Joint Programme Manager - East Jerusalem
UNDP and UN Women have developed the Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017), with the aim of developing and maintaining conditions for a viable Palestinian state based on the rule of law and principles of gender equality. The Joint Programme, building on the experiences of each organization, will work to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development. The Joint Programme builds on the achievements and findings of predecessor programmes: the UNDP Rule of Law & Access to Justice Programme in the oPt (2010-2014), the UNDP/EUPOL COPPS Joint Programme (2012-2014), and the UN Women Programme on Support for Delivery of Security and Justice Services for Women (2011-2014).
The Joint Programme rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments.
The Joint Programme is oriented around the following seven mutually reinforcing interventions:
Capacity of justice and security institutions strengthened and linkages forged;Civil society contribution to rule of law and community access to justice in the West Bank enhanced;Civil society contribution to the rule of law and community access to justice in the Gaza Strip enhanced;Gender responsiveness of justice, security and legislative actors strengthened;Women and girls access to justice and security improved by ensuring accountable service provision to prevent, protect and respond to violence, and by addressing their broader legal needs;Juvenile justice and adherence to child rights improved;Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased.To coordinate the Joint Programme and facilitate the implementation of the portfolios of the participating UN agencies, UNDP and UN Women wish to recruit a Joint Programme Manager. The Joint Programme Manager will provide overall coordination for the work of UNDP and UN Women under the programme and will ensure a harmonized approach between the agencies for the realization of the programme outcomes and outputs. The Joint Programme Manager will also be responsible for monitoring of and reporting against all Joint Programme activities.
The Joint Programme Manager will act as Secretariat to the Programme Board, which is responsible for providing strategic directions to the Programme Manager and approving annual work plans for the programme. The Joint Programme Manager will be under the direct supervision of the UNDP Team Leader for Governance and the UN Women Programme Coordinator, also responsible for providing quarterly updates to both the UNDP and UN Women management on the implementation of the programme, ahead of Programme Board meetings.

Payment:
The International short-term experts will be paid in USD on the basis of the number of days invested for each deliverable, as approved by UNDP;
The International Short Term Experts shall be paid upon submission and approval of the above described deliverables. The Experts shall also prepare a timesheet that shows the number of days invested for each deliverable.
The amount paid shall be gross and inclusive of all associated costs such as social security, pension and income tax. Assignment-related travel and accommodation costs outside of home base will be borne by UNDP upon submission of documentation.
Evaluation:
Applicants meeting the minimum requirements listed in the Terms of Reference will be short-listed and asked for price proposals. The selection of the Consultants will be made in accordance with the quality- cost based selection method (70 % technical component and 30% price component). Design of One Joint Programme on Gender Equality and Women's Empowerment for the Republic of Uganda - Kampala

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.
With support from the Department for International Development, UK (DFID), UN Women in collaboration with Participating UN Agencies (PUNOs) , government and civil society partners, has been coordinating the implementation of a four-year Joint Programme on Gender Equality and Women’s Empowerment (UNJPGE) since 2011. The planned outcomes of the UNJPGE are five (5) and these include: i) strengthened government capacity in gender responsive policy-making, planning, budgeting and programme management; ii) improved access to essential services by survivors of sexual gender based violence; iii) increased girl’s retention and completion rates at primary school level; iv) enhanced civil society capacity to advocate and demand government accountability for gender responsive laws and policies; and v) enhanced effectiveness in the delivery of gender responsive governance amongst UN agencies.
These outcomes have been pursued alongside other joint programmes on gender equality, including a Joint Programme on Gender-based Violence (JPGBV) and a Joint Programme on Female Genital Mutilation (JPFGM), supported by the Norwegian and French Embassies respectively and under the coordination of the United Nations Population Fund (UNFPA). But since the quality and relevance joint programming lies in synergy between government and UN efforts on gender equality, for effective use of resources and delivery of shared goals, a single UN Joint Programme on Gender Equality and Women’s Empowerment (UN JPGEWE) is necessary. Additionally, the government of Uganda recently made a call to all development partners to align their assistance on gender equality to the priorities set in the National Gender Policy, the National Vision, 2040 and the Social Sector Investment Plan.
The overall objectives of the consultancy is:
To design a One Joint Programme on Gender Equality and Women’s Empowerment for the Republic of Uganda.
Specific objectives:Take stock of the objectives, achievements, challenges and opportunities associated with UNJPGE, UNJPGBV and UNJP FGM;Verify the alignment of the above joint programmes to National Vision, 2040, National Gender Policy and the Social Sector Investment Plan(s);Develop a project document including a costed 5-year work plan, results matrix, coordination structure and exit strategy for a One Joint Programme on Gender Equality and Women’s Empowerment for the Republic of Uganda; Facilitate consensus-building amongst partners on the structure and content of a One Joint Programme on Gender Equality and Women’s Empowerment for the Republic of Uganda. Consultations are expected to involve relevant UN organizations and central government agencies; selected local governments and civil society organisations and development partners;
The selected candidate shall report directly to Country Representative UN Women and work closely with the UNJPGE Coordinator for day to day supervision;The UN JPGE will provide office space for the consultant. The International consultant will work with a national expert in executing the duties of the assignment; and Any other responsibilities designated to the consultant by the UN Women Country Representative.
The international consultant will undertake the assignment in close consultation with the technical teams of the UNJPGE, GBV and FGM as well as the MGLSD sector working group on gender equality. The consultant will be required to apply experiential and analytic tools in gathering the data required to meet the objectives of the assignment. Respect to gender equality principles, constructive and active participation of key stakeholders will be essential to successful accomplishment of the assignment. UN Women will take quality control measures to test the quality, validity and credibility of the data used to inform the design of a one joint programme on GEWE.
Inception report with a Methodology and Work plan; Consultations and situation analysis report; Draft project document on one Joint Programme with a 5-year results matrix, costed work plan and exit strategy;De-briefing/dissemination report;Final project document. The selected candidates should have: Mature judgment and initiative; Ability to think out-of-the-box; Ability to present complex issues in simple and clear manner; Cultural, gender, religion and age sensitivity and adaptability; Ability to work under pressure and deliver high quality results on time;Initiative and independence.

Experience:
Familiarity with Joint Programming Mechanisms and Strategic Planning will be a high priority requirement. Excellent skills and knowledge in identifying gender, human rights and social development issues for programming in addition to good writing and presentation skills. Language:

Somalia: Chief Training Officer (P5) - AMISOM Joint Mission Training Cell
NRC operates a “rapid secondment mechanism” (RSM) to deploy African civilian experts at short notice to the AU Commission, to the Regional Economic Communities/Regional Mechanisms (RECs/RMs), and to AU-mandated peace support operations, such as the African Union Mission in Somalia. Experts deployed under the RSM help these receiving agencies to develop their civilian capacities in support of the AU’s overall objective to bring peace and security to the African continent. In addition to filling immediate capacity gaps in the agencies’ administration and management, deployed experts assist the agencies to develop their operational systems to respond to current and future crises, specifically by strengthening their ability to manage peace support operations.
The purpose of this position is to provide strategic direction to the work of the Joint Mission Training Cell's internal and external training units. This is to be done in terms of meeting staff development and in-mission training needs for all civilian, police and military staff of AMISOM and in leveraging resources to facilitate training and capacity-building support, thereby enabling the Federal Government of Somalia to build sustainable, legitimate and representative governance and security structures in line with the mission's mandate.
