CSS, Human Rights and Advocacy Consultant - Bangkok

Objective of the assignment

The CSS, Human Rights and Advocacy Consultant will provide substantive support for the implementation of the various regional and national level community system strengthening (CSS), human rights and advocacy initiatives. The Consultant will also provide strategic support to the SRs in building their capacity (both organizational and staff capacity) for implementing CSS and advocacy activities in the countries.

Scope of Work

The scope of work for this assignment includes, but is not limited to, the following:

Support the MSA grant to accelerate the programme implementation of national level CSS, human rights and advocacy initiatives;Provide strategic support the SRs in building their capacity (both organizational and staff) for implementing CSS, human rights and advocacy activities in the countries, referring to Global Fund CSS Framework and UNDP or other capacity building tools;Monitor the grant work plan and ensure the CSS, human rights and advocacy initiatives under different grant partners are progressing timely and provide support where necessary;Support regional CSS, human rights and advocacy policy development and advisory services for MSM, transgender and HIV programming;Support APCOM in its initial scale-up phase to implement the CSS and advocacy activities;Support APN+ in using successes of the CSS and Advocacy Seed Fund Programme for wider advocacy;Document the South-South learning on CSS, human rights and advocacy among regional community SR/SSRs (MSA, ISEAN-HIVOS and APN+);Contribute to various studies planned under the grant with reference to CSS, human rights and advocacy as relevant;Contribute to various regional and country-specific write-ups and knowledge products (e.g. policy briefs, discussion papers, position papers) on MSM and transgender HIV, human rights and advocacy based on updated strategic information; contribute to UNDP deliverables like semi-annual progress updates, annual reports etc.);Participate in and provide strategic contribution to various conferences/workshops/meetings to CSS, human rights and advocacy knowledge building;Contribute to learning from cross sharing of MSA grant staff participation in international/regional/national CSS, human rights and advocacy events (meetings, consultations, workshops, trainings etc.);Provide technical support to regional and national SRs, UNDP Country Offices and key beneficiaries in the areas of CSS, human rights and advocacy for MSM and transgender people;Contribute to development and support implementation of new regional and country-level initiatives focused on transgender people, including close support to APRC team and SRs when necessary;Provide support to APCOM to manage the grant’s networking and collaboration platform group on CSS, human rights and advocacy;Provide additional technical assistance as require.

Final Products

The final products will be as follow:

Countries’ specific legal barriers to prevention, treatment and care analyzed and prioritized;The priority areas for the programmatic interventions agreed with SRs and incorporated into their wok plans for 2015;2015 work plan covering priority SRs CSS, human rights and advocacy initiatives developed and monitored for timely progress;Support provided to APCOM’s scale-up phase to implement the CSS and advocacy activities within their contract;Provide support to the HHD Policy Advisor on monitoring progress and supporting local follow-up activities to Global Commission on HIV and the Law. Provide support in building SRs and national partners (NHRC, police, parliament, other decision makers) organizational and staff capacity for implementing CSS, human rights and advocacy activities;Contribute to various regional and country-specific CSS, human rights and advocacy write-ups and knowledge products related to MSM and transgender;Attend and contribute to the national and relevant regional consultations and other human rights advocacy events as per work plan and budget.

Contract Duration:

During December 2014 – November 2015 with maximum 195 working days.

Duty Station:

Bangkok, Thailand with regular travel to seven programme countries in South Asia including Afghanistan, Bhutan, Bangladesh, Nepal, India, Pakistan and Sri Lanka (at least 12 trips during the assignment). Payment of travel costs including tickets, living allowance, terminal expenses and other travel related cost should be agreed upon, between the respective business unit and Individual Consultant, prior to travel. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Provision of Monitoring and Progress Controls:

The consultant will directly report to UNDP Programme Manager, MSA grant. The Programme Manager, MSA grant will communicate and work closely with the consultant to ensure quality and timely delivery of expected outputs.

 Travel:

Payment of travel costs including tickets, living allowance, terminal expenses and other travel related cost should be agreed upon, between the respective business unit and Individual Consultant, prior to travel. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, andHaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Experience related to services: 40 points;Written proposal/test AND/OR interview result: 30 points;Expertise & Availability: 30 points.

Financial Criteria weight; 30%

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation.

Project Manager ? Mainstreaming Climate Change Adaptation and Disaster Risk Reduction in Development Planning in Thailand (MADRiD) - Bangkok

Mainstreaming Climate Change Adaptation and Disaster Risk Reduction in Development in Thailand (MADRiD) is an integrated multi-sectoral and multi-donor initiative that aims to integrate both disaster risk reduction (DRR) and climate change adaptation (CCA) in national and sub-national development policies, plans and budget. The project is built on two recent UNDP projects implemented with the Royal Thai Government, “Strengthening the Capacity of Vulnerable Coastal Communities to Address the Risk of Climate Change and Extreme Events” and “Strengthening Disaster Management Capacities in Thailand” and extends the already existing UNDP’s support, taking into account both CCA and DRR using an area-based approach and a single project implementation structure to ensure greater coherence, synergy and cost-effectiveness. Ultimately the Project’s impact will be to enhance National development processes towards climate and disaster resilience and environmental sustainability.

With the goal of contributing to overall CP/UNDAF outcome “Climate change adaptation and disaster risk reduction mainstreamed by key line ministries into their sectorial and provincial plans, policies and budget”, the project is focused on achievement of four key objectives: (i) To ensure that disaster and climate risk information is available and accessible for effective decision-making; (ii) To equip national and provincial governments with skills, tools and methodologies for mainstreaming DRR/CCA into development policies, plans and budgets; (iii) To develop and implement social innovations for disaster resilience by promoting active participation of the at-risk communities as well as public private partnership for disaster risk reduction; (iv) To design and implement pilot projects to increase resilience to disasters and climate change in two selected cities.

With financial contributions from Bureau for Crisis Prevention and Recovery-UNDP (BCPR-UNDP), Global Environment Facility/Special Climate Change Fund (GEF/SCCF), Asian Development Bank (ADB), public and private sectors the project will be implemented by UNDP through a Direct Implementation Modality (DIM) with the Office of National Economic and Social Development Board (NESDB) and Department of Disaster Prevention and Mitigation (DDPM) of the Royal Government Thailand as Senior Beneficiaries while Asian Disaster Preparedness Center (ADPC), ChangeFusion, and ThaiPBS will act as Responsible Parties.

The Project Manager is to work closely with Senior Beneficiaries, responsible parties, other cooperating partners and project colleagues to ensure the overall smooth implementation of the Project in line with planned Project objectives and outcomes. S/he will provide strategic support as needed to the Project, particularly to ensure strong engagement from national and provincial stakeholders. The Project Manager will report to UNDP Thailand’s Programme Specialist and work closely with the Programme Analyst in the Governance and Social Advocacy Team. S/He will work closely also with the UNDP Thailand’s Inclusive Green Growth and Sustainable Development Team, and the Project Board which approves all project plans and revisions.

Innovations in Urbanization Expert - Bangkok

Educational:

Advanced degree in development economics, development studies, geography, urban planning, population and development, statistics, or other relevant social sciences relevant to this assignment.

Experience:

At least 7 years of experience working on urban development challenges. At least 3 years working on and/or covering Asia Pacific countries;Familiarity with governance, climate change, poverty and inequality debates as they related to an urban context;Experience working on employing innovative methods toward urban issues an asset;Experience using design thinking and other innovative methodologies for development;Experience working in multi-lateral and bi-lateral development oriented agencies;Track-record of forging partnerships, coordinating joint milti-partner initiatives and mobilizing resources.

Language:

Fluency of English language is required;Knowledge of an Asian language would be an asset.

Institutional Arrangement:

The international consultant with report to the Team Leader – Inclusive Growth and Poverty Reduction, and in close collaboration with the Policy Specialist, MDGs and the rest of the Urban Task Team colleagues.

 Duration of the Work:

Expected initial duration of work is from September 25 to December 24, with the possibility of extension.

Procurement Assistant - Global Fund MSA Grant - Bangkok

(date when the selected candidate is expected to start)Duration of Initial Contract :1 year (Renewable subject to good performance and availability of funds)UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and serves as Principal Recipient (PR) of last resort. In December 2012, the Country Coordinating Mechanism/Steering Committee requested that UNDP Asia Pacific Regional Centre (APRC) assume the PR role for the Phase 2 of the Multi-Country South Asia Regional HIV Grant (MSA grant/ programme). The overall goal of the grant is to reduce the impact of HIV on men who have sex with men (MSM) and transgender people. In its role as the PR, UNDP is responsible for the financial and programmatic management of the Global Fund MSA grant as well as for the procurement of pharmaceuticals, health and non-health products. The grant will support regional advocacy initiatives and country-level advocacy and capacity building activities with civil society partners in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. Afghanistan and Pakistan also have HIV service delivery components. Country sub-recipients (SRs) include Youth Health and Development Organization (Afghanistan), Bandhu Social Welfare Society (Bangladesh), National AIDS Control Programme (Bhutan), Blue Diamond Society (Nepal) and Naz Male Health Alliance (Pakistan); with SRs to be selected for India and Sri Lanka. In addition, UNDP will also implement important regional initiatives with regional community SRs - Asia Pacific Coalition on Male Sexual Health and Asia Pacific Network of People Living with HIV/AIDS. UNDP‘s management role consists in ensuring successful implementation of grant activities by SRs ensuring programmatic and financial accountability and capacity building of national and international counterparts on programme, monitoring and evaluation (M&E) and financial management. Under the guidance and supervision of the Procurement and Administrative Services Manager and in coordination with Grant/Programme Manager, the Procurement Assistant ensures execution of transparent and efficient procurement services and processes in UNDP APRC for the Programme. The Procurement Assistant promotes a client-focused, quality and results-oriented approach in the Unit. Procurement Assistant works in close collaboration with the Procurement Support Office (PSO) in Geneva, UNDP - Global Fund Partnership Team, MSA Programme Assistant and concerned staff at APRC and UNDP Country Offices (COs) for resolving complex procurement-related issues and information exchange.1.      Ensures implementation of the operational strategies focusing on achievement of the following results: Full compliance of procurement activities with UNDP rules, regulations, policies and strategies considering relevant Global Fund guidance; and implementation of the effective internal control. APRC Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management; plus under guidance of the PSO, UNDP - Global Fund Partnership Team and consultant assigned by PSO. 2.      Organizes procurement processes for the MSA Programme and support UNDP Country Teams under the Global Fund grant focusing on achievement of the following results: Preparation of procurement plans for the project and their implementation monitoring. With support from the PSO, ensure the approved grant Procurement and Supply Management (PSM) Plan is implemented timely; and required approvals sought from Global Fund in case of any change required with adequate justification. Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.  Preparation of Purchase Orders and contracts in and outside Atlas, preparation of Recurring Purchase Orders for contracting of services (both Individual Contract or IC and organization or RLA), vendors’ creation in Atlas and Buyers profile in Atlas. Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP). Implementation of the internal control system that ensures that Purchase Orders (POs) are duly prepared and dispatched. Take timely corrective actions on POs with budget check errors and other problems. Ensure the procurement agencies contracted by UNDP to procure and supply the HIV commodities deliver timely to Afghanistan and Pakistan SRs as per agreed conditions; plus the HIV commodities are cleared from Custom Offices timely to be sent to SRs (in coordination with UNDP COs and concerned agencies as required) Ensure all the required documentation of the HIV commodities are properly recorded and are readily accessible  Input data into the Global Fund web-based Price and Quality Reporting (PQR) Tool and provide required inputs into the Progress Update and Disbursement Request to be submitted to Global Fund timely Presentation of reports on procurement under MSA Programme and provide periodical procurement update to the MSA Programme Management Unit. 3.      Ensures implementation of sourcing strategy focusing on achievement of the following result:Development and update of the rosters of suppliers, implementation of supplier selection and evaluation. Support UNDP Country Teams and guide SRs in procurement processes when required 4.      Ensures proper control of MSA Programme assets focusing on achievement of the following result:Collection from SRs and preparation of periodic inventory reports, to be shared with insurers where necessary. Implementation of Inventory and physical verification control in the APRC and COs.  Ensure proper asset management at SRs in coordination with UNDP CO staff, with required physical verification at the SR offices and service delivery sites. 5.      Ensures organization of logistical services focusing on achievement of the following results: Coordination with PSO in delivering health products to the designated national SRs. Coordinate with country team on tax and custom clearance for the release of both health and non-health items to the designated national SRs. Organization of travel including purchase of tickets, PO preparation; coordination of shipments with UNDP COs.  6.      Ensures facilitation of capacity building and knowledge sharing in the APRC, COs, SRs and overall grant focusing on achievement of the following results:Organization of trainings for the operations/ grant staff on Procurement, including SR staff as required. Review and provide inputs for improving the SRs’ procurement manuals and processes as per national and grant requirements, and international norms where possible  Synthesis of lessons learnt and best practices in Procurement.  Sound contributions to knowledge networks and communities of practice. 7.      Provide support to APRC Procurement Unit as assigned by Procurement and Administrative Services Manager. Experience of procurement system in Global Fund-funded HIV programmes desirable, within UN system is preferred. Climate Change and Public Expenditures Analyst - Bangkok

The analyst is expected to support the governance of climate change finance cross-practice team achieving the following objectives: Developing a comprehensive public climate finance database drawing on the CPEIR literature, country national communications and OECD-DAC database and dissemination strategy; Organizing a climate responsive budgeting workshop; Developing a consultant roster for public financial management specialists, climate finance specialists, local governance experts and other relevant groups of experts; Developing briefs that would illustrate and advocate for the work the UNDP APRC Climate Finance Governance Team is doing in a reader friendly and accessible language to stakeholders and the general audience alike. The activities are summarized as follows:

Developing a comprehensive public climate finance database and dissemination strategy: 

The analyst will identify and gather all available public climate finance data sources, compile and present them in formats allowing time and cross country comparisons to the extent possible. He/she will also identify potential users of this data and prepare a mailing list to which the database will be sent regularly as it gets updated. The analyst will liaise with the website maintenance supplier in coordination with the team’s Regional Communications and Programme Analyst to have the database available to the public and published properly online.

Organizing a climate responsive budget workshop:

The consultant will contribute to the preparation of the climate responsive budget workshop.  He/she will help the governance of climate change finance cross-practice team identify the participants (governments, donors, UN agencies, CSOs etc.) and liaise with them, prepare the agenda for the workshop in coordination with the designated partners, identify and liaise with the guest speakers and review and comment on the submitted presentations. The analyst will also contribute to the summary/follow up report of the workshop.

Developing a consultant roster: 

The consultant will help build a consultant roster (both national and international consultants) the APRC governance of climate change finance cross-practice team can tap into when it is looking for 1)- Public Financial Management Expertise, 2)- Climate Financial Expertise, 3)- Gender and Climate Change Expertise, 4)- Poverty and Climate Change Expertise, 5)- Local Governance and Climate Change Expertise, 6)- Political Economy Analysis Expertise and 7) Cost Benefit Analysis expertise. This roster will also be shared with country offices when they would like to contract an expert for an assignment relevant to climate change finance.

Developing briefs that would illustrate and advocate the public finance instruments the Climate Finance Governance Team is implementing in a reader friendly and accessible language for concerned stakeholders and general audience alike:

Climate Change Budget Coding in Nepal;Climate Change Mitigation Expenditures Tagging in Indonesia;Climate Fiscal Framework in Bangladesh;Climate Change Financing Framework in Cambodia;Sub-national Climate Change Financing Framework in Cambodia;Climate Public and Institutional Expenditures Review in Viet-nam;Climate Public and Institutional Expenditures Review in Fiji;Climate Public and Institutional Expenditures Review in Vanuatu.

Final Products:

Comprehensive public climate finance database constructed and published on www.climatefinance-developmenteffectiveness.org web-site; Dissemination strategy for public climate finance database developed; Climate Responsive Budgeting technical workshop successfully organized including agenda, list of participants identified and summary/follow up report on the workshop; Comprehensive consultant roster prepared and shared with country offices; At least eight briefs prepared on public finance instruments and framework implemented by the Climate Finance Governance Team.

1 July - 31 December 2014

Bangkok, Thailnad with travel to Asia-Pacific countries.

The consultant will be working as an integral part of the APRC climate finance team and will be working closely with members of the team. The consultant will work under the overall supervision and guidance of APRC’s Governance, Climate Change Finance and Development Effectiveness Advisor, APRC’s Environment Advisor and will be supervised by the APRC Governance and Public Finance Specialist and/or the Climate Finance Specialist. She/he is expected to closely coordinate her/his activities with the International Poverty and Gender Advisor(s).

Technical Analyst (IT System and Support) - Crisis Prevention - Bangkok

Under the guidance and direct supervision of the Programme Specialist (Disaster Risk Reduction) and Programme Specialist (Gender in Crisis), the incumbent will be part of the team to deliver high quality of advisory service in the scope of Disaster Risk Reduction as well as conflict resolution including women peace and security to countries in Asia and Pacific. In the area of Disaster Risk Reduction:UNDP Asia-Pacific Regional Centre supports countries in Asia to establish database system to record loss and impact of natural disasters. The system has been adapted and localized in more than 15 countries around Asia. The analysis functionality of the system helps stakeholders and government officials to plan and manage disaster risk reduction programmes and policy in a country more efficiently. The incumbent will act as a technical focal point in providing all technical support to Programme countries. The incumbent will work closely with technical partners, other UN Agencies, UNDP country offices to guide, supervise the project staff to delivery outputs as assigned. Governance and Public Finance Specialist - Bangkok

These services include strengthening government’s institutional and administrative framework to be able to deliver integrated climate policy and programming within a range of sectors; strengthening government’s planning and budgeting processes to be able to account transparently for climate relate services; strengthening parliament and civil society’s roles in holding governments to account for their response to climate change and supporting local governments in integrating climate related services into their programming. There is also an increasing urgency to ensure that the needs, priorities, and interests of all people, including women, the poor, youth, and minorities and others who are particularly vulnerable to climate change impacts are included and that these people participate in the governance of a climate change response: in all stages of policy formulation, programme implementation and processes of accountability that determine a response to climate change.

To respond to the growing demands, in 2009 APRC established a multi-disciplinary team to deliver services which can support governments develop comprehensive approaches to govern the challenge of climate change in ways that support their overall development, particularly in the context of Rio+20 follow up and post 2015 development agenda. This team works across practices within UNDP and HQ, APRC, UNDP country offices and in partnership with a range of development partners at the regional level, to deliver this support.

Beginning end 2013, UK Aid is financing a 3 year sub-regional programme titled “Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in South Asia”. This programme is based around three mutually reinforcing outputs – the first looks to strengthen the policies and institutional arrangements which will enable central government, particularly Ministries of Finance to formulate climate compatible budgets that will lead to effective prioritization of climate change finance; the second output looks at strengthening capacity of Ministry of Finance to track and report climate change expenditure with relevantministries; and the third output will work to share experience accross stakeholders  including governments, civil society, development partners and international organisations across the region and globally aligned with international process. The programme will be implemented in various South Asian countries among which India, Pakistan, Nepal and Bangladesh.

The Governance and Public Finance Specialist will provide substantive and administrative support to the Governance of Climate Finance Cross-Practice Team and will report to the Governance of Climate Change Finance and Development Effectiveness Advisor.

The key activities are as follows:

Climate Change is integrated into budget formulation at national and sub-national levels

Implement methodological workshop with national PFM Specialists and initiate the implementation of CPEIR.); Prepare the inception report; Undertake a methodology development mission and prepare a revised methodological note that specifically addresses the challenges of conducting a CPEIR at the sub-national level and makes concrete propositions to strengthen the institutional section of the study; Prepare final report together with national and Bangkok based APRC team; Develop an appraisal of the budget formulation process to identify a longer term road map for systematic integration of climate change analysis within the budget formulation process; Work with government officials and stakeholders to develop a Climate Budgeting Handbook for government. Deliver on-the-job training to key government officials, and work with them to implement climate change analysis as part of the formulation of priority budget documents; Provide support to the development of policy briefs in priority areas which demonstrate the links between climate change and major national and sub-national budgeting and fiscal policy concerns. Support institutions to track and report on climate change expenditure as part of the budget process at national and sub-national levels:

Provide options for systems that can assist in tracking climate change related expenditures through either systems for ‘marking’ or earmarking climate expenditure; Develop activities to support a further institutionalization of climate change expenditure reporting with the Ministry of Finance-led budget expenditure reporting process. He/she will assess options and present them to the Ministry of Finance for piloting; Build CSOs capacity to analyze and appraise climate change related expenditures and produce briefs and reports that can inform future budget formulations; Develop handbook/training material for parliamentarians and the relevant committees helping them to ask questions that ensure that key schemes and allocations take the climate change dimension into account during the budget sessions. Gender and poverty dimensions are wholly integrated in budget formulation, tracking and reporting of climate change expenditures:

Integrate the poverty dimension in all knowledge products at country and regional level. Knowledge effectively shared within and across countries as well as with key international policy processes related to climate finance:

Provide overview and technical expertise with a focus on public finance issues in reviewing regional knowledge products which synthesize country analysis produced. Corporate competencies:

Education:

Master’s Degree in Economics, Public Finance, Environment, Political science, Sociology or another international development related area. Experience:

At least 7 years of progressive experience in support country process of governance reform including public financial management and institutional reform; Proven experience in providing advice on public finance / institutional reform to senior policy makers and practitioners in governments of developing countries a must, and experience in Asia an advantage; Experience in working on climate change and climate change finance is an asset; Work experience in promoting transparency and accountability for government policy and programming; Experience in programmes/projects management including technical, administrative and financial management; Experience working in the international organization or UN family is an advantage; Full computer literacy in internet searching and Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-Power Point. Website management experience is an asset. Language Requirements:

Proficiency in English with advanced command of speaking and writing; Fluency in other languages spoken in the region is an asset. Remark:

The Regional IT Coordinator’s (RITC) role for ACME (Asia, Caucasus & Middle East) is to directly support the agency’s strategic IT initiatives by working with IPD Regional Management, Country Management, Country and HQ based IT staff as needed to complete IT projects along with implementation and maintenance of infrastructure and support related work. To manage, assist, train and provide higher level support to field office IT support staff of offices located in the geographical region. Act as the liaison between the field office IT staff and HQ.  Enforce IT guidelines and policies throughout region.  Lead for region’s IT Support Staff and field offices as it pertains to IT related issues.
