Nutrition Officer
Security Information Systems (FSIS) development programme in Yemen and in coordination with the Food Security Information
Specialist, the Head of the Food Security Technical Secretariat (FSTS) and the Regional Office for the Near East and North Africa
(RNE), relevant FAO headquarters Lead Technical Unit (LTU) and Lead Technical Officer (LTO) at RNE, the Nutrition Officer will
provide guidance and technical support to incorporate nutrition objectives and activities into the FAO-implemented Yemen FSIS
development programme and other relevant FAO projects. In particular, the incumbent will:
expand nutrition data collection and analysis processes led by Governmental institutions and other key partners and
ensure that the various nutrition databases are maintained and updated with relevant information;
provide advice on food and nutrition security coordination mechanism(s) at National and Governorate levels;
ensure that nutrition analysis is well integrated into the programme's food security analysis and policy recommendations;
participate in and support policy review processes related to food and nutrition security in collaboration with the Food
Security Technical Secretariat (FSTS), the Ministry of Agriculture, Ministry of Health and other relevant government
partners, to ensure nutritional problems and the right to food are adequately addressed in national and sub-national
policies, strategies and plans;
identify capacity developments needs among staff members in FSTS and other government institutions, and develop and
deliver relevant trainings;
contribute to the monitoring of budget and accounts and prepare and submit monthly, quarterly and annual reports on
nutrition activities to the CTA;
contribute to the development and implementation of specific research initiatives and to the production and dissemination
of food security and nutrition information through the FSIS's ad-hoc and routine publications and, other information
products;
represent FAO/FSIS project in the Scaling Up Nutrition (SUN) Movement in Yemen, interagency cluster and relevant
working groups (nutrition, health and food security) meetings as dictated by the project's CTA and in line with key areas of
interest and research, and support the development of structures to improve contextual information availability, through
increasing coordination and liaison with other sectors parts, such as the SUN movement in Yemen;
monitor communication with partners in relation to assessment planning and analysis linked to improved coordination at
all levels;
perform other duties as required.
This VA cancels and supersedes Vacancy Announcement No. FNYAR-942-13-PRJ. Applicants who have already
applied for FNYAR-942-13-PRJ need not re-apply
MINIMUM REQUIREMENTS
Candidates should meet the following:
Advanced university degree in nutrition, nutrition policy, food science or a related discipline
Five years of relevant experience in food and nutrition security analysis, policies and programmes and in capacity
development of government and partner staff
Working knowledge of English and limited knowledge of one of the other FAO official languages (Arabic, Chinese, French
Russian or Spanish
SELECTION CRITERIA
Candidates will be assessed against the following:
Extent and relevance of experience in nutrition and food security, monitoring and analysis including experience in
countries in emergency situations
Demonstrated experience in supporting, advising and monitoring training processes on food security and nutrition analysis
Demonstrated experience in implementing a variety of analytical methodologies and techniques related to food security
Demonstrated experience in establishing and maintaining partnership with UN agencies, NGOs, governmental and media
agencies
Ability to plan, organise, implement and report on work
Work experience in more than one location or area of work, particularly in field positions is desirable
Excellent communication skills both orally and in writing, and ability to draft technical reports in English
Limited knowledge of Arabic would be an advantage

Nutrition Survey Consultant

The Republic of South Sudan (RSS) came into existence on 9 July 2011. Decades of conflict causing erosion of physical and social infrastructure and death and displacement of millions of people have made South Sudan one of the most underdeveloped regions in the world. Poverty is widespread. Just over half (51%) of the 8.3 million South Sudanese live below the national consumption poverty line, most in rural areas (92.5%). Of the 1.4 million people who live in urban areas 24% are below the national consumption poverty line.
The Republic of South Sudan has 10 states among these NBeG and Unity states are part of states in RSS. Northern Bahr el Ghazal State, are situated along the contentious border area between Sudan and South Sudan. Between January 2012 and April 2013, NBeG state received 14,024 returnees, representing nearly 15% of all returnees in the country. During the same period, Unity State received 15,198 returnees representing 18% of total returnees (IOM, May 2013). In 2014, it is estimated that an additional 16,585 returnees are anticipated in NBeG and Unity States (South Sudan CAP Planning Figures, 2014). Returnees are a particularly vulnerable group, often living in temporary settlements far from existing health facilities and in food insecure locations, exposing them to serious health risks and malnutrition.
The major drivers of malnutrition in South Sudan include continued high food insecurity due to droughts and poor farming practices, infection, suboptimal infant and young child feeding practices, floods and population displacement due to inter-tribal conflicts and a small proportion of returnees.
A recent 2013 pre-harvest nutrition surveyconducted in selected counties of the country showed global acute malnutrition surpassing the emergency threshold (>15%) and very high severe acute malnutrition ranging between 3% to 7%. Without interventions targeted at vulnerable groups in the population, high mortality is expected, especially among children under five.
In Aweil South, the 2012 SMART Survey conducted by Action Against Hunger (ACF USA) found that Aweil South is characterized by high global (18.7%) and severe acute malnutrition rates (2.7%). There has not been a standard nutrition survey conducted in Panyijar county of Unity State.
The International Rescue Committee is one of the partners providing Community Case Management for three major illnesses (Malaria, Diarrhea, and pneumonia) through Community interventions to tackle child survival and support Primary Health Care services.
The IRC has recognized the need for an integrated package of illnesses and nutrition services in order to improve health outcomes and decrease mortality of U5; and the IRC is currently one of the nutrition partners in Panyijar and Aweil South Counties of Unity and NBeG States respectively.

To evaluate the nutritional status of children aged 6-59 months and pregnant and lactating womenTo estimate the mortality rates through a retrospective survey in the County. To determine the morbidity and health seeking behaviours in the County.To estimate Vitamin A and iron folate supplementation ratesTo establish recommendations on actions to be taken to address the situation.To present recommendations based on the survey result for planning and decision making.Key Responsibilities:
Present the Survey Methodology, Objective, and Plan to the IRC team, Nutrition Cluster and SMOH.Be responsible for preparation for the surveys in line with SMART methodology including review of population statistics, calculation of the sample size with appropriate precision, cluster selection, a survey training and data collection plan, etcShare the Survey full plan with the Global Nutrition Advisor, Nutrition Manager and iCCM Coordinator, and Juba senior staff per each county for review before data collection begins.Train the enumerator and data entry clerk, (including pre-testing questionnaire).Supervise data collection, entry and assure data entry quality. Ensure anthropometric data is entered each night and analyzed for errors. Feedback given to team on daily basis in order to ensure validity and reliability of results.Responsible for overseeing data quality and analysis using anthropometric software (ENA) for the core anthropometric and Mortality and others e.g EPINFO, SPSS on the other indicators accordingly.Conduct a one day Preliminary result sharing with the SMOH and IRC teams.Ensure recommendations are put forth by IRC teams after the presentation of resultsPrepare and submit preliminary results in 5 days on completion of the survey field work.Write and submit full report within one week on returning from the field, the report should be as guided by the cluster guidance.Expected Outputs
Implementation of survey and production of survey results, including global acute malnutrition and severe acute malnutrition in Panyijar and Aweil South Counties of Unity and NBeG States.The consultant will produce and analyze the survey results. The report will be distributed to Global Nutrition Advisor, Nutrition Manager, iCCM Coordinator, CCM Mangers at county level and senior staff at Juba level.Work plan and Timetable
The survey, including all related preparations – selection of enumerators, staff training, data collection etc. - is planned for 4weeks per County, starting in end of January, 2013Conditions
The payment amount will be negotiated before the signing of contractA further 40% of the advance of the final consultancy fee will be paid on submission of a satisfactory draft of the final report; and the final 60% will be paid on satisfactory completion of the assignmentTravel to and from the survey site as well as accommodation will be covered by the IRC South Sudan program.IRC South Sudan will incur all costs for conducting the survey.Copyrights

Technical Supervisor: Head of Department, Nutrition
Objective 1: To conduct Nutrition surveys directly with completion and field of work and finalization of survey reports
Identification and design of surveys activities according to needs/pre-decided workplans and capacities that might include rapid nutrition assessment, nutrition survey (SMART survey), coverage survey (SQUEAC/SLEAC methodology) and KAP surveys, etc.Encouraging and facilitating an integrated approach to survey assessments.Collection of background and general information and contextual information relevant to the survey. The Survey PM is incharge of the scientific quality of theSurvey. S/he will organize for the field officers access to books, reports, key informants interviews, local authorities, etc, according to the needs of the survey.Responsible for the survey design : initial planning, selection of tools and methods, sampling, writing guidelines and set up time frame, working days needed, budget and logistics planning and any special tools and equipment needed. All these will be done in coordination with the line managers.Lead the survey team in data collection (following designed methodology), data entry, analysis and processing of information (Sphinx, ENA for SMART, SPSS, Epi Info, Excel, X-mind, Bayesian techniques etc.).Produce survey analysis and reports and guaranty the quality of the final survey report, recommendations and the integrated collaboration with other ACF technical departments for contextual information.To write quality technical reports for external release – i.e. nutrition surveys, rapid assessments, and coverage survey, ACF training sessions and/or workshops.To disseminate findings among stakeholders, partners, ACF teams, etc.Objective 2: Management and internal coordination
Supervision of the survey/assessment teams including: induction, follow up, evaluation, and promotion of positive team dynamics and motivation.Recruiting, Training and building of technical capacity of the surveys' team.Collaboration with Deputy Country Director, Technical and Field Coordinators, and Program Managers and any other internal or external resource people in order to ensure the coherence of ACF activities and reports.Collaboration with health authorities and Nutrition implementing partners via the head of Nutrition department.Follow up of the budget allocated to survey activities in liaison with Administration/FinanceArrangement and Follow up of the logistics requirements of the surveys' team with the Logistics Department and relevant HoBs and/or Field CosParticipation in the program strategy, narrative and financial project proposalsProviding Survey department update in the Nutrition technical monthly report.Analyzing the backup survey as and when required by the programs.Providing outcome/impact analysis information of the programs through the survey findings.Objective 3: Capacity development
Liaising with relevant ministries and stakeholders to identify survey training needs and develop appropriate funding proposals in coordination with the line managers.Support ACF Nutrition program PMs and Nutrition teams on implementation of the survey recommendations/reforms.Planning and facilitating technical capacity building and training sessions for the government ministries and partner NGOs/UN agencies staff/cluster members.Objective 4: External representation and coordination
Representation of ACF to UN, donors other NGO bodies and agencies including community leaders at the district and province level.Coordination with the Ministry of Health and/or other line ministries for the implementation of survey activities.All internal/external coordinations to be done in a culturally appropriate, honorable and respectful manner.To arrange the work plans/field work in accordance to the safety and security procedures of ACF Pakistan.Objective 5: Reporting:
All technical reports for external release – ie. nutrition surveys, rapid assessments, and coverage surveys: reports are validated by relevant HOD Nutrition, Technical Advisor from NY HQ and Country Director.Reports on any training session and/or workshop organized by ACF .Monthly reports to be sent to Nutrition HODDonors reports: interim and final reports to be sent to the Nutrition HODEnd of mission report to be sent to HR, technical Coordinators and Country Director.Internal & External relationships

QUALIFICATIONS
Master’s degree in statistics, epidemiology, nutrition by research or related field.At least 2 years of proven experience in Managing nutrition assessments and surveys as well as humanitarian work.SKILLS & EXPERIENCE
ESSENTIAL
Excellent knowledge of SMART, LQAS, CSAS, SQUEAC methodologiesExcellent writing and analytical skills.Excellent communication skills.Experience in nutrition program management in emergency set-up including proposal writing, project budget management, reporting and training provision.Good management and representation competencies.Excellent in influencing and negotiation skills.PREFERRED
