Consultancy On Improving UN Vehicle Fleet Management - New York
Rationale
UN Common Services are an important component of the Secretary-General's UN Reform Programme as a means to reduce costs and increase efficiency and coordination of UN operations at country level.
The definition of Common Services by the UN General Assembly is: “Services that are shared by an organization with one or more other organizations within the UN system, through both formal and informal mechanisms” [GA A/55/461].
In this context of current discussions on operational streamlining and innovation within the UN System, UNDP, UNFPA and UNICEF are analyzing different initiatives with the potential of improving common services on the ground. One of these initiatives consists of analyzing the use of vehicles, which is part of a larger effort in the context of current discussions on operation streamlining and innovation within the UN system.
The main assumption behind this effort is the fact that UN official vehicles tend to be under-utilized or sit idle in a number of field offices, particularly mid to large duty stations. UN organizations sharing common premises oftentimes manage separate fleets in an uncoordinated fashion, which ultimately increases operational costs and discourages the efficient use of resources.
Objectives
The objective of the assignment is to develop a proposal on how to improve the quality and reduce the costs of fleet management in selected UN field locations.
By establishing centralized carpooling arrangements, it is expected that country offices can:
Reduce the number of idle vehicles in UN premises;Rationalize the acquisition of official vehicles and/or speed up fleet replacement;Ensure the efficient use of administrative staff managing or operating fleets;Centralize fleet monitoring, coordination and maintenance;Improve security and geo-location of vehicles;Keep better track of vehicle usage; andReduce the UN carbon footprint.Concept
In the scenario of a UN Shared Vehicle Pool, instead of each agency owning their vehicles, vehicles are grouped into one big pool and managed centrally, as one fleet. All vehicles are centrally owned by the pool and are no longer assigned to agencies individually but shared among all UN agencies. All costs are shared and agencies pay for the actual use of the vehicles.
Joint fleet management activities performed by the Shared Vehicle Pool are:
Procurement;Fuel;Maintenance;Administration and Management;Training;Carpooling.Proposed solution and expected deliverables
The proposed solution consists of the deployment of a technology used by car share services in order to centrally manage fleets in UN common houses or sizeable duty stations. This particular approach has been successfully explored and implemented by car rental companies, corporations and governmental and academic institutions around the world and has rendered considerable results over time in terms of cost reduction and effective fleet management, including tracking and maintenance.

Consultancy Services for the EWACC Project - UNDP
The project “Economy-wide Adaptation to Climate Change” implemented by the Government of Samoa in collaboration with UNDP became operational in November 2014 with the objective to address expected impacts of climate change in losses of lives, livelihoods, and assets of vulnerable communities in Samoa.
The US $12.3 million project, funded by the Least Developed Countries Fund (LDCF), will contribute to overcoming barriers to climate change adaptation by strengthening institutional capacity within the government; enhancing inter-ministerial coordination of climate change adaptation; promoting the inclusion of climate change concerns into development strategies across all sectors; climate-proofing of communities’ physical assets; introducing more climate-resilient livelihoods options; and sharing lessons learned and best practice on climate change adaptation across the Pacific region. The Implementing Entity is the Ministry of Natural Resources and the Environment. Responsible parties include the Ministry of Finance, Ministry of Women, Communities and Social Development, the Land Transport Authority and the UNDP.
MNRE will invest the bulk of the LDCF resources in Component 2, aimed to enhance the resilience of communities as first responders of climate change-induced hazards. This component focuses on flood-protection infrastructure interventions, ecosystem-based adaptation approaches, resilient livelihoods support and revision and implementation of Disaster Risk Management plans for 100 villages.
UNDP is recruiting a Chief Technical Advisor to provide technical and operational support to the project management unit and the GoS in the inception phase (first year) of the project, especially focusing on providing strategic and technical guidance to the interventions under Component 2.
The CTA must have strong expertise in the areas of water engineering, water resource management, climate change adaptation project design and management, disaster risk management, and community-based interventions.

Consultancy - Video Producer for Short Films on the MDGs - Home-based
Coming to the close of 2014, countries have had considerable experience with the Millennium Development Goals (MDGs). MDG-based national plans, targeted interventions, small-scale pilots and other such efforts have established a reliable knowledge base highlighting the achievements made and the remaining gaps as we enter the last leg of the MDGs. With the MDGs due to expire in 2015, UNDP is keen to show the impact achieved on improving the lives of people, and to keep up momentum, with the message that the new Sustainable Development Goals (SDGs) now being forged will build on and continue the work of the MDGs.
Ahead of 2015, extensive and expedient efforts are underway to close remaining gaps and to capture key knowledge, lessons learned, and impacts stemming from the MDG experience. With over 14 years of experience with the MDGs, UNDP’s focus should be on telling the story of how people’s lives have changed and what challenges still remain, rather than an institutional summary of achievements. Given that audiences are increasingly consuming multimedia material over print, UNDP is keen to use video to highlight its work in this regard, so it may be presented at Summit events and disseminated across online platforms.
Towards this goal, UNDP looks to develop a series of short films focusing on its work in the five different regions. Packaging and showcasing these short films will present evidence of success at the micro level through the stories of individuals whose lives were changed as part of MDG achievement. Ultimately, considering the girth of information, knowledge, and experience related to the MDG experience, these short films will help articulate UNDP’s support of MDG achievement in a brief and accessible manner.
In today’s age of mobile interconnectivity and the volume of material and videos available at the touch of a keyboard, many good or even great stories and videos get lost in the ever increasing communication platforms of social media. To obtain and sustain attention to the proposed short films, efforts should go beyond simply producing a series of videos and rather ‘showcase’ these videos and related MDG/SDG information through a dedicated webpage which can be integrated into the existing UNDP website and promoted using UNDP’s existing social media channels. The videos could also be used at relevant events, such as the 2015 MDG summit, and the ‘showcase’ website could be shared with Country Offices around the world to utilize and promote UNDP’s work.
To fulfil this work, UNDP/Bureau for Policy and Programme Support (BPPS) is seeking to contract a consultant to deliver video footage in five countries across the five regions which will lead to:
The development and production of 5 short story videos;A dedicated online ‘showcase’ webpage for the videos (available in Teamworks) expected to be released in 2015.Each country film will be 3-5 minutes in length and will tell a human interest story highlighting MDG progress and UNDP support. The dedicated online ‘showcase’ will be highly visual, featuring infographics and photos, with limited text, and will be integrated within UNDP’s existing interface (Teamworks and UNDP’s corporate website). Additionally, the information presented will be repackaged for use across UNDP’s social media channels.
Focus of the Films
The country films will highlight the support given by UNDP to countries in helping them achieve the MDGs. The film will focus on the lives of individual people and families but will link these stories to specific MDGs and to UNDP’s role in achieving these goals.
Specifically, it will focus on:

Consultancy - UN Integrated Rule of Law Processes - New York
At the start of 2012, UNDP launched Phase II of its Global Programme for Rule of Law, Justice and Security: “Strengthening the Rule of Law in Crisis-Affected and Fragile Situations, 2012-2015” (Global Programme), which provides technical, operational and financial support to UNDP Country Offices to implement comprehensive rule of law, justice and security programmes in countries affected by conflict, disaster, violence and fragility, and represents a framework for UNDP’s renewed contribution to strengthening the UN to work together in this important area. In September 2012, the United Nations Secretary-General designated the Department of Peacekeeping Operations (DPKO) and the United Nations Development Programme (UNDP) as the Global Focal Point for the Police, Justice and Corrections Areas in the Rule of Law in Post-conflict and other Crisis Situations (GFP). The Secretary-General has prioritized “delivery as one” by the United Nations in crisis and conflict settings, and the GFP arrangement will strengthen the United Nations’ ability to fill critical civilian capacity gaps in rule of law fields in the aftermath of conflict. As such, the GFP arrangement provides a scaffolding to improve impact at each stage of the lifecycle of rule of law interventions in post-conflict situations, including during transition from a peacekeeping operation to another form of UN peacebuilding presence, such as a special political mission, or to a development-oriented presence. Implementation of related rule of law support in mission settings draws upon i) mission resources funded by appropriations approved by the General Assembly and assessed on member states; and ii) UNDP resources financed by voluntary contributions. In order to facilitate the integrated delivery of rule of law support envisaged in the GFP arrangement, it is necessary to define the related funding and administrative arrangements required, as well as to develop efficient processes at headquarters and in the field for the design, and budgeting of such support.
In order to facilitate the implementation of this joint approach and to draw on existing good practices, the GFP core team has begun to compile existing policies, tools, and processes to establish best practices for integrated assessments, planning, implementation and transitions by GFP partners. In doing so, the UNDP Global Programme team in its contribution to the GFP has encountered a series of constraints for fully integrated activities, such as the differences in business processes between GFP partners, particularly in the areas of human resources, financial administration, and programme implementation. Ambiguity and/or inflexibility in allocation, reallocation and rearrangement of UN funding is another issue that has arisen. An immediate barrier to overcoming these obstacles is insufficient understanding of the challenges and opportunities to facilitate joint activities.
UNDP has sought to address some of these challenges by recently commissioning a report on “UN Transitions in Mission Settings,” which has elaborated on the conditions and procedures under which mission resources may be deployed through United Nations Country Team members in implementation of mission mandates. While the GFP arrangement does not involve changes to the financing arrangements for participating entities, the former issue may be relevant to the UNDP Global Programme insofar as its competencies may be drawn upon to support missions deliver their mandates.
In developing this cooperation further, UNDP is engaged in designing specific mission interventions in cooperation with missions and DPKO and DPA, as well as in defining business processes, incorporating budgetary and administrative arrangements, for rule of law initiatives through the GFP, in close cooperation with its programme specialists on GFP matters.

The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate Change team, and the Ministry of Environment. It is understood that the Consultant shall perform all the services/work as necessary to fulfill the objectives of the Consultancy Contract.
The institutional mapping of national climate change activities, more than simply identifying or describing key institutional structures involved in climate change, should provide a critical assessment of how climate change issues are coordinated between government bodies and with other stakeholders. The mapping exercise should discuss all relevant actors in the country, such as government, research institutes, bilateral and multilateral donors, NGOs, and the private sector. An illustration or a “map” demonstrating the linkages and relationships between the institutions is extremely useful. The final output should include a brief overview of the relevant regulatory and institutional frameworks for climate change, as well as present the coverage,
scale, and coordination of climate change interventions.
As such, the selected individual will be responsible for providing the services outlined below.
TaskK 1. Map National Climate Change Activities
Review national information and initiatives directly or indirectly related to climate change available from ministries, national institutions, development actors, and academic institutions and NGOs. Sectors to be covered include energy, transport, industry, forestry, agriculture, waste, water, tourism, coastal zones and public health;Validate and complement the findings from above with interviews with relevant stakeholders including decision-makers;Provide a list and description of existing and planned climate change projects and programmes, including the executing institutions;Identify Mitigation or Adaptation areas which are not enough tackled at a national level.Task 2. Map Institutional and Regulatory Framework:
2.1. Review institutional and regulatory framework budget, source of fund, timeframe and achievements/expected results, and identify strengths, weaknesses and opportunities, the role and influence of each institution, the respective institutional capacity, any coordination and collaboration mechanisms that exist;2.2. Provide concrete and pragmatic recommendation on how to improve collaboration.Task 3. Map Academic Climate Change Activities:

Provide a list and description of climate change courses and research applications for the academic sector with identification of the strengths (research and expertise) of each academic sector in various climate change themes (e.g., mitigation: renewable energy, energy efficiency, etc.; adaptation: climate modeling, risk assessment; policy; etc.);3.2. Provide recommendations on ways to link research and expertise in the academic sector to national policy needs.Task 4: Recommendations on best-practices track climate change activities:

Consultancy Assignment: Review of Eu Funded Improving Water Sanitation and Hygiene in the Solomon Islands
Changes in context and review of assumptions: review of indicators and data referred to, need of establishing a new baseline and to assess the likelihood of achieving them upon completion of the project in light of the existing challenges and opportunities; The evaluation should cover the adequacy and quality of the management, including project monitoring tools and mechanisms and delivery mechanisms of the program as well as the related stakeholders.
Results in terms of outputs achieved vis-a –vis projected targets: The evaluation should examine the general operational relationships with Government, MHMS, EHD, RWSS, NGO’s, etc. and how these relationships have contributed to effective implementation and achievement of program objectives; identify the challenges in the implementation and will come up with recommendations to overcome these in the next half of the Project implementation.
Achievement of projected performance indicators and targets: provide key recommendations or considerations for improving program performance for the remaining period of program implementation, corrective actions for the design, implementation, monitoring and evaluation of the program, needed follow up actions to reinforce initial benefits and proposal for future directions underlining each specific objective. Identify areas which the funding and implementing partners and program management should pay attention to for the remaining period of program implementation. Review the institutional/partnership arrangement for program implementation and recommend changes, if needed. Make recommendations on how to improve performance with respect to program management, planning, coordination, collaboration with government, civil society, monitoring and evaluation in the next phase of the project.
In addition, the review should assess whether the project considered any of the cross-cutting issues
QUALIFICATIONS AND SPECIALISED KNOWLEDGE/COMPETENCE REQUIRED
Qualifications
Advanced university degree in Public health, Hydrology, Social Sciences, or related technical field. 1
Skills and Experience
Ten years of relevant work experience at the national and international levels in programme evaluation, management, and implementation in the field of Water, Sanitation and Hygiene.
Experience in Pacific Island Countries and working with EU projects is considered an asset
Fluency in English. Knowledge of the Solomon Islands Pijin / Bislama / Tok Pisin is an asset.

Analyzes and integrates diverse and complex quantitative and qualitative data from a wide range of sources.
