This position is located in the Management Bureau,Office of Acquisition and Assistance, Compliance Division, M/OAA/C

The incumbent serves as a Procurement Analyst, responsible for recommending Agency action in cases for appropriate administrative action, including suspension and debarment; analyzing assistance appeals and applying applicable regulations to cost allowability issues raised by assistance recipients;engages in industry and Agency outreach to promote greater awareness of compliance issues and assists in developing “best practices” to avoid fraud, waste and abuse in Agency-funded activities;develops written policies and procedures of compliance program aspects, which may be unique to USAID mission; Works with implementers and other Agency personnel to implement various remedies available to Agency to protect U.S. Government interests, and tracks trends in compliance matter to inform Agency policy.

Grade 13 and above:

BASIC REQUIREMENTS

A. Successful completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Examples of specialized experience include, soliciting, evaluating, negotating and awarding contracts. Procuring products and services using negotation techniques. Negotiating with prospective contractors on pricing, performance techncal terms, and other provisions,AND
B. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, OR
C. EXCEPTION: Applicants for GS-1102-13 positions will be qualified if they have held a GS-1102-13 position since January 1, 2000, OR
D. WAIVER: Requirements of paragraphs A and B above may be waived if the agency's senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least a GS-12 for the GS-13, or equivalent to at least a GS-13 for the GS-14.

Specialized experience is defined as experience in contracting and procurement work, such as: procuring a wide variety products and services; administering terms and conditions of contracts; follow-up with vendors on delivery, invoicing and payment; performing price/cost analysis to determine price reasonableness or similar work. Experience with common contracting procedures and techniques to carry out recurring assignments involving the use of formal advertising and negotiated methods of contracting and contract administration or similar experience which is typically in or related to this position.

In addition to the basic qualifications you must meet the specialized experience below:

GS-13/14

Significant experience researching and drafting memorandum applying legal standards with minimal supervisor oversight.   Experience organizing investigations into alleged misconduct, including fraud, False Claims Act violations, and violations of the Foreign Corrupt Practices Act.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

This means that candidates will be assigned to a pre-defined quality category based on their application and veteran’s preference. Generally, only candidates in the top-tier quality category will be referred to the hiring manager.   For this position, qualified veterans will be placed ahead of other applicants within the category to which they are assigned based upon the rating of their application. There are three quality categories: Gold (100-90), Silver (89.99-80), Bronze (79.99-70).
