Gender Expert for Afghanistan's next National Human Development Report - Home-based & Kabul

Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Policy Unit: The Policy Unit (PU) provides policy advisory and research support to the Government of Afghanistan, UNDP Afghanistan, and the UN Country Team.  The work of the Unit is intended to strengthen the quality and coherence of UNDP contributions to national policy dialogue and the policy impact of UNDP programs and projects, while also supporting strategic partnerships and resource mobilization. 

 One of the core functions of the Policy Unit is coordinating and supporting nationally-led policy dialogues and research under which the next Afghanistan National Human Development Report(NHDR) is being prepared.The NHDR serves as a key policy study that sets a platform for debate with the government, civil society, business and academia.

The human development approach is about expanding and securing the choices and freedoms that enable people to live long and healthy lives, to be knowledgeable, and to enjoy a decent standard of living. This approach is promoted by the United Nations Development Program (UNDP) through the release of global annual Human Development Reports and support for regional and National Human Development Reports as well as through its programmes.

 NHDRs are currently produced by over 140 countries around the world with support from UNDP country offices. NHDRs address the most pressing developmental challenges countries face during the time of reporting using thorough and empirical researches which made them one of the most dynamic and reliable advocacy tools. The reports have often helped to identify and or fill both data and development gaps by outlining missing data including data that is not frequently published elsewhere, such as statistics disaggregated by geographic location, ethnic groups or along rural/urban lines etc.
Afghanistan has produced two previous NHDRs. The first one in 2003 and the second in 2007. The next Afghanistan National Human Development Report is currently under preparation as part of the support of the UNDP to the Government of Afghanistan. The NHDR will aim to set a platform for debate with government, civil society, private sector and academia.
The Gender Expert will:
Conduct review of/input to TORs for background papers and contributions to the NHDR in all areas for purposes of securing that gender differentials are systematically and consistently considered in all analyses for the report, including through gender disaggregated analysis (gender and age disaggregated data collection and indicators), in particular in assessing policy impact, conclusions and recommendations;
Contribute to the respect of NHDR standards and approach in terms of quality, consistency and participatory approaches;
Offer recommendations to national stakeholders and their regional and international partners in order to promote human development in Afghanistan.
