Individual Consultant - Specialist on Parliaments and Civil Society Independent Oversight and Monitoring of Public Expenditures and Accounts - Praia

UNDP’s democratic governance practice focuses on fostering inclusive participation, strengthening responsive governing institutions, and promoting democratic principles.

The project was formulated under the economic governance sub-area of the 2008-2013 10th EDF for the PALOP & TL, which allocates EUR 33.1 million to supporting governance initiative projects in PALOP & TL countries. This project is formulated on the basis a EU-UNDP partnership allocating 6.4 million Euros in support of Supreme Audit Institutions (SAI), Parliaments, Parliamentarians &Civil Society Organizations  in the PALOP and Timor-Leste in the domain of external control of public expenditure and accounts. This project aims at promoting economic governance in the PALOP and TL strengthening technical and functional skills of Supreme Audit Institutions (SAIs), National Parliaments and Civil Society in the six beneficiary countries. The project is fully funded by the European Union through the 10th EDF A envelope in support, among others, of Supreme Audit Institutions (SAI), Parliaments, Parliamentarians and Civil Society Organizations in Angola, Cape Verde, Guinea Bissau[1], Mozambique, São Tomé and Principe (PALOP Countries) and Timor-Leste.

The project is consistent with PALOP partner countries’ national strategies for poverty reduction and national development plans, with UNDP Country Programmes and Development Frameworks, and the 2008-2013 10th EDF for the PALOP & TL. These policies and strategies are adapted to the specificities and priorities of each country, but converge to promote good governance as an important support for development and economic growth. This is achieved, in particular, through the strengthening of capacities in (i) legislative and oversight functions of the State, (ii) the management system of public finances, including internal and external control, (iii) support services to Parliament and (iv) State’s accountability.

The multi-country intervention logic of this project aims to intensify the PALOP and Timor-Leste dialogue, drawing on the holistic approach to democratic governance. A special emphasis placed on joint, transversal, south-south and peer-to-peer capacity-building within the selected areas of economic governance, namely external control, audit and oversight capacities of the public finances.

The project will use training actions as a tool to enhance skills and credentials of stakeholders for controlling public finances while establishing eLearning platforms in Portuguese ensuring means of durable access to existing database and information in Portuguese. The project will also contribute to establishing a first time multi-country CSO PALOP-TL platform showcasing lessons and progress made by civil society organisations’ within the PALOP/CPLP Open Budget Initiative.  Other activities aiming to promote sustainability will complement and support the OSAI CPLP multi-country plan and promote cooperation with the Training Institute for Financial and Economic Management in Portuguese Language (IGEF), involving this institution in training and capacity building activities at transnational level (joint learning involving actors from all beneficiary countries).

Improved access to information (in terms of availability of information, quality of the information available) is a pre-condition for effective public oversight and therefore to achieve the project’s key outputs. In the long run, the project impact will depend on the success of its exit strategy and sustainability of its actions and activities. It is critical that the project beneficiaries develop synergies and dynamics that will still be there after the end of the project. This will be best done through capacity development of human resources within national institutions. Such capacity development needs to target professional skills and enhancement/development of in-house training capacities in the field of external control of public accounts and finances, in particular CAs in the PALOP and Timor-Leste.

The overall objective is to promote economic governance in the PALOP and Timor-Leste (TL) strengthening technical and functional skills of SAIs, Parliaments, Parliamentarians and Civil Society (including media).

The specific objective is to improve the effectiveness of external political, judicial and civilian control of public finances in the PALOP and TL for a more efficient use of public resources. SAIs play an important role to prevent mismanagement and corruption. Therefore, whenever possible, the project will also help strengthen the links between SAIs and other oversight agencies, in particular anti-corruption and procurement agencies.

This project will directly address good governance and democracy strengthening the accountability system with external and independent control of public finances standing as the specific objective. As part of the action, responding to the right of citizens to information, and cross cuttingly supporting the promotion of gender equity in public spending will yield transformational results to be sustained beyond the project life cycle (among others, training and sensitization activities on gender equality addressed to Parliaments and CSOs). UNDP will associate UN Women units at country office level in designing the AWPs and training activities. ICT platforms and solutions will play a central role in this strategy and will be transversal to the action (among others, use of videoconference and IT tools). Environmental issues will be taken into consideration in specific activities when appropriate and consistent with partner countries’ national strategies and priorities, such as the strengthening of oversight capacities in the natural resource extraction domain in Mozambique.

The project foresees two results directly contributing to the specific objective:

SAIs’ control and audit capacities over public finances in the PALOP and TL are strengthened in a context of joint learning.Parliaments and Civil Society oversight capacities over public finances are developed for an informed analysis of public finances in the PALOP and TL in a context of joint learning.

The strategy defined by the project takes into account the different contexts of the six beneficiary countries and the multi-country PALOP and TL cooperation intervention logic. The strategy will seek to improve political, judicial and civilian control and oversight of government action and public accounts through actions benefiting SAIs, Parliaments and CSOs.

The action plan includes multi-country activities fostering the south-south PALOP-TL cooperation (face-to-face and eLearning training, workshops, study trips and peer learning initiatives) and national activities aimed at addressing specificities of each beneficiary country (training, organizational changes, drafting of manuals, capacity development, etc.).

The implementation of the foreseen activities during the three-year project’s duration period will be articulated on the basis of annual work plans. Project start-up will have an initial phase of a maximum of four months from the signature of the Contribution Agreement with UNDP. In this inception phase annual work plans will be developed in a participatory manner and approved for each country, identifying accurately the pivotal countries and triggers of a change dynamics supporting the project’s sustainability strategy.

International Consultant, Independent Civil Engineer for Review of Detailed Technical Design

This position is required to review the Detailed Technical Design for remediation activities in Fushe-Arrez Mine site. Under the overall supervision of the Regional Programme Manager in UNDP Montenegro and in cooperation with the Ministry of Environment, Albania, the expert is to provide all measures to ensure the detailed technical design is of a high competency and standard, in accordance with all relevant international and national standard and requirements, and fully costed in line with realistic market prices for the region. Works will include tasks review of the detailed technical design related to the civil works, evaluation of associated risks, assessing the compliance with relevant construction codes, local laws related to civil works and other relevant standard, revision of technical drawings, Bills of Quantities (BoQs), cost estimates and other relevant documentation. The expert is also expected to prepare reports as required.

Key Results Expected (non-inclusive list):

For review of the detailed technical design the following activities will be required:

* To ensure and certify that the Final DTD meets the requirements established within the ToR and associated studies and is fit for purpose;
* To familiarize with the laws, rules and regulations regarding civil works in the country where the work is being conducted and ensure the DTD meets these as required;
* To review/revise technical drawings, specifications and Bills of Quantities (BoQ) of the necessary works prepared by the design company;
* To analyse measures, quantities, and description of each item of the BoQ;
* To analyse and review the unit rates/cost estimate in correlation with BoQs, provided by the design company, and to assess if these are realistic and in accordance with local market conditions;
* To provide written report/s (certification) whether the BoQ is compliant with the level of services required.
All reports are to be submitted in English. Any tables with functional and statistical analysis of data and diagrams should be prepared in Microsoft Office Excel and the drawings in sophisticated CAD software with high graphical design definition. The reports on the Detailed Technical Design should be submitted, both as hard copies and a copy in an electronic format.

A minimum of one 2-day visit to the site were works are to be executed is envisaged, in accordance with the DTD.

Timing and reporting: This position will cover a total of 21 working days (out of which approximately 2 working days envisaged for the visit to the site, as indicated above). The period over which these man-days will be realised are linked to the development of the DTD. As previously stated a draft version of the Main Technical Design is expected within a period of 5 weeks from the date of signing of the contract with an additional period of 4 weeks planned for incorporation of the relevant comments, suggestions and recommendations made by the reviewing consultant.

Reporting plan:

The reviewer will report to the UNDP Regional Project Manager based in the UNDP Montenegro.

Technical Specialist- Civil Service Training and Learning - Nay Pyi Taw

Duration of Initial Contract :Myanmar

Nay Pyi Taw is classified as “Family Duty Station”/category “B” by the International Civil Service Commission. Being located at 391 km north of Yangon and 302 km south of Mandalay, the city is still in the developing stage with limited access to international banking transactions, no public transportation, and limited health care access and facilities. Currently there are limited options for housing and no schooling facilities for international staff’ children.

Myanmar has gone through a phase of unprecedented change since the November 2010 general elections. The transition to nominally civilian rule under a new Constitution was the first step in an on-going sequence of rapid and far-reaching political and economic reforms that have unleashed tremendous changes in the political and economic landscape. In the past few years, the President and legislatures have pushed forward a remarkable transformation process that was difficult to imagine not so long ago.

In December 2012, the President announced the need for attention to the third wave of reforms which are required to improve the performance of the public administration and its civil service, and clarify the division of powers between the Union and the State and Regional Governments. Public sector management is thus high on the list of priorities of the Myanmar government. “Democracy will be promoted only hand in hand with good governance. This is why our government, responsible for Myanmar’s democracy transition, will try hard to shape a good administrative machinery”. (President Speech before the Union Hluttaw, 30 March 2011).

UNDP

After more than 20 years of working exclusively at the grassroots level through the Human Development Initiative, a new UNDP Country Programme for Myanmar was developed and approved in early 2013, which aims to meet the needs of the ongoing reforms. The Country Programme (2013-2015) is split into three pillars: Pillar 1 focusing on Local Governance, Pillar 2 focusing on Disaster Risk Reduction, Environment and Climate Change and Pillar 3 focusing on Democratic Governance.

Within the Democratic Governance Pillar, there are four areas of work: (i) Development Effectiveness covering support to the strengthening of statistics, planning and aid management systems; (ii) Parliamentary Strengthening covering both the Union and Regional Parliaments; (iii) Rule of Law and Access to Justice and (iv) Public Administration Reform.

The Public Administration responsiveness output aims to ‘strengthen capacity for service delivery and improve responsiveness of the public administration reforms’, and will focus on enhancing the capacity of the civil service by strengthening integrity and representation in the ranks of the civil service, and by improving the quality of training and support provided to civil servants by the Union Civil Service Board. The project will also promote innovations in public administration.

The two sub-outputs under the Public Administration Responsiveness are:
Capacities developed at the Union level to advance, coordinate and implement incremental public administration reforms;Strengthened capacities of the Union Civil Service Board (UCSB) and other ministry training institutes to train and establish a professional, transparent and representative civil service.
In 2013, UNDP engaged with the Union Civil Service Board (UCSB) to make basic improvements to the quality of existing trainings delivered by the UCSB, and to identify future capacity needs and strategic direction in training and in e-governance. As Myanmar has taken up the leadership of the civil service training agenda for the ASEAN region, this work has also contributed to enhanced knowledge and information sharing within the region. UNDP also conducted foundational work to enhance leadership in government and the civil service, through targeted training courses.

In support of enhanced UCSB capacity, UNDP in 2014 aims for:
Strengthened UCSB capacity for transparency and openness;Improvements in the a) production of training content; b) training curriculums and; c) quality of delivery of training and ; d) training environment;Establishment of programmes for leadership development for public sector managers and leaders and young leaders training and mentoring initiatives.
Role Description

The Technical Specialist will provide high quality technical advice to the Union Civil Service Board to enhance the strategic focus of reforms to trainings, and help deliver key outputs in UNDP plans for 2014 relating to training and leadership programmes. He/She will also work to ensure that this support is coordinated and integrated with the components of UNDP’s wider work on democratic governance.

He/she will work closely with key staff in the Union Civil Service Board, with the aim of transferring knowledge and skills relating to management of trainings, and will design and deliver a specific capacity development initiative within the UCSB.

He/ she will work under the direction and supervision of the Team Leader, Democratic Governance, and in close cooperation with the Junior Consultant- Public Administration, the Programme Specialist- Public Administration and the Chief Technical Advisor, Public Administration Reform, where appropriate. He/she will be based in Nai Pyi Taw, with some travel to Yangon and UCSB Training Centres in Upper Myanmar and Lower Myanmar.

Summary of Key Functions:
Provide advice to UCSB on strategies and approaches for effective training of civil servants, and on learning approaches and methodologies;Provide technical advice towards implementation of revised curriculum for mid-level officials;Develop and support management of a leadership programme for Myanmar civil servants;Ensure the creation and functioning of regional and international partnerships with training institutions;Facilitate knowledge building and knowledge sharing.
Provide advice to UCSB on strategies and approaches for effective training of civil servants, and on learning approaches and methodologies:
Provide advice and mentoring to senior UCSB officials on systems and approaches to training of civil servants;Advise UCSB staff and selected teaching staff on effective approaches to civil service training;Advise UCSB staff and selected teaching staff on learning approaches and methodologies, and experience in other countries;Advise the UCSB on their engagement with ASEAN with regards to civil service training;Advise the UCSB on options for longer term training courses for civil servants.Provide technical advice and training towards implementation of revised curriculum for mid-level officials:
Engage UCSB staff and selected teaching staff, and advise on approaches to training curriculum assessment and revisions, and on key considerations and opportunities behind improvements to training curricula;Conduct a training needs assessment of an agreed sample of mid-level officials;Review existing course structure, course materials and training methodology for Mid-level Government officials against key objectives advised by UCSB and UNDP, and identified training needs;Advise the UCSB and UNDP on potential areas for improvement to the Mid-level officials course, in particular any required higher level changes;Advise UNDP on additional resources, particularly human resources, required for revision of the mid-level officials training programme, and develop TORs as appropriate;Develop new course structure, and, with additional support if required, develop training content and reference materials, and seek the approval of the UCSB;Provide advice and facilitate dialogue, including familiarization or validation workshops as appropriate, to generate ownership of the revised curricula;Identify and advise on the capacity development needs (in immediate and medium term) of the UCSB training institutes towards implementation of revised curricula;If appropriate, lead the delivery of training of trainers in key areas for teaching staff in Civil Service Training Institutes.
Advise on training content for a leadership programme:
Promote ownership in the UCSB of the leadership scheme, including by leading workshops on scope and design of leadership programme;Identify opportunities for leadership training and support design of a complementary leadership training and mentoring programme.Promote the creation and functioning of regional and international partnerships with training institutions for public administration and civil service management:
Advise the government on systems and processes for expanding experiences, lessons learned and know-how on civil service training;Provide technical support to develop a partnership strategy;In support of the UCSB, work to identify and build networks with regional and international training institutions in support of government of Myanmar training development;Provide technical and financial support to promote partnerships with regional and international learning institutions, including south south exchange for UCSB.
Facilitate knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
Develop a light-touch but regular programme for counterpart staff, targeting key knowledge or skills relating to training (e.g. through regular but informal sessions.);Facilitate the national, regional and international transfer of know-how and experiences in the area of civil service and capacity development;Ensure that Myanmar’s experiences in civil service and capacity development are shared within UNDP networks and with other stakeholders inside and outside of Myanmar;Provide information and guidance to consultants working for the project and to brief interested donors, NGOs, or foreign missions on UNDP activities under the project;Promote knowledge-building on training approaches and civil service training within the UNDP Pillar 3 team.

Successful implementation of the project will result in nationally owned and government-led programme for reform of civil service training in which:

Oversees activities of the Community Security Project and particularly the social and civic development initiative, ensuring objectives as stipulated in AWP are met, and relationships are strategically managed with sensitivity;Remains abreast of the Community Security and Social and Civic Development trends and applied concepts, advising on the possible new opportunities for intervention and associated risks;In close consultation with Project Officer / Team Leader and Support Team, ensures the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports;Monitors the project work plans, project effectiveness and achievement of results and provides inputs to the strategic results framework and Results Oriented Annual Report.

Effective and efficient management of financial resources at the area level, focusing on the achievement of the following results:

In close consultation with the Project Officer / Team Leader and relevant operations colleagues, contributes to the elaboration of budgets for all activities in the programme portfolio and the continuous monitoring of project work plans;Ensures integrity of financial and administrative operations in the project through oversight of financial and budgetary aspects of the projects;Ensures strict and consistent application of UNDP rules and regulations and ensures the implementation of clear accountability mechanisms throughout the project portfolio;Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, and procurement. Effective and efficient support of procurement and logistical services at the area level focusing on the achievement of the following results:Liaises with all UNDP counterparts, government authorities, and other stakeholders regularly ensuring project compliance with corporate human resources policies and strategies;Ensures project compliance with corporate rules and regulations in the management of procurement processes and logistical services;Ensures monitoring and evaluation of the projects, including regular field visits and support to the organization of project board and outcome board meetings and reports on project progress and constraints. Effective knowledge building and management are ensured at the area level focusing on the achievement of the following results:Contributes to the identification and synthesis of best practices and lessons learned from the Project for organizational sharing and learning;Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available at the zonal, national, regional and global levels;Supports capacity-building of national counterparts. The key results will have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness on the design, implementation and outcome of key project activities results under the specific Programme portfolio. A first level university degree in Psychology, Peace & Conflict Management, Economics, Political or Social Science, Law, International Studies, or any other related field; with a combination of 4 years of work experience may be accepted in lieu of the master’s degree.Proven experience in project administration and finance;Technical expertise in community security, social cohesion, peace and/or conflict and/or other directly related fields;Experience in inter-agency coordination of development or humanitarian assistance, and working with the United Nations, is desirable;Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;Experience in working with public institutions and within the UN or INGOs an asset.
