Indonesia signed the Climate Change Convention (UNFCCC, United Nations Framework Convention on Climate Change) in Rio in 1992, which was then ratified in 1994 through Law no. 6/1994. Under this framework, Indonesia, which is a non-Annex 1 country, is committed to fully implementing the convention. Under one of the requirements of the convention, Indonesia has to report its activities aimed at addressing the climate change to the UNFCCC through the National Communication on Climate Change.

The National Communication contains information on national circumstances, GHG inventory and projection, mitigation action plan (including related cost, expected funding and relevant policies), vulnerability and adaptation assessment (including action plan for adaptation, related costs, expected funding and relevant policies), institutional arrangement, and plan for improvement of future national communication.

This Enabling Activity project will assist Indonesia to prepare the 1st Biennial Update Report (BUR) and Third National Communication (TNC) to the UNFCCC. The objective is to cover the annual GHG Inventory for 2000-2012 for the BUR and 2000-2012 for the TNC, focusing on sectors/ gases that have significant shares of greenhouse gas (GHG) emissions and/or present a large degree of data uncertainty. The progress on the implementation of national mitigation actions and their effect on emission reduction will also be reported. Regional climate models and downscaled global models will be developed to reduce the uncertainties in vulnerability and adaptation assessments for different sectors. Indonesia’s description of national circumstances will be updated as well. Finally, the project will continue to build institutional capacity for implementing the Convention and to undertake activities related to climate change education and awareness.

The National Government has developed National Action Plan on GHG Emission Reduction (RANGRK) as regulated under the Presidential Regulation No. 61/2011. As mandated under the same Presidential Regulation, provincial government have also developed Provincial Action Plan on GHG Emission Reduction (RADGRK). In 2013, BAPPENAS released Monitoring, Evaluation and Reporting (MER / PEP) template for reporting the implementation of RANGRK and RAD GRK, as a means to measure the progress of achievement towards national and provincial GHG emission reduction.

In parallel, the Ministry of Environment and Forestry is developing a measurement, reporting and verification (MRV) framework to follow up the mandate of Presidential Regulation No. 71/2011 on the need to develop a verification system on the process and the result of GHG inventory, including GHG emission reduction resulted from national mitigation actions. In March 2014, The Minister of Environment Regulation No. 15/2014 on Measurement, Reporting and Verification (MRV) of Climate Change Mitigation Action was signed. The aim of this regulation is to provide guideline on how to measure, report and verify the achievement of mitigation actions. Initially, the MRV will be applied to mitigation actions of RANGRK and RADGRK (i.e. actions led by national and provincial government).

In order to operationalise the MRV framework, it is expected that there will be the following stakeholders to be established: National Secretariat of MRV, National Committee on MRV, and verifiers fulfilling competency standard set by the Ministry of Environment and Forestry. The National Secretariat of MRV will play a central role in supporting the National Committee on MRV in reviewing the MRV report and in developing further or reviewing guidelines as necessary. It is expected that the overall process and results of MRV will be integrated in a national registry system.

In general, there are four major challenges in GHG inventory and national registry MRV in Indonesia, including:
1.    How to improve the quantity and quality of activity data?
2.    How to maintain the continuity of data?
3.    How to ensure information collection activities meet the principles of transparency, accuracy, completeness, consistency and comparable?
4.    How to ensure the entire Ministry / Agency, and provincial or district / city collects information in a compact and integrated approach?

To address this challenge, an information technology infrastructure is required. Infrastructure on Information Technology (IT) in both hardware and software, and the supporting infrastructure is a strategic asset to support inventory activities, and also has a high investment value. Given its strategic value, then the use of IT should be promptly utilized to avoid higher maintenance costs in the future.

The IT infrastructure management needs to be prepared so that it can be used by end-user in an optimum condition and is not vulnerable to threat. To support the preparation and maintenance, a full time IT Associate will be hired under this project. The position of IT Associate will be located primarily in the project office under the overall guidance of National Project Director, Ministry of Environment and Forestry and National Project Coordinator (NPC). The incumbent of the IT Associate will be responsible to support to the Ministry of Environment and Forestry in providing IT strategy for GHG inventory and national registry MRV, including system development and daily management.

En étroite collaboration avec l’UGDI, donner les moyens au MTPTC pour réguler la gestion des déchets à travers le territoire national, incorporant la gestion des déchets inertes, élaborée par l’UGDI.

Objectifs spécifiques

concevoir un document de stratégie global  concernant un système de gestion de déchets adapté à la  réalité d’Haiti, qui inclut la gestion des déchets inertes; aider à mettre en place un programme de gestion de déchets dans les grandes villes;  incorporer à ce système une approche spécifique pour gérer les déchets produits par les catastrophes.

Services demandés

Méthodologie

Le consultant fournit une note méthodologique pour l’exécution de la mission attendue et le chronogramme des activités à réaliser avec la description suivante :

Une note de motivation dans laquelle il/elle démontre être le meilleur candidat pour le poste;  La démarche  ou approche, les outils ainsi que les tâches qu’il/elle compte mettre en œuvre pour  réaliser la mission. 

Le consultant soumet un tableau avec les informations suivantes:

Honoraires, indemnités journalières, frais de voyage et toute autre dépenses pertinentes ventilés en couts unitaires et totaux.  

Le consultant soumet les copies de ses diplômes.

Un nouveau document de stratégie de Gestion de Déchets avec clairement définie les méthodologies d’intervention pour la mise en œuvre de solution durables; Un plan de communication et de diffusion; Un système de gestion de déchets divers.

Tous les rapports devront être rédigés en français. La connaissance du créole est nécessaire. La connaissance de l’anglais est un atout.

Durée et démarrage de la mission

Durée de la mission : 9 mois;Date approximative de démarrage des prestations : 1 Décembre 2014.

Expert National en Suivi Evaluation, Projet de la Résilience aux Changements Climatiques ( Uniquement pour les Candidats de Nationalité Malienne) - Bamako

Le Mali subit les effets néfastes des changements  climatiques qui perturbent les activités  de développement  dans ces régions. Le caractère  aléatoire de la pluviométrie  se manifeste dans le début de l’installation de la période d’hivernage, dans   la durée de celle-ci ainsi que dans sa répartition spatiale et temporelle.  En plus, le pays connait une augmentation  de la fréquence et des intensités des inondations ainsi qu’un accroissement de l’évaporation et de l’assèchement des zones humides et autres plans d’eau en raison des fortes températures et de forts vents. Enfin, la dégradation des sols et l’érosion hydrique sont permanentes, et les terres arables se réduisent progressivement à cause de la déforestation et de la désertification. Face à tous ces défis, les  groupements de producteurs féminins constituent l’une des franges le plus vulnérables.
Pour renforcer la résilience  aux changements climatiques de ces groupes et d’autres populations vulnérables, le Mali a bénéficié de la part du Fonds pour l’Environnement Mondial (FEM) un  fonds d’un montant  d’environ 8,5 millions de $US à travers le guichet des Pays les Moins Avancés (LDCF en anglais) en vue de la mise en œuvre d’un projet.
Pour mobiliser ce financement en vue de la mise en œuvre dudit projet, le Gouvernement a sollicité l’accompagnement du PNUD. Ainsi,  des documents d’avant-projet (appelés PIF et PPG en anglais) ont  été préparés et soumis au FEM à travers le PNUD  pour permettre  la préparation d’un document de projet.
Le document de projet  préparé a été soumis au FEM qui l’a approuvé.
Le  projet est destiné  à renforcer les moyens d’existence des groupements féminins et des  autres groupes vulnérables  dans dix communes  des régions de Kayes, Koulikoro et Sikasso.
Il comprend  deux principales composantes: i) améliorer l’accès à des systèmes  d’approvisionnement et de gestion de l’eau qui résistent aux changements climatiques pour les communautés vulnérables, y compris les paysannes, pour appuyer leurs activités de subsistance ; et ii) investir dans des approches et technologies innovantes résilientes aux changements climatiques en faveur des paysannes et autres paysans pour renforcer et sécuriser la production de systèmes locaux de moyens d’existence face aux impacts des changements climatiques.
Le Programme des Nations Unies pour le Développement (PNUD) exécutera le projet dans le cadre de ses Modalités de Mise œuvre Nationale (NIM), sur une période de cinq ans à compter de la date de signature du Document de Projet.
Le partenaire de mise en œuvre au Mali est  l’Agence de l’Environnement et du Développement Durable (AEDD), qui coordonnera étroitement la conduite du projet avec les Ministères chargés de l’Agriculture, de l’Elevage, de l’Hydrologie/Environnement, de la Promotion de la Femme et de l’Enfant, ainsi qu’avec les autorités communales et régionales pour les activités au niveau local.
Le présent appel à candidature rentre dans le cadre du  recrutement du personnel de l’unité de coordination national du projet.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

responsive/compliant/acceptable, andHaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks)

Years of Experience of working with UNDP Bangladesh/UN Agencies/International or National/Government  Organization in Bangladesh - 15 MarksAt least 5 years proven work experience in Results and Resource based financial management with UNDP Bangladesh/UN Agencies/International or National/Government  Organization in Bangladesh - 15 MarksProven record of professional portfolio - 25 MarksEducational Qualification from a recognized university in a relevant field - 15 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

                           p = y (µ/z)

where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contracts based on daily fee

Annex 1. General Conditions of the Services provided by Candidates on the Individual Consultant Roster:

Being on the Individual (IC) Roster does not necessarily mean that a contract with the UNDP Bangladesh is guaranteed. This will depend on forthcoming needs as specified in this ToR. Where a request for services arises, the UNDP shall directly contact the consultant from the roster to ask for their interest and availability inputting them through an expedited selection process. A specific Terms of Reference (ToR) outlining the outputs for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame. Conditions of a particular assignment may be negotiable.UNDP does not warrant that any quantity of services will be purchased during the term of this Individual Consultant Roster.IMPORTANT:  If you are a former staff member of the United Nations recently separated, pls. add this section to your letter: I hereby confirm that I have complied with the minimum break in service required before I can be eligible for an Individual Contract. Roster of National Consultant - Climate Change-Environment and Disaster Management (Multiple Position) - Home based and field works in Dhaka/project

Scope of work

The applicant may look into all areas of expertise indicated below and then choose their relevant field as appropriate to submit the application. Individuals may apply for more than one area if they have the required qualifications and professional skills. The applicants will be considered for the Roster based on their relevant expertise after the completion of the evaluation process. The individual if contracted under this Roster, will have to work to achieve the following as appropriate after his/her engagement:

Report writing.   

Collect and study relevant documents. Depending on the project and type of report, this may include: project document (including revisions), annual work plans, annual reports, mid-term reports, donor-specific reports, and others.Discuss with project manager, M&E specialist and CCED team to get a thorough understanding of UNDP report requirements.Interact with project staff and partners to gain additional input.

Research

Research topics relevant to the project he/she will be supporting.Produce comprehensive reports and advice to be used by the project to decide direction and way forward for the project.Coordinate with other staff and consultants to share information and up-to-date findings.

Technical advice

An assessment of the current status of technical aspects within the project, and its effect on project implementation.Advice UNDP on appropriate technical solutions to identified problems.Develop, upon request, plans for implementation of technical solutions.

Proposal writing

Organize and conduct meetings with CCED staff in charge of potential project – and, if relevant any co-applicants – in order to define project objectives, results, and activities.Collect data necessary for completing project application documents.Write project proposal, including completing project application forms, completing project budget forms, and any additional forms required for project application.Compile all necessary documentation (original and copies) to be compounded with project proposal.Support CCED in submitting the project proposal by mail and/or e-mail.Regularly consult with CCED at every stage of the project’s development.

Policy Analysis

Identify and analyse national and international policies and regulations relevant to a specific project of the CCED cluster, to identify specific areas for dialogue, advocacy, or cooperation.Provide case studies on how to support the creation and implementation of national policies pertaining to the project goals.Produce a report of findings for CCED and UNDP to utilize the results of the analysis for action in the current and future projects.Make suggestions to enhance the quality and value of CCED the project as necessary.

Monitoring & Evaluation

Develop, implement and (as needed) maintain the M&E system for a specific CCED project.Establish routine monitoring and evaluation procedures and systems to enable timely progress review and reporting.Collect, enter, and analyze all data connected to the specific project.Prepare results-based monitoring and evaluation reports on project activitiesPrepare and deliver a set of outreach materials.

Communication

Prepare and deliver easily understandable media and communicating materials to a list of key journalists and other individuals as prime target groups to ensure wide and targeted distribution of informationDevelop effective communication trails with project stakeholders to successfully complete lessons learnt-sharing dialogue/workshops and/or seminars.Responding to requests for information from donors, the media, government, and general public by providing documents and/or facilitating their access to relevant information sources

Expected outputs / deliverables:

It is expected that the consultant will produce:

Report Writing

A set of up-to-date outreach materials for the specific project, containing agree-upon products such as brochures, news-letters, infographic reports, powerpoint presentations and case studies.A set of agreed-upon dissemination activities, targeting both external actors, partners/donors, and relevant government agencies.Distribution of relevant information about the projects to all requests for information received during the contract period.

Research

A comprehensive report on research findings relevant to the project she/he is supporting, containing: A study of the current situation, made with the most up-to-date statistics.A review of the importance of the current situation, and possible trends that could alter the current situation, or play a crucial role in advancement of the current situation.Recommendations for the UNDP on how to positively advance the current situation through its project.Possibly a first-hand study on the current situation or project.

Technical Expert

A brief report indicating accomplished tasks and recommended steps forward.If requested, a plan for implementation of technical solutions.

Proposal Writing

At least 3 formal meetings with CCED staff in charge of potential project.A complete project proposal, including: completed project application form, completed project budget forms, completed additional forms (when necessary).Submitted project proposal before deadline.

Policy Analysis

A report outlining findings on the current national policy situation, following a format of: Introduction and backgroundCurrent policy situationRelevancy of current policies to the CCED project.Opportunities and ways forward for CCED’s project.An agreed number of case studies from other countries on how to support the creation and implementation of national policies pertaining to the goals of the specific project in question.

Monitoring & Evaluation

A monitoring and evaluation plan for the project.Periodic results-based monitoring and evaluation reports on project activities.

Communication

Supervision and Performance Evaluation

Under the day to day supervision of the Assistant Country Director, Climate Change & Environmental Disaster Cluster, when a request for services arises, the UNDP Bangladesh Climate Change & Environmental Disaster Cluster shall directly engage the consultants without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.

Copyrights

The works produced under this agreement will be copyrighted to UNDP Bangladesh and any violation of copyright law will be pursued appropriately.

Timeframe and deadlines:

The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.

Travel

The consultant may be required to travel for specific tasks and UNDP will arrange and cover the cost of the official travels in accordance to UN rules and procedures. This may include travel inside of Dhaka and any other project sites in Bangladesh.

The fare will always be "most direct, most economical" and any different with the preferred route will be paid for by the consultant.

National Consultant for Supporting to Develop Five Year Development Plan for Monaragala District - Monaragala

Support UNDP to identify sector specialist and Sector Policy Specialist and form Task force for each sector;Review existing divisional plans and district plans and recommend the point of departure of the Planning process;Identification of sector  intervention areas/Thrust Areas and develop appropriate strategies, policies(if needed) and recommend legal provisions need for policy implementation along with sector heads;Guide the Task Force including the sector heads to develop the Divisional and District Plans with support of Director Planning and Assistant Director Planning. Task: Discussion with UNDP, and GAs and obtain their view and expectations.

Time frame: 1st to 15th  December 2014.

Deliverable: A discussion note with inclusions of thoughts of the key stakeholders. 

Task: Develop TORs for Task Force members, identify Task Force members and develop detailed Work Plan for whole assignment and obtain approval from UNDP.

Time frame: 16th December to 14th January 2015.

Deliverable:List of Task Force Members, TORs, Work Plan.

Task: Review the existing annual or five year Divisional and Development Plans, Planning practices and the existing capacity level including capacity assets and suggest GAs/DP and UNDP about the point of departure of the planning process for developing 5 year District Development plan.

Time frame: 15th January to 14th February 2015.

Deliverable: Eleven (11) Divisional Plans review papers and  a  district plan review paper with recommendations  and  an outline of a strategic intervention framework.

Formulation and development of  11 divisional plans

Task: Submission of Monthly Process report with    achievement of key milestones stipulated in the Time frame  : work plan and presenting progress in monthly meetings organize by GA jointly with UNDP.

Deliverable: Monthly Meetings and Progress Report.

Task: Submission of Mid Assignment  Progress Report.

Time frame: 15th March   2015.

Deliverable: Mid assign report/work.

Task: Submission of Semi Final five (5) year   Divisional Development Plans for 11 divisions to UNDP and divisional secretaries and GAs.

Time frame: 14th May 2015.

Deliverable: 11 Semi Final Divisional Development Plans.

Task: Presenting the plans in a  validation workshop in collaboration with UNDP  and GA.

Time frame: 15th June  2015.

Deliverable: Validation workshop.

Task: Submission of Final five (5) year   Divisional Development Plans for 11 divisions by incorporating the comments obtain from the validation workshop.

Time frame: 1st July2015.

Deliverable :Submission of Final Eleven(11) five year  divisional development plans.

Developing the District Five (5) Year development plan for the district.

Task: Submission of semi-final draft to UNDP and GAs.

Time frame: 31st  July 2015.

Deliverable: Submission of a  five year  district development plan.

Task: Incorporating the comments of UNDP and GAs and submit the final draft plan.

Time frame: 15th August 2015.

Deliverable: Submission of final draft of the  five year  district development plan.

Task: Presenting the plans in a validation workshop organized by GAs and UNDP and obtains the forums comments and suggestion.

Time frame:  1st September 2015.

Deliverable:Validation workshop and presenting the plans.

Task: Submission of Final District plan.

Time frame: 31st September 2015.

Deliverable: Final District development plan for the district.

Task: Supporting for Publishing the Divisional and District Plans.

Time frame: 31st  October 2015.

Deliverable: Submission of final  edited version (after all proof readings) of  the Plan for  publishing the plans.

Chargé(e) de Dialogue National - Tunis

Après trois années de transition ponctuées par de nombreuses réformes, la Tunisie s’achemine vers une phase de consolidation démocratique. Une constitution inclusive a été élaborée et approuvée et un gouvernement consensuel, fruit d’un dialogue inclusif impulsé par la société civile, a été chargé de conduire le pays à des élections d’ici la fin de l’année, dont l’organisation est confiée à une instance indépendante (ISIE). Toute la classe politique et la société se préparent à cet évènement, qui aura valeur de test pour la transition en cours et pour le niveau de participation populaire.

Le Programme des Nations unies pour le développement accompagne cette mutation, en apportant l’appui technique, en facilitant le partage d’expériences et en mobilisant un vaste réseau de connaissances, de par le monde, au profit des acteurs institutionnels et de la société, dans son ensemble. Les leçons tirées de contextes de transition similaires montrent, en effet, que les expériences réussies sont celles qui ont su s’appuyer sur la mobilisation de tous les acteurs, y compris de la société civile, dans le cadre de processus participatifs suscitant l’adhésion réelle de la population. Le dialogue constitue, en effet, un moyen privilégié d’élargir et de consolider le consensus social sur les réformes.

Dans ce contexte, le programme d’Appui au Processus Constitutionnel et Parlementaire et au Dialogue National mené actuellement par le PNUD, prévoit de renforcer et de consolider le rôle de la société civile, dans cette phase importante de l’histoire de la Tunisie. Afin d’atteindre les objectifs assignés dans les meilleurs délais et de répondre à l’évolution du contexte social et politique, le PNUD souhaite renforcer l’équipe en charge du dialogue national par le recrutement d’un/une charge/e de communication.

En effet, les prochains mois vont être marqués par un rythme particulièrement intense et accéléré de travail du fait de l’imminence des élections et l’exécution de nombreux projets prévus au cours de cette période. Le recrutement d’un/une charge/e de communication s’avère alors nécessaire pour d’atteindre les résultats escomptés avec une visibilité pour promouvoir la valorisation des résultats pour les partenaires ainsi que pour les bailleurs de fonds.

Expert National en Développement et Stabilisation Communautaire (Ouvert Uniquement aux Candidats de Nationalité Congolaise (RDC).) - Bukavu-Sud Kivu

Dans sa mission d’appui au Gouvernement de la RDC pour la stabilisation de communautés affectées par les conflits, et à travers la nouvelle stratégie ISSSS qui entend adresser les dynamiques des conflits à la base pour mener des véritables actions de transformation , les trois agences PNUD-RDC, UN-HABITAT et OIM,  en collaboration avec l’Unite d’Appui a la Stabilisation, ont élaboré un projet conjoint integré de stabilisation du Nord Kalehe en province du Sud Kivu. Ce projet vise à répondre aux besoins immédiats de stabilisation des violences intra et intercommunautaires dans les Hauts Plateaux de Kalehe qui constituent l'épicentre des conflits fonciers et des conflits de pouvoir qui sont à la base de la création des groupes armés à caractère communautaire, qui, à leur tour, exacerbent les violences communautaires.

Dans le cadre de ce projet, trois volets seront développés, i) le dialogue communautaire,  ii) le rétablissement de l’autorité de l’Etat et iii) la création des débouchés économiques pour la réintégration durable des victimes des conflits. La coordination de ce projet conjoint, ainsi que la mise en œuvre de ce dernier volet seront assurées par le PNUD, à travers la  composante Moyens d’Existence Durables et Développement Local (MED) du PNUD du pilier Croissance Inclusive et Développement Durable (CIDD), de la province du Sud Kivu.  Pour la mise en œuvre de ces activités et le suivi évaluation sur terrain, le PNUD recrute un Expert (e) national(e) en développement et stabilisation communautaire qui sera basé à Bukavu (Sud-Kivu), avec des missions régulières sur terrain (axe Minova-Numbi-Ziralo) .
