MicroLead Ethiopia Case Study Write Up - Addis Ababa
Scope of Work
UNCDF supported the scale up of small and medium size microfinance institutions in Ethiopia to become market leaders and demonstrate successful deposit mobilization showcases that can be shared and emulated in the microfinance sector at the country level. Institutional capacity building was provided by a Technical Service Provider to strengthen two small size Financial Service Providers and different innovations were successfully implemented with one Financial Service Provider particularly in the area of Branchless Banking to better serve rural markets.
The Consultant will prepare a case study that documents the lessons learned by different partners engaged in its activities in Ethiopia. The assignment aims at documenting the experience gained, the decision making process, the challenges, the measures applied by the FSPs, the way forward to share the potential of those innovations to foster growth, improve performance, deepen quality financial inclusion at the sector level. The case study will also address issues with regard to scaling innovations throughout the FSPs’ branches (revenue/cost considerations, regulatory constraints) as well as clients’ experiences and their perspective on the benefit derived from the innovation.
In preparing the case study, the consultant will:
With the assistance of the MicroLead Programme team, identify and secure relevant project documents necessary to develop the case study, including but not limited to initial applications, detailed implementation plans, annual work plans and budgets, other relevant reports and correspondence, template and key sections for the case study write up;Review, compile and analyze the written program documentation;With the assistance of the MicroLead Programme Advisor, identify key stakeholders to be interviewed and obtain contact information, including but not limited to the FSP management and staff, the TSP, other stakeholders involved in the deployment of the identified innovation, and UNCDF management;Conduct long-distance interviews (by phone or Skype) with key stakeholders identified;If needed to complement the personal interviews, develop and administer a written questionnaire for the relevant stakeholders about implementation of the innovation in the county, and compile and analyze the results.Deliverables, Schedule and Duration:
The Consultant will deliver the first draft of the case study to the MicroLead Programme Advisor by January 15, 2015;The MicroLead Programme Advisor will circulate the draft for comments, which will be due by January 30, 2015;The Consultant will review comments with the MicroLead Programme Advisor by February 05, 2015, and will deliver the final case study that incorporates feedback by February 15, 2015.Payment of Fees
The Consultant will submit invoices for days worked at the end of the assignment. Payment will be made upon receipt of invoices and approval of the MicroLead Programme Advisor.
Skype is the preferred way of communicating with the different stakeholders, but a couple of interviews may require long distance calls; these will be reimbursable expenses up to a maximum that will be communicated by MicroLead Program Advisor. The consultant will have to submit supporting documents for any reimbursement e.g. phone bill with the calls and costs highlighted or a receipt for a telephone card.

Gender and Business Programme Manager - Addis Ababa
To realize the vision of Ethiopia’s Growth and Transformation Plan, and the role that a growing and dynamic private sector can play in its achievement, the Ministry of Urban Development and Construction and the Federal Micro and Small Enterprises Development Agency (FEMSEDA), in partnership with the United Nations Development Programme (UNDP) Ethiopia, launched the Entrepreneurship Development Programme (EDP) in February 2013. The goal of the EDP is to foster the emergence of a robust and competitive private sector through the development of the micro and small enterprise (MSE) sector. EDP established the Entrepreneurship Development Centre (EDC), a semi-autonomous organization, to spearhead the implementation of innovative entrepreneurship skills training and customized business development services to new and existing MSEs in the country.
EDC is seeking the service of a qualified professional to assume the role of Gender and Business Programme Manager. The Gender and Business Programme Manager will be responsible for integrating gender sensitive approaches for the EDP implementation and propose initiatives that will mainstream gender into all activities. The Gender and Business Program Manager will improve EDP effectiveness and sustainability by ensuring a gender strategy is in place that promotes women entrepreneurship and supports the development of profitable women owned businesses. In addition, the strategy will provide women with an increased access to business opportunities as it relates to entrepreneurship and identify and mitigate gender-specific risks. The Gender and Business Program Manager will work closely with EDP staff to complete a gender analysis on issues affecting women entrepreneurs, including their limited access to business opportunities. This analysis will facilitate the design and implementation of the gender strategy.

Senior Driver - Addis Ababa
The Secretariat for the Development Assistance Group (DAG) of donors was established to coordinate donor support to the preparation, monitoring and evaluation of the Poverty Reduction Strategy (PRS) process and, more lately the Millennium Development Goals (MDGs). It is housed in UNDP and provides support to the work of the DAG Technical Working Groups (TWGs), DAG Executive Committee (ExCom) and the DAG through facilitation and follow up on ongoing agenda as well as new initiatives that are launched. The DAG Secretariat also builds partnerships and liaises closely with stakeholders, including Government, civil society, the private sector, the UN and donor agencies. It ensures smooth communication between stakeholders as well as promotes a client-oriented approach consistent with UNDP rules and regulations. Finally, the DAG Secretariat manages the DAG Pooled Fund under the overall supervision of the UNDP Resident Representative.
Under the overall guidance of the DAG Secretariat Coordinator to which he/she is assigned, the driver provides driving services to the DAG staff.

Summary of key functions:
The Gender Specialist will contribute to management and implementation of the Gender Equality Strategy at the Regional Level and provide substantive analytical policy and technical input towards mainstreaming gender across UNDP’s core practices and supporting gender equality and women’s empowerment in dedicated interventions. The Gender Specialist is responsible for supporting the Gender Practice Team Leader with regard to quality assurance on development effectiveness, gender seal process and organizational effectiveness across the Gender Team. Programme Management/Implementation: Provide effective support to the GPTL in programme implementation on the following results:
