Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:
•Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; •Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; •Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
JOB CONTEXT
On the 8 November 2013, “Haiyan” the most violent typhoon of the year (as known as “Yolanda”) hit the Philippines with winds of 300km/h. More than 4, 000 people were killed and hundreds are still missing. Government estimates that over 13 million of people were affected by Haiyan out a total population of 96 millions, and more than 4 million people are currently displaced.
Leyte province, Eastern Samar, Panay province are the most devastated areas. Around 1 million houses are damaged even totally destroyed and 1.500 evacuation centers are sheltering more than 80 000 families. 2,5million of people are in need of live-saving food assistance.
There is still an important lack of food, drinkable water, shelter, health care (lack of basics cares but also specifics cares for children and for pregnant & lactating women). Moreover, so many diseases are going to spread around population as diarrhea, tetanus, leptopsirosi because care centers and hospital are not still all operational and don’t allow to injured people to obtain the cares they need.
At the arrival of the international humanitarian aid on the field, there were several difficulties. Actually, the geographical situation was maybe the most important difficulty. Because of the damaged airports, it was very hard to humanitarian actors to join some areas though the most affected and to provide the aid.
Moreover, the ways of communication were totally destroyed after the typhoon in many provinces so it was impossible to evaluate the situation of those areas and to communicate about it. The assessment of the most impacted areas took time and was a brake to the aid’s delivery.
Currently, international aid is deployed all around the affected areas but so many people are still waiting for this aid, particularly the most vulnerable people and the injured people.
TACLOBAN
Following Typhoon Haiyan, the global HI response aims at providing immediate relief by distributing core life-saving items and by optimizing and enhancing humanitarian response in the affected areas.
To date, HI has provided:
ü Logistics facilities (trucks) to municipalities in Region VIII for relief assistance delivery and debris removal;
ü Direct distribution of essential relief items (emergency shelters, essential household items, kitchen sets);
ü Water filter donation, installation, and training;
ü Emergency physical and functional rehabilitation for persons with injuries and distribution of assistive devices;
ü Identification and referral of the most vulnerable individuals in Tacloban city and surroundings.
In addition, an inclusion technical unit is set up to guarantee that every stakeholders take into consideration the most vulnerable people in their emergency response, with a special focus on people with disabilities and their immediate assistance.
PANAY
A first rapid assessment was conducted from November 18th to November 20th in four Municipalities ofIloilo province.HI team intervenes immediately with the distribution of emergency shelters for 3,500 people in Batad municipality. As a concentration of INGO and governmental presence was observe in Iloilo province mainly on the coastal area, HI assessment team decided to follow the path of the typhoon and carry out a second assessment from November 29th to December 3rd in inland areas non assessed by other actors in Capiz Province. The conclusion of the assessment highlighted Sigma Municipality and its barangays for 3 main reasons:
•Few humanitarian actors present in Sigma •High level of damages and considerable needs in shelter, food and livelihood were recorded •Additional vulnerability due to floods and sensitive zone in the western border of the municipality. PROGRAMME OBJECTIVES
PANAY Program Objectives
This intervention is conducted following 2 main axes:
1.Ensure that the most vulnerable families have access to cash grants in selected barangays to rebuild their shelter and meet other basic needs 2.Ensure that community level capacity to rebuild or repair typhoon damaged houses with inclusive build back better techniques has increased The action targets households and individuals from Typhoon Haiyan affected areas. More specifically, the action targets the affected populations who are living in the remote areas and those who were underserved by the emergency relief in the typhoon aftermath.
•200 vulnerable families (a min of 1,000 persons) will have access to cash grant and construction technical support •50 local builders (majority of carpenters) will benefit from cash for training on build back better principles and construction techniques including accessibility and from the distribution of an individual tool box to support their activity. •A minimum of 634 households (2239 inhabitants) from minimum 2 targeted barangays will have access to sensitization on inclusion and build back better principles and techniques including accessibility MAIN RESPONSABILITIES OF THE EXPATRIATE
Based in Roxas, under the responsibility of the Field Coordinator and in close collaboration with the Program Coordinator based in Manila, the Project Manager will be responsible for:
§ Defining the strategy of intervention within the project and related operational modalities and tools;
§ Implementing activities as described in the proposals and monitor the result achievements and indicators as per indicated in the logical framework;
§ Supervising the operational teams that come under his/her responsibility;
§ Ensuring that all activities that are implemented are carried out well following quality and technical standard and, if necessary, proposes adjustment or improvements to meet the objectives.
§ Ensuring the financial and logistics monitoring of the projects in close collaboration with the support department in the base and making sure HI procedures are respected.
MAIN TAKS OF THE EXPATRIATE
REPRESENTATION
§ In coordination with the line manager, the Project Manager represents Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project’s activities;
§ S/he participates when needed/relevant to the Working Groups and Cluster relative to the field of intervention at local, regional and/or national level;
ENSURING PROJECT IMPLEMENTATION, MONITORING AND REPORTING SCHEMES
•The Project Manager ensures the coherence and the homogeneity of the project under her/his responsibility (methodologies, indicators and results follow up); •S/he supervises the implementation of the project through the management of the team under her/his responsibility; •S/he organizes and animates team meetings as frequently as possible; •S/he organizes field visits on a regular basis; •S/he informs his/her line manager of any relevant issue related to the project implementation; •S/he ensures a monthly follow up of the project indicators through informal and formal internal reporting; •S/he is responsible for the budget lines under her/his management, and provides with forecasts on these budget lines on a monthly basis; •S/he is responsible for eligibility and good utilization of funds allocated to the project under your management. •S/he anticipates the logistic needs of the project (purchase, transportation...) and ensures with the logistic department the availability and quality of the material of the project within the respect of HI procedure, HUMAN RESOURCES MANAGEMENT
•The Project Manager ensures strict application and respect of the Internal Regulation by her/his related staff. S/he can suggest to the administrator precision/adaptation of certain rules taking into account the specific context of the Philippines mission (security, social life, leaves, etc.); •S/he defines, with each member of her/his staff, her/his action plan and delay for reaching defined goals (IAP); •S/he defines and implements the required training with the support of the Program Coordinator and other relevant coordinator, •S/he supports and advises he/his team in the implementation of their IAP; •S/he ensures feed back towards he/his team about issues potentially raised by them; •S/he ensures a good communication – coordination – information level of each member of her/his team through regular coordination meetings (or other if needed); •S/he is concerned and aware on the personal and professional evolution of each member of the operational team, and its development within the mission : individual interviews, oral and written evaluations; •S/he ensures conflict resolution (personal and professional) within her/his team; •S/he proposes to her/his line manager relevant needed adaptation to the organizational chart of the mission and contributes to its implementation (job descriptions, etc.); •S/he supports her/his staff in their management duty: coordination meetings, individual interviews, etc. DATA MANAGEMENT
•S/he ensures that the “Beneficiary Information System Management” related to the cash and voucher for Shelter project is set-up and appropriated by the team under her/his responsibility; •S/he ensures that market mapping, analyses and monitoring are properly carried out and that the data collected are consolidated in written report and mapping. •Through the supervision of the Database Officer, s/he ensures that data related to the project under her/his management are collected and compiled in the project database; •S/he provides her/his colleagues with statistical data and analysis on the activities under her/his responsibility; •S/he prepares statistical reports that will document the project. REPORTING
§ S/he is in charge of the monthly situation report (SITREP) and PM Box for the projects under her/his responsibility by providing relevant data related to her/his position; S/he provides regular reporting on the activities to her/his line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.);
•S/he prepares donor reports and participates in proposal writing under the supervision of the line manager; •S/he ensures the provision of a HI beneficiaries counting report as per required by the Program Coordinator; •Y S/he provides the Program Coordinator at Manila level with a mission report and/or handover document at the end of her/his contract; •Debriefing at national and HQ level at the end of her/his mission (and during Home-Break). Education and experience:
