Administrative Assistant - Peacebuilding Fund Secretariat (Open to Yemeni Nationals Only) - Sana'a
The Joint Steering Committee (JSC) was established in September 2013 and is co-chaired by the Prime Minister, the Special Adviser of the United Nations Secretary-General for Yemen (SASG) and the United Nations Resident Coordinator. The Prime Minister has delegated the chairmanship of the JSC to the Minister of Planning and International Cooperation and the SASG has delegated it to the Senior Officer of the Office of the SASG based in Yemen. The Government is represented by the Minister of Finance, the Minister of Foreign Affairs and the Secretary General of the Prime Minister Office; bilateral donors are represented by the GCC, Netherlands, Turkey, UK and US; the multilateral agencies by IOM, UNDP and UNHCR; and the INGO Forum Chair represents the international NGOs. Finally a representative of the Yemeni society is in the process of being added.
The PBF Secretariat in Yemen will be set up to provide key support to the Joint Steering Committee, particularly though not exclusively through coordination of RUNO activities in support of achieving results identified by the Peacebuilding Priority Plan. The tasks of the Secretariat, among others, include the coordination of the implementation of the Yemen Peacebuilding Priority Plan, the organization and preparation of JSC meetings, conducting consultations with relevant stakeholders, communicating the process of implementation of the PPP to all relevant stakeholders, as well as monitoring and reporting on the peacebuilding outcomes of the PPP. To ensure the full engagement of national actors, including Government and civil society, the Secretariat will also be expected to provide capacity building on topics relevant to peacebuilding to the national and local authorities, implementing partners and the people involved in the peacebuilding programme. The Secretariat serves as an interface between the strategic decision-making level bodies, the state institutions and the UN Agencies in the country and PBSO.
Under the guidance and supervision of the Peacebuilding Programme Officer, the Project Assistant provides support to office operations performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Administrative Assistant promotes a client, quality and results-oriented approach. The Project Assistant works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery.

The selected Administrative Assistant/Interpreter at project "Prevention and Treatment of HIV/AIDS in the Republic of Belarus-3" shall:
Assist Head of Grants Implementation Unit (GIU) and Senior HIV/AIDS Advisor in ensuring proper planning, management and reporting systems of the project;Provide assistance to the project personnel in preparing progress reports on project implementation and timely submission to stakeholders monthly, semi-annual and annual project reports to Local Fund Agents, the Global Fund, Ministry of Economics and to the Ministry of Health;Manage the process of recruitment of GIU staff, project consultants and temporary project personnel under Service and Individual Contracts in accordance with the UNDP rules and procedures:- Assist the GIU personnel in development of terms of reference;
- Prepare vacancy announcements, keep track of status of vacancy announcements and initiate appropriate further actions to disseminate information about the post;
- Organize selection process for Service contract positions as well as selection of national and international consultants in accordance with UNDP rules and regulations;
- Act as Secretary of the Interview Panel (arrangement of an interview, preparation of a file of required documents for the interview, preparation of the Interview Panel Report);
- Ensure completeness of supporting documents for contracting;
- Coordinate timely completion of Service Evaluation by GIU personeel and ensure that contract extension is processed in due time ;
- Maintain and monitor staffing table for a variety of human resources activities: appointments, expiration of appointments and medical certificates, personal information. Review, monitor and follow up on contractual status of staff members and advise staff on their contract status and leave entitlements;

- Develop procurement plan for contracting experts and consultants and regularly update it;
- In coordination with Programme Coordinators monitor payments to experts and consultants, hired under individual contract. Monitor timely submission of reports and draft Performance evaluations accordingly;
- Hold induction trainings for new GIU staff including general contract conditions, office work and document workflow;
Make necessary travel arrangements for GIU and missions, assist in processing visas, tickets, accommodation, etc.;Receive telephone calls and re-direct them to project staff, process in-coming and out-going land, air, and express mail related to the GFATM projects;Perform general clerical duties including but not limited to: photocopying, faxing, mailing, and filing;Maintain hard copy and electronic filing systems such as personnel-related files and general project documentation (project documents, attachments to it, proposals to the Global Fund, GLC and similar documents);Draft project background materials for meetings and briefing sessions;Provide administrative and secretarial support in organization of periodic project meetings with UNDP, Ministry of Health and other partners and other activities within the project held in the country, i.e.: prepare invitations and monitors follow-up; make general administrative preparations; arrange hospitality as appropriate; take notes at meetings;Coordinate dissemination and exchange of project related information;Draft reports, correspondence, evaluations, justifications in both English and Russian as required within the scope of responsibility;Prepare translations of project related documents; act as translator/interpreter for Grants Implementation Unit and for the meetings organized within the project;Monitor stock of various office supplies, stationary, spare parts and ensure timely replenishment of supplies;Support staff in assigned project based work;Provide support to GIU in requests for monitoring visits, security clearance;Coordinate and provide overall support to in-country international missions and experts in relation to implementation of the grants;Perform other tasks as assigned by the Head of GIU, Senior TB and HIV Advisors of the Grants Implementation Unit.View the original article here

Finance cum Administrative Assistant GoI-GEF-UNDP India High Range Landscape Project (HRML) - (Open to Indian Nationals only) - Munnar or Kottayam, Kerala
High Range Mountain Landscape (HRML) in the Western Ghats mountains of peninsular India is a globally significant biodiversity region. Its key attributes are: a) high levels of endemism and biological diversity; b) Important Bird Area; c) presence of globally threatened species of fauna and flora; d) part of one of the five viable breeding centre of tiger in India; e) harbour the largest global population of Nilgiri tahr and a significant population of Grizzled Giant Squirrel (both threatened species); f) catchment of three major river systems of peninsular India; g) strong eco-cultural affinities; and h) support important economic sectors like cardamom, tea and tourism. At present, HRML is a complex mosaic of land uses where conservation, economic production and livelihood requirements assume equal primacy and profoundly influence each other. These contribute to competitive use of natural resources and affecting vital ecological processes. The rapidly altering developmental context, demographic contours, resource use configurations place a challenge for HRML’s long term ecological sustainability and livelihood security. The existing planning and policy framework, as well as the institutional arrangements in HRML are inadequate to address biodiversity conservation from a landscape perspective. The project aims to put in place a collaborative governance framework for multiple-use management of HRML. The project will attempt a paradigm shift from current sector based planning to an approach for integrated multiple-use management of mountain landscapes to deliver global environmental benefits. The project aims to achieve this through the following Outcomes: a) Effective governance framework for multiple-use mountain landscape management in place; b) Multiple-use mountain landscape management is applied securing the ecological integrity of HRML; and c) Strengthened capacities for community based sustainable use and management of wild resources.
The project region covers 3,000 sq. km spread across three districts of Kerala viz. Idukki, Ernakulam and Thrissur in Kerala.
UNDP aims to engage Finance cum Administrative Assistant for the implementation of the HRML Project. S/he will work closely with the State Project Manager and the State Project Coordinator. For operational purposes, the Finance cum Administrative Assistant will also consult the Programme Analyst, Energy and Environment Unit, UNDP, New Delhi and the Administrative and Finance Associate in National Project Management Unit (NPMU) in New Delhi. The Finance cum Administrative Assistant shall extend all possible support to the State Project Manager and Landscape Level Project Management Unit (LLPMU).

Administrative and Finance Assistant, Marine - (Open to Filipino Nationals Only) - Manila
The primary government response to protect this important biodiversity has been the establishment of marine protected areas or fish sanctuaries as mandated by the National Integrated Protected Areas System (NIPAS) and Fisheries Code. At present, there are only 33 MPAs under NIPAS which are government managed and 1,620 under Fisheries Code which are Local Government Unit (LGU) -managed. However, overfishing and illegal fishing, pollution from coastal and commercial development, conversion, extractive industries and many more continue to pose environmental threats to the country’s fragile coastal ecosystem. Despite the number of Marine Protected Areas (MPAs), both state and LGU-managed, it was assessed that its current spatial coverage of the MPAs was ineffective in improving species habitat to enhance fishery productivity and biodiversity. Similarly, effective MPA management is still hindered by inadequate bio-geographic representation and spatial coverage, insufficient and unpredictable funding levels for the long-term sustainability of MPAs and an MPA system; and weak institutional framework for the identification, establishment and management of a national marine PA system and incoherent policy frameworks, mandates and strategies amongst central and local actors that inhibit the sustainable management of marine resources on a seascape basis.
To address these barriers, the DENR, in partnership with BFAR and several CSOs, will implement a 5-year project entitled “Strengthening the Marine Protected Areas to Conserve Marine Key Biodiversity Areas” which aims to strengthen the conservation, protection and management of key marine biodiversity areas in the Philippines.
Hence, to ensure that the objectives under this Project are implemented accordingly, a project management unit will be set-up in BMB. The PMU will be headed by a Project Manager which will oversee the day to day operation of the Project.
