POSITION SUMMARY

The Seascape Coordinator and Marine Specialist (Seascape Coordinator) will provide wide-ranging leadership and support for the Caribbean Marine Biodiversity Activity (CMBA), with three broad areas of responsibility

oversight and support for all major conservation-related activities carried out in the Saman Bay Seascape in the Dominican Republic (estimate: 75%);support for any activities related to Montecristi National Park, and nearby protected areas, in the northwest corner of the Dominican Republic, as part of the broader work targeting the North Coast of Hispaniola Seascape (estimate: 5%); andtechnical support on marine protected areas (MPAs), fisheries, and other marine and coastal conservation issues for the regional CMBA Program - with a special focus on sustainable fisheries. (estimate: 20%);

In this role, the Seascape Coordinator will serve as the principle contact to government agencies, other conservation organizations, community-based associations, foundations and the academic community.

ESSENTIAL FUNCTIONS

The Nature Conservancy has recently been awarded a $10 million grant under a cooperative agreement with the United States Agency for International Development (USAID) to carry out the Caribbean Marine Biodiversity Activity (CMBA). The overall objective of CMBA is to reduce threats to marine-coastal biodiversity in priority areas in the Caribbean, including high biodiversity ecosystems such as coral reefs, mangroves, and seagrass beds. Marine protected areas and sustainable fisheries are the two key over-arching strategies.

The Seascape Coordinator will be directly responsible for the following areas of work in particular:

technical advice on protection, science, MPAs, fisheries, resource management, and community engagement for the Samana Bay Seascape;support for and coordination of a wide range of on-the-ground marine / coastal conservation activities targeting the Samana Bay Seascape, including many activities in which our local NGO partners (e.g. CEBSE, as well as Reefcheck, CIBIMA) will be in the lead;support for and coordination of any on-the-ground marine / coastal conservation activities targeting Montecristi National Park in the northwest corner of the Dominican Republic, as part of the broader work targeting the North Coast of Hispaniola Seascapesupport for and preparation of major deliverables (contractual obligations) required by USAID for the Samana Bay Seascape, including annual work plans, semi-annual technical reports, quarterly financial reports, and annual progress reports under the Performance Management Plan;community relations for Samana Bay, including close liaison and coordination with TNC's main local partner at Samana Bay (CEBSE);technical advice and support for a range of marine / sustainable fisheries activities in all four seascapes being targeted under CMBA (covering, for example, development of _Fishery Sector Action Plans_ in each seascape; design and implementation of _Sustainable Fishery Pilot Programs_ in each seascape, including mariculture, substitute fisheries, lionfish harvesting,,and more sustainable fishing practices; and programs to engage and strengthen _local fishery associations_); andwriting and editing a wide range of communication materials in order to fulfill the program's contractual obligations to USAID and meet other TNC and external communications needs. S/he will work closely with project partners and TNC personnel to facilitate and monitor program impacts and progress in achieving outcomes. S/he will work closely with the CMBA Chief of Party to secure additional financial support and external partnerships to achieve the CMBA goals, and to regularly review and strengthen CMBA strategy.

In terms of other responsibilities, the Seascape Coordinator:

establishes the Conservancy as a major conservation partner within the geographic scope of responsibility;defines marine biodiversity conservation priorities and long-term fisheries strategies;builds strategic, scientific, and technical capacity in the field;and develops key partnerships with public and private organizations to identify and resolve technical issues and to widely communicate solutions and best fisheries practices.

S/he develops innovative scientific methods, analyses, tools and frameworks to address marine and coastal biodiversity needs; engages local community support for local conservation efforts; and negotiates complex and innovative solutions to reduce overfishing and unsustainable fishing practices with government agencies and fisher associations, in order to conserve and protect coastal and marine biodiversity and support human wellbeing.

RESPONSIBILITIES AND SCOPE

Geographic scope of responsibilities: The geographic scope for most of the work carried out by the Seascape Coordinator will be the Samana Bay Seascape, encompassing the entire Bay and its protected area complex. Much more limited activities will cover Montecristi National Park and its surrounding protected areas in the northwest corner of The Dominican Republic. The geographic scope for the regional-level work will focus on the three other targeted seascapes: North Coast of Hispaniola (primary focus on Three Bays National Park in Haiti);Grenadine Bank (a small archipelago of islands covering parts of Grenada and St. Vincent and the Grenadines); andiii Pedro Bank and Southwest Coast of Jamaica.Programmatic scope will require cross-boundary work and relationships.Lead and manage fisheries theme under CMBA.May manage multi-disciplinary administrative and professional staff, with responsibility for performance management, training and career development. Establish clear directions and set stretch objectives.Establish and maintain optimal standards of performance for the department or program while controlling costs and administering budgets.Help raise public and private funds to meet program needs.Build cooperation of external parties to accomplish program goalsFrequently make independent decisions based on analysis, experience, and judgment.

MINIMUM QUALIFICATIONS

BA/BS degree and 5 - 7 years of experience in coastal, marine and fisheries management practice or equivalent combination of education and experience.Experience, coursework, and/or training in fisheries as well as other marine and coastal conservation issues.Experience, coursework, and/or training in social science and community engagement issues related to sustainable fisheries in the Dominican Republic and other parts of the Caribbean.Experience managing complex or multiple projects, including staffing, heavy workloads, finances, and deadlines.Supervisory experience, including motivating, leading, setting objectives and managing performance.Experience in partnership development (partners, community, government).Experience with negotiations.Fluent in Spanish and English.

PREFERRED QUALIFICATIONS

In-depth knowledge of social science and community engagement issues related to sustainable fisheries in the Dominican Republic and other parts of the Caribbean.Concrete experience working with local communities (e.g. fisher associations) on sustainable fisheries, as well as MPAs and coastal and marine resources more generally..Demonstrated experience influencing, developing and implementing conservation policy and plans.Knowledge of current trends and practices in relevant discipline(s) and regions.Knowledge of methods and standards of biodiversity information systems and initiatives.Demonstrated experience in fundraising.

WORKING CONDITIONS/PHYSICAL EFFORT

May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.

Coordinador/a Oficina de Desarrollo Humano - Santo Domingo

Este tipo de desarrollo es entendido como el proceso de expansión de las libertades reales de las personas para llevar una vida prolongada, saludable y creativa; conseguir las metas que consideren valiosas y participar activamente para darle forma al desarrollo de manera equitativa y sostenible, en un planeta compartido” . Desde este paradigma el ser humano en el centro del proceso de desarrollo. En el año 2003, la oficina del PNUD en República Dominicana creó la Oficina de Desarrollo Humano (ODH), para ofrecer respuestas a los desafíos de desarrollo nacional e impulsar el desarrollo humano. Desde su fundación, la ODH trabaja en la realización de estudios y en la preparación de informes y libros desde la perspectiva del desarrollo humano, donde se abordan sus múltiples aspectos para la República Dominicana, compartiendo los resultados con la sociedad dominicana para su discusión y aprendizaje. Otra área importante de trabajo ha sido brindar asesoría de alto nivel al Gobierno nacional, y en particular a la Comisión de Desarrollo Humano de la Cámara de Diputados, así como a otras instituciones en aquellos temas que se han considerados prioritarios para incrementar el nivel de desarrollo humano y reducir la pobreza. También se han dedicado importantes esfuerzos en fortalecer las capacidades nacionales sobre Desarrollo Humano, mediante la formación de profesionales de diferentes disciplinas sobre este paradigma a través de cursos de post grado, y sensibilizado diversos grupos poblacionales a mediante charlas, conferencias, talleres, entre otros medios. . Asimismo, el seguimiento a las políticas públicas y aspectos relevantes de la coyuntura económica y sus impactos sobre el desarrollo humano es fundamental para el trabajo que hace el PNUD en la búsqueda de mejorar el nivel de vida de las personas.

Al 2010, la Oficina de Desarrollo Humano del PNUD República Dominicana había publicado tres informes nacionales de desarrollo humano: el Informe Nacional de Desarrollo Humano 2000, el Informe Nacional de Desarrollo Humano 2005: “Hacia una inserción mundial incluyente y renovada” y en el 2008 “Desarrollo humano, una cuestión de poder”; numerosos Boletines de Desarrollo Humano, una Guía de Aprendizaje sobre Desarrollo Humano, 4 Foros de Desarrollo Humano, Informes vinculados a los ODM, entre otros documentos. También publicó el estudio “Política social: capacidades y derechos”, realizado a petición del Ministerio de Economía Planificación y Desarrollo como insumo básico para la elaboración de la Estrategia Nacional de Desarrollo 2010-2030. En el ámbito de la formación de capacidades, entre 2004 y 2010 impartió ocho cursos del Diplomado en Desarrollo Humano, de los cuales egresaron 380 personas; y unas 60 personas fueron formadas para facilitar cursos de desarrollo humano a nivel comunitario. Además, a través de la Pontificia Universidad Católica Madre y Maestra se impartieron 2 asignaturas sobre desarrollo humano, así como módulos formativos dentro de un programa de Maestría del Instituto Tecnológico de Santo Domingo.

Desde el año 2010, la Oficina de Desarrollo Humano inició la elaboración de 32 Perfiles Socio-Económicos y Medio Ambientales de las provincias del país, en coordinación con centros de educación superior (Universidades), con la idea de que se constituyan en herramientas importantes para las autoridades, dirigentes políticos y organizaciones de la sociedad civil, para el diseño de propuestas y políticas desde y hacia los territorios, acordes con las necesidades y demandas reales de la población y alineadas con la Estrategia Nacional de Desarrollo. En adición, en 2010 el PNUD realizó el Mapa de Desarrollo Humano analizando el IDH a nivel provincial, en base a la metodología de cálculo del IDH establecida por el PNUD; en el Mapa de Desarrollo Humano se incluye el cálculo del IDH a nivel provincial, el IDH ajustado por desigualdad y el Indice de Desigualdad de Género. El mismo será actualizado periódicamente conforme las estadísticas oficiales de los indicadores utilizados se encuentren disponibles a nivel provincial. Los resultados de estas investigaciones serán presentados en las provincias o regiones para apoyar la elaboración de lineamientos para estrategias de desarrollo local enmarcadas en la Estrategia Nacional de Desarrollo.

En adición, la ODH contribuye con análisis técnicos a los diferentes proyectos que realiza la Oficina en el país. El más reciente de estos análisis fue la evaluación a las municipalidades, realizado para la Cámara de Cuentas, en el marco del Proyecto de Fortalecimiento Institucional de ese organismo de control externo del país.

•Coordinar y dirigir la oficina de Desarrollo Humano del PNUD; •Coordinar la elaboración de informes técnicos, diagnósticos sectoriales y otros aspectos de la economía dominicana, para la formulación de recomendaciones y el seguimiento a las políticas públicas, con especial atención a aquellas relacionadas con el desarrollo humano y los Objetivos de Desarrollo del Milenio (ODM) •Generar espacios de discusión y reflexión sobre el desarrollo humano, tales como un Consejo Consultivo sobre los informes de desarrollo humano, discusiones a nivel de las provincias con sociedad civil, autoridades locales y el congreso nacional. •Diseñar e implementar alianzas con instituciones académicas y profesionales de las diferentes áreas de estudio, a fin de promover a nivel nacional el desarrollo humano. •Coordinar la elaboración de las investigaciones y publicación de informes y libros sobre temas de desarrollo humano, en particular los 32 perfiles socio-económicos y medio ambientales •Impulsar la elaboración de la estrategia de capacitación y formación de capacidades nacionales y su implementación, sobre la base de un esquema de articulación de alianzas previamente definido y aprobado por la gerencia del PNUD. •Impartir cursos y talleres de capacitación sobre el enfoque de desarrollo humano, los ODM y temas relacionados. •Facilitar, preparar y monitorear el intercambio de información y bases de datos con otras instancias nacionales o internacionales; •Mantener y/o promocionar el intercambio de información con otras oficinas del PNUD en la Región y con otros proyectos del PNUD a nivel local. •Apoyar técnicamente a otras áreas y/o proyectos de la Oficina que así lo requieran. •Coordinar sustantivamente nuevas actividades que pudiesen surgir en el marco del apoyo del PNUD al Estado Dominicano, en materia de Desarrollo Humano. •Asesorar a la gerencia del PNUD en temas relacionados al Desarrollo en general •Otras actividades afines y complementarias que le fueran requeridas en el marco de los objetivos del proyecto. •Profesional con grado universitario en el área de Economía, con nivel de Maestría, que acredite experiencia en economía aplicada. •Más de 15 años de experiencia en investigación en materia socioeconómica y en formulación de políticas públicas. •Altamente deseable pero no un requisito, tener conocimiento de la teoría del desarrollo humano y los índices de desarrollo humano del PNUD. •Amplia experiencia en análisis macroeconómico, en la compilación, crítica y validación de estadísticas obtenidas a través censos, encuestas y registro administrativos. •Deseable pero no un requisito que tenga experiencia de trabajo con organizaciones internacionales •Experiencia en trabajos de coordinación y supervisión de equipos de trabajo. •Excelentes habilidades de redacción de todo tipo de documentos,,informes. •Capacidad de Resumir adecuadamente •Capacidad de comunicación y habilidades para hacer presentaciones en público y facilitar talleres y discusiones en grupo. •Habilidades y conocimiento de procesadores de texto, hojas de cálculo, aplicaciones de correo electrónico. •Se valorará positivamente pero no es un requisito, experiencia de trabajo en el Sistema de Naciones Unidas. •Dominio del idioma inglés, escrito y verbal. Operations Specialist - Santo Domingo

Santo Domingo, DOMINICAN REPUBLIC Duration of Initial Contract :Under the guidance and supervision of DRR/DCD, the Operations Specialist acts as an advisor to Senior Management on all aspects of the Country Office (CO) management and operations in large offices or in countries in Special Development Situations. The Operations Specialist is responsible for strategic financial and human resources management, efficient procurement and logistical services, and ICT and consistency with UNDP rules and regulations. The Operations Specialist ensures consistent services delivery to CO, UNDP programmes and projects and UN common services. The incumbent sets policies and methods to maximize the CO performance in operations demonstrating capacity for innovation and creativity and providing advice to Senior Management on readjustment of the operations to take into account changes in the operating environment as and when needed.The Operations Specialist leads and guides the CO Operations Team and fosters collaboration within the team and with other UN Agencies consistent with rules and a client-oriented approach. The Operations Specialist works in close collaboration with programme and project teams in the CO, operations staff in other UN Agencies, UNDP HQs staff and Government officials to successfully deliver operations services.Summary of Key Functions:

Ensuring strategic direction of operations; Financial resources management and supervision of the Finance team; Human Resources Management and supervision of the HR team; Efficient procurement and logistical services and supervision of the Procurement team; Information and communication management and supervision of ICT team; Common services organization and management, establishment of partnerships with other UN Agencies. As a member of the CO management team, ensures the strategic direction of operations focusing on achievement of the following results: 

Compliance of operations with UN/UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets (BSC) and monitoring achievement of results;Provision of advice on strategies, policies and plans affecting CO operations, delivery of practice advisory, knowledge and learning services;Establishment of collaborative arrangements with potential partners, a Client Relationship Management;System for resource mobilization purposes and appropriate operational partnership arrangements; CO business processes mapping and establishment of internal Standard Operating Procedures in Finance;Human Resources Management, Procurement, Logistical and ICT services, Results Management;Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment;Knowledge building and sharing with regards to management and operations in the CO, organization of the operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to UNDP knowledge networks and communities of practice. Ensures effective and accurate financial resources management and supervision of the Finance team focusing on achievement of the following results:

Proper planning, expenditures tracking and audit of financial resources in accordance with UNDP rules and regulations, OM performing the function of Manager Level 2 in Atlas for vouchers and replenishments approval, deals management and bank reconciliations. Approval of pending disbursements as the “third authority” (cheques, bank transfers, EFT). Approval of bank reconciliations;Management of cost-recovery system for the services provided by the CO to projects and other UN Agencies. Accurate planning, forecasting and reporting of extra-budgetary income; Proper management of the contributions management business process and accounting for contributions to ensure that the money due to UNDP is properly identified, consistently and uniformly classified, recorded on a timely basis and received with sufficient supporting documentation;Organization and oversight of CO cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site;Member of the bank signatory panel; Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained and ensure that all financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures. Ensures strategic human resources management and supervision of the HR team focusing on achievement of the following results:

CO compliance with corporate human resources policies and strategies; Optimal staffing of the office and projects; Oversight of recruitment processes and performance management systems ensuring link of job design with recruitment, performance management and career development. Ensures efficient procurement and logistical services management and supervision of the Procurement team focusing on achievement of the following results: CO compliance with corporate rules and regulations in the field and management of the CO procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement;Management of the CO contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications. Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations, OM acting as Manager Level 2 in Atlas for Purchase orders approvals;Proper management of UNDP assets, facilities and logistical services, including full compliance with IPSAS in the accounting for the procurement, utilization and disposal of the CO’s assets. Ensures forward-looking information and communication management and supervision of ICT team focusing on achievement of the following results: 

Maintains a secure, reliable infrastructure environment for ICT and adequately plans for disasters and recoveries; Use of Atlas functionality for improved business results and improved client services;Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency and full accountability;Promotion of different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc. Ensures proper common services organization and management, establishment of partnerships with other UN Agencies focusing on achievement of the following results:

Elaboration of the strategic approach to implementation of common services in line with the UN reform, the latest developments in common services and the best practices. Impact of Results:

The key results have an impact on the overall economy, efficiency, and effectiveness of CO operations as it relates to the use of corporate resources in the following areas:

Financial services; Human Resources; Procurement and logistical services; ICT; Common Services and the implementation of the UN agenda on common services and joint procurement.

Design And Implementation of Management Systems - Designing and implementing management system:

Carries out research into existing systems to identify best practice and make recommendations to management on applicability to UNDP; Identifies and recommends remedial measures to address problems in systems design or implementation.

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field;UNDP Certification programmes Prince2, Procurement, HR, Accounting and Finance.

Experience:

5 years of relevant experience at the national and international level in providing management advisory services and/or managing staff and operational systems and establishing inter-relationships among international organization and national governments; Experience in the usage of computers and office software packages, experience in handling of web based management systems and ERP systems, preferably PeopleSoft; Experience of accrual accounting, IPSAS or IFRS is highly desirable.

Language Requirements:

Fluent in English and national language of the duty station.
