Individual consultants will be evaluated based on the following methodology:
Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
responsive/compliant/acceptable, andHaving received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.
Technical Evaluation Criteria (Total 70 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Contracts based on daily fee
Payments will be made to the Individual Consultants based on the actual number of days worked as evidenced by the time sheet.

Being on the Individual (IC) Roster does not necessarily mean that a contract with the UNDP Bangladesh is guaranteed. This will depend on forthcoming needs as specified in this ToR. Where a request for services arises, the UNDP shall directly contact the consultant from the roster to ask for their interest and availability inputting them through an expedited selection process. Scope of work
The applicant may look into all areas of expertise indicated below and then choose their relevant field as appropriate to submit the application. Individuals may apply for more than one area if they have the required qualifications and professional skills. The applicants will be considered for the Roster based on their relevant expertise after the completion of the evaluation process. The individual if contracted under this Roster, will have to work to achieve the following as appropriate after his/her engagement:
Report writing.
Collect and study relevant documents. Depending on the project and type of report, this may include: project document (including revisions), annual work plans, annual reports, mid-term reports, donor-specific reports, and others.Discuss with project manager, M&E specialist and CCED team to get a thorough understanding of UNDP report requirements.Interact with project staff and partners to gain additional input.Research
Research topics relevant to the project he/she will be supporting.Produce comprehensive reports and advice to be used by the project to decide direction and way forward for the project.Coordinate with other staff and consultants to share information and up-to-date findings.Technical advice
An assessment of the current status of technical aspects within the project, and its effect on project implementation.Advice UNDP on appropriate technical solutions to identified problems.Develop, upon request, plans for implementation of technical solutions.Proposal writing
Organize and conduct meetings with CCED staff in charge of potential project – and, if relevant any co-applicants – in order to define project objectives, results, and activities.Collect data necessary for completing project application documents.Write project proposal, including completing project application forms, completing project budget forms, and any additional forms required for project application.Compile all necessary documentation (original and copies) to be compounded with project proposal.Support CCED in submitting the project proposal by mail and/or e-mail.Regularly consult with CCED at every stage of the project’s development.Policy Analysis

Under the day to day supervision of the Assistant Country Director, Climate Change & Environmental Disaster Cluster, when a request for services arises, the UNDP Bangladesh Climate Change & Environmental Disaster Cluster shall directly engage the consultants without the need for further selection process. A specific Terms of Reference (ToR) outlining the outputs and detailed arrangement for each assignment shall be provided and an Individual Contract (IC) or Reimbursable Loan Agreement (RLA), whichever is applicable, will be issued to the consultant, detailing the time frame.
Copyrights
The works produced under this agreement will be copyrighted to UNDP Bangladesh and any violation of copyright law will be pursued appropriately.
Timeframe and deadlines:
The Individual Consultant Roster, is expected to be maintained for a period of 3 years and will be reviewed and updated yearly based on performance & UNDP needs.
Travel
The consultant may be required to travel for specific tasks and UNDP will arrange and cover the cost of the official travels in accordance to UN rules and procedures. This may include travel inside of Dhaka and any other project sites in Bangladesh.
The fare will always be "most direct, most economical" and any different with the preferred route will be paid for by the consultant.

Expert Roster - Social Innovation and Design Support Services
* Provide client-oriented advisory services and programmatic support to UNDP staff, clients and partners on innovative approaches to horizon scan, strategic planning, design, implementation and evaluation of global, regional and country programmes, projects and campaigns;
* Support the development of innovative tools and techniques;

Description of Responsibilities:
Provide client-oriented advisory services and programmatic support to UNDP staff, clients and partners on innovative approaches to design, implementation and evaluation of global, regional and country programmes, projects and campaigns:
* Review programme and project documents to identify “windows of opportunity” for infusing innovative approaches such as foresighting, scenario planning, user-centered design (or design thinking), behavioral economics, and gamification;
* Facilitate discussions with issue-based teams to bring fresh ideas and approaches to programme and project design, implementation and M&E, such as horizon scanning, crowdsourcing, participatory statistics, rapid feedback mechanisms, and micro-narratives;
* Peer-review “innovation in action” briefs and papers;
* Design criteria for UNDP innovation funds to use in evaluating proposals;
* Participate in evaluation committees, evaluating proposals and providing suggestions for improvement;
* Participate in / facilitate design jams with UNDP staff in applying innovative approaches, tools and techniques;
* Participate in corporate knowledge campaigns around specific areas of the UNDP Strategic Plan by injecting advice on social innovation through blog posts, social media, e-discussion contributions, etc. ;
Support the development of innovative tools and techniques
* Work with global, regional and national teams to design social innovation mechanisms, such as ethnography, games, social innovation camps, prize challenges, crowd-funding, etc. ;
* Support the delivery of these mechanisms;
* Support sharing and discussion of examples experiences, practices and lessons on social innovation mechanisms through blogs, online discussions, webinars, events, etc.
Provide training on innovation to UNDP staff, clients and partners
* Design and deliver training on innovation, using UNDP’s approach to innovation and existing training materials: Training to include an introductory overview of innovation concepts and tools as well as more in-depth training on the three key areas of UNDP’s innovation process: Find and Reflect; Prototype; and Scaling Modalities to include for example webinars to Country Offices and Regional Centers and face-to-face hub-style trainings;
* Design and participate in learnings sessions on innovation, its successes and failures, e. g. , as part of innovation conversations series, brown bag lunches;
* Regularly blog about innovation for UNDP-internal and external audiences to raise awareness and connect UNDP with interesting resources, projects and experts on social innovation.
Support the design of and participate in global, regional and country events and exchanges with innovation as a topic (primary or secondary)
Provide support in the design of events on innovation, including:
* Those focused on innovation, e. g. , global and regional innovation submits;
* Those with innovation sessions, e. g. , youth and innovation; employment and innovation; disaster risk reduction and innovation);
* Any other corporate on-site or online exchange, e. g. , Global Meetings, Communities of Practice, Cluster Meetings, in which UNDP management desires the innovation angle to be addressed; Participate in events in varying roles, e. g. , as a technical expert, facilitator, presenter, etc.
Support the development of UNDP’s Innovation Fellows Programme:

Expert Roster - UNDP/GEF Project Document Specialist - Climate Change Mitigation (PPG Solar PV Proposal) - Bridgetown

Under the Electric Light and Power Act (ELPA) there is no provision for licenses to independent power producers. A pilot project approved by the regulatory authority (FTC) expired in 2012, and capped renewable energy generation to a cumulative 2 MW. Government solar investments are limited due to the economic climate. It poses a risk to disaster response at hurricane shelters and health centers, given the typical power outages for several days after extreme events. There are few demonstration projects in public buildings or educational institutions to raise public awareness. And the solar water heating (SWH) boom of the past decades has not been replicated with other technologies (e.g. solar PV). Several barriers constrain Barbados’ plans (presented in the following table). Their comprehensive analysis to confirm their nature (e.g. extent, root causes, inter-relationship) will be included in the final project document to be presented at the GEF CEO endorsement stage. The purpose of the Project Preparation Grant (PPG) is to develop a medium-sized project (MSP) proposal based on the Project Information Form (PIF) that will engage stakeholders and will support specific studies and analyses which will result in the full preparation of the project “Promoting Solar Photovoltaic Systems in Public Buildings for Clean Energy Access, Increased Climate Resilience and Disaster Management”.
This preparatory phase aims at finalising the studies and arrangements for the submission of this MSP to the GEF. The present Terms of Reference are related to the contracting of a Consultant to support the preparation of final Project Documentation for the “Promoting Solar Photovoltaic Systems in Public Buildings for Clean Energy Access, Increased Climate Resilience and Disaster Management” project under the Global Environment Facility’s System for Transparent Allocation of Resources 5 (GEF STAR-5) for Barbados, as outlined in the Initiation Plan (IP). The Consultant will work in close collaboration with UNDP’s Energy, Environment and Climate Change Programme Manager and the relevant government Ministries and departments.
Specific objectivesThrough up to two missions to Barbados, the Consultant will be responsible for overall leadership and coordination of the PPG team, providing support to the PPG energy expert(s) and key national project stakeholders as they execute the PPG implementation plan.
Nature of services
Tasks will be carried out in close collaboration with the Energy and Telecommunications Division of the Office of the Prime Minister of Barbados, which has oversight for energy policy implementation; and Barbados Light & Power Co Ltd (BL&P), the electric utility company. Other key stakeholders to be consulted include the Ministry of the Environment and Drainage, Fair Trading Commission (FTC), the Ministry of Finance and the Department of Emergency Management (DEM). Through these activities, the consultant will be pivotal in the mobilisation of co-financing for the project and in raising awareness among key stakeholders on the project, its objectives and strategy.
An inception workshop in Barbados will constitute the introductory mission of the PPG team at the start of the contract, allowing initiation of dialogues with national stakeholders and field visits. As PPG team leader, the Consultant will ensure that:
Missions and consultations are coordinated between team members to ensure maximum efficiency and reduce burden on stakeholders;The team’s approach takes account of local norms and sensitivities;Timelines are agreed for draft and final deliverables among PPG team members, particularly for outputs requiring collaboration;Draft deliverables from the team members are all completed to enable review by relevant national stakeholders, UNDP and GEF as appropriate, to allow submission of final documents by the agreed deadlines.Further, the Consultant will:
Provide overall orientation to the consultant team in relation to GEF requirements and international best practices for project planning and monitoring;Review, provide feedback, and validate the results of the studies undertaken and recommendations made by the Energy Systems Experts, as well as information provided by national stakeholders, checking for the technical feasibility, cost-effectiveness and incrementality of proposed MSP activities;Provide the consultant team and key project stakeholders (in particular the project executing agency, the Energy and Telecommunications Division) with guidance on methodologies for baseline data collection and collation;Provide guidance and orientation on indicators and quantified targets to track project progress and effectiveness;Lead the process to revise documents in response to comments from UNDP and GEF, with ultimate responsibility for finalisation.Expected Ouptuts:
Specific deliverables for which the Project Document Specialist will have lead responsibility, will be a complete and technically sound UNDP Project Document and a duly completed GEF CEO Endorsement Template, approved by the relevant agencies, and including (but not limited to) the following components:
Inception report describing the outcomes of the inception workshop, stakeholders consulted by the PPG team, itemising of field visits, and outline of timelines for submission of draft and final outputs by each team member;A set of relevant co-financing letters for the project whose total amount meets the target proposed in the PIF; Excel sheet with the GEF CC-M Tracking Tool;IP Completion Report;Detailed project strategy, including: Alternatives to project strategy; cost-effectiveness of project strategy;Stakeholder analysis (based on preliminary results from the assessments carried out by the energy expert(s));Baseline analysis (building on the baseline assessments/reports made by the PPG energy expert(s));Summary of local, national and global benefits of the MSP;Logical framework analysis, including detailed description of project outcomes, outputs, activities and indicators, with deliverables, timing costs, and responsibilities;Risk assessment and corresponding mitigation strategy;Replication plan to sustain post-project interventions;Monitoring and evaluation plan (including M&E budget);Implementation arrangements for the MSP;Assessment of social, economic and financial sustainability of proposed project activities, including gender aspects;Incremental cost analysis;Detailed budgets (in required formats);Terms of reference for key project staff and contractors;Recommendations (including costs and proposed timing) for capacity building activities during the MSP.
Location and Duration
The Consultant will be home-based, and undertake a maximum of two (2) field missions and consultations in Barbados.
The assignment is expected to be a total of 40-50 working days over a 6-to-9-month period (depending on GEF review feedback).

Expected time allocated to tasks and deadlines are as follows:
