Under the overall guidance and direction of the supervisor, the Country Programme Coordinator assists the MCO in taking responsibility for planning, implementing, and managing UN Women interventions in Samoa. She/he works in close collaboration with the programme and operations team at MCO Suva, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Summary of Key Functions
Provision of top quality advisory and programme development services;
Assist MCO Suva in management of the Country Programme in Samoa and day-to-day guidance to Programme Team;
Inter-agency Coordination Support;
Strategic partnerships and resource mobilization Support ;
Advocacy support and Knowledge building and management.
In consultation and close coordination with MCO Suva, provision of top quality advisory and programme development services:
Analysis and research of the political, social and economic situation in the country related to the mandate of UN Women and preparation of substantive inputs to the UN Women programme planning in those areas;Monitoring and analysis of the programme environment, timely readjustment of programme interventions.
Identification of areas for support and interventions based on the developments in the country;Design and formulation of country based programme initiatives, translating UN Women’s priorities into local interventions;Provision of programme advisory support to the Office Management within the thematic area/portfolio assigned.
Under the supervision by the MCO Suva, management of the Country Programme in Samoa and day-to-day guidance to the country based Programme Team:
Under the guidance and oversight of the supervisor, exercise overall responsibility for planning, implementation, management, and coordination aspects of the programmes/projects implemented in country;
Ensure effective application of RBM tools and monitoring achievement of results;
Manage the portfolio of on-going programmes/projects through technical monitoring and administrative and financial supervision ensuring the proper application of a monitoring system to track progress on program results and indicators;Assist the MCO Suva with programmes/projects appraisal and evaluation at country level according to results-based management requirements;Coordinate and supervise the activities of country based programme staff, projects staff, experts and consultants working as part of the technical assistance team;
Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents;
Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners;Conduct field visits to supervise, coordinate and monitor field level activities of portfolio.
Inter-Agency Coordination Support:
Help ensure inter-agency coordination related activities at country level;
Take part in country level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed in process;
Prepare substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the country;
Prepare analytical and regular progress reports on UN Womens’ program experiences in support of UN women inter-agency coordination role.
Strategic partnerships building and resource mobilization support:
Support to MCO Suva to implement the Office partnerships and resources mobilization strategies to achieve programme outcomes within the country;
Create and coordinate partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities. • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
Follow up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.
Advocacy support and facilitation of knowledge building and management:
Support the establishment of advocacy networks at national level and linkages to international networks related to the country;
Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;Identify and synthesis best practices and lessons learnt from programme/project interventions in the country;
Proactively contribute to knowledge networks and communities of practice.Impact of Results

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic areas, which impact in turn on the overall effectiveness of the UN Women programme in the MCO. By helping ensure effective design, planning, implementation, and M&E of programme/projects implement in the country ,and building networks and helping mobilize resources for UN Women interventions, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Programme Finance Associate (Re-Advertisement) - Port Moresby

Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Programme Finance Associate reports to the Country Programme Manager for guidance and supervision and is responsible for managing and supervising the execution of a wide range of financial services and administrative processes in the PNG Office, ensuring timeliness, efficiency and transparent use of programme and other financial resources and delivery of services in accordance with organizational financial rules, regulations, policies, procedures and approved allocations. The Programme Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations, standard practices and guidelines.

Under the supervision of the PNG Country Program Manager, the Programme Finance Associate works in close collaboration with the PNG Operations Associate, the PNG National Program Specialist, the Operations Manager of the Regional/Sub-Regional Office as well as with the operations programme and project teams in UN Women PNG and SRO and Headquarters for solving complex finance-related issues and information delivery.

Key functions:

Administration and implementation of program and operational financial services:

Review and verify financial transactions/activities/documentation for accuracy, appropriateness and completeness and ensure full compliance of financial services and transactions with UN Women rules, regulations, policies and recording and reporting systems. Certify transactions for accuracy and propriety prior to submission to the supervisor for approval and/or action;Analyze/interpret the financial rules and regulations, as well as established policies and procedures, and provide advice and recommend solutions to a wide range of financial issues;Review drafts for cost sharing and Trust Fund agreements including conditions of contributions within resource mobilization efforts. Follow up on contributions within the CPO resource mobilization efforts;Monitor and implement an effective and proper functioning of the financial resources management system;Manage the financial business processes mapping and elaboration of the content of internal Standard Operating Procedures in finance, in consultation with the supervisor;Monitor the financial status and implement control mechanisms for management/development projects and keep stakeholders and clients informed for timely actions/decisions. Review status reports for quality control;Recommend and/or implement cost saving and reduction strategies, in consultation with the office management;Monitor financial exceptions report for unusual activities or transaction, investigate anomalies and report to the supervisor conclusions and/or present recommendations for actions/decisions;Follow-up and/or take action on audit recommendations to ensure implementation of corrective actions. Assist in reviewing the audit reports on NGO executed projects;Supervise and guide staff and personnel under his/her responsibility, as applicable, provide technical guidance and monitor performance to ensure delivery of results according to plans and standards of accountability and performance.

Support to management of the CPO program, preparation and administration of budgets:

Collect, verify and present thoroughly researched information and data for use in the planning of financial resources and the formulation of country program work plans, budgets, proposals on implementation arrangements and execution modalities;Input data in Atlas for new grants in the form of Annual Work Plans (AWPs) and monitor status. Keep stakeholders and clients informed for timely action and/or decisions;Contribute to office budget planning and preparation by presenting thoroughly researched information for planning of financial resources of the CPO, including reports containing an analysis of the office’s financial situation (expenditures versus budget allocations);Provide information/guidance to the executing agencies on routine implementation of projects. Keep track of the appropriate and timely use of financial resources;Verify accuracy of Combined/Programme Delivery Reports and One UN Financial Reports as applicable. Take appropriate action to ensure accuracy of information;Provide information for the audit of projects and implementation of audit recommendations;Implement control mechanism for development projects through monitoring budgets preparation and modifications and budgetary status. Track and report on program and operational financial resources;Prepare accurate and timely mandated financial reports to donors and other clients and stakeholders;Prepare timely cost recovery documents for the services provided by UN WOMEN to non-core programmes by core programme resources or to prepare bills to services provided to other organizations for reimbursement. Elaborate and implement the income tracking system and follow-up on cost recovery.

Accounting services and administrative support:

Review and verify accuracy and relevancy of the supporting documents for payments and prepare financial reports. Prepare PO and non-PO vouchers for development and management projects;Maintain internal expenditures control systems to ensure that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas, payrolls are duly prepared and processed; travel claims, MPOs and other entitlements are duly processed;Review accounts receivables for UN Women projects and follow-up with project managers and finance section at headquarters on contributions, deposits creation in Atlas and their application to Accounts Relievable pending items;Maintain up to date and accurate data in Atlas and take timely corrective actions on erroneous data;Maintain proper follow up of advances to implementing partners, review their financial reports together with project managers and be fully satisfied before making next installment;Draft financial reports for donors in accordance with donor requirements, UN Women procedures and in conjunction with project managers;Associate revenue and expenditure in commitment control for non core projects;Manage petty cash fund, cash imprest level and other temporary GL accounts, ensuring accuracy and transparency in use and reporting;Undertake timely corrective actions on unposted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Timely response to HQ requests to resolve financial data issues;Prepare timely VAT reimbursements with adequate documentation support;Ensure all supporting documents on financial transactions are secured and properly filed;Acts as vendor approver.

Facilitation of knowledge building and knowledge sharing:

Contribute to training initiatives on financial processes by conducting training and/or organizing training events and activities;Capture, synthesize and/or codify lessons learned and best practices in financial management and services;Disseminate to clients and stakeholders as appropriate to build capacity and knowledge;Design and/or introduce innovations in financial business operational practices and management.

Impact of Results:

The key results have an impact on the overall CPO efficiency in financial resources management and success in implementation of operational strategies. Accurate analysis and presentation of financial information enhances UN WOMEN credibility in use of financial resources and proper financial process management.
