Tasks and responsibilities:

Moderating the review, development and implementation of policies and regulations of IBCM;Supporting the planning, development and implementation of a system of quality controls on IBCM administrative and academic processes.Monitoring and evaluation of IBCM performance impact indicators;Conducting of and reporting on semester wise student evaluations, yearly staff evaluations, yearly alumni evaluations;External and internal auditing;Coordinating the follow up on evaluation and audit results;Preparation of the institutional and programme re-accreditation;Training of local staff to be able to support and follow up the re-accreditation implementation;Observing high document and documentation quality;Monitoring and reporting regarding performance of the IBCM and accreditation organisation;Editing of documents in correspondence with the requirements by the accreditation agency;Supporting organisational development.

National Quality Assurance Engineer

Under the overall guidance and direct supervision of the Quality Assurance Engineer (international), the Quality Assurance will assist the supervisor to provide the necessary technical expertise for the project implementation ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies as per Myanmar National standards.

• The Quality Assurance Engineer will be responsible for the following duties and responsibilities; Assist the supervisor in the development, and subsequent oversight of project QA plans and protocols for construction, construction equipment and materials
• Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA requirements
• Assist the supervisor in overseeing and managing quality assessment of materials through regular and rigid laboratory tests and site visits
• Ensure specific quality standards are constantly met at all levels of construction projects
• Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate
• Review contractor practices and conventional methodologies and make recommendations where remedial action is required
• Work with site supervision consultant for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements
• Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications
• Providing technical advice and assistance to contractors to ensure that economical and quality materials are purchased
• Keeping record of all documentation regarding QA/QC
• Tracking and reporting all non-conformances to the supervisor
• Controlling all QA/QC related submissions of contractors to comply with the standard specifications
• Implementation and monitoring of quality assessments, preparing regular QA/QC reports on all construction activities
• Recommendation of solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory works
• Ensuring that Quality Control personnel conducting inspections, including site supervisors, are adequately trained and understand assignment limits, quality and time frames
• Ensure that all construction materials (steel, cement, sand, and gravel) are sourced by the contractor from the approved quarry sites or suppliers.
• Assist the Quality Assurance Engineer/ Infrastructure Specialist in the implementation of Quality Plans for the project to ensure specified quality of the work is achieved.
• During inspection of each site, monitor and collect appropriate field data to validate contractors’ compliance to cross-cutting issues (gender, environment, sustainability, health and safety on site, etc.) as stipulated in the contract and detailed in the construction work programme.
• Any other business as directed by supervisor
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS

English Language Quality Manager, Peshawar

PROGRAM BACKGROUND:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

The IRC has been working in Pakistan since 1980. The IRC is leading a USAID-funded Pakistan Reading Project (PRP) to improve the quality of reading in public and private schools, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement.

RESPONSIBILITIES:

Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation; Fluency in English and Urdu is required.Manage rollout of training activities for pre- and in-service teachers in English Language;Deliver training of trainers in English Language literacy content;Support development and distribution of English Language Kits of supplemental teaching and learning materials;Coordinate with Urdu Language Reading Specialist to ensure cohesion of teacher professional development training contentCoordinate with other regional English Language Advisors and Senior English Language Advisor in Islamabad to design and deliver teacher education training programs’ curricula and materials;Contribute to work planning and quarterly and annual progress reporting for English language training program activities;Contribute written inputs and monitoring data for regular English Language content reports;Represent PRP and IRC to key government counterparts, donors, and education institutions at the provincial level.

QUALIFICATIONS

Education:

BA in TESOL, Applied Linguistics, Education, or other relevant discipline

Work Experiences

A minimum of five years’ TESOL training experience, preferably working with teachers;

Demonstrated Skills:

Experience in managing training activities and workshops (e.g. managing training logistics and developing training materials);Demonstrable interpersonal and intercultural skills and experience working closely with international teams;Strong organizational and administrative skills, with high attention to detail;Excellent oral and written communication skills, including computer skills – word processing, Excel, etc.;Previous experience with donor-funded programs preferred;

Language and Computer Skills:

International Consultant for Conducting the Evaluation of the Quality of Social Services Supported through the Project (Evaluator) - Home-based and Podgorica

UNDP CO Montenegro, together with Ministry of Labour and Social Welfare, Ministry of Education and UNICEF implements a joint project: “Social Welfare And Child Care System Reform: Enhancing Social Inclusion” composed of 3 components funded by Delegation of European union (DEU) through IPA 2010. UNDP component No. 2 is dealing with Social welfare reform. This project component builds and strengthens the institutional mechanisms and capacities that will enable development of community-based social services. The services will be responsive to the needs of the vulnerable groups and will contribute to their social inclusion and improved quality of life.

The overall objective of the Programme is to establish a social welfare and education system that facilitates inclusion of vulnerable, socially excluded groups in Montenegro. The specific objective of this project is to build and strengthen the institutional mechanisms and capacities to develop community-based social services responsive to the needs of the vulnerable, contributing to their social inclusion. The project aims to develop and upgrade the capacities of the social system to plan, commission and manage the decentralisation process, and introduction of standardised community social services. In other words, the project builds national and local actors’ capacities to plan, manage and deliver community services.

At the local level, in 9 municipalities so far 23 community-based social services for the vulnerable: persons with disabilities; elderly; families at risk; single parents; youth and families at risk, psychoactive substance abusers etc. have been financially supported. In addition to financial support for provision of social services the project provides on-going support, guidance and expertise for local actors who plan, design, run/manage and deliver community service in order to make them capable to deliver standardised, quality social services. The financial and technical support through the Project is limited to the end of June 2014.

Objectives of the assignment: The purpose of this activity is to evaluate the quality of social services for vulnerable adults and elderly supported through the Project. The Evaluation Report will serve to decision makers on future funding of these particular services as well as for planning of development of social services throughout Montenegro. On the other hand, it will contain recommendations for social service providers related to improvements, investments and capacity building necessary for obtaining licenses for social service provision.

Job content:  Under the direct supervision of the respective UNDP Programme Manager, the Evaluator will consider that the evaluation approach is participatory and systematic and use appropriate techniques of collecting and analyzing the information to enable an objective and educational assessment, presentation and dissemination of results.

In this respect the ideas and knowledge building should propitiate in the process and be reflected in the evaluation report. It is important to consider the participation of the beneficiaries of the social services and to reflect the interests and perceptions differently by women and men as well as to ensure participation of social service providers, local and national administration representatives.

The evaluator must propose methodology that will be assessed during the selection process (interview) and that should contain at least the following:

Detailed methodology; Description of the sequence of phases related to the proposed evaluation approach; Information sources for primary data collection; Techniques, tools/instruments to be used for data collection; Different types of data analysis to be carried out; Baseline indicators for each evaluation criterion;

The allocation of the number of days that will be required in each phase will be identified in the work plan with a timetable and agreed upon between the evaluator and UNDP Programme Manager.

Project Document; Intermediary reports and annexes (2011, 2012, 2013); MidTerm Evaluation Report of the Project (2012); Reports and data presented to the Project Steering Committee; Mapping of social services in Montenegro (UNDP Report 2012); Mapping of social services in Montenegro (Institute Alternativa 2013); Monthly reports of 23 social service providers (narrative and financial); Survey of beneficiaries’ satisfaction  with social services

Stakeholder Involvement:

Ministry of Labour and Social Welfare (Deputy Minister, Senior Advisors); Local administrations of municipalities where social services are supported (at least 5 of 9); Social service providers (at least 20 out of 23); Beneficiaries of social services (number to be agreed);

Roles and Responsibilities of UNDP Programme Manager and Social Welfare Reform Project Unit:

Participate in the discussion of methodology and tools to carry out the evaluation; Organize field trip evaluation process and provide transport; Receipt, analysis and approval of the draft report; Receipt and approval of the final report of the evaluation; Provide information and documents to the evaluator.

Roles and Responsibilities of the evaluator:

Draft a proposal for the evaluation containing: methodology, detailed sampling strategy, techniques / tools, work plan and structure (table of contents) of the Evaluation Report; Preparation and submission of preliminary report to the Programme Manager; Preparation and submission of final report with annexes relevant to the work, as well as additional information about the process.

The expected results:  

Evaluation Report should not exceed 30 pages, excluding annexes. The evaluation report will consider the following points:

Executive summary; Introduction; The intervention and context; Methodology; Analysis of the information collected; Results of the evaluation; Conclusions; Lessons learned; Recommendations; Bibliography; Glossary.

Timing and reporting: The evaluation will last for 25 working days in the period 5th May 2014 – 30th June 2014. The evaluator will submit a work plan that will address the following phases:

Preparatory phase; Field phase; Analysis phase and preparation of the preliminary report; Presentation of the preliminary report; Drafting phase and final report; Final report

The consultant will conduct preparatory activities and shall work on production of outputs from home, but in close cooperation with the Programme Manager.

Time duration and travel:  twenty five (25) days of consultancy work, with one visit to Montenegro for up to 10 days in total. Period of the engagement is 5th May 2014 – 30th June 2014.

The international consultants should have the following qualifications and expertise:

Education:

University degree in relevant social science, Master Degree will be considered as an advantage.

Experience:

At least ten (10) years of relevant experience (in the field of social protection/social inclusion in the Western Balkan Region); Excellent knowledge of the local context in Montenegro in particular with respect to the social protection and child care system: legal, institutional and strategic framework and reform processes; Experience in developing and implementing an evaluation that includes aspects of gender equity; Ability to ensure independence of each component of the evaluation; Experience working civil society organisations,  working/coordinating with government; Previous experience in writing Evaluation Reports for international donors; Excellent social, communication, advocacy and presentation skills; Experience working effectively with people of different social backgrounds; Previous work experience with UN organizations will be considered as an advantage; Excellent computer skill.

Language:

Fluency in English (written and spoken); Knowledge of local language will be considered as a distinctive advantage.

Program Coordinator, Program (Senior) Manager, Process & Quality Manager, Construction Manager

The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo with an annual budget of approximately US$ 80 million and over 1000 staff. Together with Care International, they are implementing a large scale Community Driven Reconstruction program in the Eastern part of the country.

Funded by the UK Department for International Development and with a budget of 150 million USD, this seven-year CDR program aims at supporting more than 1800 villages to improve socio-economic conditions and increase understanding of and demand for good governance. Tuungane is the largest program of its kind within the IRC network globally. The current program will continue through 2014.

SCOPE

IRC is currently looking for talented, experienced, bilingual and motivated persons to be involved in this ambitious program. We are specifically looking for: Community Development Reconstruction (CDR) Coordinators, CDR (Senior) Managers, CDR Process & Quality Managers, and CDR Construction Managers

Please note: Interested applicants will be part of our talent pool should a position becomes available during the year.  All positions will be based in Eastern DR Congo in the following either of the IRC offices: Goma, Bukavu, Kalemie or Lubumbashi.

RESPONSIBILITIES

For CDR Provincial Coordinators :

Lead the overall management of the program at the provincial level;Lead and implement the planning process in order to achieve the objectives determined by the national coordination of the program;Lead the financial management of the program, including budget monitoring and development of accurate spending plan;Provide leadership and management oversight to the provincial CDR team;Ensure timely and accurate reporting (narrative and financial).

For CDR Provincial (Senior) Managers. :

Assist the coordinator in the management of the program;Ensure the day-to-day operational management of the activities;Manage the field programmatic team; provide leadership and supervision;Ensure the supervision and the assessment the quality of program activities in the field. This implies regular visits to the sites;Supervise and improve the monitoring and evaluation process of the activities.

For CDR Provincial Process & Quality Managers :

Monitor, assess and maintain the quality of the programmatic activities in the field through regular field visits and the implementation of quality controls and team trainings;Reinforce field staff’s adherence to and understanding of Tuungane protocols through trainings and diffusion of relevant material;Coordinate the methodological coherence of the program through the creation and update of training modules, field guides, guidelines and toolkits for the implementing teams;Directly supervise the CDR M&E Advisor and CDR Sector Specialists, including the planning of activities, formulation of performance management plans and evaluations.

For CDR Provincial Construction Managers :

Manage the construction team; provide leadership and supervision;Supervise the quality and accuracy of BOQs and drawings for small scale projects;Supervise all call for tender and ensure the process is transparent;Ensure adequate supervision of all ongoing constructions;Ensure a comprehensive monitoring mechanism is set up including site books, visual and written reports and copies of all key documents on sites (plans, contracts,..).

REQUIREMENTS

Master or Bachelor in related field demonstrating outstanding academic achievement;Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies;Excellent human resource management skills and interpersonal skills;Substantial overseas experience in conflict or post-conflict context (ideally in Africa);From 2 to 4 years of work experience in a related field. Previous experience with governance program would be preferable;Strong computer skills (Excel, Word, PowerPoint, and Outlook); Motivated, positive individual who likes to take initiative;Ability to travel frequently to project sites for monitoring visits, include remote areas, in eastern DRC;Fluency in French and English is required. Knowledge of Swahili is an asset.

Manager Qualité RRMP/ RRMP Quality Manager

An English Description Will Follow:

Le Manager Qualité RRMP (Réponse Rapide aux Mouvements de Population) – est responsable du suivi permanent des interventions d’urgence, du renforcement des capacités de l’équipe d’urgence et de s’assurer que les questions transversales comme le genre ou la protection dans toutes les interventions sont prises en compte. Le Manager Qualité RRMP sera basé à Kalemie mais passera au moins 50% de son temps sur différents terrains au Katanga.

RESPONSABILITES

Evaluation des besoins:

Se positionne en tant que leader dans la conception des outils et méthodologies pour les évaluations multisectorielles afin d’identifier les besoins des populations dans les situations d’urgence.Conduit les missions terrain (faites par le RRMP ou d’autres agences) pour appliquer les méthodologies mentionnées ci-dessus et identifier la situation humanitaire dans des zones spécifiques.Assure un reporting précis, exhaustif et dans les délais des résultats des évaluations aux agences partenaires.Assure une présentation complète des résultats des évaluations multisectorielles à la communauté humanitaire (clusters).

Monitoring:

Joue un rôle de leader, en étroite collaboration avec le Coordinateur RRMP ainsi qu’avec le Manager des Opérations, dans la conception des outils et des méthodologies pour le suivi et l’évaluation des activités d’assistance humanitaire mises en place.Joue un rôle de leader, en étroite collaboration avec le Coordinateur RRMP ainsi qu’avec le Manager des Opérations, dans la mise en Å“uvre des missions de suivi et évaluation des activités du (NFI& Wash) au niveau du terrain.S’assure que les données Suivi et Evaluation  collectées sont utilisées pour mettre à jour continuellement et améliorer les standards techniques.

Renforcement des capacités:

Basé sur les résultats des évaluations systématiques du RRMP, concevoir et appliquer les modules de formations pour renforcer les capacités techniques de l’équipe d’urgence afin de leur permettre de mieux atteindre les standards qualités et donc être en conformité avec le cadre programmatique IRC et les autres documents de référence.Identifie les formations externes et les opportunités d’apprentissage pour l’équipe d’urgence IRC qui répondent à leurs principaux besoins suite aux faiblesses identifiées à travers le monitoring des interventions RRMP.

Mainstreaming Protection:

Joue un rôle de leader, en étroite collaboration avec Coordinateur RRMP ainsi qu’avec le Manager des Opérations, dans la conception et la mise en Å“uvre de stratégie pour systématiquement impliquer des thèmes transversaux tels que le genre ou la protection dans les interventions d’urgence de IRC

Reporting:

Travaille en étroite collaboration avec le Gestionnaire des Subventions pour assurer un reporting de qualité et dans les délais.

Cette position est directement supervisée par le Coordinateur RRMP et collabore étroitement avec le Manager des Opérations RRMP, le Manager RH/Administration et le Gestionnaire des Subventions.

PRE-REQUIS

Diplôme Universitaire, de préférence un Master dans les domaines relatifs aux Relations Internationales ou les Etudes du Développement.Minimum de deux ans d’expérience à l’étranger, de préférence dans un contexte d’urgence dans une organisation internationale humanitaire.Courant en français et anglais nécessaireExcellent leadership, gestion du programme, compétences organisationnelle, interpersonnelles et en communication.Doit être capable de travailler de manière autonome tout en étant un bon meneur.Capacité à vivre et à travailler dans un environnement stressant et instableCapacité à mener plusieurs activités à la fois, à improviser, à être flexible et à montrer une sensibilité culturelle. 

Situation Sécuritaire/ Logement:

La situation sécuritaire au Katanga est volatile et est caractérisée par des conflits latents mais persistants entre différents groupes armés et des crimes plus généraux. Des mesures sécuritaires sont en place (gardiens, restrictions de mouvements, système de communication, etc..). Les expatriés IRC vivent en maison partagée. Cette position est non-accompagnée.

The RRMP Quality Manager (Réponse rapide aux mouvements de population) is responsible for the systematic needs assessment, monitoring of emergency interventions, capacity-building of emergency relief staff, and the mainstreaming of cross-cutting issues such as gender and protection in all emergency interventions. The RRMP Quality Manager will be based in Kalemie, but will spend at least 50% of her/his time in various field locations in Katanga.

RESPONSIBILITIES

Needs assessments:

Plays a leading role in design of tools and methodologies for multisectoral assessments to identify the needs of populations in emergency situations;Leads fields missions (by RRMP or several agencies) to apply the above-mentioned methodologies and assess the humanitarian situation in specific areas;Ensures timely, accurate and comprehensive reporting of assessment findings to partner agencies.Ensure full-fledged presentations of the finding of the multisectoral assessment to humanitarian community (Clusters);

Monitoring:

Plays a leading role in close coordination with the RRMP Coordinator and the Operation Manager in design of tools and methodologies for the monitoring of the implemented humanitarian assistance activities;Plays a leading role, in close coordination with the RRMP Coordinator and the Operation Manager in the implementation of monitoring mission of RRMP activities (NFI, Wash) at field level.Ensures that collected monitoring data are used to continuously update and improve technical standards.

Capacity building:

Based on the findings of the RRMP’s systematic monitoring, designs and applies training modules to build the technical capacity of the emergency relief team to enable them to better meet quality standards and thus comply with the IRC’s program framework as well as other reference documents.Identifies external training and learning opportunities for IRC’s emergency relief staff that respond to key needs in terms of capacity building to address weaknesses identified through monitoring of RRMP interventions.

Protection Mainstreaming

Plays a leading role in, in close coordination with the RRMP Coordinator and the Operation Manager, the design and implementation of strategies to systematically mainstream cross-cutting issues such as gender and protection into IRC’s emergency relief interventions.

Reporting:

Works closely with the Grants Manager to ensure timely and quality donor reporting.

This position reports the RRMP Coordinator and collaborates closely with the Operation Manager, the HR/Admin Manager and the Grants Manager. 

REQUIREMENTS

University degree; preferably an advanced degree in an appropriate field such as International Relations or Development Studies.Minimum of 2 years overseas experience, preferably in emergency settings and with international humanitarian organizations.Fluency in both French and English required.  Excellent leadership, program management, organizational, interpersonal and communication skills.Must be able to work independently while being a strong team player.Ability to live and productively work under stress and in insecure and harsh environments.Ability to multitask, to improvise, be flexible and show cultural sensitivity.

Security Situation / Housing:

The security situation in Katanga is volatile and is characterized by latent but persistent conflict between different armed groups as well as more general crime. Security measures are in place (guarded compounds, movement restrictions, communication systems, etc). IRC expatriate staff live in team houses. This position is unaccompanied.
