Individual Consultant Procurement Notice: Provision of individual services of a Climate Change and Education Consultant - LEB/ CO IC /8/15 - Beirut

The purpose of this consultancy is to design and develop a climate change teacher’s guide for teachers responsible of students of all ages, from primary to secondary grades. It is suggested that the guide should be divided into three parts/educational levels: primary school, middle school and secondary school. In these terms of reference (ToRs), the “parts” of the guide refer to the three educational levels.

The climate change teachers guide will be developed in English, and translated to Arabic and French in consultation with climate change and education experts. The UNDP/ Climate Change team will ensure procurement of translators and supervise the process. The consultant shall review the translated versions of the guide.

General tasks

The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate change team and the Ministry of Environment.

The Consultant shall be responsible for carrying out all the necessary tasks and investigations - including interviews and focus group meetings (with representatives from a small number of schools to be finalized with the consultant once recruited) to prepare the teacher’s guide. All climate change related information will be provided by the UNDP/Climate Change team at the Ministry of Environment. The Consultant will be responsible for presenting the scientific/technical information in an educational way to teachers and consequently to students and will supplement the information with a bank of activities like hands-on exercises, illustrative and educational tools to facilitate the assimilation and use of these information.

Methodology of Work

The methodology of work will consist of desk review of relevant documentation in addition to direct consultations with key experts in the fields of education and climate change.

The work is expected to be carried out by one national consultant with experience in the Lebanese education system and general sciences.

The Regional Bureau for Arab States of the United Nations Development Programme is launching the sixth edition of the Arab Human Development Report (AHDR) series, due to be published in May 2015.

AHDR 2015 aims to discuss relevant issues associated with youth, in particular aspirations, challenges, trends and future outlook across the Arab region. In order to make an important leap forward in human development, the Report will address the structural challenges imposed on young Arab people, many of which are struggling to successfully transition through life’s milestones, whether academic, social, professional or economic.  Even though the overall progress in human development in the Arab region is increasing, as evident by the health, economic and education indices among a number others, the path leading to adulthood is taking the Arab youth longer to complete, and is marked by several impediments.  The Arab region, home to  the youngest population in the world, has one of the highest unemployment rates with a regional average of 28% of which first time job seekers represent 50%. The youth’s involvement in the protests and demonstrations since 2011 can be seen as an expression of their frustration with the existing institutions and norms that have denied them economic and social opportunities and a political voice.

AHDR 2015 will serve as an advocacy tool for human delevopment, and as a tool to foster dialogue and debate on some of the challenging issues facing the youth of the Arab region.  To this end, a specialized Communications and Social Media Strategist is needed to ensure a high level of visibility for the Report’s messages. She / He will develop a communication strategy targeting the key audiences identified for the Report and the general public, and devise and oversee the implementation of an action plan for the effective launch and dissemination of the Report.

Individual Consultant: Provision of Individual Consultancy Services for the Institutional Mapping of National Climate Change Related Activities - Beirut

The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate Change team, and the Ministry of Environment. It is understood that the Consultant shall perform all the services/work as necessary to fulfill the objectives of the Consultancy Contract.

The institutional mapping of national climate change activities, more than simply identifying or describing key institutional structures involved in climate change, should provide a critical assessment of how climate change issues are coordinated between government bodies and with other stakeholders. The mapping exercise should discuss all relevant actors in the country, such as government, research institutes, bilateral and multilateral donors, NGOs, and the private sector. An illustration or a “map” demonstrating the linkages and relationships between the institutions is extremely useful. The final output should include a brief overview of the relevant regulatory and institutional frameworks for climate change, as well as present the coverage,

scale, and coordination of climate change interventions.

As such, the selected individual will be responsible for providing the services outlined below.

TaskK 1. Map National Climate Change Activities

Review national information and initiatives directly or indirectly related to climate change available from ministries, national institutions, development actors, and academic institutions and NGOs. Sectors to be covered include energy, transport, industry, forestry, agriculture, waste, water, tourism, coastal zones and public health;Validate and complement the findings from above with interviews with relevant stakeholders including decision-makers;Provide a list and description of existing and planned climate change projects and programmes, including the executing institutions;Identify Mitigation or Adaptation areas which are not enough tackled at a national level.

Task 2. Map Institutional and Regulatory Framework:

2.1. Review institutional and regulatory framework budget, source of fund, timeframe and achievements/expected results, and identify strengths, weaknesses and opportunities, the role and influence of each institution, the respective institutional capacity, any coordination and collaboration mechanisms that exist;2.2. Provide concrete and pragmatic recommendation on how to improve collaboration.

Task 3. Map Academic Climate Change Activities:

3.1. Provide a list and description of climate change courses and research applications for the academic sector with identification of the strengths (research and expertise) of each academic sector in various climate change themes (e.g., mitigation: renewable energy, energy efficiency, etc.; adaptation: climate modeling, risk assessment; policy; etc.);3.2. Provide recommendations on ways to link research and expertise in the academic sector to national policy needs.

Task 4: Recommendations on best-practices track climate change activities:

4.1. Develop a list of criteria checklist to be used by as a reference project proponents in categorizing future activities under climate change. Experiences from other countries can be used as examples;4.2. Identify entry points in the national legislation to capture and track these projects on a regular basis;4.3. Formulate recommendations on how to ensure that future projects from all categories related to climate change are captured and tracked on the national level.

Provision of Individual Services of Lead Consultant for UNDP RBAS - League of Arab States - Beirut

On March 3rd, 2009, a Memorandum of Understanding (MoU) was signed between the League of Arab States (LAS) and the European Union (EU) to enhance cooperation in the field of early warning and crisis response. The purpose was to enhance the existing capacities of LAS to respond to political, social, cultural, economic and environmental events with a view to promoting peace and stability. Accordingly, both Parties committed to the goal of encouraging a more structured policy dialogue which would subsequently include other international and regional organizations as well as non-State actors in the Arab region. A two year project was signed in November 2010, under the Title: “Strengthening Crisis Response Capacities of the League of Arab States”. The stated goal of the project was to: “Strengthen the capacities of the Secretariat General of the LAS to respond to political, social, economic and environmental crises, through a joint capacity development programme”.The project was officially launched during the inauguration of the Crisis Department on November 2012 by the League of Arab States SG and the EU HRVP.The project was designed to strengthen the risk analysis, early warning, and crisis response capacities of LAS to potential and/or actual environmental, economic and socio-political shocks in the Arab States. The main purpose is to strengthen resilience; prevent, contain and/or reduce losses in lives and livelihoods; and sustainable human development. It aims to enable national and regional decision makers to organize timely response at political, diplomatic, economic and operational levels to impending or actual crisis situations.The LAS Crisis Department was equipped with sophisticated technology and software to enable it to generate daily and weekly intelligence briefings based on reputable sources such as Oxford Analytical acquired through the project. Indeed, the Crisis Department provided a number of products, including ‘Analytical reports’, ‘Flash reports’, ‘News briefs’, etc.; on early warning, situation monitoring and information analysis. Additionally, there was follow-up on critical events of interest to LAS decision makers, such as national elections. In light of the regional context, the mechanism of gathering and analyzing data and producing updated information is considered a progressive shift in managing rapid developments. LAS provided a series of trainings to its officials as well as those of member States involved in early warning and crisis management. Workshops were also organized with relevant entities in LAS and regional and international organizations, laying the foundation for a network of focal points in preparation for the institution of a pan-Arab crisis response mechanism. Strengthening analytical reporting within LAS would enhance its ability to coordinate with regional and international bodies concerned with disaster risk reduction and crisis management. This work requires deepening and expansion in the next phase of the project that would aim to consolidate, deepen and further institutionalize the early warning and crisis management capacities established within LAS and Member States. Within this context, UNDP-RBAS is seeking consultancy services to develop an approach for regional consultations that would guide the formulation of the full project document and lead to the launch of the next phase of this project. Demonstrates integrity by modeling the UN’s values and ethical standards; Promotes the vision, mission, and strategic goals of UNDP; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Treats all people fairly without favoritism; Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.

Functional Competencies:

Excellent analytical and writing skills, including political/conflict analysis skills;Well-developed skills and demonstrated experience in the following areas: conflict risks assessment and management, crisis response and networks, multi-stakeholder dialogue processes, mediation, negotiation and dispute resolution;A high degree of political and cross-cultural sensitivity;Understanding of the political, social and cultural background of the Arab region is greatly desirable;Good knowledge/understanding of UN rules, regulations, policies, procedures and practices;Good understanding of UN programming modalities, particularly in crisis and post-conflict settings;Ability to establish effective working relations in a multicultural team environment; Excellent team-building, diplomatic and interpersonal skills; Able to establish trustful relationships with governments, donors, non-government and international development organizations;Resourcefulness, initiative and maturity of judgment;Strong communication and advocacy skills, in particular ability to communicate effectively, orally and in writing, with a wide range of actors, within the UN system, with Government officials, traditional structures, donors and civil society; Ability to work in a complex environment requiring liaison and collaboration with multiple actors; Ability to demonstrate sensitivity, tact and diplomacy; Excellent analytical, organizational and negotiation skills, especially resource management systems; Excellent networking skills;Excellent computer skills.

Develop a practical methodology and approach in formulating the next phase of the “Strengthening Crisis Response Capacities of the League of Arab States”; Undertake a desk review and analysis including through review of available literature and meetings with stakeholders at regional and national levels. The analysis will identify crisis risks and identify specific regional challenges and country contexts that need adaptation. Based on an agreed methodology and approach, the analysis will identify capacities for peace and factors of conflict, stakeholders, causes, and implications for the UNDP;Provide a common program framework for leading consultations with key stakeholders to guide the project formulation. These consultations with partners would help validate the analysis, and include opportunities to further elaborate on conflict sensitive programming in the scope of the upcoming regional programming, including the identification of programmes as well as suggestions for the implementation process;Provide a prodoc/program document based on the analysis to support a conflict-sensitive approach to incorporate into the regional programming;Hold a debriefing session(s) presenting the findings of the assessment and present strategic entry points for potential further programming. A minimum of 10 years of progressively responsible experience in designing and implementing local level and/or national level conflict analysis mechanisms and early warning programs related to conflict affected environments;Extensive experience in strategy and programme development, particularly on crisis response;A minimum of 10 years of experience, 5 years of which should be in conflict prevention and crisis response, preferably with regional organizations and multiple countries;Experience in enhancing women’s participation in conflict analysis processes is also highly desirable;In-depth experience working in conflict environments;Prior Experience with UN agencies.

Language Requirements:

Fluency in English. Consultancy Services for the Provision of Conflict Analysis and Training Sessions on Crisis Management and Peace Building Skills for Municipal Council Members

Under supervision of the Project Manager and the Local Peace Building Coordinator, the trainer will undertake the following tasks:
* Finalize the training methodology and content (suggested working days 1);
* Undertake a conflict analysis for the 6 targeted municipalities of the impact on the Syrian crisis on the area (suggested working days 12);
* Deliver a report about the conflict analysis undertaken (suggested working days 2);
* Deliver 2 training cycles on (suggested working days 12 days);
* Project cycle management, community conflict sensitive needs assessment and community strategic planning;
* Conflict resolution skills, communication skills, mediation skills;
* Agree with the representatives of the different municipalities on the best social cohesion strategy/communication mechanism through facilitated discussions (suggested working days 5);
* Deliver a report about the training and the process (suggested working days 2).
