UN Women - Project Assistant with EIDHR/2013/335-757?Preventing and addressing violence against women and girls in Albania (part-time) - Readvertisement - Tirana

UN Women has supported the National Government in developing policy framework for gender equality and fighting violence against women. It contributed to the development of the legal framework and tools to address violence against women. UN Women intends to implement activities and deliver assistance to the Albanian Government in addressing gender inequalities, discrimination and violence, in implementation of its international commitments and the National Strategy on Gender Equality and against Gender-Based and Domestic Violence (2011-2015). In this framework UN Women and the European Commission have launched a new joint programme on Preventing and Addressing Violence against Women and Girls. The programme, which will support initiatives by national institutions and civil society organizations in the country, is financed through a contribution from the European Instrument for Democracy and Human Rights (EIDHR) and will contribute to the overall goal of preventing and addressing violence against women and girls. More concretely in Albania the project will support the provision of services for the integration/reintegration of women victims/survivors of violence, primarily increasing their knowledge on economic opportunities, training them to become self-employed and providing start-up support for businesses. The programme is in line with the Memorandum of Understanding between the European Union and UN Women signed on 16 April 2012, which aims to consolidate, further develop and structure cooperation towards the shared goals of gender equality and women’s empowerment. The programme is in line with the UN Women Strategic Plan (SP), 2014-2017, i.e., Impact 3: Women and girls live a life free from violence. Finally the program is in line also with the “Program of Cooperation 2012-2016” between the Government of Albania and the United Nations, Outcome 4.1: The rights of disadvantaged individuals and groups are equally ensured through legislation, inclusive policies, social protection mechanisms and special interventions, Output 4.1.5: Action taken at national and local level to implement improved legislative and policy framework on combating gender based violence. To this end, UN Women will need the services of a Project Assistant to assist the Project Coordinator in the implementation of this Project. The Project Assistant is expected to seat in the Ministry of Interior, and coordinate closely with the Office of National Coordinator for the Fight against Trafficking in Human beings. Under the guidance and supervision of the National Program Coordinator, the Project Assistant will be responsible for assisting implementation, coordination, monitoring and reporting of all activities related to work-plans at local and central level in relation to the relevant outputs of EIDHR/2013/335-757 “Preventing and addressing violence against women and girls in Albania”. In particular, the Project Assistant will be undertaking the following tasks:Assist in preparing the program’s work-plan and their respective procurement plan; Assist and cooperate in close coordination with the National Programme Coordinator and Project Coordinator in the overall project implementation to ensure that the instructions provided by the NPC and PC, are in line with UNW procedures and EC requirements, and properly implemented; Assist the NPC and PC with the implementation of project activities and coordination with the two implementing partners, IOM and UNDP. Assist in the monitoring and reporting on various sub-contracted activities and services as requested in accordance to projects’ needs;Update calendar of events/activities, schedule meetings for Project staff as needed; Assist in the in planning, designing, implementing, and documenting of field visits, special events, meetings, conferences, staff missions, and trainings including with the logistics, budgets, reproduction of background documentation, preparation of list of participants, and the drafting of minutes; Assist in drafting routine correspondence, and translates, as necessary following and ensuring standard corporate and UN and EU requirements; Supports proper record keeping and filing of the project; Assist the project team with data analysis;Support continuous monitoring of progress on above-specified work, including accompanying the NPC and PC in field visits and communication with project partners and consultants, as requested; Support in developing progress reports and correspondence as necessary, and provide needed input to donor reports as per EC guidelines; Draft programme narrative weekly, monthly, and progress reports for purposes of reporting to the NPC on implementation and progress and ensure proper information exchange on all operational aspects; Support budget monitoring and preparation of reports for the project; Support preparations and logistics for annual reviews and evaluations, as needed. Ensuring delivery of objectives/ outputs set for the activities.Any other responsibilities as assigned by the National Programme Coordinator and Project Coordinator;Any other responsibilities as assigned.

He/she will be responsible for providing critical technical input into project implementation and management of the project.

UNWOMEN GRB Consultant (part-time) - Sarajevo

The project’s overall goal is to contribute to the implementation of gender equality commitments as enshrined in various international human rights documents including the Universal Declaration of Human Rights, CEDAW, the EU Charter of Fundamental Rights, EU Equality Directives, and national laws and strategies on gender equality in South East Europe (with particular focus on Bosnia and Herzegovina, Albania, FYR Macedonia and Republic of Moldova). The project aims to achieve:Sectorial programs and budgets at the central and local levels which reflect gender equality concerns better. Strengthened oversight of central and local government, policies, programs, plans and budgets towards gender equality commitments. Exchange of knowledge and learning on GRB facilitates replication of good practices and lessons learned. The UN Women Project Office in Sarajevo is seeking an experienced Gender Responsive Budgeting (GRB) consultant (part time), who will work directly with the Gender Centre (GC) of Federation of Bosnia and Herzegovina and assist the Main Coordinator in implementation of Strategic Plan for Introduction of GRB in Budget of Federation of Bosnia and Herzegovina (SP GRB FBiH) 2013-2015. The GRB consultant will be under direct supervision of the UN Women GRB Regional Manager and the UN Women National GRB Coordinator. The incumbent will be seated in the Gender Centre of Federation and will be responsible for the following tasks relating to the SP GRB 2013-2015 implementation in Bosnia and Herzegovina:
Under the overall supervision of the UN Women GRB Regional Manager and the direct supervision of the UN Women National GRB Coordinator, and the daily monitoring of the Main Coordinator for the SP GRB 2013-2015 (Gender Centre of Federation), the GRB consultant will provide expert support in implementation of the Operational Plan for 2014 for the Strategic Plan for introduction of GRB in Federation of Bosnia and Herzegovina 2013-2015. More specifically, the consultant will:Provide technical expertise to eight working groups (WGs) on the preparation of gender analysis for end users / beneficiaries of selected transfers / programs / grants (up to 3 workshops in total). Provide technical expertise to eight WGs on gender analysis preparation of existing registries, databases and records for end users / beneficiaries of select transfers / programs / grants (up to 3 workshops in total). Provide technical expertise to Main Coordinator (Gender Centre of Federation) and Ministry of Finance (MoF) of Federation in preparation of budget user instruction and support with preparation of internal procedures for budget request planning in order to incorporate specific GRB requirements. Provide technical expertise to Main Coordinator (Gender Centre of Federation) in proposal development for supporting documents for Budget Framework Document for 2015-2017 – information on GRB. Provide technical expertise to MoF in finalization of supporting documents for Budget Framework Document for 2015-2017 – information on GRB for selected transfers / programs / grants. Provide technical expertise to Main Coordinator and the MoF to include GRB requirements in the budget instruction number 2. Provide technical expertise in preparation of guidelines for eight WGs for inclusion of the GRB in the program tables of the budget instruction number 2. Provide technical expertise to eight WGs for inclusion of GRB in the budget requests in accordance with the budget instruction number 2 (up to 3 workshops in total). Provide technical expertise to Main Coordinator (Gender Centre of Federation) and Ministry of Finance (MoF) of Federation in preparation and incorporation of the information on GRB in the narrative justification adjoining the Draft Budget of the Federation of Bosnia and Herzegovina for 2015. Provide technical expertise to Main Coordinator and eight WGs in preparation of the program of expenditures of the selected transfers / grants / programs for GRB introduction. Provide technical expertise to Main Coordinator and eight WGs for inclusion of the GRB requirements in processes and procedures for implementation of programs on the basis of approved expenditure of selected transfers / grants / programs for the GRB introduction. Provide technical expertise to Main Coordinator and eight WGs in preparation of the execution report on selected transfers / grants / programs. Provide technical expertise to Main Coordinator in preparation of the proposal Priority lists of transfers / grants / programs for GRB introduction which will be implemented in 2015. Provide technical expertise to eight WGs in the preparation of annual progress reports - the results achieved in the implementation of GRB in 2014. Provide technical expertise to Main Coordinator in preparation of annual progress reports on stage of implementation and results for 2014 in comparison with the SP GRB 2013-2015. Provide regular bi-weekly reports to UN Women Project Office on the activities taken the reporting period.

In-depth knowledge of budgeting processes in Federation of Bosnia and Herzegovina. Knowledge of program based budgeting (will be considered and asset). Understanding of gender gaps, gender inequalities and status of women in the country. Demonstrated experience with Gender Responsive Budgeting initiatives and/or Gender mainstreaming. Demonstrated experience in development of training modules and training delivery. Experience in working on public administration reform in Bosnia and Herzegovina. Excellent analytical and reporting skills in English and Bosnian/Croatian/Serbian. Previous experience working with international organizations will be considered an asset. Experience in training development and delivery. Excellent presentation skills. Strong computer skills. Minimum of 5 years of relevant professional experience.
