International Expert to Support Confidence Building Initiatives in the Areas of Business and Local Development - Chisinau, Moldova and Study Trips to Cyprus*
Education:
Bachelor's degree in international relations, conflict resolution, political science, economics or a related discipline.Experience:
At least 5 years of proven practical experience and/or senior advisory role in confidence building projects, conflict resolution or conflict analysis;Proven experience and familiarity with the Cyprus peace process;Proven familiarity with the Moldovan-Transnistrian setting; knowledge and in-depth understanding of the working environment, its sensitivities, economic and political challenges, ability to build solid ground for joint work between the two sides are strongly desirable;Proven international expertise in negotiation processes, peace building, mediation, etc.;In-depth understanding of the issues related to confidence building in the field of economy, business local development;Language:

Interested individual consultants must submit the following documents/information in English to demonstrate their qualifications:
Proposal:
Letter of Interest explaining why he/she is the most suitable for the work;Provide a brief methodology on how he/she will approach and conduct the work.Financial proposal;
Personal CV including past experience in similar projects and the contact details of at least 3 reference persons.
Financial proposal
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fee per day, travel costs, per diem, visa costs (if required), etc.). Please see below the recommended structure of the financial offer.
Travel
All envisaged travel costs must be included in the financial proposal. Expected travel during the assignment period includes at least 2 trips to the Duty Station (two preparatory meetings in Chisinau, two de-briefing meetings in Chisinau) and one trip to Cyprus per each of the thematic groups involved (2 trips in total). In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the SCBM Programme Manager and Individual Consultant, prior to travel and will be reimbursed.
Recommended Structure of the Financial Offer:

Communication and Outreach Officer vacancy - Moldova Social Innovation Hub Project - Chisinau
The Communication and Outreach Officer works in close collaboration with the Research Officer, and the Team of the Projects Implementing Unit , as well as other project teams in the Country Office (CO) for effective achievement of results, anticipating and resolving complex programme/project-related issues and information delivery.
The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
Summary of Key Functions:
The Communication and Outreach Officer, under the overall supervision and guidance of the Policy Specialist and in close cooperation with the e-Government Center of Moldova, will be responsible for managing the successful implementation of communication and outreach activities of the Innovation Hub. The Communication and Outreach Officer may coordinate short-term experts’ activity.
The incumbent will ensure the provision of development services and products (commensurate with the scope of the project) of the highest quality and standards to national counterparts and clients. The Officer is expected to identify, develop, test and deliver prototypes, projects and programmes that support practical innovation in defined fields, including modernization of public service design and delivery, in close collaboration with external partners.
More specifically, the Officer will perform the following functions:
Co-manage, with the Research Officer, the day-to-day operations of the InnoHub;Be responsible for the implementation of the Project work plan according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UNDP rules, regulations and procedures;Assume full responsibility for and manage effectively and efficiently all InnoHub communications and outreach activities and resources (human, financial, physical / material assets, etc) in order to meet expected results;Develop, together with the Research Officer, the InnoHub activity and procurement work plans as well as budgets based on expected outputs, develop and submit to the UNDP Policy Specialist periodical activities and other reports;Identify the most interesting innovations applicable to the development sector in Moldova and outreach for the relevant actors, as well as respond to requests from colleagues for research in defined fields;Identify target audiences and develop and implement strategies for engaging and influencing them;Develop InnoHub’s online community, by engaging with stakeholders via social media and other venues;Manage InnoHub’s social media accounts;Provide analytical, and administrative support in the delivery of events, workshops and seminars, as well as prototyping;Maintain the evidence of workshops and seminars delivered in support of Hub’s concepts, Government counterparts and UNDP colleagues; as well as evidence of networking and outreach activities undertaken to increase Hub’s footprint in social innovation field in the country;Ensure that InnoHub “works out loud” to ensure visibility, outreach and presentation of results of InnoHub’s activities; ensure increased hits on the website and reach of the social media accounts, as well as evidence of visual content;Support UNDP Policy Specialist in mainstreaming innovation into UNDP programming;Support enhancing the activity of InnoHub, and promotion of innovation among UNDP staff more broadly;Use the previous experience with design thinking, gaming for development and behavioral science to support scaling up these initiatives in the public sector;Build partnerships with non-traditional development players (start-ups, incubators, bottom-up citizens’ initiatives, etc.) and lead in Hub’s outreach activities;Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintain an optimum level of knowledge by continuous learning.Develop Final Evaluation notes after the piloting of each approach/project (results achieved, lessons learned, recommendations for similar future projects).

EPLO is currently searching for qualified candidates for the upcoming EU-funded project "Project to Support the Pre-Trial Investigation, Prosecution and the Defence Set-Up in Moldova" (Ref. EuropeAid/135322/DH/SER/MD)
OVERALL OBJECTIVE - To accelerate the sustainable reform of the justice sector in Moldova and to increase the efficiency of the judiciary and other agencies in the justice chain.
PURPOSES - · To contribute to the growth of the efficiency of pre-trial activities of investigation and prosecution and defence particularly in the context of the reforms proposed in the Justice Sector Reform Strategy and Action Plan; · To support redefinition of institutional and procedural set-up for the pre-trial stage, resulting in ‘more efficient evidence collection, detection and prosecution of crime’, while ‘respecting human rights and fundamental freedoms’; · To contribute to a more effective independent and specialized ‘investigation of ill-treatment and other abuses committed by law enforcement officials; · To support the consolidation of capacity of prosecutors, criminal prosecution officers and defence lawyers to ‘perform their work by applying modern and efficient methodologies’.
RESULTS - 1. Coordination of actions implementation provided by the Strategy within and between key stakeholders acting in criminal justice sector is supported until institutional capacity is established and strengthened; 2. A system for evaluation of effectiveness in implementation of criminal prosecution policies created as well as institutional and functional capacities of stakeholders acting in criminal justice sector build and developed to ensure efficiency of pre-trail activities of investigation; 3. An effective system to prevent and examine procedural abuses by prosecutors and law enforcement officers is established and its personnel is properly trained; 4. Modern and efficient investigative methods and techniques of criminal case management are introduced; skills developed, institutional capacities build and strengthened (legislative framework improved, procedures developed, personnel trained including through their specialisation, and equipment introduced); 5. Tools to improve analytical phase in crimes investigation process are introduced (methods to work with statistical data for crimes investigation developed, skills in criminological situation analysis and crime prevention trained); 6. The safeguards, legal practices and policies introduced to protect human rights and fundamental freedoms of suspects, accused, defendants as well as victims and effective checks and balances mechanisms to ensure their compliance, as well as prosecutors and law enforcement officers trained; 7. Zero tolerance with respect to the corrupted behavior within the justice sector, which includes both prevention and criminal prosecution of large-scale corruption, is promoted and implemented; 8. E-justice management and information systems introduced, operational and compatible with systems introduced into the judiciary, supporting case management and the generation of data for evidence based policy decisions.
LOCATION: The main project location will be Chisinau.
DURATION: The period of implementation of the contract will be 30 months.
WORKING DAYS: minimum 125 days, 90% in-country.
REQUIREMENTS
Qualifications and skills:
· University degree in communication or equivalent academic qualifications; · Good communication skills, with the ability to transfer understanding of complex procedures to non-specialists; · Proficiency in written and spoken English; knowledge of Romanian or Russian is an asset.
General professional experience:
· Previous experience in coordination and dissemination of major reform policies and programmes to institutional stakeholders, as well as to the civil society and the general public; · Direct experience in design and application of monitoring and evaluation mechanisms of sector reforms; · Familiarity with the justice sector mechanisms and institutional responsibilities in the European neighbourhood and CIS countries; · Familiarity with design of awareness raising (including media) campaigns to support justice sector reform programmes.
Specific professional experience: · Direct experience in design of justice sector reforms, its coordination, monitoring and communication, involving institutional, personnel, and policy issues; preferably within an EU member state.
