International Expert to Support Confidence Building Initiatives in the Areas of Business and Local Development - Chisinau, Moldova and Study Trips to Cyprus*

Education:

Bachelor's degree in international relations, conflict resolution, political science, economics or a related discipline.

Experience:

At least 5 years of proven practical experience and/or senior advisory role in confidence building projects, conflict resolution or conflict analysis;Proven experience and familiarity with the Cyprus peace process;Proven familiarity with the Moldovan-Transnistrian setting; knowledge and in-depth understanding of the working environment, its sensitivities, economic and political challenges, ability to build solid ground for joint work between the two sides are strongly desirable;Proven international expertise in negotiation processes, peace building, mediation, etc.;In-depth understanding of the issues related to confidence building in the field of economy, business local development;

Language:

Fluency in Englisn;Knowledge of Russian language is a strong advantage.

Application procedure:

Interested individual consultants must submit the following documents/information in English to demonstrate their qualifications:

Proposal:

Letter of Interest explaining why he/she is the most suitable for the work;Provide a brief methodology on how he/she will approach and conduct the work.

Financial proposal;

Personal CV including past experience in similar projects and the contact details of at least 3 reference persons.

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fee per day, travel costs, per diem, visa costs (if required), etc.). Please see below the recommended structure of the financial offer.

Travel

All envisaged travel costs must be included in the financial proposal. Expected travel during the assignment period includes at least 2 trips to the Duty Station (two preparatory meetings in Chisinau, two de-briefing meetings in Chisinau) and one trip to Cyprus per each of the thematic groups involved (2 trips in total). In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the SCBM Programme Manager and Individual Consultant, prior to travel and will be reimbursed.

Recommended Structure of the Financial Offer:

Consultancy fee per day;Travel costs: roundtrip to Chisinau; roundtrip to Cyprus;Daily allowance for Chisinau/Cyprus;Visa costs (if required);Other (please specify if relevant).

Office Assistant of SYSLAB Centre in Balti: Innovative Entrepreneurship for Sustainable Employment (SYSLAB) - Chisinau

The development of human capital is viewed as a prerequisite for an inclusive and sustainable economic growth. Moreover, it is increasingly seen at the cornerstone for both advanced and emerging economies seeking to speed up economic development and address the challenges posed by the global economic crisis.
From the development perspective, the labor plays critical role for Moldova’s socio-economic modernization, as it is one of the few resources available in the country. However, long hailed as a country with abundant labor resources, Moldova has increasingly found that labor (mostly as quality, but also quantity) has become its major development constraint , with Moldova’s labor endowment suffering considerably in the last two decades. The prospects for the quantity of labor force available in the future are not necessarily brighter given continuous outward migration and dire demographic outlook.
This loss in the labor force was only partly offset by the improvements in the labor productivity, which remained the lowest in the CEE and Western CIS region . Capital and skill endowments are amongst chief determinants of the labor productivity . In their turn, the skill endowment is largely dependent not only on the quality of the country’s education system, but also on training programs provided by various institutions.
The Innovative Entrepreneurship for Sustainable Employment Project was designed to establish career centers in four most important regions of Moldova with the goal to train and assist qualified unemployed and graduates in obtaining relevant employment in Moldova, preventing brain-waste, as well as brain-drain, and supporting economic growth of the country. SYSLAB training centers were already established in Chisinau, Rezina and Cahul. Two further centers will be opened in Balti and Comrat.
For the training Centre to be established in Balti, one head of the Centre, one  career advisor and assistant will be hired to manage and coordinate Centre’s activities.   

FOCUS OF THE SYSLAB PROJECT
The Project is designed to establish career centers in four most important regions of Moldova with the goal to train and assist qualified unemployed and graduates in obtaining relevant employment in Moldova, preventing brain-waste, as well as brain-drain, and supporting economic growth. One training center was already established in Chisinau and Rezina. Two more centers will be established in the regions.

The Project will achieve the following objectives:

Provide new technologies to labor market authorities;Provide motivated labor force to private and public sectors;Give graduates a better chance for relevant employment in Moldova;Give unemployed improved employability.

Overall, the project shall contribute to the development, adaptation and implementation of new tools (technology and methods) for career development, job search and entrepreneurship in Moldova.
The Career Centers will focus on:

new graduates, in order to prevent them from unemployment and to create job opportunities, and hence reduce/prevent brain-drain;unemployed irrespective of age, gender, ethnic background or education or work experience;returning migrants.

In achieving the project goals, the gender balance aspect will be taken into consideration, offering equal opportunities to both women and men to benefit from the Centers’ services.
The center to be established in Balti will have 3 people as permanent staff. The center will focus on highly qualified unemployed, young graduates and returning migrants. It will offer a classic SYSLAB Center, entrepreneurship training, job-seeking courses and individual career guidance.

International Consultant on Development of Climate Change Adaptation Sector Specific Policies - Home-based, with 2 missions to Chisinau

The Republic of Moldova’s economy, population, and environment are highly vulnerable to climate variability and change. According to a range of studies, including the Republic of Moldova’s Second National Communication and Third National Communication  under the United Nations Framework Convention on Climate Change (UNFCCC) and the 2009/2010 National Human Development Report, the impacts of climate change are expected to intensify as changes in temperature and precipitation affect economic activity.

Responding to the risks posed by climate change requires a coordinated and concerted effort on the part of the Government of Moldova. The three year project “Supporting Moldova’s National Climate Change Adaptation Planning Process” supported by the Austrian Development Cooperation (ADC) with funding from the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management and implemented by UNDP Moldova in partnership with the Ministry of Environment and its Climate Change Office, is responding to this need.

The overall goal of the project is to ensure that Moldova has a system and capacities in place for medium- to long term adaptation planning and budgeting with the overall aim to reduce vulnerability of the population and key sectors to the impacts of climate change. The main project objective is to support Moldova to put in place its National Adaptation Planning process contributing to and building upon existing development planning strategies and processes and to implement priority adaptation actions.

This assignment will contribute to attainment of the Output 1 of the Project, which aims at developing country-driven, gender-sensitive and participatory National Adaptation Plan as well as an institutionalised, iterative adaptation planning process, taking into consideration vulnerable sectors, groups, communities and ecosystems and should engage all relevant stakeholders.

The Project will contract an International Consultant on policy development in Forestry (Silviculture) sector with knowledge in climate change adaptation (CCA) to support the national team of Forestry sector of Moldova (national consultants and Forestry sector working group, relevant stakeholders) to develop the Draft of Climate Change Adaptation Strategy (CCAS) and Action Plan of Forestry sector of Moldova for 2015-2025 as part of country’s efforts to address the growing challenge of climate change.  The Strategy and its Action Plan will contribute to developing sector’s capacity to adapt to climate change and reduce the costs of adaptation, where possible.  During the previous activities under the NAP Project Forestry sector was top rated by national consultants and stakeholders to receive further Project support in developing sector specific climate change adaptation policy.

Agency Moldsilva is the central public administration body on state policy in forestry and hunting in the country. The general task of the Agency is to implement the constitutional prerogatives and international ratified obligations of the Republic of Moldova on development, promotion and implementation of its policy in forestry, directed on the international trends of socio-economic sustainable development, rural development, rural employment, sustainable forestry, development, guarding, forests and wildlife protection, maintenance and conservation of biodiversity, professional training, access to environmental benefits and forestry research and education.

Agency Moldsilva is subordinated directly to the Government of the Republic of Moldova and performs its activity according to Governmental decision Nr. 150 from 02.Nr.150 from 02.03.2010.

The development of CCAS for Forestry sector of Moldova should be done in line with the provisions set out in national legislation (see below). While developing sectoral policy according to the national regulations is an important part of the assignment, considerations should be paid to EU regulations in relation to CCA policies of Forestry sector. As adaptation planning within Climate Change Adaptation Framework developed by the NAP Project is foreseen as an iterative process, it is envisaged that sectoral plans, including that of Forestry sector will be reviewed and updated every 4years.

Development of sectoral CCA policy documents will be done in an open, transparent, and inclusive manner, through intensive consultations with Forestry sector stakeholders. The process will allow for inputs from all relevant stakeholders, particularly those, who will be expected to play a key role in implementing the actions under the Action Plan. Policy decisions taken at sector level potentially, may also affect other sectors indirectly,  therefore, interested organisations form other relevant sectors will be consulted, as planned adaptation measures may require cross-sector stakeholders engagement thus, ensuring  that interdependencies are understood and effectively considered in policy and planning processes  of Forestry sector.

Development of Forestry sector CCA Strategy will consider the findings and results of sector NC assessment undertaken under NAP Project, in particular climate change impact on Forestry sector, vulnerabilities, risks/opportunities, barriers to implement CCA and measures to overcome them,   along with other relevant climate change studies and reports undertaken in the sector and at the national level.

It is expected  that the IC will contribute not only to the development of the CCA sector Strategy and its Action Plan, but also providing support  during Government  submission procedure, (particularly in developing the Promotion Note), while the working group of Agency Moldsilva retains primary responsibility for submission procedure. Development of CCA Forestry sector Strategy and its Action Pan it is seen as an important step that complements the work on CCA mainstreaming in other priority sectors of NAP Project.

Communication and Outreach Officer vacancy - Moldova Social Innovation Hub Project - Chisinau

Under the overall guidance and supervision of the UNDP Portfolio Manager, the Communication and Outreach Officer contributes to the effective and efficient implementation of the Social Innovation Hub. The incumbent applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

The Communication and Outreach Officer works in close collaboration with the Research Officer, and the Team of the Projects Implementing Unit , as well as other project teams in the Country Office (CO) for effective achievement of results, anticipating and resolving complex programme/project-related issues and information delivery.

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Summary of Key Functions:

The Communication and Outreach Officer, under the overall supervision and guidance of the Policy Specialist and in close cooperation with the e-Government Center of Moldova, will be responsible for managing the successful implementation of communication and outreach activities of the Innovation Hub. The Communication and Outreach Officer may coordinate short-term experts’ activity.

The incumbent will ensure the provision of development services and products (commensurate with the scope of the project) of the highest quality and standards to national counterparts and clients. The Officer is expected to identify, develop, test and deliver prototypes, projects and programmes that support practical innovation in defined fields, including modernization of public service design and delivery, in close collaboration with external partners.

More specifically, the Officer will perform the following functions:
Co-manage, with the Research Officer, the day-to-day operations of the InnoHub;Be responsible for the implementation of the Project work plan according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UNDP rules, regulations and procedures;Assume full responsibility for and manage effectively and efficiently all InnoHub communications and outreach activities and resources (human, financial, physical / material assets, etc) in order to meet expected results;Develop, together with the Research Officer, the InnoHub activity and procurement work plans as well as budgets based on expected outputs, develop and submit to the UNDP Policy Specialist periodical activities and other reports;Identify the most interesting innovations applicable to the development sector in Moldova and outreach for the relevant actors, as well as respond to requests from colleagues for research in defined fields;Identify target audiences and develop and implement strategies for engaging and influencing them;Develop InnoHub’s online community, by engaging with stakeholders via social media and other venues;Manage InnoHub’s social media accounts;Provide analytical, and administrative support in the delivery of events, workshops and seminars, as well as prototyping;Maintain the evidence of workshops and seminars delivered in support of Hub’s concepts, Government counterparts and UNDP colleagues; as well as evidence of networking and outreach activities undertaken to increase Hub’s footprint in social innovation field in the country;Ensure that InnoHub “works out loud” to ensure visibility, outreach and presentation of results of InnoHub’s activities; ensure increased hits on the website and reach of the social media accounts, as well as evidence of visual content;Support UNDP Policy Specialist in mainstreaming innovation into UNDP programming;Support enhancing the activity of InnoHub, and promotion of innovation among UNDP staff more broadly;Use the previous experience with design thinking, gaming for development and behavioral science to support scaling up these initiatives in the public sector;Build partnerships with non-traditional development players (start-ups, incubators, bottom-up citizens’ initiatives, etc.) and lead in Hub’s outreach activities;Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintain an optimum level of knowledge by continuous learning.Develop Final Evaluation notes after the piloting of each approach/project (results achieved, lessons learned, recommendations for similar future projects).

International Consultant on Legal Framework for the Access to the Railway Market and Safety on Railways - Chisinau

Academic Qualification
 Bachelor's degree in the field of transport or other relevant field;Bachelor's degree or Master’s degree in Law would be an advantage.Experience
Minimum 15 years of work experience in the railway area;Experience in transposing EU requirements in the area of shipping and port operations;Minimum 7 years specific experience in implementation of EU requirements (1st., 2nd and 3rd “Railway packages”) in national legislation and/or relevant work experience at high level positions in governmental institutions responsible for access to the railway market and safety on railways in EU countries;Knowledge of and experience in assisting government institutions within projects funded by international organizations in the region, candidate or EU member states would be an asset.Language requirements

International Consultant on Legal Framework for the Roadworthiness Tests for Motor Vehicles and their Trailers - Chisinau

Relations between the Republic of Moldova (RM) and the European Union (EU) formally started with the signing of the Partnership and Cooperation Agreement (PCA) in 1994 that entered into force in 1998. The PCA established the basic principles of cooperation between RM and EU and was designed for a 10 year period.

The Partnership and Cooperation Agreement will soon be replaced by an Association Agreement which includes a Deep and Comprehensive Free Trade Area (DCFTA). The documents provide for political association and economic integration and have been initialed in Vilnius in November 2013.

For the Republic of Moldova the AA represents a reform agenda which is based on a comprehensive program of legal harmonization with EU norms.

Exceeding the classical arrangements of free trade, DCFTA provides not only a mutual opening of markets for most goods and services but requires a gradual rapprochement of norms and standards such as quality standards and rules, sanitary rules, intellectual property rights, trade facilitation, public procurement and competition, energy trade and other.

Except for European Economic Area and EU candidate states, never before has the EU opened its internal market to such an extent to a third country. This reality is possible due to the commitment of the Republic of Moldova to take over the acquis communautaire.

In exchange to effective implementation of EU legislation Moldova will gradually become part of the EU internal market.

A deeper economic integration through DCFTA will boost the country's economic growth, will create business opportunities and promote real economic modernization and integration into the EU. The direct result of establishing free trade area with EU is that citizens will benefit from higher quality and safer goods and services while manufacturers will be supported to access international markets.

UNDP and its international partners are committed to assist Moldova, through technical and financial assistance, in promoting costly legal and institutional reforms that DCFTA entails. 

The Project “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration (MFAEI)” aims at strengthening the institutional capacity of the MFAEI as lead institution in the AA negotiation process.

In the same context, the Project seeks to contribute to developing EU integration capacities of key line ministries through aligning relevant policies, administrative and institutional arrangements, legislation, procedures and best practices to EU standards and requirements.

Roadworthiness tests for motor vehicles and their trailers in the Republic of Moldova are performed by 76 vehicle testing centers. All of them are private owned and authorized and supervised by the Ministry of Transport and Road Infrastructure (MTRI) and National Road Transport Agency. The Government Decision Nr.1047 from 8.11.1999 provides legal framework for roadworthiness tests and describes the procedures and requirements.

Many of the requirements of the Directive 2009/40/EC are already met in Government Decision Nr.1047. MTRI started to prepare amendments to this Decision and Law Nr.131 on Road Traffic Safety to ensure full compliance with the Directive 2009/40/EC. In addition, there is a need to specify the requirements for the technical condition of vehicles and equipment and the requirements for the assessment because no such requirements are specified in the Moldovan legislation.

Technical assistance to the Ministry of Transport and Road Infrastructure and National Road Transport Agency (hereinafter – the Beneficiaries) is needed to revise existing legislation and draft amendments prepared, revise operational practice of the Beneficiaries and prepare necessary legislative and operational acts for the full compliance with the EU requirements (Directive 2009/40/EC) and best practices in this field.
