UNV Protection Assistant (For Indian Nationals Only) - New Delhi

In India since April 1981, UNHCR provides international protection and assistance to individual asylum seekers in New Delhi. It assists approximately 16,000 recognized refugees and many asylum seekers, making it one of the largest urban refugee caseload in the world. UNHCR works with several different implementing partners to provide a variety of support services to refugees and asylum seekers.

With increasing rates of arrivals from countries as diverse as Somalia, Myanmar and Afghanistan, protection and community services functions continue to be a critical component of the operation in India. UNHCR runs the Women’s Protection Centre in West Delhi to provide counseling support to refugees and asylum seekers. Similar protection outreach activities take place in South Delhi and also at the UNHCR office. The role of the NUNV would primarily be to assist in UNHCR’s protection and community services functions, in order to provide direct counseling support and advice to persons of concern and ensuring that a person has information to access basic services.

The post is both challenging and rewarding and requires someone who is patient, has excellent people and counseling skills, is helpful by nature and has the genuine interest of refugees at heart.

Living Conditions:

New Delhi and the surrounding National Capital Region is a large and bustling metropolis of some 14 million people undergoing rapid changes. The capital city is an administrative, cultural and commercial centre with modern amenities and well connected by air. It is a safe place with large expatriate community drawn from embassies, UN agencies, MNCs and foreign businesses. It has short moderate winter and long hot summer.

Conditions of Service

A twelve-month contract, monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to INR 33,696; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.

State Project Manager, GoI-GEF-UNDP India High Range Landscape Project (HRML) - (Open to Indian Nationals only) - Munnar or Kottayam, Kerala

High Range Mountain Landscape (HRML) in the Western Ghats mountains of peninsular India is a globally significant biodiversity region. Its key attributes are: a) high levels of endemism and biological diversity; b) Important Bird Area; c) presence of globally threatened species of fauna and flora;  d) part of one of the five viable breeding centre of tiger in India; e) harbour the largest global population of Nilgiri tahr and a significant population of Grizzled Giant Squirrel (both threatened species); f) catchment of three major river systems of peninsular India; g) strong eco-cultural affinities; and h) support important economic sectors like cardamom, tea and tourism. At present, HRML is a complex mosaic of land uses where conservation, economic production and livelihood requirements assume equal primacy and profoundly influence each other. These contribute to competitive use of natural resources and affecting vital ecological processes. The rapidly altering developmental context, demographic contours, resource use configurations place a challenge for HRML’s long term ecological sustainability and livelihood security. The existing planning and policy framework, as well as the institutional arrangements in HRML are inadequate to address biodiversity conservation from a landscape perspective. The project aims to put in place a collaborative governance framework for multiple-use management of HRML. The project will attempt a paradigm shift from current sector based planning to an approach for integrated multiple-use management of mountain landscapes to deliver global environmental benefits. The project aims to achieve this through the following Outcomes: a) Effective governance framework for multiple-use mountain landscape management in place; b) Multiple-use mountain landscape management is applied securing the ecological integrity of HRML; and c) Strengthened capacities for community based sustainable use and management of wild resources.

The project region covers 3,000 sq. km spread across three districts of Kerala viz. Idukki, Ernakulam and Thrissur in Kerala.

UNDP aims to engage a State Project Manager for the implementation of the HRML Project. S/he will work closely with the State Project Coordinator. For operational purposes, the State Project Manager will also consult the Programme Analyst, Energy and Environment Unit, UNDP, New Delhi. S/he shall assist the State Project Coordinator (SPC) and Programme Analyst, Energy and Environment Unit, UNDP in coordinating with all relevant departments of the state government and national, state level institutions and other stakeholders in the implementation of the project. The State Project Manager shall lead the Landscape-level Project Management Unit (LLPMU) and the experts/agencies hired in the project. S/he will be responsible for the day to day management and implementation of the project in the field.

GoI-GEF-UNDP Project ‘India High Range Landscape Project (HRML): Developing an Effective Multiple use Management Framework for Conserving Biodiversity in the Mountain Landscape of the High Ranges, the Western Ghats site in Kerala’ project will appoint a Technical Officer in New Delhi. The Technical Officer under the direct guidance of the National Project Director, MoEFCC, State Project Coordinator and overall guidance of the Programme Analyst, UNDP in New Delhi.

The Technical Officer will ensure coordination amongst all technical agencies engaged under the project to produce best results in the State as specified in the GEF-GoI-UNDP High Range Mountains project document, to the required standards of quality and within the given time and cost specifications.  Therefore, the Technical Officer will assist NPD, the State Project Coordinator and Programme Analyst, UNDP to ensure that:

The State, within the overall project design, sets goals and adopts strategies, which are consistent with the State’s policy environment and ground reality;The project delivers on its objectives in the State with best quality technical inputs;The project is able to leverage technical expertise in order to achieve the planned results;The project’s lessons are documented and made available to all stakeholders and used for replication purposes.

UNV Livelihood Development Associate (For Indian Nationals Only) - Aizwal, Mizoram

The United Nations Joint Initiative is developed to support the state in managing the fragile ecosystem of north east region which is facing stress due to growing population and effects of climate change. This initiative will build on past experience as well as the presence and expertise of UNDP, ILO, FAO and UNIDO, and will address one of the common concerns of states and has the potential to address several key issues and help the state government to:

(i) Better management of natural resources and address local issues of providing work opportunities to the youth from natural resource management and preserving the bio-diversity in the region,

(ii) Address common trans-boundary threats from tree and plant pests, animal diseases to local vegetation and livestock,

(iii) Address issues of farm and non-farm employment,

(iv) Preserve the indigenous knowledge for resource management and increase the yield of crops and other forest produce such as bamboo

The objective of the Joint UN Initiative is to help state government and communities protect the region’s eco-system with increased participation of women in managing sustainable intensification of horticulture, agriculture, non-timber forest produce through retention and application of indigenous knowledge, and promotion of sustainable livelihood by a combination of skills development, identification of markets for local products and imparting training and skills to local youth to meet the market demands.

The Joint UN Initiative was launched on 16th October 2014 in Aizawl. A project office is being setup in Aizawl at space provided by the state government and expected to be functional in December 2014.

Living Conditions:

 The state of Mizoram is a true frontier region. It shares 722 km of international border with Bangladesh, Myanmar and is connected with three other north-eastern states of Assam, Manipur and Tripura. Mizoram became the 23rd state of the Indian Union in 1987 after signing of the Mizoram Peace Accord in 1986. Aizawl is the capital city with a population of 291,000. It is situated on a ridge 1,132 metres (3715 ft) above sea level, with the Tlawng river valley to its west and the Tuirial river valley to its east. Aizawl has a mild, sub-tropical climate due to its location and elevation, and receives heavy rains from May to September. Being the state capital it is the largest and most populous city in Mizoram and is the base of all government offices, state assembly. Aizawl is connected by road with Silchar (Assam) through National Highway 54, with Agartala (Tripura) through National Highway 40 and with Imphal (Manipur) through National Highway 150. Aizwal is well connected by air with daily flight services of Jet Airways and Air India from Guwahati and Kolkata.

The volunteer will be provided monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to INR 25,160; settling-in-grant (if applicable); life, health, and permanent disability insurance; return fares (if applicable); resettlement allowance for satisfactory service.

National Security Officer - (Open to Indian Nationals Only) - New Delhi

The duties and responsibilities of the National Security Officer (NSO) in India Country Office include the safety and security of all UNDP staff, eligible dependants, eligible partners and contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling and supporting UNDP programme delivery throughout the individual country of responsibility while ensuring compliance with all United Nations security policies, procedures and regulations.

The primary objective of the deployment of the UNDP NSO is to provide support for the protection of, and minimizing the risk to, UNDP staff, eligible dependants, property and operations in all locations and at the same time enabling UNDP programme delivery throughout the individual country of responsibility. This will be achieved through:

Providing UNDP security support in the programming process at the country office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation;Strengthening the security arrangements of UNDP and maintaining a security network of international and national security personnel.

In terms of functional matters related to UNDP security, the NSO will report to the UNDP Security Office through the Sub Regional Security Advisor, who will serve as the secondary supervisor.

At Headquarters level, UNDP BOM/Security Office (SO) will, through the Regional Security Office, provide policy and technical advice to the UNDP NSO regarding the safety and security of UNDP staff, eligible dependants, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policy and framework.

At the Field Level, the NSO will be supervised by the Deputy Country Director (Operations), who will serve as the primary supervisor. In rare instances where a Field Security Specialist is also present in the duty station, the NSO will report to them.

Technical Officer (Dental Conditions), NIPI New Born Project, Rashtriya Bal Swasthya Karyakram - (Open to Indian Nationals only) - New Delhi

The Ministry of Health and Family Welfare (MoHFW)  under the flagship National Rural Health Mission introduced Rashtriya Bal Swasthya Karyakram (RBSK) as structured health screening of children for early detection and management of defects at birth, diseases, deficiencies and developmental delays including disabilities – “the 4Ds”.

RBSK is the first step towards attaining Universal Health Coverage through comprehensive, universal, equitable childhood screening and management for all children (birth-18 years). It is expected that 2.4 million children between the ages of 0-18 years will be screened across the country.

The programme focuses on birth defects which contributes to almost 10% of total new born deaths and 4% of under 5 mortality, their identification and quality management based on current scientific evidence at zero cost to the families. This would involve training ASHAs, Medical Officers, Nurses, and Mobile Health Teams including AYUSH doctors. Another new area of focus is management of developmental delays and disabilities which affects 10% of children below the age of 6 years through providing a District Early Intervention Centre (DEIC) at each of the districts in the country.

The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide. The objective of Norway India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Health Mission (NHM) in select states that contribute the highest number of child deaths.

NIPI completed the first phase of operation in 2012 in the focus states of Madhya Pradesh, Orissa, Bihar and Rajasthan. It has started phase-2 of its operations to coincide with the new National Health Mission plan (NHM) (2013-2017).

UNDP - NIPI New-born project is providing technical support to the Ministry of Health and Family Welfare, Govt. of India to roll out the Rashtriya Bal Swasthya Karyakram (RBSK). The Technical support include development of operational guidelines outlining the major programme management aspects, training manuals for screening and management of different diseases, creating a cadre of master trainers at national level, guidelines for establishment of DEICs etc.

Presently, the States under the directions of MoHFW are implementing RBSK with varied intensity, understanding and experience. The complexities in rolling out of the RBSK nationwide with multiple dimensions of its management and the lack of experience in India and globally, necessitate intensified and systematic efforts.

Education:

Post graduate degree/diploma in Management, preferably with specialization in Urban Management, particularly, focusing on policy, programmes and institutional issues related to urban poverty and livelihoods issues.

Experience:

Minimum 3 yearrs experience for Post graduates and Minimum 5 years experience for graduates on working with urban communities /government/national and international agencies in the above areas.

Language:

Fluency of Hindi & English language is required.

Duration of Work:

The contract will be awarded for one year initally. Working days will be as per the State Government Policy.

Duty Station:

Urban Management Cell (UMC), Directorate of Urban Development, Shimla, H.P.;Relocation expenses, if any would be borne by the successful Consultant;The Consultant is required to report regularly to the office as per the State Government policy.

Schedule of Payments:

Consolidated Annual Consultancy Fee (Remuneration) of Rs. 4,41,000/- payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer; In the event of travel, payment of official travel costs including tickets and lodging will be covered by the Department of Urban Development, Government of Himachal Pradesh and paid as per the prevailing rules of the state Government .

Documentation Required:

Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:

Shortlisted candidates shall be called for an interview, shortlisting would be done based on the following criteria :

Educational Qualification - 30%Relevant Experience - 50%Suitability for the assignment - 20%.

Interviews will be conducted in Delhi and will be based around the competencies (skills) required as per the ToR . The contract shall be awarded on the merit basis. interviews would be conducted either telephonically / over skype. Project Manager, Legal Empowerment, GoI- UNDP Project Access to Justice for Marginalized People (Open to Indian Nationals only) - New Delhi

Having made some progress towards reducing poverty and exclusion during the 11th Plan period, the 12th Plan aims to accelerate faster, sustainable and more inclusive growth. The Approach Paper to the Twelfth Five Year Plan points out that the “greater desire to access information about the rights and entitlements made available by law and policy, and eagerness to demand accountability from the public delivery systems augurs well for the future.”

UNDP has engaged in a partnership with the Department of Justice, Government of India, which began with a preparatory phase, Strengthened Access to Justice in India (SAJI) to carry out a justice sector diagnosis, identify entry points and support innovative small pilots to identify good initiatives for replication.  Based on lessons and results of the first phase and an extensive design mission, a four year project (2008-2012) was developed. The project ‘Access to Justice for Marginalized People’ was implemented in the UNDAF focus states of Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh as well as at national level with key institutions. A new phase of the Access to Justice Project has been launched for a period of 5 years.

The Department of Justice is taking many other steps to ensure improved access to justice for the people. An access to justice project has recently been rolled out in the 8 States of North-East India and in J & K. In addition, the Department has introduced a slew of measures towards this end. The GoI is computerizing the courts and making them ICT enabled. This will allow the courts to move away from manual functioning to e-functioning and provide e-services to the people. It is also investing on judicial infrastructure. The Government has also initiated the Gram Nyayalaya scheme which supports the States to set up courts at the grassroot level with a view to take justice to the doorsteps of the people.

A key forward-looking initiative of the Department of Justice is the setting up of the National Mission for Justice Delivery and Legal Reforms with the twin objectives of a) Increasing access by reducing delays and arrears in the system, and b) Enhancing accountability through structural changes and by setting performance standards and capacities.

The Mission, which is chaired by the Hon’ble Union Minister of Law and Justice, has identified 5 strategic initiatives to achieve its goals:

Policy and Legislative Changes;Re-engineering Procedures & Alternate Methods of Dispute Resolution;Focus on Human Resource Development;Leveraging ICT for better Justice Delivery; andImproving Infrastructure.

The UNDP supported ‘Increasing Access to Justice for Marginalised People” Project (2013-2017) has two major components: Legal Empowerment (LEP) and embedded technical support for the National Mission on Justice Delivery and Legal Reforms (JDLR). The Project Manager will head the Project Management Team of the LEP component. S/he will work under the direct supervision of Project Coordinator and will report to the National Project Director (NPD) and Programme Officer, UNDP.

Finance cum Administrative Assistant GoI-GEF-UNDP India High Range Landscape Project (HRML) - (Open to Indian Nationals only) - Munnar or Kottayam, Kerala

High Range Mountain Landscape (HRML) in the Western Ghats mountains of peninsular India is a globally significant biodiversity region. Its key attributes are: a) high levels of endemism and biological diversity; b) Important Bird Area; c) presence of globally threatened species of fauna and flora;  d) part of one of the five viable breeding centre of tiger in India; e) harbour the largest global population of Nilgiri tahr and a significant population of Grizzled Giant Squirrel (both threatened species); f) catchment of three major river systems of peninsular India; g) strong eco-cultural affinities; and h) support important economic sectors like cardamom, tea and tourism. At present, HRML is a complex mosaic of land uses where conservation, economic production and livelihood requirements assume equal primacy and profoundly influence each other. These contribute to competitive use of natural resources and affecting vital ecological processes. The rapidly altering developmental context, demographic contours, resource use configurations place a challenge for HRML’s long term ecological sustainability and livelihood security. The existing planning and policy framework, as well as the institutional arrangements in HRML are inadequate to address biodiversity conservation from a landscape perspective. The project aims to put in place a collaborative governance framework for multiple-use management of HRML. The project will attempt a paradigm shift from current sector based planning to an approach for integrated multiple-use management of mountain landscapes to deliver global environmental benefits. The project aims to achieve this through the following Outcomes: a) Effective governance framework for multiple-use mountain landscape management in place; b) Multiple-use mountain landscape management is applied securing the ecological integrity of HRML; and c) Strengthened capacities for community based sustainable use and management of wild resources.

The project region covers 3,000 sq. km spread across three districts of Kerala viz. Idukki, Ernakulam and Thrissur in Kerala.

UNDP aims to engage Finance cum Administrative Assistant for the implementation of the HRML Project. S/he will work closely with the State Project Manager and the State Project Coordinator. For operational purposes, the Finance cum Administrative Assistant will also consult the Programme Analyst, Energy and Environment Unit, UNDP, New Delhi and the Administrative and Finance Associate in National Project Management Unit (NPMU) in New Delhi. The Finance cum Administrative Assistant shall extend all possible support to the State Project Manager and Landscape Level Project Management Unit (LLPMU).

Educational Qualification:

Master Degree in Environment/Development Studies.

Professional Experience:

At least 5 years of relevant post Masters Experience at the national level on climate change and related programmes;Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.

Cumulative analysis

 Responsive; Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Project Officer, GAVI, Vaccine Logistic and Cold Chain Management - (Open to Indian Nationals only) - Ajmer, Rajasthan

The Project Officer will be responsible for:

Programme Planning and Implementation:Provides advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) that includes vaccine logistics and cold chain management on one single information system platform in the states of Rajasthan and Uttar Pradesh. This activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for cold chain and vaccine logistics management (VLM) at the respective district level. Partners with the state and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN in select states. This activity will involve working closely State Level Health officials, coordinating with the GAVI- HSS partners namely UNICEF and WHO and other development partners working on immunization.Capacity Building and technical assistance for Government: Assists the Senior Project Officer to identify capacity-building needs on eVIN and undertake capacity-building activities at the district level. Facilitates the review of the system and capacities relating to the delivery of eVIN in conjunction with State Rural Health Mission. This will include: Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks;The project officers will be required to carefully monitor the eVIN system and alert designated authorities the district level with regards to vaccine inventory and cold chain management;The project officer will assist, support and monitor the identified implementing agency in the implementation of the system at the district and sub district level. This includes the capacity building initiatives at the district levelDocument to the implementation process and analytical learnings from the implementation to feedback into the effective scale up in all the districts of Uttar Pradesh. Prepares periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner.

Secretariat Coordinator, GAVI Health System Strengthening Project - (Open to Indian Nationals only) - New Delhi

The Secretariat Coordinator will perform the following functions:

Strengthening Partnerships – Under the direct guidance of MoHFW: Liase with the GAVI HSS implementing partners on behalf of the ministry with regards to the implementation, and progress updates on programme and finances;Consolidate reports and develop presentation for progress under the HSS grant for the Immunization Action Group (IAG) quarterly meetings;Analyze data provided by the implementing partners and report s for the preparation of IAG agenda notes; Organize quarterly IAG meetings. This will include identification of participants, invitations to participants, preparation of agenda notes, and identification of venue;Finalize minutes of the quarterly and annual meetings with regards to the HSS grant; Develop progress of project as reported by the different partners in accordance to the approved work plans;Analyze and collate agency specific quarterly and annual reports into GAVI prescribed format for submission to MoHFW. Highlight issues of the concern with regards to activities for partners;Finalize TOR and support commissioning of the periodic qualitative and quantitative assessments of the project activities; facilitate organization of bi annual research network meetings including international experts; Ensure external communication with regards to the project activities – responsible for preparation of press note, briefing notes and other documentation as and when required;Work closely with MOHFW and implementing partners towards the collection and dissemination of  good practices and lessons; Organize national, regional and state level conferences, workshops and events.Undertake any other task required for smooth implementation of the project plan, any other programme-related activity as required by programme management.
