Legal Specialist (Public Private Partnerships) - Freetown
(date when the selected candidate is expected to start)Duration of Initial Contract :As the efforts to reform Sierra Leone’s investment climate and help generate foreign and local investment have borne fruit, the number and scope of incoming investment proposals have increased exponentially. These proposals often take the form of Public Private Partnerships (PPPs), with the Government of Sierra Leone being asked to contribute rights or assets owned by the state into an enterprise to initially be controlled by the investor which aims to provide public services or the building of infrastructure such as roads, bridges or airports at no additional cost to government.While private sector led growth is central to government’s poverty reduction strategy, diligence is required to manage the global investment community’s growing interest in Sierra Leone and to protect the country’s interests. Public Private Partnership transactions are complex by their nature, and Government of Sierra Leone does not today have the expertise within government to identify non-market and overly aggressive terms and significant future contingent financial liabilities that may be buried deep in complex transactional contracts. Transactional expertise is urgently required to assist Government of Sierra Leone in separating ‘good’ deals from ‘bad’ deals and to negotiate transactions on government’s behalf.In a bid to professionalize the process by which Public Private Partnerships are established, the Government of Sierra Leone has prepared a Public Private Partnership policy and framework, which was passed by the Cabinet of Ministers on November 13th 2009. The framework provides for Government of Sierra Leone to process bids both solicited and unsolicited from start to finish including implementation of feasibility studies for deals and negotiation of contracts. The government has also drafted a Public Private Partnership Act that among other things will establish a Public Private Partnership Unit providing technical support and quality assurance for major Public Private Partnership investment deals across the various arms of government. In order to help capacitate the Government of Sierra Leone Private Sector team, including the Public Private Partnership Unit once established, and given the lack of transactional and Public Private Partnership experience in Sierra Leone, the government has requested support from United Nations Development Programme in the form of a commercial legal adviser experienced in Public Private Partnership type transactions to build the capacity of junior staff and a local counterpart who will be recruited to serve as a long-term commercial Public Private Partnership lawyer. The advisor is expected to contribute to the process in a conceptually innovative manner and will identify legal-related priorities, problems and issues to be addressed and propose corrective actions to achieve the government’s Public Private Partnership goals.
The Commercial Legal Advisor will be based in State House and work directly with the Government of Sierra Leone Private Sector Development Team under the overall supervision of the United Nations Development Programme Economic Advisor.
Summary of Key Results:

Advisor, Public-Private Partnerships & Innovation
Housed in the Business Development Unit in IPD, a Public-Private Partnerships (PPP) and Innovation Advisor would work with IPD, IPT, and US Programs to focus specifically on business development and solicitations that require private partners, innovative/sustainable design and multiple/pooled donor funding sources. These solicitations and donor sources include: USAID GDA & DIV streams, DFID, Grand Challenge, etc). The Senior Advisor would work across all fundraising departments of the organization, looking at solicitations and donors in the public and private spheres as well as in the United States and Europe. This position would be a pilot for one year; we would then determine future viability, structure, and staff capacity needs.
Roles & Responsibilities
For the first year, the position will focus on the following areas:

* Participates in and reports on inter-agency, donor and partnership development and relationship-building activities and meetings

Experience:

Effective proposal
writing skills.
Exceptional ability in communicating
consistently, clearly and effectively with a broad range of stakeholders.
Prior experience with international
organisations and within one or more international development organizations,

The BCPR Liaison Office serves as the primary interface of UNDP / BCPR with the international community in Geneva on all issues related to crisis prevention and recovery. Our work focuses on providing expertise in sexual and reproductive health, maternal newborn and child health, HIV and AIDS, citizen voice and accountability, gender, social inclusion and equity to enhance institutional effectiveness to support strengthening of health service delivery.
Main Purpose of Job
The position will work within the BD team reporting to the Head of Business Development. This post will play a significant role in Client’ ambitious growth plans over the next 2-3 years, identifying and developing new areas of business (for example with institutional donors, foundations and corporates), establishing relationships with new clients, and supporting the development of new ‘products’ (tools, technical approaches…) and new markets.
Main Duties
Support the development and packaging of Client’ tools, technical approaches:
· Working with the Client Technical Team and rest of the BD team, conceptualise and package existing technical approaches and tools, e.g. PEER, QuIC.
· Support development of new ‘products’. Market scanning to identify potential gaps in the market. Work with the Technical Team to develop and package ideas and technical approaches into marketable ‘products’.
· Develop innovative and effective marketing collateral, materials etc. including printed materials, pages on website, presentations.
Marketing and client engagement strategy
· Support the marketing of Client existing products and approaches to existing and new clients, including donors, private sector clients, foundations. Develop effective messaging, and support the development of branding for different products.
· Participate in the identification of new clients, develop relationships (with the BD and technical team).
· Defining, developing and implementing a systematic approach to prospect/customer relationship management (in terms of channels such as email, social media and also content such as press releases, thought leadership, case studies).
· Contribute to reviewing the potential for Client to develop into new geographical areas – including review market, barriers to entry, required investment, develop strategy.
· Lead the development of marketing strategies for new products – including identifying potential clients, competitors, barriers to market entry, commercial viability
· Establish processes for defining, tracking and monitoring success of new products when taken to market.
Lead development of pitches, expressions of interest and proposals
· Support development of pitches, concept notes and expressions of interest to potential clients for new products
· Lead development of technical proposals for new business – including developing consortia, coordinating technical inputs, writing and editing, recruiting consultants, ensure proposals are submitted on time to a high standard. (focus on new markets/new business not ‘business as usual’ which is covered by the rest of the BD team)
· Develop budgets/prices for new products, and draft commercial proposals
General business development
· Contribute to the work of the BD team as required, in developing identifying, tracking and developing proposals for new opportunities, with a focus on supporting development of budgets and commercial proposals.
Person Specification
Qualifications
· Degree/Masters in Development Studies, Social Policy, Development Economics or similar field, or equivalent work experience – essential
Experience
· Excellent knowledge of and experience in fundraising from institutional donors, foundations and/or the private sector - essential
· Demonstrable track record of prospecting and winning large accounts/ businesses - essential

Afghanistan: Partnerships Manager







Job Summary:
Leading donor relations and grant management, assist the Director of Policy and Partnership to maintain productive, positive relationships, both internal and external.
Main Duties and Responsibilities:
Grant Management:Lead comprehensive grant management, including oversight of all AKF-A Grants. Ensure timely submission of all contractual requirements, including reporting, with coordination of a/l internal stakeholders. Lead on grant amendments and responses to donor requests. Ensure program and sector understanding of donor commitments and contractual compliance. Assess grant issues and prepare regular analysis for Senior Management, particularly flagging problematic cases for attention.Resource Mobilization and proposal development:Identify future resource needs in relevant sectors and highlight future funding gaps, in dialogue with program heads and regional teams where relevant. Lead the process of consultation and proposal writing, including coordination with sector experts and regional teams to prepare new concept notes and full proposals to donors, with systematic and timely inclusion of HR, Finance and ERLU teams. Support the internal grant cycle process, ensuring its development, circulation, explanation to Coordinators and PMSOs, and ongoing use.External Relations:Lead on donor relations and correspondence. Develop constructive working relationships with donors. Contribute to strategic management of relationships with other AKDN agencies and key stakeholders in coordination with the P&P management team and the program team. Represent AKF in external meetings with relevant donors and in national policy fora and Government working groups with other key stakeholders.Financial Monitoring:Work with the Finance Team to monitor grant expenditure, variance and financial issues. Work with HR & Finance on accurate tracking of staffing contracts, as they relate to grants, to help ensure adequate human resource planning within grants, and prior notice regarding the end of staff contracts.Programme Support:Support Directors and Managers to identify programming gaps within yearly implementation plans and provide additional programme support as necessary. In particular, provide reminders to sectors regarding programming components included in proposals to ensure delivery on donor expectations such as gender equality and the environment.Integration between sectors:Ensure regular communication with Program Management Support Officers and sector staff in the field on regional/national developments, and work with other National Managers and Coordinators to develop innovative linkages and knowledge sharing between sectors and programs.Knowledge Management:develop and maintain systematic branding for proposals and reports, working to standardize stylistic elements of proposals, reports, etc. where optional. Oversight of all donor electronic records including ensuring organisation-wide use and training of grants management database. Update AKDN.net with all current and pipeline grants. Ensure that Finance Team has hard copies of all donor documents.Human resources management: Contribute to the overall effectiveness of human resources management in the P&P team (including coordinators and PMSOs) in close collaboration with the Director, Deputy Director and other P&P managers. Provide management guidance and direction to the Partnerships Coordinator and the Partnerships Officer.Support Senior Management in the development of strategic documentsSupport the Communications Team with the development of messages and products.Work closely with the Policy team to ensure consistency of messaging and approach with external stakeholders.Required Qualifications and Experience:
Master’s degree in relevant field and at least three years of field experience in a similar or relevant field;Experience working in a multicultural environment, preferably in a post-conflict one;Knowledge of the key international donors active in Afghanistan – experience in management of donor relations is highly preferred;Excellent English written and verbal skills;Demonstrated ability to work under pressure and meet tight deadlines;Ability to critically analyse and provide constructive recommendations;Good team player with ability to build and maintain collaborative relationship with colleagues;Willingness to live and work in a post-conflict zones in which personal freedoms may be constrained.How to apply:Applications:
