Field Security Specialist UNDP/CO/Security Unit - Kabul

UNDP Afghanistan Mission statement:

UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. Organizational Context:

The duties and responsibilities of the Field Security Specialist (FSS) include the safety and security of all UNDP personnel, eligible dependents, eligible partners and contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling and supporting UNDP programme delivery throughout the individual country of responsibility while ensuring compliance with all United Nations security policies, procedures and regulations.

The primary objective of the deployment of the UNDP Field Security Specialist is to advise on the protection of, and minimizing the risk to, UNDP personnel, eligible dependents, property and operations in all locations and at the same time enabling UNDP programme delivery throughout the individual country of responsibility.

This will be achieved through:

Advising that UNDP security support feature in the programming process at the country office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation;Strengthening the security arrangements of UNDP and maintaining a security network of international and national security personnel.

At Headquarters level, UNDP BOM/Security Office (SO) will, through the Regional Security Advisor (RSA), provide policy and technical advice to the UNDP FSS regarding the safety and security of UNDP personnel, eligible dependents, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policy and framework.

In terms of functional matters related to UNDP security, and at the Field Level, the FSS will be supervised by the UNDP Field Security Adviser (FSA) and reports directly to him/her.

Education

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

responsive/compliant/acceptable, andHaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks)

Years of Experience of working with UNDP Bangladesh/UN Agencies/International or National/Government  Organization in Bangladesh - 15 MarksAt least 5 years proven work experience in Results and Resource based financial management with UNDP Bangladesh/UN Agencies/International or National/Government  Organization in Bangladesh - 15 MarksProven record of professional portfolio - 25 MarksEducational Qualification from a recognized university in a relevant field - 15 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

                           p = y (µ/z)

where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

How to Apply

Short-listed candidates may be requested to participate in an interview with a selection panel.

Contracts based on daily fee

Payments will be made to the Individual Consultants based on the actual number of days worked as evidenced by the time sheet.

Annex 1. General Conditions of the Services provided by Candidates on the Individual Consultant Roster:

Being on the Individual (IC) Roster does not necessarily mean that a contract with the UNDP Bangladesh is guaranteed. This will depend on forthcoming needs as specified in this ToR. Where a request for services arises, the UNDP shall directly contact the consultant from the roster to ask for their interest and availability inputting them through an expedited selection process. A specific Terms of Reference (ToR) outlining the outputs for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame. Conditions of a particular assignment may be negotiable.UNDP does not warrant that any quantity of services will be purchased during the term of this Individual Consultant Roster.IMPORTANT:  If you are a former staff member of the United Nations recently separated, pls. add this section to your letter: I hereby confirm that I have complied with the minimum break in service required before I can be eligible for an Individual Contract. Roster of National Consultant - Climate Change-Environment and Disaster Management (Multiple Position) - Home based and field works in Dhaka/project

Scope of work

The applicant may look into all areas of expertise indicated below and then choose their relevant field as appropriate to submit the application. Individuals may apply for more than one area if they have the required qualifications and professional skills. The applicants will be considered for the Roster based on their relevant expertise after the completion of the evaluation process. The individual if contracted under this Roster, will have to work to achieve the following as appropriate after his/her engagement:

Report writing.   

Collect and study relevant documents. Depending on the project and type of report, this may include: project document (including revisions), annual work plans, annual reports, mid-term reports, donor-specific reports, and others.Discuss with project manager, M&E specialist and CCED team to get a thorough understanding of UNDP report requirements.Interact with project staff and partners to gain additional input.

Research

Research topics relevant to the project he/she will be supporting.Produce comprehensive reports and advice to be used by the project to decide direction and way forward for the project.Coordinate with other staff and consultants to share information and up-to-date findings.

Technical advice

An assessment of the current status of technical aspects within the project, and its effect on project implementation.Advice UNDP on appropriate technical solutions to identified problems.Develop, upon request, plans for implementation of technical solutions.

Proposal writing

Organize and conduct meetings with CCED staff in charge of potential project – and, if relevant any co-applicants – in order to define project objectives, results, and activities.Collect data necessary for completing project application documents.Write project proposal, including completing project application forms, completing project budget forms, and any additional forms required for project application.Compile all necessary documentation (original and copies) to be compounded with project proposal.Support CCED in submitting the project proposal by mail and/or e-mail.Regularly consult with CCED at every stage of the project’s development.

Policy Analysis

Identify and analyse national and international policies and regulations relevant to a specific project of the CCED cluster, to identify specific areas for dialogue, advocacy, or cooperation.Provide case studies on how to support the creation and implementation of national policies pertaining to the project goals.Produce a report of findings for CCED and UNDP to utilize the results of the analysis for action in the current and future projects.Make suggestions to enhance the quality and value of CCED the project as necessary.

Monitoring & Evaluation

Develop, implement and (as needed) maintain the M&E system for a specific CCED project.Establish routine monitoring and evaluation procedures and systems to enable timely progress review and reporting.Collect, enter, and analyze all data connected to the specific project.Prepare results-based monitoring and evaluation reports on project activitiesPrepare and deliver a set of outreach materials.

Communication

Prepare and deliver easily understandable media and communicating materials to a list of key journalists and other individuals as prime target groups to ensure wide and targeted distribution of informationDevelop effective communication trails with project stakeholders to successfully complete lessons learnt-sharing dialogue/workshops and/or seminars.Responding to requests for information from donors, the media, government, and general public by providing documents and/or facilitating their access to relevant information sources

Expected outputs / deliverables:

It is expected that the consultant will produce:

Report Writing

A set of up-to-date outreach materials for the specific project, containing agree-upon products such as brochures, news-letters, infographic reports, powerpoint presentations and case studies.A set of agreed-upon dissemination activities, targeting both external actors, partners/donors, and relevant government agencies.Distribution of relevant information about the projects to all requests for information received during the contract period.

Research

A comprehensive report on research findings relevant to the project she/he is supporting, containing: A study of the current situation, made with the most up-to-date statistics.A review of the importance of the current situation, and possible trends that could alter the current situation, or play a crucial role in advancement of the current situation.Recommendations for the UNDP on how to positively advance the current situation through its project.Possibly a first-hand study on the current situation or project.

Technical Expert

A brief report indicating accomplished tasks and recommended steps forward.If requested, a plan for implementation of technical solutions.

Proposal Writing

At least 3 formal meetings with CCED staff in charge of potential project.A complete project proposal, including: completed project application form, completed project budget forms, completed additional forms (when necessary).Submitted project proposal before deadline.

Policy Analysis

A report outlining findings on the current national policy situation, following a format of: Introduction and backgroundCurrent policy situationRelevancy of current policies to the CCED project.Opportunities and ways forward for CCED’s project.An agreed number of case studies from other countries on how to support the creation and implementation of national policies pertaining to the goals of the specific project in question.

Monitoring & Evaluation

A monitoring and evaluation plan for the project.Periodic results-based monitoring and evaluation reports on project activities.

Communication

A set of up-to-date outreach materials for the specific project, containing agree-upon products such as brochures, news-letters, infographic reports, powerpoint presentations and case studies.A set of agreed-upon dissemination activities, targeting both external actors, partners/donors, and relevant government agencies.Distribution of relevant information about the projects to all requests for information received during the contract period.

Supervision and Performance Evaluation

Under the day to day supervision of the Assistant Country Director, Climate Change & Environmental Disaster Cluster, when a request for services arises, the UNDP Bangladesh Climate Change & Environmental Disaster Cluster shall directly engage the consultants without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.

Copyrights

The works produced under this agreement will be copyrighted to UNDP Bangladesh and any violation of copyright law will be pursued appropriately.

Timeframe and deadlines:

The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.

Travel

The consultant may be required to travel for specific tasks and UNDP will arrange and cover the cost of the official travels in accordance to UN rules and procedures. This may include travel inside of Dhaka and any other project sites in Bangladesh.

The fare will always be "most direct, most economical" and any different with the preferred route will be paid for by the consultant.

The duties and responsibilities of the Field Security Specialist (FSS) include the safety and security of all UNDP staff, eligible family members, eligible partners and contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling and supporting UNDP programme delivery throughout the individual country of responsibility while ensuring compliance with all United Nations security policies, procedures and regulations. 

The primary objective of the deployment of the UNDP Field Security Specialist is to advise on the protection of, and minimizing the risk to, UNDP staff, eligible family members, property and operations in all locations and at the same time enabling UNDP programme delivery throughout the individual country of responsibility. This will be achieved through:

At Headquarters level, UNDP BOM/Security Office (SO) will provide policy and technical advice to the UNDP FSS regarding the safety and security of UNDP staff, eligible family members, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policy and framework.

Programming:

Provide security policy guidance and security management support to the Country Director and CO management team enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures.Ensure the mainstreaming of security into all levels of programme design, implementation and delivery through the substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions where required. In the absence of RSA or Sr. FSS, serves as permanent member of project appraisal committee (PAC).Review the impact of current as well as future potential security factors and trends on UNDP planning, programme design and delivery, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented;Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring the safety and security of UNDP staff as the highest priority;To protect and minimize the risk to UNDP staff, project personnel, property and    operations in all locations and at  the same time enabling UNDP programme delivery throughout: Maintain a security network of international and national personnel; In the absence of a Sr. FSS, participate as a member of the security cell established by DSS in country.

Threat and Risk Assessment: 

Conduct a threat and risk assessment of operations in the districts and regions where UNDP projects are implemented, identify and implement appropriate risk mitigation measures;Assist/provide inputs to UNDSS in preparing a comprehensive threat and risk assessment of the country to include all locations where UNDP staff members, eligible family members and equipment are present;Assist/provide inputs to the Security Management Team through the UNDP Country Director (CD);Assist local UNDP travel managers with risk assessments related to air travel. 

Security Plan and Business Continuity

Work closely with UNDSS to ensure that UNDP procedures conform to the UN security framework;Provide inputs and assist UNDSS in establishing, maintaining and updating the country specific security plan and contingency plans in accordance with the UN Field Security Handbook (FSH);See that all UNDP personnel are included in the Security Plan of the respective duty stations, (including UNDP sub offices) being prepared by UNDSS;Update the UNDP component within the country-specific security plan and contingency plans in accordance with UNDSS;Train UNDP wardens and follow up on their specific needs accordingly for both international and national staff;Provide security related contributions to the CO Business Continuity Plan, with guidance from the RSA/DRSA. Facilitate security clearances for all UNDP staff travelling in areas where required.

Minimum Operating Security Standards:

Oversight of UNDP personnel and equipment for MOSS compliance;Ensure that Country Office management is briefed sufficiently on security requirements in order to take decisions and provide adequate resources so that staff members are provided with; and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field;Establish internal communication systems so that UNDP communications are integrated into the appropriate UN Security Emergency Communications System;Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc.);Provide advice on the security of transportation and logistics;Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas;Coordinate with DSS 24-hour response to all security related incidents involving UNDP staff and eligible family members;In coordination with UNDSS, and on behalf of the CD, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders. 

Information Management:

Provide timely and accurate security advice to the UNDP Management, programme managers, project managers and visiting consultants;Immediately report all security-related incidents involving UNDP staff and eligible family members to the Country Director, RSA (or Sr. FSS, if present in the duty station) and UNDSS in country;Ensure that UNDP programme staff members are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner;In cooperation with the HR unit, maintain updated UNDP staff lists, including details of visiting missions and consultants;In coordination with UNDSS in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders;Encourage an exchange of information relative to risk management for UNDP programme implementation;In coordination with UNDSS in country, conduct investigations of death of a staff/family member under suspicious and unclear circumstances;Participate in inter-agency security coordination efforts;In coordination with UNDP HQ and as assigned by the CD, conduct preliminary investigations in cases of breach of UN code of conduct by UNDP staff.

Funds Management:

Support mainstreaming of security costs. Monitors that all projects/programmes contribute resources to implementation of security measures;Formulate and manage the annual work plan and related budget, initiates budget revisions;Monitor that allotted UNMSM funds are budgeted in ATLAS in a timely fashion;Ensure that costs and expenditures remain within budgeted and approved limits through the monitoring of monthly ATLAS budget reports.

Resource Mobilization:

Ensure that the security cost of doing business is included in all appeals and project descriptions;Participate in the drafting of CAP and CAP reviews, to be presented to donors (as required);Provide inputs to donor reports, as required. 

Office and Residential Security:

Conduct periodic appropriate security assessments of UNDP premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions;Assist UNDP in developing and implementing office security requirements for regional (regional or sub-) offices and offices of UNDP-implemented projects;Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for UNDP and project offices based on the security level;Represent UNDP security interests in any common premises that UNDP occupies ensuring that staff safety and security are primary considerations;Ensure that UNDP premises and international staff residences are MOSS and MORSS compliant.

General: 

The FSS will, in consultation with the CD, respond to requests from the DO/DSS, to perform UN system related security tasks. Any other security related tasks assigned by the UNDP Country Director (or Sr. FSS, if present). 

Impact of Results

The FSS’s priority of support and advice should focus on the Country Office and UNDP programmes and operations in high risk areas. It is only through a rigorous support of policy understanding, risk mitigation, and, where necessary, security training, will the application of security management be fully implemented. FSS security support to the Security Office and country programmes will ensure continuous facilitation of safety and security of UNDP staff, enabling safe UNDP programme delivery and activities within the context of UNDP's development role, while dovetailing with and respecting UNDSS' mandate, and working within the UN and UNDP security policy and framework.

More specifically, the FSS is to protect and minimize the risk to UNDP staff, project personnel, property and operations in all locations and at the same time enable UNDP programme delivery throughout the duty station through: 

Ensuring the UNDP security support is included in all aspects of the programming process at country office level as well as throughout individual project life cycles, from project identification, planning, budgeting, implementation, monitoring, evaluation and project closure;Strengthening the security arrangements of UNDP offices, sub-offices, and guesthouses;Maintaining a security network of international and national security personnel;Participating as a member of the security cell as established by the UNDSS in country.

The project is designed to support the improved, more sustainable and more resilient land use management of non- irrigated arid desert, steppe and mountain landscapes of Uzbekistan, which constitute the vast majority of its territory, and reduce competitive pressures between different land uses, particularly pasture use and forestry. It will facilitate the up-scaling of existing best practices for land management within two ecologically and socio-economically representative districts (Zaamin and Karakul) and provide a model for undertaking district level integrated land use planning. On the basis of experiences on the ground it will support the updating and refinement of relevant national policy, legislation and institutions and mechanisms for improved national coordination and planning for integrated land use management. An important part of these intentions of the project is broad activities of national consultants on the ground in the pilot districts.

In this context, the project needs to establish local offices in each of the pilot districts. One of such project office is active in Zamin district of Djizakh region and one in Karakul district of Bukhara region, created to support national consultants’ activities, to provide organization of the work in the project office by the khokimiyats of Zamin and Karakul districts and to represent the project interests and aims on the ground. For local managing of the project office in Karakul district, the project hires a Project District Field Clerk for this district.

He/She will be responsible for the representing the interests of the project in the project target district. The Project Field Clerk will report to the Project Manager. International Consultant (Team Leader) for Review of National Plan for Disaster Management 2010-15 - Dhaka (with field visit outside Dhaka)

Objectives:

The purpose of the assignment is to review the National Plan for Disaster Management (NPDM) 2010-15 and develop the draft National plan (2016-2020) based on the findings of the review.

The specific objectives are as indicated below:

To take stock of the implantation progress of NPDM so far and their sustainability;To extract lessons learned and best practices related to NPDM implementation;To undertake a gap analysis in terms of strategy, operational framework, institutional alignment (MoDMR and beyond) and implementation of actions as well as the future possibilities;To identify the cost/finance and prioritization aspect including fiscal perspectives (i.e. NPDM’s alignment with mid-term budgetary framework-MTBF, mid-term budget projection-MTBP, etc.);To develop recommendations for the future direction, strategies and areas of possible focus for NPDM 2016-20;To develop a resource mobilization strategy for financing the proposed actions.

Scope of Work:

Based on the specific objective of the assignment the scope of work will include:

Developing an understanding and capturing the current context Disaster Management in Bangladesh including the community level risks (through the analysis of the CRA reports and other documents/resources available with the government and other sources);Reviewing the National Plan against the evolving context (for instance- the emergence of DM Act and other policy developments) of the country for achievements, lessons learned and future scope based on gaps identified;Undertaking Stakeholder consultation including the government, development partners, civil society and vulnerable communities in the rural and/or urban setting;Drafting all identified documents including the draft report jointly with key   stakeholders especially MoDMR;Develop a strategy for mobilising resources against a framework of costed actions.

Review Process:

A dedicated task force for this review will be set up. This task force will be chaired by the Secretary, MoDMR (or his nominated senior & competent official) and comprised of other MoDMR/DDM officials, UNDP (CDMPII/ERF) officials, 2-3 Development Partners and a Civil Society Representative. The task force,   involving different stakeholders, will provide advisory and strategic guidance to the process of review and drafting of the next plan.

Three Consultants will be engaged in the review. One International Consultant (Disaster Management Expert) will work as Team Leader and two National Consultants will work with the International Consultant. Among the national consultants, one will focus on macro-economic analysis of the current NPDM to identify gaps, development areas and means of improvement. The other national expert will focus more on inclusion issues, i.e. marginalization, vulnerability, equality, disparity, gender, etc. The review will be jointly conducted by all three consultants.

The team of consultants will be contractually accountable to UNDP. However, the issues related to process and deliverables (outputs) needs to be endorsed by the dedicated task force set up for the review of the NPDM.

The Consultants will prepare the work plan to conduct the review. The work plan will outline how the review will be carried out and identify the responsibilities of each of the Consultant.  The work plan will be agreed by the task force at the beginning of the assignment.  The work plan will address the following elements:Timeframe;Literature review;Data collection and analysis; andReporting arrangement.

The Consultants will outline in the work plan how they will liaise with MoDMR and other supporting agencies and departments to gather the information required.

The intended outcomes deliverables are:

Work plan and methodology  to be followed for the review;Draft Report  of the review;Final Report;Draft National Plan for Disaster Management 2016-2020;Resource Mobilisation Strategy.

Supervision And Performance Evaluation:

The Consultants will work under the guidance of MoDMR. UNDPs role will be hiring Consultant. Approving the review plan and methodology to be followed for the review will require endorsement of the task force.  The task force will sign off the review report after incorporating the feedback of the concerned stakeholders within and outside government identified during the review process. The draft of the National Plan jointly developed with MoDMR will be handed over formally for its finalization by the GoB.

Timeframe and Deadline:

The review will take 45 working days (over 3 months) including submission of detailed action plan, desk review, interviews, consultations and analysis, drafting report and plan, presentation, discussion of findings and finalization of all documents.

Tasks and Days required (Total 45 Days)

Submission of detailed action plan - 02 Days;Desk Review/Documents Review - 05 Days;Meeting, consultation, interview with stakeholders - 17 Days;Preparing and finalizing the report - 06 Days;Preparing the draft National Plan for Disaster Management 2016-2020 - 09 Days;Preparing the Resource Mobilization Strategy - 06 Days.

Documents:

The Consultants will prepare and submit the documents mentioned above at the end of the assignment. The format for all three documents (review report, draft plan and resource mobilization strategy) should be agreed at the beginning of the assignment and cleared by the task force. Further work, or revision of the documents, may be required if is considered that the report does not meet the TOR, there are errors of fact or the document is incomplete or not of an acceptable standard.

Inputs:

CDMP-II and/or ERF projects of UNDP Bangladesh will provide office space and transport for the consultant as required and also arrange meetings, consultations, and interviews and ensure access to key officials as mentioned in proposed methodology. In addition, CDMP-II will bear the cost of arranging consultation meetings, FGDs, debriefing session and other events as required. However, other than transport, subsistence costs during field trip outside Dhaka require to be paid by the individual consultants.

Proposed Payment Schedule for the Consultancy:

1st Payment (30% of the Toatal Contracted Amount) - Upon submission and acceptance of the Work plan and methodology;2nd Payment (30% of the Total Contracted Amount) - Upon submission and acceptance of the Review Report;Final Payment (40% of the Total Contracted Amount) - Upon submission and acceptance of the Draft National Plan/ Resource Mobilization Strategy.

International Consultant on Lessons Learned, Good and Innovative Practices to the Syria Crisis - Home-based with field missions

The impact of the Syrian crisis on the development trajectory of countries in the region can easily span a decade. The magnitude of the conflict has not only led to a high loss of human life and massive population displacement both within and outside of Syria, but it has also destroyed the social, economic and political fabric and has seriously compromised the future of the country and the region.

The scale of the refugee influx and its impact on host countries calls for dedicated action, as coping mechanisms are stretched and resilience is eroding. There is increasing recognition amongst concerned governments and the international community that the crisis has begun to compromise development gains and that overall stability of many countries is at risk, as social tensions continue to increase, as evidenced by declining human development and growth trends, and increasing levels of vulnerabilities. The development loss is amplified in the sub-region, which is reliant on intra-regional trade and a vibrant private sector.

This requires long-term vision that guide short and medium term interventions and that generate immediate, concrete changes in lives of people affected by the crisis while simultaneously arresting development loss. Countries affected by the Syrian crisis are in the middle-income bracket, which suggests that there are domestic resources available and systems in place that international support can build upon.

The situation in the region is protracted and a more sustainable approach, utilizing the comparative advantages of UNHCR and UNDP is required to meet the identified needs and vulnerabilities of both refugees, host communities as well as national, sub-national and local institutions.

On 17 December 2013 UNDP and UNHCR signed a regional MOU in order to consolidate the cooperation between our two organizations, and to draw on the comparative advantages of humanitarian and development organizations in order to address the range of needs on a timely basis and at an appropriate scale.

One of the key elements of this partnership is the establishment of a UNDP-UNHCR Joint Secretariat that is now launching a few key sub-regional studies to address important knowledge gaps and subsequently provide analytical and programmatic tools for Country Offices in the region.

Given the acute threats to lives and livelihoods, the response to the Syrian crisis has been primarily humanitarian. There is growing recognition that the social, environmental and economic impacts also require a development response. There is an opportunity, and indeed an imperative, for development assistance to play an important role in addressing the negative impacts of the crisis on countries in the sub-region and in supporting the systems and services on which households rely.
Unlike other conflicts where the influx of refugees in neighboring countries is contained through official camps, more than 80% of refugees live in communities and cities. In some host communities this has dramatically shifted the demographic balance in favor of the refugees. The majority of refugees seek housing and livelihood opportunities in and around ‘host cities’ as they offer the most opportunities. In context of a protracted crisis in middle income countries, those unique and complex dynamic has challenged our response to this sub-regional crisis.

Identified challenge:

In the context of a protected crisis, there is a general consensus within the international community that the ongoing response to the Syria Crisis is neither sustainable nor affordable. The crisis has reached a point where there is a need to complement humanitarian response by strengthening longer-term management capacities and the resilience of host populations and communities, including refugees, IDPs and national systems. A resilience-based development approach entails to re-visit the way the international community provides assistance, to ensure refugees, IDPs, households and community are able to cope, recover and transform from the effect of the crisis; addressing vulnerabilities and strengthening resilience in a cost-effective and sustainable manner. There are already a number of good practices and examples in the region that merit to be assessed and collected.

International Consultant-Conducting Human Rights Training for Lawyers and Judges - Dhaka with field visits as required

Deliverables and Timetable:

Training and Management

Prepare comprehensive Work Plan including milestones and detailed activities; Draft a Human Rights Training Manual for the NHRC which will assist the institution training judges, lawyers and prosecutors;  Prepare handouts/workshop materials, outline of the chapters, and training agenda; Prepare Power Point Presentation for the Sessions.The consultant will be facilitating: One ToT for NHRC staff (2 days);Two human rights trainings for judges (2 daysx2);Two human rights trainings for lawyers (2 daysx2);Two human rights trainings for public prosecutor and attorney general office (2 daysx2);One human rights training for relevant NGO representative who are providing legal aid (2 days)
Training Methodology:

International standard, participatory and interactive approaches will be used to ensure sustainable learning. Case studies, simulations, role-play and debates will be used as learning methodology

Prepare training participants list and signed attendance sheet;Filled up evaluation forms by the participants provided by the BNHRC-CDP and should be submitted to the BNHRC-CD;Prepare and submit a report of the training reflecting on: -the degree to which objectives was achieved, particularly in participants’ understanding of human rights concepts. Impact of Results

NHRC is better capacitated to conduct human rights training for lawyers, judges and NGO’s;Awareness and understanding on human rights standards will be increased among lawyers, prosecutors, judges and NGOs. Human rights standards will be reflected in their work. An improved attitude and behavior towards justice seekers will be observed;Cooperation will be strengthened between Bar, Judiciary and NHRC. Duration of the assignment and duty station and expected places of travel

The duration of the assignment will be of maximum 30 working days (2 months). The drafting of the manual can be done home-based (10 days.;Duty Station: Dhaka.
Progress controls and payment

The Consultant will work under the guidance and supervision of the Project Manager, BNHRC-CDP and support the implementation of the agreed project activities. The Consultant will be paid in four installments. Certification from the Project Manager after receiving all deliverables will be required to clear the payment.

Payment Milestone:

First installment (20%) upon submission of detailed work plan, agenda of the training workshops and outline of the modules;Second installment (30%) after completion of 4 training workshops;Third installment (30%) after completion of 4 training workshops;Final payment (20%) after completion of and acceptance of the Final Report.

SCOPE OF WORK:
The Senior Field Coordinator will oversee the program implementation in field sites in Idlib and northern Hama in close coordination and communication with key program, operations and finance personnel based in Antakya office. The Senior Field Coordinator will supervise the Qah office management and ensures the timely implementation of quality programming in coordination with technical coordinators, supply chain, and finance departments in Antakya health office. He/ She will design protection monitoring and response programming and oversee its implementation in conjunction with ongoing multi-sectoral programming. The Senior Field Coordinator wi ll also provide guidance and support to the partner organizations and ensures the capacity building of IRC staff, volunteers, and partners with active hands-on collaboration. Responsibilities:
* Program support

Nigeria: Field Coordinator: Vulnerability and Capacity Assessment (VCA)

PROGRAM/DEPARTMENT SUMMARY:

Globally, Mercy Corps’ mission is to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. This occurs when public, private and civil society actors interact with accountability, inclusive participation and mechanisms for peaceful change. Our global strategy 1) takes an integrated, systems approach, 2) works in partnership with diverse actors, 3) is grounded in evidence and learning, and 4) uses a gender lens. Last year, we improved the lives of 19 million people globally. Mercy Corps manages programs in 43 countries. Working in Nigeria since 2012, Mercy Corps works across 11 states with a focus on the Middle Belt and Northern states through partnerships with USAID, DfID, GHR Foundation, Nike Foundation, MasterCard, and the Foundation for Partnerships in the Niger Delta (PIND). Mercy Corps links peace-building with economic development, focusing on vulnerable populations such as adolescent girls.

Mercy Corps proposes to conduct a vulnerability and capacity assessment (VCA) in three states in Northern Nigeria to better understand the drivers and levers for positive change amidst the sea of ongoing challenges.

VCAs provide a methodology to answer the four key questions to resilience - Resilience to what? Resilience for whom? Resilience for what? Resilience through what? The VCA will help to identify weaknesses in key socio-ecological systems and potential future hazards that may exacerbate such weaknesses; and therefore helping to create a baseline from which changes in resilience can be measured.

Rather than viewing a VCA as a single assessment, Mercy Corps sees VCAs as a well-coordinated series of assessments. These may use established tools or be designed for a specific purpose. Used together they help to develop an understanding of the complex systems communities operate within.

Mercy Corps has developed a vulnerability assessment methodology that aims to understand vulnerability across scales. As such, information will be collected and analysed at the community, regional, and national level. Data driven, top-down, assessments will be complimented by qualitative, bottom-up information collected from communities and stakeholders from across the region.

In developing a vulnerability assessment of Northern Nigeria, Mercy Corps seeks to meet the following objectives:

Inform the development of a broad strategy to reduce chronic poverty for Northern Nigeria.Influence the funding strategies of Northern Nigeria for DFID and other major donors.Identify potential partners and better understand their capacities.Identify drivers of vulnerability to continue to monitor after the initial assessment is complete based on indicators designed in collaboration with DFID.Build the capacity of the DFID country team to facilitate additional vulnerability assessment processes.Contribute to the ongoing efforts of the Mercy Corps’ Resilience Initiative by helping to further understand how VCAs can contribute to resilience-building programmes.

Primary Location: Abuja, Nigeria with regular travel to Borno, Yobe, Jigawa, Katsina, and Zamfara

GENERAL POSITION SUMMARY:

The Field Coordinator will provide overall guidance to all field activities, including ensuring high quality primary data is collected from all locations across Northern Nigeria. The Field Coordinator will be expected to recruit local enumerators and focus group discussion facilitators, provide adequate training, and provide quality control for all data collection. Upon receiving the data, the Field Coordinator will review, clean, and help analyze the information.

The Field Coordinator will provide overall contextual guidance and support to the design and analysis of the VCA. S/he will also significantly contribute to the design and analysis workshops and final report write-up and dissemination. S/he will be responsible for all administration and logistics in field sites, including managing cash flows for a timely and efficient project.

ESSENTIAL JOB FUNCTIONS:

Assessment Implementation

Ensure effective implementation of the VCA in the field sites, including meeting deliverables on time, within budget, and according to Mercy Corps and DFID standards.In collaboration with the lead consultant, design and implement relevant focus group discussions, data and information collection for on-going monitoring.Ensures strong communication with the head office in Abuja. Informs lead consultant, logistics, and finance teams in a timely manner of all field needs and challenges.Provides overall security management for the field activities. Reports all security concerns in a timely manner directly to the security focal point in Abuja.Manages relationships with local authorities, local CSOs, and other local organizations.Maintain links and keep current on best practices of resilience and measurement strategies; disseminate technical information and assistance where necessary.

Demonstrates flexibility, organization, and ability to maintain positive relationships and composure.Maintain high ethical standards and treat people with respect and dignity.Demonstrate an awareness of his/her own strengths and development needs.

Monitoring & Evaluation (M&E) and Reporting

Oversee the collection of high-quality primary data in a timely and efficient manner.Ensure that focus group discussion leaders facilitate focus groups in an inclusive and respectful manner that encourages honest feedback and open participation.Acknowledges and reports out areas of bias and limitations of data collection methodologies.Manages and synthesizes large amounts of diverse information in a timely manner.Collects secondary data from universities and research organizations around Nigeria.

Representation

Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Mercy Corps’ Nigeria Country Representative and Regional Resilience Advisor.Coordinate assessment activities (key informant interviews, focus groups) with local government, private sector actors and as well as with other Mercy Corps programs in Nigeria.Proactively form relationships with universities and research organizations to complement primary data collection.

Team Management

Recruit, train, and manage local focus group discussion leaders.Promote accountability by providing timely feedback to all team members.Contribute to country team-building efforts and ensure the integration of all team members into relevant decision-making processes.

Program Support Operations

Coordinate with program, finance, operations, and administration staff to ensure effective systems are in place to support field activities including logistics, procurement, security, administration and human resources.Help design operational policies and practices as needed and in accordance with Mercy Corps regulations.

SUPERVISORY RESPONSIBILITY: Focus group discussion leaders.

REPORTS DIRECTLY TO: Mercy Corps’ Nigeria Country Representative

WORKS DIRECTLY WITH: Mercy Corps Regional Resilience Advisor, VCA Lead Consultant, Finance and Operations department.

KNOWLEDGE AND EXPERIENCE:

Excellent oral, written, presentation and communications skills in English are requiredBA/S or equivalent in education, management, social sciences, international development or other relevant field.A minimum of 3 years of experience including significant experience collecting primary data from focus groups.Familiarity with participatory data collection methods.Experience in Northern Nigeria essential (Borno and Yobe).Experience managing field data collection, including hiring and supervising focus group discussion leadersDeep understanding of the challenges in Northern Nigeria.Understanding of a systems approach and resilience highly desired.High attention to detail and ability to work under pressure and tight deadlines.Experience with universities and research institutes in Nigeria desired.Strong written and oral communication skills in English required, including report development, writing and editing. Hausa language skills essential.Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

This position will be based in Abuja with significant travel throughout Northern Nigeria, including Borno and Yobe states, where security may be particularly difficult at times.

Project Description

The project will implement a baseline survey for an impact evaluation of the Community-Based Health and Nutrition to Reduce Stunting Project. It will cover 4,560 households, along with puskesmas (health center) and desa (village)-level surveys across Central Kalimantan, West Kalimantan and South Sumatra. The project will collect data that will be analyzed by the Evaluation Team of the Community-Based Health and Nutrition to Reduce Stunting Project to make statements about the Nutrition Project’s impact.

Role & Responsibilities

The Regional Field Coordinator will act as a survey manager in his/her region (Central Kalimantan, West Kalimantan or South Sumatra) and will be responsible for the day to day management of the survey. He/she should spend 100% of his/her time in the survey locations when fieldwork is underway. The Regional Coordinator reports to the Technical Team Leader.

Specific Responsibilities

•Ensure that the necessary permits for his/her region are obtained, including if necessary, calling local kabupaten, kecamatan and desa heads and regional offices •Help Technical Team Leader in managing the recruitment of the field teams •Together with Technical Team Leader and Data Manager, manage, implement and conduct training •Manage and supervise the field teams in his/her region during fieldwork •Ensure quality control procedures are in place during data collection •Make all efforts to overcome problems that disturb progress of the survey •Ensure that the field teams have the resources needed to implement the survey •Manage the data archiving process •Record and report on substantive/non substantive problems shown in the field, and solve them •Assist in the data cleaning process and report preparation once the fieldwork is completed

Qualifications

•Demonstrated ability to lead and manage a multi-disciplinary team, to achieve specific and measurable results •Bachelor’s degree in a related field such as Economics, Sociology, Demography, Statistics, Geography, Public Health, Nutrition, Public Policy, Business, or Math •Experience implementing at least four household surveys of similar size (at least 2000+ households) •At least five years of experience managing household surveys •Experience working in any of the assigned study provinces (South Sumatra, Central Kalimantan, or West Kalimantan) preferred •Experience with database management, including expanding, correcting and entering new records in databases, running consistency checks, and running queries from the database to generate error reports •Fluency in Bahasa Indonesia required •Good knowledge of English highly desirable •Experience working with MCC highly desirable
