group and the pillars leads and co-leads, ensuring alignment with Haiti plans and priorities through wide-ranging consultations with key partners;Coordinate implementation of the ISF in Haiti, providing guidance to pillar leads, supporting the M&E process and keeping the ISF benchmarks on target;Lead and maintain strategic partnerships with all key players in the Government including the highest levels in a complex political environment; maintain excellent direct relations with a range of external partners such as donors, civil society and NGOs;Provide advice and support to the DSRSG/RC/HC/RR and the UNCT in ensuring that programme and operational decisions are taken in the best interests of the people of Haiti;Support the DSRSG/RC/HC/RR in the coordination of the recovery and development activities of the UN agencies organizing and chairing coordination meetings, ensuring follow-up on decisions taken, common solutions to shared problems and information sharing to improve the effectiveness, efficiency and outreach of the UN programmes in Haiti;Liaise closely with OCHA to ensure complementarities in programme development, coordination mechanisms and field presence in the areas of recovery and development. In coordination with OCHA, support the CAP process with the regional dimension;Promote Gender Equality through: support to the various UNCT working groups (programme, disaster resilience, communication, gender etc.). Support or lead the work of other cross-cutting working groups;Support various UN organized missions, donor missions and appropriate external experts to the field and follow-up to these meetings;Facilitate and support the implementation of the Harmonization and Simplification agenda. Contribute to knowledge sharing amongst UN staff on issues relating to the UN Reform Agenda and post conflict transition;Ensure that regional disparities, inter-sectoral linkages, and cross-cutting issues are taken into account in UN activities for recovery and reconstruction, including promoting conflict-sensitive approaches;Contribute, on behalf of the UNCT, in efforts to establish and strengthen coordination and implementation as well as monitoring mechanisms of joint funding mechanisms and report progress of UN activities in the region;Provide advice to ministries and government entities on key functions and processes, in particular on aid coordination structures, aid effectiveness principles and international agreements and standards;Provide advice, and consolidate UN comments on the design of different government policies. Identify and suggest possible capacity building support measures for ministries and other government institutions. Promote national and local ownership of programmes through increased consultation and participation of key stakeholders at all hierarchical and representational levels;Coordinate with the head of Integrated Office on issues related to UN, key players in the government, donors, civil society and NGOs;Support the DSRSG/RC/HC/RR and UNCT in developing and implementing a strategy to engage bilateral and multilateral donors on support to national priorities;Handle official UN affairs on behalf of the UNCT, the Head of the IO and the DSRSG/RC/HC/RR and the IO; Represent the UNCT, the Head of IO and DSRSG/RC/HC/RR when so requested;Oversee day-to-day activities to ensure that UNDP administrative and operational policies are adhered to. Identify surge capacity and training needs;Undertake other tasks as may be requested by the DSRSG/RC/HC/RR.Impact of Results
The key results will have an impact on the success of the UN in Haiti activities and the consolidation process of MINUSTAH, strengthening of overall coordination capacity, implementation of the UN System reform and partnerships with local authorities. In particular, the key results will have an impact on the design and operation of UN activities, implementation of the UN Integrated Strategic Framework for Haiti and support Haiti-owned strategies, priorities and coordination structures.

The situation in Bosnia and Herzegovina (BiH) is generally quiet; all international agencies consider threats to their staff to be low at this time. Bosnia and Herzegovina is a country with the largest mine contamination problem. Over 670.000 mines and 650.000 unexploded ordinances on 10.000 locations estimated. Contaminated area estimated is over 2.000 km2 which is more than 4 % of the total territory of Bosnia and Herzegovina. Staff is advised to stay on well-travelled routes while in the country. UN Women: Coordination and Planning Specialist (Re-advertisement) - Cairo
Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality translate into action. UN Women supports improved UN coordination and accountability mechanisms, and up-scaling of the quality of support provided to Member States in addressing national gender equality priorities. UN Women's coordination work is supported at the regional level by its Regional Centres - working with the UNDG Regional Groups and the Regional Coordination Mechanisms. At the country level UN Women supports and works within UN Country Teams.
UN Women has placed emphasis on improving its planning and results based management as an organization. The Regional Centres (RC) will support and provide guidance to UN Women country presence in planning and results based management.
The Coordination and Planning Specialist reports to the Regional Director (RD) in Cairo who provides overall strategic guidance and direction to UN Women's work in the Arab States region. In carrying out the functions, she/he will work closely with the relevant units in headquarters such as Programme and Coordination Divisions. The Coordination and Planning Specialist supports the Regional Director, who is a member of the Regional Director's Team (RDT) to:
Manage and implement activities to enhance system wide coherence on gender equality and the empowerment of women; Support UN Women country presences on the ground in their coordination roles with the UNCTs in the identification of technical expertise, the implementation of corporate-level accountability tools; Provide support to UN Women country presences to ensure high quality planning and programming processes at regional and country level, including through application of results-based programme planning and formulation; Support regional programme formulation and management. Support to the Regional Director on UN programming and coordination at the Regional level and support to country-level work; Support UN system partnership and alliance building at the Regional level; Support enhanced results-based management practices at the country level to ensure more coherent and coordinated UN Women commitments within the UNDAFs; Knowledge management and capacity building. Support to the Regional Director on UN programming and coordination at the Regional Level and support to country-level work:Support the Regional Director in his/her participation in the UNDG Regional Team and related technical bodies as well as the Regional Coordination Mechanism; Support UN Women country presences in the development of gender-specific country programming processes and products, including the preparation of UNDAF and other UN system joint programming documents, in close collaboration, with UNCT members, and other development partners to ensure that a gender perspective is mainstreamed; Ensure effective knowledge management and capacity development of UN Women in the region in rolling out and support system-wide tools on gender equality; Provision of guidance to UN Women in the Region on joint programming modalities and strategies; Prepare briefing materials for the RD on issues to be discussed in the UN and other events and meetings; Follow up on required action/outstanding issues and report on outcome/result. Alert RD on critical issues for action to be addressed; According to the results envisioned in the Management Results Framework in UN Women's Strategic Plan, periodically review and assess UN Women's engagement in inter-agency processes and joint programmes in the field and in New York to devise improved strategies for ensuring that UN Women's investment in coordination processes is yielding results in support of gender equality and women's human rights; Additionally, in coordination with regional evaluation specialists, promote UN Women's engagement in joint evaluations on gender equality and women's empowerment. Support UN system partnership and alliances at the Regional and Country level:Support work within the UN System at the Regional and Country level in managing activities and other promotional events to engage bilateral and multilateral institutions/donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programs and joint UN system programs; Participate in global practice network on coordination, sharing and learning best practices to keep abreast of and/or to contribute to on going debates and strategic thinking and to exchange experience and/or seek support on coordination issues affecting UN Women and UN system programs and operations. Support enhanced results-based management practices at the country level to ensure more coherent and coordinated UN Women commitments within the UNDAFs:Technical support to regional and country level colleagues in the development and monitoring of work planning processes; Provide capacity development support to regional and country level colleagues on results based programme planning, formulation and management; Ensure quality of regional and country level planning instruments, promoting application of good practice in the development, design, monitoring and reporting of results; Collaborate with Regional Evaluation Specialists and country M&E focal points to ensure that findings and lessons from evaluations are reflected in strategic planning processes and RBM and training on results based management. Knowledge management and capacity building:Analyze global practice and lessons learned on coordination and advise the Regional Director and internal and external partners to enhance knowledge and build capacity; Collect and share lessons learned on coordination and UN system programming and development and to contribute to development of knowledge management products and tools in UN Women; Ensure the use of evaluation findings to feed into knowledge management and decision making at the regional level; Design and implement capacity building training activities to enhance skills and knowledge on request, make accessible to national partners, RCs and UNCTs, a comprehensive roster of highly experienced and technically qualified professionals that are gender experts in a range of fields. The successful management of coordination activities will facilitate and enhance the ability of the Regional Director to work effectively within the context of UN system priorities in the region and support coherent UN response and implementation in line with national strategies and priorities.
The key results also impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, design, implementation and operations of UN activities, creation of strategic partnerships in support of regional and national priorities. Support to results based programme planning and management will improve focus of UN Women programming, its alignment with clear national and corporate objectives, and better results reporting.

Substantive experience in the area of development and or gender equality and women's empowerment issues; Knowledge of UN system and understanding of inter-agency coordination processes; Ability to conceptualize and convey strategic vision from the spectrum of development to experience; Demonstrated negotiating, cultural sensitivity and diplomatic skills; Familiarity with results-based programme planning and management, and the ability to clearly communicate and explain RBPPM approaches; Well-developed people management skills; Effectiveness and pro-activity; Ability to leverage information technology, executive information systems, management techniques and tools for optimal office performance; Strong interpersonal, communication and presentation skills; Good planning, goal-setting and prioritization and organizational skills. Master`s degree or equivalent in development related disciplines, international relations, development studies or other social science fields. At least 7 years of experience that combines strategic and managerial leadership in development cooperation, international relations, public administration or other related field, some of which should be in the area of gender equality and women's rights at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programs; Familiarity and experience with UN inter-agency coordination processes and or results based management would be an asset. Written and oral proficiency in English is required. Knowledge of Arabic is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
