Re-advertisement - Social Equity and Gender Specialist - Colombo

The Social Equity and Gender Specialist is an expert in addressing social inclusiveness and gender issues in community development programme and  with a good track record of working with the communities on forestry, natural resources management and community development related area. Further s/he will ensure the quality and timely preparation of all reports and documentation related to the consultancy.

The Social Equity and Gender Specialist will carry out the following tasks:

Identify the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Assess and document the capacity of Forest Department officials working on the project to identify social marginalization causes such as gender, age, disabilities , caste etc.through a gender and Social Inclusion auditAssess and document the institutional issues that might affect the usage of gender and social inclusiveness best practices in developing and implementing Community Forestry Management plans;Develop strategies to address identified institutional issues that might affect the usage of gender and social inclusiveness related tools within the Forest Department;Identify strategies and approaches in a phased manner to build the capacities of the officials to ensure that socially marginalized groups of the communities (if there are any) get equitable opportunity to benefit from the programme work;Develop a training programme suitable for Forest Department officials on gender and social inclusion;Develop awareness building and training programme and plans to conduct the 'gender and social equity' related capacity building training programms;Develop social inclusiveness - including gender, disability, women headed households, marginalized castes etc- training programmes suitable for field level officials, middle level managers of the Forest Department;Adapt previously developed capacity building tools, approaches and strategies on 'social inclusiveness' to suit the current context of the country and the Forest Department;Develop training aids including work books and guidance for trainers to conduct the capacity building programmes for the Forest Department officials social inclusiveness;Develop case studies and other information, education and communication materials targeting the Forest Department officials on gender and social equity mainstreaming in forestry and non forestry activities implemented through the department with a special reference to community forestry activities;Develop case studies using experiences in the field and identify potential areas that needs to be further investigated;Train the Forest Department officials to use different tools and investigate the issues identified.Guide the Forest Department staff to develop 18 case studies analyzing the qualitative aspects of programme impacts on the communities and refine and finalize them;Develop a methodology to collect and analyze data on gender and social equity.

Expected Outputs

The key outputs to be delivered by the Consultant- Sociologist are as follows:

Identify the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Develop a training programme suitable for Forest Department officials on gender and social inclusion;Propose a practical plan to improve gender responsiveness and inclusivity in Community Forestry Programme and develop a results based monitoring and reporting system for the FD and document currest status of results and impact of activities.

Financial Proposal

Please provide a breakdown of the all-inclusive cost for three deliverables separately as per below

Cost of proposing a practical plan to improve gender responsiveness and inclusivity in Community Forestry Programme and develop a results based monitoring and reporting system for the FD and document current status of results and impact of activities;Cost of identifying the identifying the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Cost of developing a training programme suitable for Forest Department officials on gender and social inclusion;Cost of developing case studies and other information, education and communication materials targeting the Forest Department officials on gender and social equity mainstreaming in forestry and non forestry activities implemented through the department with a special reference to community forestry activities.

All Inclusive Lump Sum Fee (Professional Fees): (LKR) ___________________ (a1+a2+a3+a4)

Note:

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.

The UNDP will provide and cover the following costs:

Actual costs for travels outside duty station will be reimbursed on actual basis and upon submission of invoices.Workshop / training / seminars organizing and logistics costs of the participants

Payment for Services

The Social Equity and Gender Specialist shall receive payments based on the key milestones identified in the consultant’s work plan and based on timely performance.

Technical Coordinator - Colombo

UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges.

The Government of Sri Lanka has placed great emphasis on improving and uplifting rural economy and living standards, particularly in post conflict areas. The Government currently implements two large-scale rural development programmes through the Ministry of Economic Development, funded through regular government budgets. The Divi Neguma or livelihood development programme delivers at household level, aiming to improve agriculture production and rural industry. The Gama Neguma or village development programme focuses on rural infrastructure such as roads, bridges, culverts, buildings, and water supply and irrigation systems. The programme is active in all 14022 Grama Niladhari (Village Administrative) units in 25 districts of Sri Lanka.

Climate change threatens the sustainability of both these programmes. Already the impact of climate-related weather anomalies is manifest in reduced agriculture productivity, in crop losses, in flood and landslide related damage to infrastructure and in increased uncertainty for farm based livelihoods. Therefore the climate induced problem which the project seeks to address is that recurrent climate-related impacts are posing a serious threat to the government’s stated aim of developing strong rural economies that bridge the urban-rural income disparity, particularly in post conflict zones.   

In order to address this risk, Ministry of Economic Development, in collaboration with UNDP has developed the project “Strengthening the Resilience of Post Conflict Recovery and Development to Climate Change Risks in Sri Lanka”. The project is funded by the Special Climate Change Fund of the Global Environmental Facility (GEF) and aims to build adaptability to climate change into the design and implementation of both Gama Neguma and Divi Neguma.  Building resilience in rural development programmes to current and projected climatic change will include developing institutional capacities to assess risk, designing appropriate interventions and implementing adaptation actions with community participation. Through the Ministry of Economic Development’s internal coordinating mechanisms the project will work with a range of technical partners- such as the Department of Agriculture, Irrigation, Livestock, and Disaster Management Centre. The project aims to conduct climate risk assessments in all 25 districts to identify areas with greater risk; and train district planning officials to manage climate risks. At village level, the project will support incorporation of climate risk assessments in to every Grama Niladhari (GN) level Village Development Plan.

The project will deliver concrete adaptation measures in three selected districts with high vulnerability to climate change, building on the government-funded Gama Neguma and Divi Neguma rural development programmes. These measures will include enhanced water storage and rational use, conservation of soil, coastal ecosystems for improved agricultural production, improved crop choice and built infrastructure such as roads, irrigation systems and water supply which incorporate climate risk reduction.

UNDP will place a Technical Coordinator, guided by the Assistant Country Director and National Project Coordinator in support of the day- to-day implementation, management and coordination of Programme activities and to ensure effective planning and monitoring of the Programme to achieve stated outcomes and outputs in accordance with UNDP/Government of Sri Lanka Guidelines for Nationally Implemented Programmes and UNDP’s Country Programme Action Plan (CPAP).

Communications Associate - Colombo

Under the guidance and direct supervision of the Communications Analyst the Communications Associate will assist in the implementation of UNDP Sri Lanka’s communications, publication, knowledge management and advocacy strategies as well as in information management, which are geared to influence the development agenda, raise awareness of UNDP’s work among key audiences, including the public, government, the international community, donors and media, and mobilize resources and support for its work.

The Communications Associate, as a member of the Resident Coordinator’s Office (RCO)/UNDP Communications Unit, will work in close collaboration with the programme, operations, policy and project teams in the Country Office and field offices in improving the effectiveness and efficiency of UNDP’s support to Sri Lanka through successful information management and outreach. The Communications Associate will also need to liaise with and contribute to UNDP’s regional and global communication efforts, and work closely with the UN Communications Group, international and local media, Government and other development partners to ensure the successful implementation of the UNDP communications strategy.

Key Functions:
Build and implement the UNDP Communications, Publications, Advocacy and Information Management Strategy (2013-2017);Ensure increased media coverage and understanding of UNDP’s work among the general public and key audiences;Managing and updating UNDP’s website and social media channels;Supporting joint UN communication efforts; Support the functions of the UN Communications Group; Support the RCO communication requirements;Contributing to regional and global communication activities and carrying out other tasks as required;Ensuring facilitation of knowledge building and management;Implementing the UNDP Communications, Publications, Advocacy, Knowledge Management and Information Management Strategy (2013-2017); Plan, design and coordinate communication activities in line with the objectives of UNDP’s publications, advocacy, knowledge management and information management strategy;Update, develop, produce and distribute UNDP publicity and promotional material, including fact sheets and project sheets, working closely with the relevant teams, handling the design, printing and editing of the material;Ensure that all communication, publicity, promotional and advocacy material are trilingual and assist in translations to make them available in English, Sinhala and Tamil;Develop the UNDP newsletter, working together with the programme, project and policy teams to identify, compile and edit content; Working closely with the relevant programme, project and policy teams ensure the promotion and dissemination of advocacy and publicity material, publications and newsletter, among key audiences and stakeholders, including Government, non-governmental partners, the private sector, donors etc. Maintain an updated contact list of key audiences and partners to distribute material as required;Maintain and update an information database and photo library; Conduct regular meetings with programme, project, operations and policy teams to keep track of UNDP issues and activities for communications purposes, and provide support as needed;Assist in the compilation of annual UNDP communications work plans and budgets and maintain communications budgets and payments and equipment;Explore alternative, non-media communications channels to reach and interact with UNDP’s key audiences, including developing new videos, publications and using social media innovatively;Initiate and engage in field visits to gather material for publicity and promotional activities; Prepare briefing notes, talking points on key issues and events, as required;Ensure effective responses to inquiries with requests for public information material;Plan, design and coordinate communications activities, outreach and media monitoring for UNDP.Ensure increased media coverage and understanding of UNDP’s work among the general public and key audiences: Organize suitable and regular media coverage and events around key UNDP events and activities to promote and raise awareness of UNDP’s work, increase publicity for events and highlight and advocate for key development concerns and issues. Organize press conferences, interviews with Senior Management and key programme/project offices, media tours to project locations and develop press releases, op-eds etc; Liaise with programme, project and policy teams for regular information about their media and outreach activities, compiling a calendar of media events and provide support as necessary;Establish links with English, Sinhala and Tamil media at the national and local level to promote UNDP’s activities in the country;Build links with international media;Maintain and update a database of local and national media contacts;Working with the Communications Analyst, provide effective responses to media queries and requests;Assist in maintaining a log of UNDP media coverage;Provide analysis of major media issues/trends to UNDP.

Managing and updating UNDP’s website and social media channels:

Work with programme, project and policy teams to ensure content is up to date and presented in an accurate and user friendly manner that demonstrates the effectiveness of UNDP to key partners and the general public;Ensure the website is in compliance with UNDP HQ requirements; Manage and regularly update UNDP Sri Lanka’s social media channels (Facebook, Flickr, Youtube, Twitter).

Supporting joint UN communication efforts:

Together with the Communications Analyst, represent UNDP in the UN Communications Group and ensure that all UNDP obligations to this group are fulfilled;Ensure UNDP’s work is regularly and sufficiently covered in all joint communications;Undertake specific joint communications tasks;Support in UN days and visibility items;Support additional RCO communication requirements.

Organizing meetings of the UNDP Communications Group:

Organize and maintain records of the UNDP Communications Focal Group meetings;Ensure that group membership is regularly updated to include communications staff from all UNDP units and clusters;Compile communications work plan for the group and share deadlines and relevant information with group to ensure maximum participation and contribution of all members.

Contributing to regional and global communication activities and carrying out other tasks as required:

Contribute to regional and global communication activities as needed, by promoting their activities, providing articles for the regional and global websites, publications and publicity material and outreach efforts;Liaise closely with regional and global communication staff to promote local events and activities;Undertake other related tasks as may be requested by the UNDP Communications Analyst.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

Identification and synthesis of best practices and lessons learnt related to communications and information sharing;Monitor practices and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information;Provide contributions to knowledge networks and communities of practice including corporate communications repositories;Organization and provision of trainings and support UNDP colleagues on communications.

Impact of Results

The achievement of the key results will positively impact UNDP’s ability to support and influence the development agenda in Sri Lanka, promote progress and key messages to partners, the public and media through effective communications and dissemination of information on UNDP’s mandate, programmes and priorities. This will help to build and strengthen strategic partnerships in the region, promote greater transparency and accountability, and support resource mobilization.

Consultant ? Community Based Reed+ Country Plan Development - Colombo

‘Support to Community-Based REDD+’ (CBR+) is a partnership between the UN-REDD Programme and the GEF Small Grants Programme (SGP), to deliver grants to indigenous peoples and community-based organizations to empower them to engage in REDD+ readiness activities. The vision for CBR+ is to bring resources and capacity to communities, empowering them to define their engagement in national REDD+ readiness activities and to develop experiences, lessons, and recommendations at the local level to feed into national REDD+ readiness processes. Specifically, CBR+ aims to:

Support the full and effective participation of indigenous peoples, communities and civil society in national-level processes related to climate change mitigation, including supporting communities to determine whether and how they see themselves engaging in REDD+;Build the capacity and awareness of communities to engage in REDD+ activities and processes; Facilitate the integration of community-based activities, knowledge and ideas into national REDD+ processes; and Develop and share knowledge and lessons learned from community-based experiences to inform national and international REDD+ policies and practice.

The initiative will focus primarily on supporting community-level projects that align with existing national REDD+ processes, including UN-REDD National Programmes, national REDD+ readiness processes and/or national REDD+ strategies (when developed) . During the pilot phase, CBR+ will be implemented in six countries that have benefitted, or are benefitting, from UN-REDD National Programmes, of which Sri Lanka is one. CBR+ is co-financed by UN-REDD and SGP, and grants will be delivered to the community level, through the existing grant-delivery mechanism of SGP. 

In each participating country, a CBR+ Country Plan will be prepared .This Plan will be a simple and user-friendly tool to guide the CBR+ National Steering Committee in the selection of CBR+ projects. The Plan will describe the approach to prioritizing and selecting CBR+ projects within the country. It will also ensure that CBR+ activities align with the UN-REDD National Programme and/or existing REDD+ readiness processes in the country, and are complementary to the SGP Country Programme Strategy (CPS) in the country.

The CBR+ Country Plan should lay out a strategy for the disbursal of CBR+ grants in Sri Lanka, in a way that complements ongoing national REDD+ processes and existing SGP Country Programme Strategy. The Plan should identify priority focus areas for the disbursal of CBR+ grants. These could be geographic or thematic focus areas. The CBR+ Country Plan may allocate a certain percentage of available CBR+ funds for activities by indigenous peoples specifically.

The Plan should be developed in consultation with relevant stakeholders, including indigenous peoples, forest-dependent communities, and civil society. Before the Plan is finalized, the grantee should conduct a multi-stakeholder validation meeting to take on board the views of relevant stakeholders.

The UN-REDD Programme and the GEF Small Grants Programme (SGP) are seeking to identify one national consultant, who will work with the Sri Lanka UN-REDD programme Programme Management Unit (PMU) to carry out a participatory process to develop and produce a CBR+ Country Plan to guide the disbursement of CBR+ grants in Sri Lanka. The process should include consultation with and validation by relevant stakeholders, including indigenous peoples, forest-dependent communities, and civil society, and the preparation of the Plan.

The overall aim of the assignment is to develop and produce the above-mentioned CBR+ Country Plan to guide the disbursal of CBR+ grants in Sri Lanka. The process should include consultation with and validation by relevant stakeholders, including indigenous peoples, forest-dependent communities, and civil society, and the production of the Plan. The CBR+ Country Plan for Sri Lanka should be developed following the template and guidelines provided for this purpose. 

The Consultant will work with the Forest Department and other key stakeholders to achieve the tasks detailed under the Responsibilities section of the Terms of Reference. The position is of full time basis.

The Consultant will work under the direct guidance of GFE Small Grants Programme Coordinator and UNDP Technical Advisor for UNREDD programme, with additional guidance from the Regional Advisors of the UN-REDD Programme.

National Consultant Renewable Energy - Colombo

UNDP with the Ministry of Environment and Renewable Energy proposed a project concept to the Global Environmental Facility on “Appropriate Mitigation Actions in the Energy Generation and End-Use Sectors in Sri Lanka”. This was approved in March 2014, and project preparation activities are scheduled to begin. The fully developed project document should be submitted to GEF for technical review by October 2014.

The objective of this Individual Contract is to further develop the approved project concept into a medium-sized project (MSP). The key activities are:

Conduct of baseline studies and surveys to come up with the pertinent data and information that are required to verify and confirm the earlier identified baseline projects;
Conduct of a logical framework analysis (LFA) mainly to verify and firm up the project planning matrix (PPM) or results framework (log frame);Detailed design of project components and activities, along with detailed multi-year budget as per the requirements of the GEF Monitoring and Evaluation (M&E) Policy;Update of Environmental and Social Screening of the project;
Identification and assessment of demonstration schemes including calculation of GHGs emission reductions;Conduct of stakeholder and project partner coordination meetings (e.g., demonstration hosts and co- financers), and establishment of the appropriate project implementation and management arrangements;Institutional arrangements including organizational structure governing the project;Preparation of the UNDP-GEF Project Document (ProDoc) and GEF CEO Endorsement Request (CER) Document based on the GEF- approved project concept, i.e., GEF- approved PIF (Annex 1); and,
Finalization of the ProDoc and CER Document. The final output of the initiation plan will be a UNDP-GEF project document and GEF CEO Endorsement Letter ready for the submission to GEF Secretariat.

The purpose of the PPG is to fully design the activities, outputs, and outcomes of the project and to fully develop a full set of project documentation for submission to the GEF Secretariat and approval. The purpose of this consultancy is to have a team of national consultant and work with the assigned International Consultant to develop a technically sound and detailed project proposal, for the above project. The proposal and its annexures should be ready for the submission to GEF by September 2014. The National Consultant Is expected to have a very good professional and academic background on renwable energy, energy policy and renewable energy finance.   The national consultants will be also responsible for identifying and acquiring necessary proofs of cost-sharing/ co-financing commitments (normally over 1:4) towards the project by Govt., NGO, UN, Bilateral, Multilateral and Private Sector sources.

The Consultants will be responsible for ensuring that a wide range of stakeholders are consulted in the process, and to keep the government counterparts fully briefed on project design and outputs. The National Consultants, together with key government counterparts, will quality assure the deliverables that will provide specialist inputs to the project design.

National Consultant will be responsible for the below activities. The following tasks must be fairly shared between them in coordination with International Consultant who is responsible for the delivery of MSP documentation.

 Conduct of baseline studies and surveys to come up with the pertinent data and information that are required to verify and confirm the earlier identified baseline projects to support sound situation analysis.

Barrier Analysis:

This will involve further study and validation of the actual nature and extent/magnitude of barriers that were identified and described in the GEF- approved PIF. The study will also look into the various implemented and planned activities by the national and local governments in addressing such barriers, as well as the difficulties (if any), and the requirements in addressing the barriers. The opportunities in addressing the barriers as well understanding the risks of not being able to remove the barriers will be determined, including how to make good use of the opportunities and mitigate the potential risks.

Verification of Baseline Projects:

The project preparation activities will undertake a desk review and consolidate the information, data and targets present in the (1) National Energy Policy and Strategies (NEPS) (October 2006); (2) National Action Plan for the Green (Haritha) Lanka Programme (January 2009); (3) Mahinda Chintana (National Development Framework, Vision for the Future) (2010); (4) Renewable Energy Resource Development Plan – RERDP (1/2012); (5) National Energy Concession Plan (NECP); (6) National Energy Management Plan (EnMAP) of Sri Lanka; and (7) the public investment strategy of the GoSL for 2014 to 2016 (Unstoppable Sri Lanka, 2013). Once the desk review is completed based on identified gaps, the project preparatory studies will be undertaken to address critical gaps, analyse barriers and update information to the current period. Further, the actual relevant activities will be ascertained that can be subsumed (and whose budget will form part of the co-financing) into the proposed GEF project. Other potential relevant baseline projects that were not identified or included in the PIF will also be investigated.

 Baseline Scenario Establishment:

There are also a number of other plans, initiatives and projects that are under implementation to meet the energy savings and emission reduction targets that were set through the various established relevant plans, policies and programs. The desk review will consolidate all these sources of information and establish the current position as of end 2014. Further, baseline studies will also involve the conduct of energy demand and consumption surveys and GHG inventories in the selected sector in prioritized provinces. Also using the information that will be produced from the barrier analysis and the evaluation of the baseline projects, the forecast growth trend in the implementation of climate change mitigation measures in the energy generation and end-use sectors in Sri Lanka will be established and be used as bases for the energy utilization improvements and GHG emission reductions that the UNDP-GEF project will bring about.

 Logical Framework Analysis:

This will be carried out for the purpose of verifying and firming up the project results framework, i.e., the project planning matrix (log frame). This will be attended by the relevant stakeholders and partners of the proposed project whose inputs about the barriers/issues/concerns as well as opportunities, along with the data/information on these as gathered from the studies and surveys conducted, will be used in verifying and firming up the project: (a) objective; (b) outcomes that will contribute to the realization of the project objective; (c) outputs that have to be produced to contribute to the realization the project outcomes; and, (d) baseline and incremental activities that will deliver the project outputs. The appropriate SMART indicators will be developed for the project objective, and for each project outcome and for each project output. The corresponding baseline and target values, means of verification and critical assumption (if necessary) for each indicator will also be identified by consensus among the project stakeholders and partners. This will be presented as Project Planning Matrix (PPM) or project results framework in the UNDP-GEF Project Document. The project log frame will be finalized based on consensus among the project stakeholders and partners.

Detailed Design of Project Components:

This activity will be conducted in coordination with international consultant and in consultation with project stakeholders;Based on the finalized project log frame, and from the evaluation and analyses of the results of, and data/information derived from, the studies conducted for use in the design of specific project activities, the detailed design of the project activities will be carried out. The baseline activities can be retained as is, or can either be modified with additional/supplementary incremental activities or completely changed to fit the required interventions. The fully incremental activities are to be designed to remove identified barriers and for enhancing the realization of global environmental benefits (expressed in terms of CO2 emissions reduction);The preparatory activities will study and identify the development, establishment and implementation of the below framework through pilot demonstrations of the selected appropriate mitigation actions, and the application of the relevant supportive regulatory and market based policy instruments; The design of the project components should take into account the planned outcome(s) and outputs as described in the GEF-approved PIF. A clear understanding of the planned outputs is necessary to come up with the design of the relevant project activities (baseline and incremental) that will be carried out to deliver an output. In the design of activities, the project development team take into account the potential linkages among the activities within a project component or with activities in the other project components to ensure synergy and complementarity; Specifically, in the project component on the implementation of appropriate mitigation actions, the identification and selection of investment projects and development of appropriate financial instruments will be finalised. Projects with prioritized investments will be identified and selected on the basis of abatement costs, and their potential for scaling-up based on the preliminary analysis and consultation with partners.
Possible sectors that the proposed project may target are: Tourism sector (hotels) - for energy efficiency and renewable energy interventions;Commercial buildings for energy efficiency interventions;Other industrial sectors that may be focused under the proposed project are: Apparel, food processing, dairy, and other small industries; The magnitude of GHG emission reductions that will be attributable to the incremental activities of the proposed GEF project interventions (from barrier removal activities and the directly supported demonstrations) will be estimated in detail.A detailed multi-year budget will also be prepared following the standard template provided in the UNDP-GEF project document template that reflects the mandatory requirements of the GEF Monitoring and Evaluation (M&E) Policy. Based on the agreed project planning matrix (log frame), a M&E plan will be developed showing the delineation of responsibility, estimated budget, schedule and frequency of the conduct of each M&E activity. Also, based on the project log frame, Annual Targets shall be prepared. Part of this M&E task is the preparation of the GEF CCM Tracking Tool for the project. Lastly, a sustainability plan that will outline the principles and guidelines for ensuring the long-term sustainability of project achievements will be prepared. Such plan will also outline an exit strategy, seeking the continuation of key activities/achievements without the need of long-term international financing.

In addition:

The project development team shall also address the specific recommendations that were provided and update the Environmental and Social Screening of the project. Where needed, studies to address any opportunities and risks identified will be commissioned.
Definition of management arrangements: The organisational structure governing the project will be decided. This will include identification of the project board. Undertake consultations with partners and partner agencies to secure agreement(s) on project implementation arrangements; including roles, responsibilities, and accountability. Document these consultations. This will help to (a) define strategic interventions that can be implemented by the project to establish key sustainable factors for all stakeholders; (b) provide recommendations for incorporating the concerns of the local communities and how to address gaps in the design and elaboration of the Environmental and Social impact management related to the RE/EE investments.
Explore national, multilateral and bilateral co-financing opportunities and secure required co-financing letters from each participating government institutions, bilateral development partners, multilateral development partners and NGOs who wish to provide cash or in kind contributions to the project;
As part of the project design, special attention shall be given to any comments and recommendations that were given by the GEF Scientific and Technical Advisory Panel (STAP) regarding specific scientific and/or technical challenges. Also, council comments as well should be addressed in the detailed design of the project activities.
Stakeholder consultations during design: Mobilize and engage stakeholders during project design. Negotiate partnerships with on-going projects to align their activities and the project to build synergies. A validation workshop will gather representatives from all relevant stakeholders to present; discuss and validate the final draft project document. Document these consultations;
The Consultant will work with the appointed staff of the Climate Change Secretariat to improve in-house technical capacity in renewable energy in the context of NAMA Expected Outputs

The key deliverables of the National Consultant are listed below:

Inception report describing the workplan of the consultant to deliver the assignment;  Consolidation of all technical and consultation inputs into a clearly written UNDP Project Document with all relevant sections and annexes and its finalization;Stakeholder consultation reports wherein short summaries will be included as part of Project Document Annexures;Completion of a CEO endorsement request form and its finalization; Completed CCM tracking tool, Environmental and Social Safeguard Screening following the UNDP procedure and producing the checklist and summary report; Respond to comments of the GEF Sec upon FSP documentation submission, i.e. project document and CEO endorsement request;Gender Analysis document;Co-financing letters secured/ Validation workshop completed.

Technical work

Strong expertise in climate change mitigation, renewable energy, energy efficiency and/or sustainable energy project development/ implementation; Experience in developing donor projects;Familiarity with the International Conventions addressing Climate Change Experience in drafting GEF UNDP project proposals and familiarity with GEF policies, templates and requirements for MSP;Ability to pick up new terminology and concepts easily.Maturity and confidence in dealing with senior members of national institutions;Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the project proposal;partnership building skills with multi- dimension partners, people skill for conflict resolution and negotiationExcellent coordination skills and result oriented collaboration with colleagues – especially for this case the national level consultants.Promotes the vision, mission, and strategic goals of UNDP;Build strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;Good team player who has ability to maintain good relationships.

Education     

Master’s Degree or equivalent in a relevant area such as electrical engineering, renewable energy technology, climate change mitigation, energy management, or related fields.

Experience

Minimum of 10 years of demonstrable experience and knowledge in the earlier mentioned fields of expertise, in particular experience working on sustainable energy project development;Previous experience in GEF- funded project formulation or project implementation.Minimum 5 years of experience with project design and development, implementation and management  in Sri Lanka or South Asia;Demonstrated  (in terms of projects designed and developed , papers published or academic qualifications) strategic technical and intellectual skills in the substantive area;Computer proficiency, especially related to professional office software packages (Microsoft Office).Language
Excellent English language skills, particularly in the preparation of written documents.

Gender and Social Inclusion Expert - Colombo

The Gender and Social Inclusion Expert is expected to play an important role in defining strategies and approaches to ensure greater gender parity and inclusion of marginalised communities in project implementation. He/she will support the Lead consultant and International Consultant to identify key areas of intervention, activities and indicators to monitor inclusive gender-equal participation in natural resources management in the ESA context. Most importantly the Expert will consult with local resource persons knowledgeable about gender relations in the communities and marginalized communities themselves to inform design of project activities especially at the community level so that project interventions do not negatively affect gender equality. Specifically the Expert will be responsible for;

Carrying out a detailed gender and social inclusion analysis to identify roles, responsibilities and access related to natural resource management; In collaboration with Participatory NRM Expert design and carry out community consultations with adequate focus on gender and marginalized communities, especially in the pilot ESA location;Provide adequate analysis for the international consultant to develop the GEF project document, especially on the situation analysis and project activity design;With the Participatory NRM Expert, analyse the key project stakeholders, including NGOs/CSOs; assess their capacity and identify capacity building needs, in relation to gender roles and marginalized community roles in ecosystem management; Explore the opportunities and ways for cooperation with other relevant initiatives, nationally and in the pilot project location.

The key products to be delivered are as follows:

Gender and social inclusion aspects included in the situation analysis of the Project Document (3 days);Report on analysis of gender and marginalized communities informing the design of the project strategy, activities, indicators and stakeholders (10 days);Gender and social inclusion aspects built in to the participatory NRM strategy and field consultations (1 day);Report of field –level gender and marginalized community concerns covering local community, local institutions and local governance structures for NRM (5 days);Gender and social inclusion inputs in to the capacity assessment for the project, and pilot ESA implementation plan (2 days).

Consultant - Tehnical Support to Mobilise Pipeline GEF-Funded Projects - Colombo

The Consultant will be responsible for performing the following tasks under the guidance of the UNDP Sri Lanka Assistant Country Director (Environment Sustainability and Disaster Resilience).

Support the inception phase of GEF SCCF project for climate change adaptation implemented with the Ministry of Economic Development. This includes ensuring all the necessary documentation such as annual work plans, UNDP support services, project recruitment is completed for the workshop. In addition this entails, supporting national implementing partner with workshop logistics,ensuring timely delivery of the inception report.

Support to complete the approval process of the GEF CCCD Project Document on Information Management, including obtaining relevant approvals from the implementing partner and co-financing letters from key stakeholders
Support the inception phase of GEF CCCD Project Document on Information Management. This includes ensuring all the necessary documentation such as annual work plans, UNDP support services, project recruitment is completed for the workshop. In addition this entails; supporting national implementing partner with workshop logistics, ensuring timely delivery of the inception report, coordinating international expert missions.

Support the project preparatory (PPG) stages of two projects in the GEF V Cycle. This include ensuring project teams including International Consultants are on board and working in a coordinated effective timely manner, ensuring inception and validation workshops are conducted for both projects, ensuring timely delivery of consultancy studies, surveys and the draft project document , coordinating international expert missions, coordinating co-financing commitment from implementing partners Support the Study on Transport Sector NAMA (Nationally Appropriate Mitigatory Actions) with CO and Ministry of Environment and Renewable Energy. Specific tasks include- organize meetings, facilitate international expert missions to Sri Lanka.

In carrying out the above detailed tasks, the consultant shall liaise with Technical Specialists for Asia Pacific Regional Center, Government offices such as Ministry of Environment and Renewable Energy (MERE), Ministry of Economic Development (MED), Biodiversity Secretariat of MERE, Sri Lanka Sustainable Energy Authority (SLSEA), External Resources; and National Planning Department.
