Administrative Executive Expert for the Administrative Development and Training Department at the General Secretariat of the Supreme Council for Planning and Development

Under the overall supervision of Administrative Development and Training department at the General Secretariat of the Supreme Council for Planning and Development, The Administrative Executive Expert, will build on best practices of successful similar operating entities at the international and regional levels, in assuming the following tasks:

Enhance the efficiency of administrative operations and process at Sector administrative and financial affairs:

* Assess Administrative Development and Training department needs an priorities relevant to administrative operations and business flow processes;
* Review and propose improvements on General Secretariat of the Supreme Council for Planning and Development organizational chart in light of the assessment’s outcome;
* Develop/propose a business flow process for General Secretariat of the Supreme Council for Planning and Development to enhance efficiency and accountability; including standard operating procedures;
* Develop clearly defined job descriptions for all posts in all departments and sectors on General Secretariat of the Supreme Council for Planning and Development enhanced organizational chart, in alignment with Kuwait’s Civil Service Law.
* Develop clearly defined annual performance evaluation criteria for staff in administrative development and training department;
* Propose on General Secretariat of the Supreme Council for Planning and Development administrative and managerial processes including, but not limited to, work-planning, reporting on progress and establishment of KPI’s.
* Simplify the work procedures in the office, for all sectors and departments within the Secretariat of the Supreme Council for Planning and Development to reduce bureaucracy and paperwork through the use of the latest tools and methods;
* Provide recommendations and solutions to reduce paperwork and documentation cycles in order to accelerate and improve the performance of specified tasks;
* Determine the outputs of the training plan for the GS-SCPD Based on the terms of reference and functions of the staff in all areas;
Capacity development:

* Assess the staff capacity development needs and priorities;
* develop and support the implementation of a capacity building plan to address those needs;
* Upgrade the institutional capabilities of administrative development and training department staff through regular training workshops and on the job training;
Coordination and follow up:

* Coordinate and follow up with deferent departments within General Secretariat of the Supreme Council for Planning and Development to guarantee the synergy of all administrative processes;
* Coordinate and follow up with local and foreign entities relevant to the consultancy’s subject;
* Coordinate between the Secretariat of the Supreme Council for Planning and Development and the Civil Service Commission on the identification of job descriptions and tasks related to the staff within the Secretariat of the Supreme Council for Planning and Development;
* Any other tasks/assignment relevant to subject of the consultancy;

Deliverables and Schedule

The deliverables for the consultant and the tentative schedule is as follows:

Task 1: Enhance the efficiency of administrative operations and process at the Supreme Council for Planning and Development

Deliverables:

* Assessment report developed;
* standard operating procedures manual developed and business flow model developed and implemented;
* KPI’s and managerial processes manual developed and implemented;
* Job description manual and selection criteria developed and Job tasks to employees Developed
Task 2: Capacity Development

Deliverables:

* Assessment report developed;
* Capacity building plan developed and implementation initiated
Task 3: Coordination and follow-up

Deliverables:

* 2 Bi-monthly progress reports submitted;
* Final report and the way forward developed;
Work Arrangements:

The consultant will be based in Administrative Development and Training department and will be working under the direct supervision of the director of Administrative Development and Training department.

Technical Support ? Climate Change, Environment and Climate Change Department Government of Kerala and UNDP - (Open to Indian Nationals only) - Thiruvananthapuram, Kerala

Thiruvananthapuram, Kerala, INDIA Duration of Initial Contract :Until December 2014 (renewable)India has pursued a strong domestic agenda to counter climate change. India recognizes that a strategy for addressing climate change has to be based on the strategy of sustainable development. Keeping this in view, at the national level, India has come up with national Action Plan on Climate Change (NAPCC). While the Central Government remains the key actor in shaping the climate change policy and creating the necessary institutional mechanisms for its implementation, involvement of state governments in tackling climate change is crucial. With the formulation of a national policy on climate change, it has become imperative to achieve coherence between the strategies and actions at national and state levels. The GoI-UNDP project on “Strengthening Climate Change Sensitive Planning” aims at building and strengthening the capacities at the national and state levels to address climate change issues. One of the major activities to be undertaken under this project is facilitating the preparation and the implementation of the State Action Plans and Strategies for addressing Climate Change.UNDP is supporting the Government of Kerala in preparation and implementation of the State Action Plan on climate change. Government of Kerala has recently submitted its action plan to MoEF which focuses on the measures that state governments proposes in adopting a low carbon climate resilient development path on the basis of agro-climatic zones and sectors. UNDP with support of Kerala Institute of Local Administration (KILA) is building capacity of PRI members on Climate Change which will help the communities identify adaptation needs at the local level that focuses on reducing local level climate risk and vulnerabilities and bringing in climate change perspective in planning, implementation and monitoring of various projects by the Local Self Government. As an outcome, communities will be able to identify adaptation needs at the local level that focuses on reducing local level climate risk and vulnerabilities by increasing resilience to climate change.Under the overall supervision of the Director, Environment and Climate Change, Government of Kerala and under the guidance of Director, Kerala Institute of Local Administration (KILA) the position of the Project Officer is seen as a key resource for providing Technical Assistance and Advisory Support to the State Environment and Climate Change Department in implementation of the State Action Plan on Climate Change (SAPCC) and coordinating capacity building activities at the state level under the UNDP-KILA (Kerala Institute for Local Administration) partnership. The Project Officer will work under the guidance of UNDP Climate Change Advisor and perform the following functions: Provide technical support to the state government on issues related to climate change;Provide support for the identification of project partners/ agencies of appropriate experts, consultants and explore possibilities of mutual support on issues related to climate change;Develop and maintain a vibrant network of academic institutions, NGOs and other stakeholders;working on climate change adaptation;Assist in collection and collation of knowledge on Environmental issues- local, regional, national as well as global.;Assist in coordination of implementation of projects and other activities in Kerala;Contribute in raising awareness among key actors, in particular at government level, regarding climate change; promote, identify and support the replication of effective community based adaptation models;Coordinate implementation of capacity building activities agreed under UNDP- KILA (Kerala Institute of Local Administration) partnership;Prepare and submit required reports of project progress, monitoring and evaluation to UNDP in a timely manner.Demonstrates integrity by modeling the UN’s values and ethical standards; Promotes the vision, mission, and strategic goals of UNDP; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Treats all people fairly without favoritism.   The Project Officer (Climate Change) will be a position with good understanding of climate change policy issues, with adequate experience of practical situations in India. S/he needs to be well conversant with the globally available knowledge on climate change, mitigation and adaptation. The Project Officer (Climate Change) should be able to build strategic partnerships with a wide array of stakeholders working in the field of climate change;Project Officer will need requisite client orientation to understand and meet client needs;Project Officer should have sufficient job knowledge, technical expertise for the position;Project Officer should be able to promote accountability and Resource Based Management;Project Officer should have required competencies that will lead to promoting Organizational Change and Development.In-depth knowledge of environmental and climate change related concepts, theories and practice; Sound understanding of current issues related to climate change and environment at the state level; Proficiency in the use of office IT applications and internet in conducting research; Proven ability to work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines;Multi-task in an organization transcending across national boundaries and multiple time zones.  Good facilitation and communication skills;Receives information to seek and understand differing perspectives; Tailors and presents information to diverse audiences using a variety of communication delivery methods (e.g., written, electronic, oral, interpersonal)Documentation; Good interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.Appears credible and confident, remaining calm and pleasant when dealing with others in difficult situations; Builds and maintains constructive relationships with colleagues (and reports where appropriate); treats people with respect, is co-operative, supportive and helpful with a positive contribution to the working environment; Reliable in delivering own parts of the work as part of a team effort; Demonstrates an understanding of what other professionals contribute in order to work constructively within the office.Education: 

Masters in Environmental Studies/ Energy Studies/ Agriculture/ Natural Resources/climate Change or related field.

Experience:

Essential: Minimum 3 years of experience on climate change or environmental issues;Experience of working with Governments/ NGOs/ Donors/ Civil Society on similar assignments will be preferred;Desirable: Project Management Experience.

Language:

Executive Assistant - Learning Resource Centre, Department of Personnel and Training - New Delhi

Duration of Initial Contract :Expected Duration of Assignment :As part of collaboration between the Government of India (GoI) and UNDP, the project “Strengthening Human Resource Management of Civil Services” is being implemented by the Ministry of Personnel, Public Grievances and Pensions (MoP) with core funding from UNDP. The project focuses on developing capacities of civil servants and in strengthening their enabling environment in view of a more effective and efficient Human Resource Management at National and State level. The project bases its activities on strategic themes that have emerged from the recommendations of the Second Administrative Reforms Commissions and National Training Policy 2012. Project is supporting implementation of innovative and emerging policies and practices in Human Resource Management and Capacity-building of Civil Services at the national and sub-national level. This includes piloting and implementation of competency-based human resource management, leadership development, training programmes evaluation and latest training tools and techniques. National Training Policy 2012 has recommend setting-up of a Learning Resource Centre to build the training capacity of Central and State Training Institutions and Government Departments. The objective of the Learning Resource Centre is to drive the research and innovation activities in the field of training tools and technologies. The Centre would promote adaptation of emerging training tools and techniques to improve the reach of the training efforts to all levels in the Government.

Provide administrative assistance support for the following function:

Maintenance of project files, documents, correspondence and communications;Organising workshops, seminars, and Committee meetings;Making logistics arrangements for project related work;Other routine office and administration functions.

Conduct simple research on tasks related to the project as assigned by the Director- LRC.

Support the Director- LRC and other officers of LRC in project related communication, arrangements, liasoning with  stakeholders.Submit regular updates and reports on project related matters.Perform any other tasks assigned from time to time by the Director- LRC.Demonstrating/safeguarding ethics and integrity;  Demonstrate corporate knowledge and sound judgment; Self-development, initiative-taking;Acting as a team player and facilitating team work; Facilitating and encouraging open communication in the team, communicating effectively; Creating synergies through self-control; Managing conflict;Learning and sharing knowledge and encourage the learning of others; Promoting learning and knowledge management/sharing is the responsibility of each staff member;Informed and transparent decision making. Functional competencies
