The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

As an Immigration Services Officer, you will be responsible for the support of the Adjudication process by adjudicating cases, conducting security checks, interviewing applicants and petitioners, ensuring program quality assurance, conducting training, serving as liaison, and communicating decisions.  You will:

Grant or deny complex and highly sensitive applications and petitions for immigration benefits based on electronic or paper applications/petitions; Independently research, interpret and analyze an extensive spectrum of sources including pertinent sections of the law and regulations, operating instructions, references and guidance contained in legislative history, precedent decisions, state and local laws, international treaties and other legal references to embrace the correct course of action; Use available electronic systems to process applications and petitions through verification of any number of established data points to make adjudicative decisions and/or determine appropriate level of adjudicative review, and update databases with appropriate information and decisions; Conduct security checks in accordance with all applicable DHS/USCIS laws and policies; Provide direct and continuing assistance to US Immigration and Customs Enforcement (ICE) personnel and officials of other Federal agencies in identifying individuals who pose a threat to national/public security; Provides quality services to both internal and external customers, through effective liaison with individual attorneys or representatives, attorney groups, community-based organizations, congressional offices, international business groups, representatives of the news media and other government agencies and by writing well-organized, logical, often complex legal decisions, opinions, standard operating procedures, reports, evaluations, presentations, standard statements, and correspondence with an emphasis on the utilization of plain language to ensure maximum understanding of our customers. Identifies training needs and mentors newly trained officers while also planning, developing, scheduling and conducting training for existing Adjudications Officers. Interview applicants and petitioners to elicit statements and assess credibility, and analyze information gained to identify facts and considerations that form the basis for the determination as to the applicant's eligibility for specific benefits sought.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, equivalent to at least the GS-09 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

Making final determinations on non-sensitive, routine immigration benefits. Determining applicant credibility, analyzing evidence. Applying statutory requirements, regulations and judicial and administrative precedents. OR You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: In addition to the requirements at the lower grade level(s), you qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

Making final determinations on complex immigration cases involving eligibility for citizenship and immigration benefits. Writing final determinations with legal analysis to support decision.

Probationary Period: You may be required to serve a probationary period of 1 year.

Residency Requirement:  There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services.  This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Training:  If you have not already done so, you will be required to attend a residential USCIS Officer training course.  This technical training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Immigration & Economic Empowerment Intern

Founded in 1933, the International Rescue Committee is a leading, non-sectarian, non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services, and advocacy for refugees and victims of oppression or violent conflict.  Domestically, our 22 offices across the U.S. ensure new arrivals have food, shelter, and clothing, and work with refugees to help them gain self-sufficiency. The National Programs Unit (NPU) brings a high level of technical knowledge and expertise to their work and to the core sectors in which they work. Its goal is to harness existing strengths and to increase U.S. Programs capacity to deliver strategic, high quality programs that can be brought to scale. The NPU engage with field and headquarters’ staff to ensure high quality technical input is integrated into program design, proposal development and ongoing program implementation. NPU’s Economic Empowerment program develops, supports, protects and improves household livelihoods and financial security  for all beneficiaries served in the U.S.  The NPU’s Immigration program delivers direct services for nominal fees to low-income refugees, asylees and others seeking basic benefits such as family reunification, lawful permanent residence, and U.S. citizenship

SCOPE OF INTERN WORK: The intern plays an important role in sourcing, managing and organizing program outcome and financial data needed for a strategic analysis in the development of a sustainable business model for IRC’s Immigration Program.  He or she will also assist the senior technical advisor for economic empowerment to build surveys and collect internal and external program-related data.  

COMMITMENT: Immediate, with a set schedule from 10 to 15 hours per week.

RESPONSIBILITIES: Responsibilities include organizing quantitative and qualitative program-related data into analytical formats and develop systems and procedures to build consistency in data collection and management.  Additional responsibilities include working with the senior technical advisor to gather program impact from past and current field programs and develop tools and procedures for purpose of analysis. Additional external research on economic, demographic and market data on communities in which IRC field offices reside might also be required.

LEARNING OBJECTIVES:

Student will learn how to effectively build and design informational models for analysis.Student will learn how to use data to inform program outcomes.

REQUIREMENTS:

Current or recently matriculated graduate student in business or public administration, policy evaluations, economics or computer science.  Proven experience with data analysis and reporting.Ability to identify anomalies, trends, inconsistencies and make recommendations to improve processes workflow and operations.Advance skill level in Microsoft Access and Excel.

Immigration Internship

Agency Mission:

The International Rescue Committee, founded in 1933, is a leading non-sectarian, non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services and advocacy for refugees and victims of oppression or violent conflict. The IRC has operated as a Washington, D.C. resettlement office since the 1970’s. Recently, as part of a new Maryland State initiative, IRC shifted its main office to Silver Spring, Maryland, to support a wider geographic base and to expand its support to a growing asylee population. The office resettles over 200 refugees annually and assists over 400 asylees, living in Prince George’s and Montgomery Counties, Virginia, and Washington D.C. As a model of one-stop shopping for our resettlement clients and other immigrants, IRC has also established an Immigration Program.

IRC's Immigration Department in Silver Spring, Maryland, provides high quality, low-cost immigration services, including filing applications for adjustment of status (i.e., green cards), work Authorization, naturalization, and family reunification for refugees, asylees, and Victims of Trafficking immigrants. The immigration program internship is an unpaid position with a minimum 3 month commitment. Applicants are required to indicate availability in the application. Job Description 

Responsibilities:

Technical support for the Immigration Program

Responsible to go through client immigration documents and assist clients about requirements for consultation and application sessions;Answer client questions regarding immigration services, and when necessary refer clients to the appropriate IRC staff member;Research on immigration issues, polices and program;Under the guidance of the immigration program specialist, attend immigration webinars, trainings and networking forums representing the IRC.

Administrative support for the Immigration Program

General administrative support includes tracking, filing, and mailing relevant documents, applications, and notices of action;Under the guidance of the supervising immigration program specialist, assist in putting client information updates in LawLogix data base;Assist clients with document translation, authentication, presentation and completion Provide special assistance to clients with particular needs.

Requirements:

Working towards a college degree related to international relief, humanitarian work or refugee law related subjects. Must be current student or within 6 months of schooling.* Passion to work with diverse and limited-English speaking refugees;Interest and/or work experience on U.S Immigration law (Prior experience in immigration is a plus);Excellent research, language, data base management and record keeping skills.
