Office Assistant of SYSLAB Centre in Balti: Innovative Entrepreneurship for Sustainable Employment (SYSLAB) - Chisinau

The development of human capital is viewed as a prerequisite for an inclusive and sustainable economic growth. Moreover, it is increasingly seen at the cornerstone for both advanced and emerging economies seeking to speed up economic development and address the challenges posed by the global economic crisis.
From the development perspective, the labor plays critical role for Moldova’s socio-economic modernization, as it is one of the few resources available in the country. However, long hailed as a country with abundant labor resources, Moldova has increasingly found that labor (mostly as quality, but also quantity) has become its major development constraint , with Moldova’s labor endowment suffering considerably in the last two decades. The prospects for the quantity of labor force available in the future are not necessarily brighter given continuous outward migration and dire demographic outlook.
This loss in the labor force was only partly offset by the improvements in the labor productivity, which remained the lowest in the CEE and Western CIS region . Capital and skill endowments are amongst chief determinants of the labor productivity . In their turn, the skill endowment is largely dependent not only on the quality of the country’s education system, but also on training programs provided by various institutions.
The Innovative Entrepreneurship for Sustainable Employment Project was designed to establish career centers in four most important regions of Moldova with the goal to train and assist qualified unemployed and graduates in obtaining relevant employment in Moldova, preventing brain-waste, as well as brain-drain, and supporting economic growth of the country. SYSLAB training centers were already established in Chisinau, Rezina and Cahul. Two further centers will be opened in Balti and Comrat.
For the training Centre to be established in Balti, one head of the Centre, one  career advisor and assistant will be hired to manage and coordinate Centre’s activities.   

FOCUS OF THE SYSLAB PROJECT
The Project is designed to establish career centers in four most important regions of Moldova with the goal to train and assist qualified unemployed and graduates in obtaining relevant employment in Moldova, preventing brain-waste, as well as brain-drain, and supporting economic growth. One training center was already established in Chisinau and Rezina. Two more centers will be established in the regions.

The Project will achieve the following objectives:

Provide new technologies to labor market authorities;Provide motivated labor force to private and public sectors;Give graduates a better chance for relevant employment in Moldova;Give unemployed improved employability.

Overall, the project shall contribute to the development, adaptation and implementation of new tools (technology and methods) for career development, job search and entrepreneurship in Moldova.
The Career Centers will focus on:

new graduates, in order to prevent them from unemployment and to create job opportunities, and hence reduce/prevent brain-drain;unemployed irrespective of age, gender, ethnic background or education or work experience;returning migrants.

In achieving the project goals, the gender balance aspect will be taken into consideration, offering equal opportunities to both women and men to benefit from the Centers’ services.
The center to be established in Balti will have 3 people as permanent staff. The center will focus on highly qualified unemployed, young graduates and returning migrants. It will offer a classic SYSLAB Center, entrepreneurship training, job-seeking courses and individual career guidance.

Refugee Employment Intern Summer 2014 (Unpaid)

COMMITMENT: Applicants must be able to commit to 16-24 hours per week for at least 3 months. Preference is given to candidates currently enrolled in an undergraduate or graduate course of study. PLEASE ONLY APPLY IF YOU ARE ABLE TO MAKE THIS COMMITMENT AND IF YOU SPEAK SPANISH OR ARABIC.
SCOPE OF INTERN WORK: This intern will work closely with our employment specialist to help newly arrived refugees, asylees and Cuban/Haitian entrants find and retain employment. The IRC works hard to help our clients become self-sufficient within 120 days of arriving in the United States. The intern will play an integral role in getting clients ready for employment, understanding the world of work in the U.S. and guiding them successfully through the application, interview and hiring process. Additionally, the employment intern will engage in outreach to local employers to educate them about the benefits of hiring refugees and identify prospective job opportunities for clients.
RESPONSIBILITIES:
•    Assist employable clients to prepare resumes and prepare for interviews
•    Assist clients with online job applications
•    Accompany clients to job interviews and to clinic for drug screening
•    Facilitate and/or translate for group orientations focused on employment program requirements and the World of Work
•    Outreach to clients to follow up on job placements and track retention rates
•    Research potential employers and job training programs
•    Call, email and meet with local employers and identify job placement opportunities for refugees.
•    Perform reception duties such as greeting visitors to the office and connecting them to appropriate staff.
•    Provide translation and interpretation when necessary.
•    Other related duties as assigned, including answering and directing incoming phone calls.
REQUIREMENTS:
•    Undergraduate level studies in business, social sciences, international relations or a related field.
•    Must convey confidence, have effective communication skills and exhibit excellent attention to detail.
•    Must speak English and Spanish or Arabic.
•    Strong desire to help refugees rebuild their lives in New Jersey.
•    Demonstrated ability to work effectively in a multicultural environment.
•    Patience, understanding, flexibility, and an unceasingly positive attitude
•    Willing to learn about IRC history, philosophy, global work, and local efforts.
•    Willing to adhere to IRC volunteer and workplace policies.
•    Car a plus with ability to transport clients locally.
This position reports to the Employment Specialist.

Employment Specialist - Youth Economic Empowerment Project II

The Employment Advisor will work under the guidance and supervision of the CTA and in collaboration with project team members, and implementation partners. She/he will be responsible for all 3x6 approach oversight activities in the project.
III. Specific responsibilities include the following:

Oversight of the implementation of the 3x6 approach for all UNDP projects (PBF, EU, MAF, . . . ):

* Liaise on inquiries and implementation for the 3x6 approach within the different UNDP projects;
* Standardization of the 3x6 approach;
* Ensure harmonization of the implementation of the 3x6 approach in Yemen, within UNDP and other UN partners;
* Facilitate any joint meetings within the integrated 3x6 framework;
* Flag any success and bottlenecks, and oversee the solution mechanisms;
* Quality oversight on the monitoring and evaluation framework in the projects that adopt 3x6 approach with consultation of the M&E officer.
Technical support to business incubators:

* Coordinate between the business incubators and the different stakeholders involved (YBC-MOIT- YLDF- Spark - Mercy Corp);
* Collecting the lesson learned from other business incubators experiences.
Oversight the Market assessment for the 3x6 in the nine governorates where the approach will be implemented:

* Supervise the NGO / Consultant conducting the market assessment and provide all necessary information required;
* Ensure close coordination between the outcomes of the assessment and the 3x6 entrepreneurship trainers/training, as well as with business advisers.

BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work in over 40 countries and 22 U.S. cities to restore safety, dignity and hope, the IRC leads the way from harm to home. Domestically, our 22 offices across the U.S. ensure new arrivals have food, shelter, and clothing, and work with refugees to help them gain self-sufficiency.

SCOPE OF WORK: Employment is an essential element in helping refugees become economically self-sufficient. The Match Grant team works closely with Case Managers as part of the Resettlement Services team to support all aspects of clients' employment. This position involves employer outreach as well as direct service with refugees .All tasks are performed in a fast-paced environment while maintaining professional standards and agreement to adhere to best practices regarding the employment program and client confidentiality.

ESSENTIAL FUNCTIONS:

Assist clients with filling out job applications, resume development, job search techniques and assist with  conducting pre-employment trainingsAccompany clients to job interviews, employment orientations and assist with the completion of new hire paperworkTeach clients how to use public transportation to get to their new job and homeResearch potential employers as well as initiate and maintain relationships with new employersResearch job training programs and job possibilities for IRC clients
• Assist Match Grant team with organization of client  files
• Assist with developing employment workshops, i.e. career advancementOther duties as determined by the Match Grant Team and Match Grant Intern

LEARNING OBJECTIVES:

Student will learn how to effectively identify potential partnerships and initiate contact with new employers.Student will successfully facilitate each of the four workshops created for new enrollees.Student will understand the resettlement process and how the Match Grant team impacts the road towards self sufficiency

REQUIREMENTS:

Excellent communication and writing skillsOrganized with attention to detailAbility to work independently, self-started and self-motivated Strong desire to assist clients from multicultural populationsAn interest in international affairs and refugee issuesStudent working towards a Bachelor’s degree or subsequent life experienceSome knowledge of the following languages a plus {but not required}: Burmese, Arabic, Nepali, and Tigrinya. Ability to transport clients via personal vehicle is a strong plus


TIME COMMITMENT:

Summer interns are required to work at least 30 hours per week, Monday through Friday, for the entire summer.  Interns who can intern full-time (40 hours a week) are strongly preferred.Fall and Spring interns are required to work at least 15 hours per week, Monday through Friday, for a minimum of 12 weeks in the Fall and Spring

Employment Specialist

Founded in 1933, the International Rescue Committee (IRC) is a leading non sectarian, voluntary organization providing relief, protection, and resettlement services for refugees and victims of oppression or violent conflict.  The IRC in Tucson opened in 1997, and is one of 22 offices nationwide that work locally with the community to best provide culturally and linguistically appropriate services that reflect the unique challenges refugees face.

Scope of Work
The Employment Specialist will work in IRC Tucson's Employment & Economic Development Department.  The Employment Specialist is responsible for providing services to assist refugee clients to attain self sufficiency through employment. Specifically, the Employment Specialist provides services that include employment preparation, placement, career enhancement and follow-up. The Employment Specialist reports to the Manager for Employment & Economic Development.

Responsibilities may include, but are not limited to:

Providing intake, assessment, and pre-employment/job readiness orientation to clients eligible for employment services.Developing comprehensive employment plans for each employable adult.Providing both group and one-on-one intense job readiness orientations that provide clients with the basic skills required to enhance their employability.Developing and cultivating long term relationships with area employers in order to identify appropriate employment opportunities for clients.Determining specific employment opportunities appropriate to clients and assisting clients in accessing these opportunities by guiding them through the hiring process.Monitoring job performance, wage level, and employer/employee satisfaction.Assisting clients and employers as necessary with post placement issues and continuing employment needs.Ensuring timely and accurate compliance to all reporting requirements.

Requirements

Undergraduate degree is preferred.Demonstrated experience working with diverse culturesThe ability to effectively coach clients through the process of securing employmentExcellent communication skills, with fluency in written and spoken English.  Bilingual ability in one of the predominant languages of the local client base is desired.Proven success achieving goals and working effectively with all levels of staff in a multicultural environment.Proficient in Microsoft Office applications (Word, Excel, Outlook).Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area

Work Environment: The IRC office is located on 3100 North Campbell Ave., in the center of Tucson. It is accessible by bus. The office has 20 full time staff, 6 part-time staff, and 30 interns and 40 volunteers currently serving approx 900 clients from more than 60 countries. Staff support three service areas: Resettlement and Immigration; Employment and Economic Development; and the Center for Well-Being.

The office plays host to a wide variety of training workshops that focus on refugee needs. It is often a very lively place with large numbers of refugees participating in training events, or undergoing case management interviews.
