Engineer, urban housing, two positions, SC (Community Based Approach to Local Development Phase-III) - Kyiv

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. First phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Vision of the urban component is to promote a) community based approach to strengthen municipal governance; b) community based approach to improve energy efficiency in urban housing through normal and optimal technical solutions; and (c) innovative governance practices and technologies in Ukrainian cities. Software Engineer (2 positions) - Dhaka

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the commonly known as A2Iprogramme, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching new integrated, interoperable e-government applications or tools; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

‘Access to Information II – e-Service delivery for transparency and responsiveness’ is going to recruit Software Engineer who will develop technological solutions working under e-Service Team. S/he will conduct a thorough study to identify the best technological options for the target population and ensure that the technological reality of the target population is properly incorporated in the plan, design, develop and implemented of the technology solutions.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.

Senior Software Engineer (SB3, 2 Positions) A2I Project, Phase II (Only Bangladeshi nationals are eligible to apply) - Dhaka

Summary of Key Functions:

•    Support National e-Service System (NESS) design, development & implementation all across the country  
•    Provide technical assistance and perform coordination role in development and implementation life cycle of different software and applications as a core technical team member of the e-service component.
•    Perform R&D tasks to explore new effective e-service solutions as innovative demonstration for the country.
•    Conduct system study, analysis, draft documents and design software
•    Lead in the critical areas of coding and help the  software engineers in software development  
•    Perform quality assurance task to follow the standards to be maintained in the every phases of software development life cycle.

•    Support e-service related policy formulation

Duties and responsibility:

•    Assist in designing NESS application, technical specification and standards including m-Services plan following the guidelines of National e-Governance Architecture ( NEA)
•    Provide necessary technical supports  in the BPR related activities to the Domain experts  for service to e-service transformation
•    Supervise the development teams and lead the critical areas of coding, advise software engineers during software development
•    Ensure technical standards and quality  in documentation, development , testing and implementation of different developed software in A2i
•    Assist IT Manager in planning for NESS and Other software design, development and implementation.   
•    Prepare nationwide NESS implementation Strategy and Plan in coordination with other team members of e-Service component
•    Develop the necessary business and system specifications
•    Lead the software engineer team for software development and provide necessary guidelines and support to ensure timely and quality development.
•    Provide guidelines and solution to the software engineers in the critical areas of coding and adapting them in new and updated technologies.
•    Lead in preparing all types of standard technical specification in different SDLC phases like URS, SRS,SDD etc.
•    Develop Terms of Reference , RFP, SRF for any outsourcing of project work
•    Carry out the technical evaluation and perform other activities for vendor selection
•    Maintain liaison, perform coordination activities and monitor execution of the outsourced project work.
•    Provide technical assistance in different e-Development policy formulation related under the guidance of Director (e-Service) and IT Manager
•    Provide necessary assistance and technical solution to the Domain Specialist (Field Admin) and Domain Specialist (Ministry/Directorate) at the time of study, analysis and design of any e-Service.

Impact of Results:

The key results have an impact on the depth and breadth of m/e-services delivery options provided by the government to minimize time, costs and user inconvenience through process simplification.

International Consultant, Independent Civil Engineer for Review of Detailed Technical Design

This position is required to review the Detailed Technical Design for remediation activities in Fushe-Arrez Mine site. Under the overall supervision of the Regional Programme Manager in UNDP Montenegro and in cooperation with the Ministry of Environment, Albania, the expert is to provide all measures to ensure the detailed technical design is of a high competency and standard, in accordance with all relevant international and national standard and requirements, and fully costed in line with realistic market prices for the region. Works will include tasks review of the detailed technical design related to the civil works, evaluation of associated risks, assessing the compliance with relevant construction codes, local laws related to civil works and other relevant standard, revision of technical drawings, Bills of Quantities (BoQs), cost estimates and other relevant documentation. The expert is also expected to prepare reports as required.

Key Results Expected (non-inclusive list):

For review of the detailed technical design the following activities will be required:

* To ensure and certify that the Final DTD meets the requirements established within the ToR and associated studies and is fit for purpose;
* To familiarize with the laws, rules and regulations regarding civil works in the country where the work is being conducted and ensure the DTD meets these as required;
* To review/revise technical drawings, specifications and Bills of Quantities (BoQ) of the necessary works prepared by the design company;
* To analyse measures, quantities, and description of each item of the BoQ;
* To analyse and review the unit rates/cost estimate in correlation with BoQs, provided by the design company, and to assess if these are realistic and in accordance with local market conditions;
* To provide written report/s (certification) whether the BoQ is compliant with the level of services required.
All reports are to be submitted in English. Any tables with functional and statistical analysis of data and diagrams should be prepared in Microsoft Office Excel and the drawings in sophisticated CAD software with high graphical design definition. The reports on the Detailed Technical Design should be submitted, both as hard copies and a copy in an electronic format.

A minimum of one 2-day visit to the site were works are to be executed is envisaged, in accordance with the DTD.

Timing and reporting: This position will cover a total of 21 working days (out of which approximately 2 working days envisaged for the visit to the site, as indicated above). The period over which these man-days will be realised are linked to the development of the DTD. As previously stated a draft version of the Main Technical Design is expected within a period of 5 weeks from the date of signing of the contract with an additional period of 4 weeks planned for incorporation of the relevant comments, suggestions and recommendations made by the reviewing consultant.

Reporting plan:

The reviewer will report to the UNDP Regional Project Manager based in the UNDP Montenegro.

Senior Structural/civil Engineer

Summary of key functions: In the execution of these duties and responsibilities the Senior Structural Engineer will report to the coordinator of the ELECT design and construction unit. Her/his day to day work will be guided by a senior international architect. S/he will work with a team of ten international/ national engineers in all the disciplines necessary to complete the above design work which will form the ELECT Design & Construction Unit (DCU). Summary of key functions:
* Responsible for the structural design for various projects, preparation of all drawings in AutoCAD, and drafting specifications, scopes of work and bills of quantities for IEC’s projects.
* Prepare structural designs, from draft design through to working drawings; prepare and coordinate structural specifications and compile the final design package (drawings, specifications, design analysis, design calculations, and bills of quantities) in close coordination and under supervision of the International Design Engineer.
* Prepare structural drawings - layouts, elevations and details drawings, including specification of building components and finishes.
* Be responsible for ensuring that all designs produced are in accordance with the requirements for completeness, accuracy, constructability, and compliance to 2009 or more recent seismic requirements of the International Building Code (IBC).
* Coordinate technical drawings with the International Senior Architect, in designing a building that meets applicable codes and standards, highly resistant to earthquake motion while providing the best combination of cost, construction efficiency and system durability available in Afghanistan.
* Evaluate the geotechnical reports, calculate foundation design loads and design analysis for main structural foundation members.
* Prepare and submit budget estimations on IEC HQ and provincial offices/warehouses projects.
* Meet individual project budgets and schedules.
* Attend and participate in design or pre-construction conferences and other meetings with IEC management / UNDP-ELECT management as necessary to establish design parameters.
* Conduct on-site meetings to assist in clarifying technical design elements as required
* Assist with tendering process;
* Contribute to the design of provincial offices and warehouses; security upgrades and buildings at the IEC HQ
* Coordinate quality control of construction activities
* Provide capacity building and training to the existing IEC engineering unit
* Information and reporting
* Any other duties and responsibilities as may be assigned by the supervisor. All activities and functions will be executed in close cooperation with the IEC and its respective departments.

Construction Engineer

The Project Engineer will be responsible for
(i) assessment new construction and rehabilitation work requests and
preparation of assessment reports including preliminary design and budget. (ii)
Provides technical input to the preparation of project proposals, and (iii)
execution of the construction & rehabilitation projects as undertaken by
UNOPS. The Projects include the construction of buildings, roads and community
infrastructure using contracted firms and community labourers.

Related specific responsibilities:

* Review
requests for new constructions and rehabilitation works, carry out
assessments and prepare reports with
recommendations for follow up actions;

with the project stakeholders, develop sustainable solutions with design
and estimates to seek funding approval for implementation

the Project Manager, with the technical input to the preparation of
tenders, during bid evaluation process and in the preparation of the

construction projects & make frequent inspections of selected
construction project to insure compliance with plan and specifications.

* Prepare weekly status report including

and pictures.

* Provide construction progress report
used to authorize payments.

are completed on time, within budget and to the required quality;

* Timely
actions on potential delays and/or cost overruns that can either be
prevented or mitigated are to be quickly reported with recommended
remedial actions for the Project Manager approval;

project / contracts related documentations such as periodic progress
reports, site monitoring reports, stake holder meeting minutes, Engineer’s
Instructions and Variation Orders, Contractor’s bills review reports,
certifications, client hand-over documents and contracts close-out
reports.

* Provide
training and technology transfer to national personnel and contractor’s
personnel and advise on good construction practices, good environmental
management practices, and appropriate health and safety standards during
construction;

* Represent
UNOPS in project implementation activities, as directed by the Project
Manager, and ensure that UNOPS procedures and the standards are adhere to all project implementation activities

Construction Supervisor will report directly to UNOPS Project Manager.

Education

* Bachelor degree in Civil
Engineering or any other relevant field is required. Masters degree in the
same field is desirable.

Experience

* At least 5 years of experience in buildings and

* Fluency in spoken and written English and Arabic is required.

National Quality Assurance Engineer

Under the overall guidance and direct supervision of the Quality Assurance Engineer (international), the Quality Assurance will assist the supervisor to provide the necessary technical expertise for the project implementation ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies as per Myanmar National standards.

• The Quality Assurance Engineer will be responsible for the following duties and responsibilities; Assist the supervisor in the development, and subsequent oversight of project QA plans and protocols for construction, construction equipment and materials
• Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA requirements
• Assist the supervisor in overseeing and managing quality assessment of materials through regular and rigid laboratory tests and site visits
• Ensure specific quality standards are constantly met at all levels of construction projects
• Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate
• Review contractor practices and conventional methodologies and make recommendations where remedial action is required
• Work with site supervision consultant for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements
• Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications
• Providing technical advice and assistance to contractors to ensure that economical and quality materials are purchased
• Keeping record of all documentation regarding QA/QC
• Tracking and reporting all non-conformances to the supervisor
• Controlling all QA/QC related submissions of contractors to comply with the standard specifications
• Implementation and monitoring of quality assessments, preparing regular QA/QC reports on all construction activities
• Recommendation of solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory works
• Ensuring that Quality Control personnel conducting inspections, including site supervisors, are adequately trained and understand assignment limits, quality and time frames
• Ensure that all construction materials (steel, cement, sand, and gravel) are sourced by the contractor from the approved quarry sites or suppliers.
• Assist the Quality Assurance Engineer/ Infrastructure Specialist in the implementation of Quality Plans for the project to ensure specified quality of the work is achieved.
• During inspection of each site, monitor and collect appropriate field data to validate contractors’ compliance to cross-cutting issues (gender, environment, sustainability, health and safety on site, etc.) as stipulated in the contract and detailed in the construction work programme.
• Any other business as directed by supervisor

3-Specified academic courses: a combination of at least 4 years of college level education, training, and/or technical expertise that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph B above. The courses are fully acceptable toward meeting the requirements of a professional engineering curriculum.
4-Related curriculum: a bachelor's degree or higher-level degree in engineering technology or in an appropriate professional field (for example, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and at least one (1) full year of professional engineering experience that was acquired under a professional training program or under professional engineering supervision and guidance.

Experience required: In addition to meeting the Basic Education Requirement, applicants must also possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: 1) Experience reviewing plans, designs, and specifications for environmental projects and other projects ensuring environmental concerns are addressed; 2) Experience applying environmental engineering principals to planning, permit preparation/review, design, procurement, construction, and warranty phases of environmental projects; 3) Experience providing advisory, planning, and inspection services for environmental problems and projects, through application of public laws related to environmental engineering.

The mission of the Research & Development (R&D) Integration Division is to collaborate and coordinate with research organizations, industry, and academia to evaluate advanced concepts and proposed solutions through joint research and development projects supporting NextGen, National Airspace System (NAS) Enterprise Architecture, core research and development programs, and other FAA goals and objectives.

If you are the person selected for this position, you will be a member of the Unmanned Aircraft Systems (UAS) R&D portfolio team, charged with conducting research to support the safe and efficient integration of UAS into the NAS. As a leader and technical advisor in aviation programs, you will support the Division as the UAS External Partnership Lead directly responsible for proactively initiating and cultivating working relationships as well as agreements to leverage the UAS expertise of external stakeholders to meet FAA research requirements related to aviation safety and air traffic operations. You will often represent FAA as a senior UAS subject matter expert on projects, programs and other work activities. In addition, you will participate in the preparation of formal documentation as well as the presentation of plans, results, responses and recommendations to a variety of audiences including senior FAA management, Department of Transportation (DOT), Government Accountability Office (GAO), Office of Management and Budget (OMB), and Congress. Finally, you will collaborate and coordinate with other government agencies (e.g. NASA, DoD, DHS/CBP) and organizations (internal and external to FAA) within the UAS community.

In addition, you will apply experience and comprehensive technical knowledge applicable to your discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. You will define, organize, and assign resources to accomplish organizational objectives. You will allocate resources to accomplish large work activities within established schedules.

Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than 1st year physics & chemistry) in 5 of these 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience - college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2)a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. THE ADEQUACY OF SUCH BACKGROUND MUST BE DEMONSTRATED BY ONE OF THE FOLLOWING: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR evidence of having successfully passed the Engineer-in-Training (EIT) exam, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences AND in engineering that included the courses specified in paragraph 1; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, computer science, mathematics, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision.

In addition to the above, to qualify for this position at the J Band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I or FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: experience in aviation operations and identifying operational challenges in each of the following areas: general aviation, business aviation, air carrier, air cargo, unmanned Aircraft systems (UAS) and military aviation) and identifying the technologies that can be employed to improve operations in these areas.
