Context:
Under the direct supervision and direction of the IOM Central African Republic (CAR) Head of Office
(HoO), in coordination with the IOM Dakar Regional Field Security Officer (RFSO), and with
technical and policy support from the IOM Head of the Staff Security Unit (SSU), the Field Security
Officer (FSO) is responsible for all aspects of safety and security management for IOM CAR.  This
includes implementing the IOM Safety and Security Policy and the policies and procedures of the
United Nations Department of Safety and Security (UNDSS) in accordance with  the  UNDSS-IOM 
Memorandum  of  Understanding  (MOU);  and  enabling  the  effective conduct of IOM activities
while ensuring the safety, security and well-being of IOM personnel as a high priority.

The FSO will develop, recommend and implement appropriate safety and security procedures related to
the protection of IOM staff, its assets and programme operations. Specifically, the FSO will assist
in establishing and maintaining an appropriate level of security awareness throughout the mission
and its programmes.

Core Functions/ Responsibilities:


1.      Establish and maintain effective communication networks, with other international
organizations,  government  and  partner  security  services  in  the  country,  and  the  UNDSS
concerning all aspects of mission/programme safety and security.

2.      Advise and assist the Head of Office on all safety and security management issues related
to the safe implementation of programs and the protection of personnel and assets.  Acquire
comprehensive operational understanding of the mission's programmes.

3.      Provide relevant tactical and situational analysis on potential threats and risks to
programme staff and operations.  Ensure that all relevant security information, including, but not
limited to SSU and UNDSS security advisories, are appropriately disseminated.

4.      Develop a close working relationship with the UNDSS CAR security cell and comprehensive
working knowledge of the UNDSS - IOM MOU as it relates to mission safety and security
responsibilities/management.

5.      Develop an operational understanding of the following UNDSS security protocols and
procedures: Minimum Operational Security Standards (MOSS); Minimum Operating Residential Security
Standards (MORSS); Country Security Risk Assessment (SRA); and the UN Security Policy  Manual.   
This  will  include  a  comprehensive working knowledge  of  various  UNDSS evacuation, emergency,
and security plans, ensuring that IOM personnel are integrated into these plans.

6.      Conduct facilities and operational security assessments and evaluations, monitoring country
and regional security threats and trends (in close coordination with the SSU Operations Centre) 
that  will  enable  effective  mission/programme  threat  and  risk  analysis;  including
preparation and implementation of the security management plan for IOM offices in CAR. Deploy to
high threat environments, including Bossangoa and other field locations, to implement the safety
and security strategy.

7.      As required, and in coordination with relevant security partners (UNDSS, MISCA, Sangaris),
develop and implement IOM specific emergency communications system, warden system, and evacuation
plans. To the extent possible, test these emergency plans to ensure they are functional, effective
and address the mission/programme requirements.

8.      Design programme-specific safety and security-related strategies, relevant standard
operating procedures (SOPs), program emergency and operational communications, and the
establishment of a concrete course of action for their implementation.

9.      Execute appropriate safety and security training programmes, including proper use of
available communication equipment and detailed security briefings for all mission staff, in a
professional and timely manner.    Coordinate with the IOM Dakar RFSO and UNDSS on all in-mission
security-related training matters, in efforts to ensure that IOM#s training procedures conform to
accepted SSU/UNDSS training standards.

10.    In coordination with the Head of Office and IOM SSU, initiate the preparation of the
Business Continuity Plan during emergency situations and recruit qualified security assistant(s)
for the various mission offices to manage programme safety/security objectives and dedicated
security assets in accordance with the implementation of the program#s safety/security work plan.

11.    Perform such other duties as may be assigned.

availability outside of regular hours to respond to challenges.

Emergency and Crisis


a)         works effectively in high-pressure, rapidly changing environments;      b)    coordinate
actions with emergency response actors and making use of coordination structures;      c) supports
adequate levels of information sharing between internal units,  cluster partners, IOM and other
emergency response actors;    d)    establishes and maintains effective relationships with
implementing partners;  e) makes correct decisions rapidly based on available information.




Required Qualifications and Experience


a)  completed advanced university degree from an accredited academic institution, preferably in
Political or Social Sciences, Law and /or Business Administration, Security Management or a related
field;   b)   five years of relevant professional experience (or seven years for candidates with a
first level university degree) in safety/security management;  law enforcement, preferably at an
international level;     c)  previous experience in United Nations missions, international
peacekeeping, humanitarian emergency operations, strategic security planning/analysis and advanced
security training with national or international security agencies or private organizations is
highly desirable;     d)  demonstrated ability to collaborate with police, military and government
officials on security matters;     e)     successful completion of the UN SMS Security
Certification Programme an advantage;     f)   proven ability to work under difficult physical
conditions and in a very stressful environment an advantage.


Languages

Fluency in English and French required.

Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Project
Coordinator, the successful candidate will be responsible for the implementation of the project
activities under the European Union (EU) funded "Voices from the Underground: Improving the
Protection and Advocacy Capacity of Migrant Mine Workers and their Families in Southern Africa".
The Project Officer (Labour Migration) will be responsible for implementing the day-to-day
activities  of  the  project  and  providing  technical  and  administrative  support  to  the 
project partners. S/he will work in close collaboration with other members of the project team in
Mozambique and South Africa.


Core Functions / Responsibilities:
1.      Oversee the timely start-up of the European Union Instrument for Democracy and Human Rights
(EIDHR) project. This includes finalizing logistical and administrative arrangements for the
project in coordination with project partners in Mozambique and South Africa, and ensuring

that work plans and other key project management tools are finalized.

2.      Finalize and manage subcontracts with technical and implementing partners in
Mozambique and South Africa.

3.      Ensure timely and effective implementation of project activities, identify problems and
propose action to expedite the delivery of inputs. Analyze progress and implementation and identify
and document significant project events, decisions, problems or deviations.

4.      Monitor and evaluate project activities, and as appropriate plan new features that add
value to the project's overall goals.

5.      Ensure timely and high-quality donor reports are submitted following endorsement by
Regional Office, IOM Brussels, and Manila Administrative Centre.

6.      Develop and maintain strong and regular liaison with the project partners and
stakeholders, including the Mozambican mine worker association (AMIMO), Lawyers for Human Rights,
IOM South Africa, the European Union Delegation in Pretoria, relevant governmental authorities, and
any other concerned agencies and working groups.

7.      Represent IOM Mozambique in the relevant coordination/working groups

8.      Contribute to the development of new labour migration projects in Mozambique.

9.      Undertake duty travel relating to the project, including liaison with counterparts in
Mozambique and South Africa, as required.

10.    Perform such other duties as may be assigned.

good knowledge of project development, administration and evaluation concepts and procedures;    e)
   proven expertise in the area of migration management;     f)   experience in liaising with
governmental authorities, international/national institutions and civil society organizations;  g) 
 previous experience working in an EU-funded project an advantage.
Languages
