Programme and Finance Management Analyst - Nairobi

Duration of Initial Contract :Expected Duration of Assignment :One Year (with possible extension)The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (UN JPLG) is a five year joint programme comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. JPLG’s goal is that ‘Local governance contributes to peace and equitable service delivery in Somalia‘. The Joint Programme has two specific objectives which are:Communities have equitable access to basic services through local government; Local governments are accountable and transparent.JPLG commenced in April 2008 and has now entered its second phase (2013-2017) where it has expanded programmatically, geographically and budget wise with average annual work-plans and budgets of USD 25-32M/year. JPLG works with the Federal Government of Somalia, the Governments of Puntland and Somaliland, local governments, communities and non-state actors. The Programme and Finance Management Analyst position will be located within the JPLG Programme Management Unit (PMU) which is responsible for the overall coordination and management of the Joint Programme. The PMU is headed by the Senior Joint-Programme Manager to whom the Programme and Finance Management Analyst will report.  Under the overall supervision of the Senior Programme Manager the Programme and Finance Management Analyst is responsible for ensuring effective programme and financial management of the UN JPLG and for supporting the planning, budgeting and monitoring of the UN Joint Programme. The incumbent will also lead the PMU’s Communication strategy and administration functions. The Programme and Finance Management Analyst will also support the Senior Programme Manager, and work very closely with the programme and finance staff of the 5 UN JPLG affiliated agencies to manage the monitoring of programme activities as well as financial reporting to the donors and HQ.Support programme planning, implementation and monitoring; Ensure effective JPLG financial management and management of partners / donors agreements; Lead PMU’s communication, coordination and administrative functions; Ensure implementation of operational strategies, adapts processes and procedures and knowledge management.Support programme planning, implementation and monitoring:Support the UN JPLG agencies in the monitoring of the annual work plans, within the overall goals and objectives set out in the programme documents;Support programme management through initiating and reviewing of the various narrative and financial reports;Support the monitoring and evaluation of activities as well as tracking progress on the various action plans;Represent the programme in workshops, meeting, and conferences relevant to the work of the programme assigned by the Senior Programme Manager;Provide input into planning and developing of innovative initiatives for the programme;Monitor the execution of donor agreements and guide partner agencies on implementation timeframes and budgets;Support the overall management and supervision of programme.Ensure effective JPLG Programme Financial management:Prepare programme budget estimates and strategic budgets on an annual and bi-annual basis or as required in conjunction with the programme technical team, with particular attention to the specific requirements of various donors and government partners; Track upcoming and existing donor agreements and communicating the same as well as allocations to the UN agencies;Regular monitoring of expenses and submission of financial reports to programme management and to donors as per the schedules;   Provide financial analysis of the programme budgets and expenses;Monitor programme budget implementation and ensure that expenditures are within the approved budget allotments and in conformity with UN financial rules, regulations and procedures;Provide guidance to the JPLG UN agencies’ project assistants and finance staff on financial and budget related issues, in the preparation of IPSAS compliant reports and build their capacity for effective management of all funds;Review and ensure that effective financial controls are in place and are being implemented;Draft all financial management related correspondence for the programme;Update and track the programme delivery rate periodically and on request;Provide inputs for JPLG budgets and manage LG – PMU receivables and expenditures; Harmonise partner agencies financial and other reports with donor reporting requirements.Lead PMU’s communication, coordination and administrative functions: Ensure effective coordination of the programme;Focal point for the JPLG PMU’s communication, prepare communication tools, identify and promote best practices and lessons learnt; draft programme success stories for increased JPLG visibility and ensure regular update of the JPLG website;Establish and maintain collaborative bilateral relationships and linkages with government, donors, JPLG UN agencies and other relevant stakeholders;Coordinate PMU’s administrative functions (logistics, correspondence, knowledge management) and assist the SPM and overall PMU team on such matters;Organize and facilitate stakeholder meetings and ensure appropriate follow up of action plans by all concerned.Ensures implementation of operational strategies, adapts processes and procedures and knowledge management:Supports the strengthening of the internal controls over all financial processes, in compliance with corporate requirements;Identification of programme implementation and operational challenges and recommend solutions to address them;Contributes towards JPLG’s knowledge products based on lessons learnt, experiences and other available relevant information;Contribute to knowledge networks and communities of practice.The key results have an impact on the overall efficiency, and effectiveness of the programme operations as it relates to the use of corporate resources in the following areas:Effective implementation of programme activities under the JPLG PMU; Effective management of the programme, programme budget(s) and expenditure; Strong relationships with implementing partners and counterparts; Good communications and working relationships within JPLG; Public Information Officer - Nairobi

Duration of Initial Contract :Organizational Context The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to: Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access; Support the government efforts and humanitarian organizations in relocation of internally displaced and return; Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach; Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans. The Public Information  Officer  will work under the overall supervision of the Head of Public Information  Unit, UNOCHA Somalia.Maintain constructive media relations through engagement with international and Somali media; Produce and support production of information; Support information management activities; Coordinate the UNCT information group and the joint UN/NGO information; Ensures facilitation of knowledge building and management focusing on achievement of the following results. Maintain constructive media relations through engagement with international and Somali media focusing on the achievement of the following: Maintain relations with media counterparts and support the office in all public information activities; Organize and support local and international media trips and briefings; Serve as focal point for organizing all special events, including the CAP; Monitor and support capacity building activities to help the local media better report on UN work; Produce or encourage journalists to cover human interest stories and liasie with headquarters to diseminate them via OCHA website and other social media tools; Support the management of social media tools; Conduct daily media monitoring of international news sources to supplement other UN offices’ monitoring, ensuring senior management are apprised of humanitarian issues in the international media.

 Produce and support production of information focusing on the achievement of the following:

Coordinate inputs from the nine liaison areas for the production of the weekly and monthly situation reports; Draft the situation report as needed; Research/analyze data required in the press releases, special reports and briefing papers, including reports on media coverage and political, security and socio-economic factors affecting humanitarian and development programmes in Somalia; Actively contribute to the development and regular update of coordination and information tools, including OCHA Somalia website, information fact sheets and OCHA photo database; Ensure preparation of internal weekly reports to OCHA HQ on the humanitarian situation in Somalia by compiling inputs from substantive sections and drafting the report; Collaborate closely with OCHA field offices and information counterparts in other UN agencies and NGOs to ensure accurate and effective information dissemination on humanitarian issues in Somalia; Contribute to OCHA Headquarters and Regional Annual Reports, Budget Planning and the Regional Affected Populations Report.

 Support information management activities focusing on the achievement of the following:

Collect and catalogue relevant information on Somalia on a weekly/monthly basis to be used in information products; Monitor progress of and obtain all major publications dealing with Somalia, and ensure their distribution and filing within the unit/office; Maintain and update photographs to be used in information products and other OCHA functions; Facilitate substantive development of briefing material as well as in the preparation of power point presentations. Coordinate the UNCT information group and the joint UN/NGO information group focusing on the achievement of the following:Participate in the monthly information officer’s group meetings and contribute to the group’s activities as needed, and brief Communications head and senior management when necessary; Participate in planning and organising public information group meetings; Represent OCHA at meetings as requested. Ensures facilitation of knowledge building and management focusing on achievement of the following results:Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities; Sound contributions to knowledge networks and communities of practice including corporate communications repositories; Provision of training, consultancy and advice to OCHA staff on communications for development.

Play a strategic role in identifying trends related to humanitarian and access issues and how they are perceived in the media and by the public in the region of responsibility. Develop innovative approaches to deal with technical reporting issues. Ensure timely delivery of outputs, in accordance with overall objectives and policies. Innovation and Marketing New Approaches  Enhances processes or products; Generates new ideas and proposes new, more effective ways of doing things; Documents and analyses innovative strategies/best practices/new approaches; Provides inputs to resource mobilization strategy; Collects, researches and analyzes information on resource mobilization and utilization, draft reports and documents and maintain information/databases on potential and actual donors and donor funded projects; Provides data and information needed for preparation of fund raising activities and resource mobilization documents ensuring needs of donors are met.

The Regional IT Coordinator’s (RITC) role for ACME (Asia, Caucasus & Middle East) is to directly support the agency’s strategic IT initiatives by working with IPD Regional Management, Country Management, Country and HQ based IT staff as needed to complete IT projects along with implementation and maintenance of infrastructure and support related work. To manage, assist, train and provide higher level support to field office IT support staff of offices located in the geographical region. Act as the liaison between the field office IT staff and HQ.  Enforce IT guidelines and policies throughout region.  Lead for region’s IT Support Staff and field offices as it pertains to IT related issues.

RESPONSIBILITIES:
