Together with 23 other UN agencies, UNDP is helping Somalis recover from 20 years of conflict, build peace, rebuild their institutions, and set Somalia on the path to development.

UNDP supports the people of Somalia to achieve the following outcomes: peace building and conflict management, people-centered governance and law, economic recovery and environmental protection, and protecting and empowering women. It carries out its work through two main programmes  - Governance, Rule of Law and Security and Poverty Reduction and Environment, and incorporates issues of Human Development and Economics, Peace building, HIV/AIDS and Gender across all of its work. UNDP has sub-offices in Hargeisa, Somaliland and Garowe, Puntland, staff in Mogadishu and a support centre in Nairobi. The internship will be based in Nairobi, Kenya.

The Human Resources unit is seeking an intern who is interested in gaining experience and providing support to this work. The Intern shall report to the Human Resources Specialist.


III. Duties and Responsibilities


Under the overall guidance of the Human Resources Specialist/Learning Manager, the intern is expected to perform the following tasks:
·         Support in maintaining a user-friendly filing system;
·         Implement electronic storage system and attendance records;
·         Coordinate the preparation and validation of material to be posted on the UNDP Somalia website on the HR intranet page;
·         Administrative support, such as data entry and preparing new files for use; 
·         Assistance with quality control: liaise with candidates to request missing documentation or details in professional history;
·         Facilitate timely collection of medical and other sensitive documents;

  • Effective administrative support for staff;
  • Effective support to newly recruited staff members.

Education:
  • The candidate must be currently enrolled in an accredited university undergraduate degree or Master’s programme specializing in Human Resources Management, business administration, management or other related field.

·         Interns are considered gratis personnel. They are not staff members;
·         Interns are not financially remunerated by UNDP. The costs associated must be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the student, who will have to obtain financing for subsistence and make his or her own arrangements for transport, accommodation, etc.

Background

UNDP is providing assistance to authorities in Somalia in a multi-year Governance and Rule of Law (GROL) Programme. The GROLS Programme has Five main components: Joint Programme of Local Governance (JPLG), Somali Institutional development Project (SIDP), Access to Justice, Civilian Police and Community Security. The overall goal is to strengthen Governance and rule of law and security in Somalia through the creation and development of competent Governance, Police and Judiciary bolstered by initiatives to, control small arms and address causes of crime through our AVR project. With regards to rule of law, the Programme will continue its focus on matched progress in law enforcement, judiciary and community Security. Integral to this strategy is the recognition that when progress is lacking in one of these areas it has a detrimental effect on the sustainability of achievements in the others.
The UNDP Civilian Police Project supported the Ministry of the Interior of Somaliland and the Police Commissioner to initiate Police Reforms in the organization in order to improve Somaliland’s policing to achieve a more secure environment and equitable service delivery across the Somaliland. In the process of reforms since 2010, two National Police Conventions with various other consultations with the society and stakeholders through the initiatives of the Police Reform Team of the Ministry of Interior have resulted an establishment of the Police Charter, understanding the elements of police accountability, drafting of a new police act, development of new organizational structure, introducing a new police uniform etc. In addition to that Supporting the police to develop a 5 year strategic development plan with a two year implementation plan was also identified as a prime need. The Police Strategy would help MOI and Police Commissioner to mobilize their resources and international support on Police Development in more coordinated manner. Over the past several years, the Police component has focused on strengthening the capacity of the police personnel through training and infrastructure rehabilitation. While it will continue in this respect, it will also place greater emphasis on strategizing and reforming the Police Organization in accordance with international human rights and democratic policing principles with the ultimate aim of attaining a justice system that is fair, effective, ensures respect for human rights and delivers justice to all Somalis.
In parallel, the UNDP has also embarked upon a National Justice Strategy which has also been in the process of implementation. In addition to that the Community Security project has completed community safety surveys which provide us with public perceptions also contributing to this process. The Police Reform Team in the MOI also has completed a Police Needs Assessment in conjunction with a training need assessment conducted by an International Police Expert several years ago.
Following consultations between the Ministry of Interior, Police Commissioner and other stake holders has resulted in an action plan which translates those aspirations into concrete activities and actions to be completed by the Ministry and Interior sector over the coming five years.
The Consultant will be expected to review those works already completed and in addition carry out additional interviews and field research and then complete the 5 year Police National Strategy and implementation plan for two years.

Duties and Responsibilities

Under the direct supervision of the Civilian Police Project Manager, the consultant will carry out a desk review of all pertinent documents completed to date to realize completion of a National Police Strategy. He/she will conduct interviews in Nairobi with key actors, conduct substantive interviews in the field under the direction of the Ministry of Interior to complete the Somaliland National Police Strategy for 5 years, and an Implementation Plan for two years. The Consultant will also be expected to lead a validation conference/workshop in Hargeisa for approval of the National Police Strategy.
Preparatory phase and desk review: The Consultant will be expected to:
  • Undertake a desk review of pertinent documents relating to the National Police Strategy including but not limited to previous assessments of the Police and Justice sector undertaken by UNDP and others;
  • Review the Police Reforms, review  the Action plan part drafted by the Ministry of Interior as well as a review of suitable Police indicators which may be helpful to measure progress towards realization of the Police Strategy;
  • Incorporate the new UNDP Rule of Law and Justice Strategy, and National Development plan and UNDP Country Document and GROL Programme Document;
  • Undertake interviews with relevant stakeholders including UNDP, other UN agencies, INGO and Civil Society entities to ensure their input is included and given consideration;
  • Within the first 5 days the Consultant will formulate a timetable and schedule for completion of the National Police Strategy and an implementation plan for two years which will be approved and signed off by the Civilian Police Project Manager.
Field work and mission to Hargeisa
  • Conduct interviews with key stakeholders including The Police Commissioner, Minister of Interior, Attorney General, Human Right Commission, Minister of Justice,  Minister of Planning, Civil Service Commission, University Law Faculties, Bar Association and Civil Society to introduce the scope of work, and where necessary, more in depth discussions to enable finalization of the National Police Strategy
  • In consultation with the Ministry and key stakeholders, propose scheduling of activities, policy decisions and reform initiatives to be undertaken. In addition propose modalities of monitoring and evaluating said activities to evaluate extent to which activities are realizing the goals and objectives of the national Police Strategy.
Finalization of the National Police Strategy: The Consultant will prepare a first draft of the Police Strategy after a period of 28 days which will be shared with the Civilian Police Project Manager and Minister of Interior. The Consultant, in collaboration with the Civilian Police Team and Ministry of Interior Staff will complete a final draft of the National Police Strategy.
Presentation of National Police Strategy: The Consultant with Ministry of Interior and in collaboration with the Civilian Police team, will assist in co-facilitation of a Conference to present the National Police Strategy  in Hargeisa
Establishment of a Police Reform Implementation Unit
Following official adoption of the Somaliland National Police Strategy, the strategy itself provides the Ministry of Interior with the participation of the Police Commissioner to take a leading role in coordinating adoption of the strategy. This provides for establishment of a unit to lead these efforts:
  • Conduct a quick assessment of existing capacities and identify shortfalls in establishing the unit which will allow the Ministry to implement the strategy more effectively;
  • Obtain agreement on a structure of the Unit with the Ministry of Interior. This should take account of existing capacities in the Ministry as well as sustainability issues;
  • Develop Terms of Reference for the Unit including key staff, timeframes, priorities and budgetary needs of the unit to be operational;
  • Provide capacity development for the staff of the unit including the Director General and head of the Director Security;
  • In Consultation and coordination with the Ministry develop monitoring tools to enable the Ministry to monitor and report on implementation of the National Police Strategy;
  • Discuss and recommend other coordination mechanisms which will need to be put in place to better facilitate implementation of the strategy.
Develop the Police Strategy outlining the linkages to other criminal justice institutions: Following completion of the Somaliland Police Reform Strategy and an implementation plan, it has been recommended to spell out the linkages to Justice and Prison reform. The Consultant will complete a brief note spelling out these linkages and provide a power-point presentation on the same to the GROL programme and to the authorities in Somaliland.
Monitoring and Progress controls
Evaluation of the IC contract will be made by the UNDP Civilian Police Project Manager against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
Final product/deliverable
  • Completion of a Somaliland National Police Strategy including baseline analysis, an action plan for two years  with indicative costing, time schedules and indicators against the Police Strategic Document.. The document should include a section on the methodologies followed including those interviewed and consulted;
  • A final report setting out the above, including recommendations for realization of the national Police strategy and follow up activities.
Review/approval time 
Progressive monitoring will be carried out by the Civilian Police Project Manager or his designate. Payment will be on a proportional lump sum basis across the consultancy as agreed between the consultant and Project Manager with final payment upon the satisfactory conclusion of the assignment and delivery of the products described in III above.

Required Skills and Experience

  • Experience in writing reports, designing ,strategic plans, and action planning;

  • Past experience in the UN is desirable but not a requirement;
  • Excellent written and oral skills.

  • A full-time translator will be provided, should one be required whilst the Consultant is in Hargeisa.

Background

UNDP Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. One of its main Programme portfolios is Governance and Rule of Law (GROL).
UNDP's Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and cope with the impact of violence.
The UNDP Civilian Police Project has been focusing on promotion of community policing principles, human rights and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to design a Puntland Police Act/Law in accordance with the international human rights norms and standards.
Under its capacity building component, UNDP is aiming to support the development of an integrated approach in community policing to ensure better service delivery to the community with specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the model police station level.
Under the overall supervision of the UNDP Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will provide support, strategic advice, technical assistance, and training as relates to democratic policing, supporting human rights and the rule of law in Puntland through enhanced cooperation between police and communities.

Duties and Responsibilities

Objectives of the assignment
  • To conduct assessment on the existing community policing practices with concrete recommendations on the way ahead to ensure mutual partnerships between communities and police and ensure the mechanisms in place that are responsive to the needs of the community;
  • To review existing best community policing practices in order to develop community policing strategy for Puntland police ensuring better service delivery to the community;
  • To assess community policing related training needs and relevant norms and procedures to prevent and adequately respond to the community associated crimes.
Scope of work
  • Conduct community policing training needs assessment and relevant norms and procedures to prevent and adequately respond to the community associated crimes. Ascertain the practical challenges that undermine efforts to implement Community Policing in Puntland;
  • To review existing Puntland, world and global community policing best practices and develop strategy. This will ensure better service delivery to the communities and with extensive engagement and consultation with police and other stakeholders for more effective crime prevention and improved police service and police legitimacy;
  • Conduct assessment with concrete recommendations on the way forward on the existing skills and knowledge on community policing among the police and ascertain the practical challenges that undermine efforts to implement Community Policing in Puntland;
  • Develop community policing training curricula and materials on the above mentioned training needs assessment, and drawing upon existing material where relevant. The curricula should incorporate active learning through role plays and other exercises, identifying key Community Policing topics for integration into traditional training, such as patrol procedures, investigations, law enforcement ethics, among others which reflect the day-to-day realities of the work of the police;
  • Advice UNDP and Puntland Police as well as other service providers and GVB actors in Puntland   with regard to an awareness-raising programme and related awareness raising-materials to be developed by a service provider for Community and Police awareness purpose;
  • Prepare final report detailing assessment outcomes and recommendations.
Monitoring and Progress controls
The Consultant will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by CPP.
The Civilian Project Manager will review the deliverables of the consultant and certify payment if the performance evaluation is found to be satisfactory.
Final product/Deliverables
  • Assessment report on existing community policing skill and training needs;
  • The consultant will produce the final report document on training and existing skill assessment   and training curriculum.
Review/approval time
  • Assessment report on existing skill and training needs after 25 days;
  • Final report document and training curriculum after 40 days

Required Skills and Experience

Education.
  • Master’s degree or equivalent in political or social science or in a field related to criminal justice;
  • University education may be substituted by extensive relevant experience at a Command Level in a law enforcement agency.
Experience:
  • 10 years of experience as a law enforcement officer with progressively increasing responsibilities at a senior rank. 5 years will be at international experience in crime prevention, community policing, capacity development with an emphasis on training and improving police responses to violence against women, and by supporting the incorporation of gender sensitivity in police responses to crime.
Language requirements:
  • Fluency in oral and written English.

Background

The UNDP Governance Rule of Law and Security programme (GROLS) is actively engaged in law enforcement, judiciary, custodial corps, DDR and mine action in all regions of Somalia. In response to recent developments within Somalia, the GROLS programme is actively pursuing strategies to support policing as a priority issue in Somalia. In Somaliland, UNDP GROLS supports the police development, initiating police reforms in the organization in order to improve Somaliland’s policing capacity to achieve a more secure environment and equitable service delivery across the Somaliland. To ensure the effective policing, the functions of the PHQ plays pivotal role in commanding, delivering and managing police functions in the country. The Government has made previous efforts at reforming policing in Somaliland with the support of International Partners. However, no in-depth and comprehensive evaluation has been undertaken. Police development, in the past have largely focused on operational and administrative aspects but did not target institutional, legal and policy areas that are necessary for transformation of the police forces into professional efficient and effective police services.
The overarching goal of this consultancy is to help Somaliland Police to develop short and mediumterm action plans to enhance efficiency of policy coordination and implementation. The Police HQ and its key departments are the institutions in the centre of MOI responsible for supporting the Minister of Interior and serving the people to ensure the peace and security while maintaining the law and order in the country.
Under the direct supervision of the Project Manager or his designate and in consultation with the MOI and with the Police Commissioner of Somaliland the consultant will perform the following duties and responsibilities in accordance with the objectives and scope of work of the TOR.

Duties and Responsibilities

Objectives of the assignment
 
The objectives of this consultancy is to help Somaliland Police to develop short and mediumterm action plans to enhance efficiency of policy coordination and implementation. The Police HQ and its key departments are the institutions in the center of MOI responsible for supporting the Minister of Interior and serving the people to ensure the peace and security while maintaining the law and order in the country. In addition, the objective of this consultancy is to develop recommendations to improve HQ functions as per the police organogram by:
  • Improving effectiveness of the Police HQ and its departments;
  • Identify command and control protocol of the departments;
  • Identify key roles and responsibilities of all officer levels;
  • Improve the efficiency of police delivery to address the country’s internal security and law and order priorities.
The consultancy will be required to develop an assessment of the current situation and identify areas for efficiency improvements.
Scope of work
The review should analyses the following, inter alia:
  • The legal mandate of the Police Service and Headquarters;
  • Decision-making process within the key positions and departments of PHQ;
  • The Police Commissioners annual work plans;
  • Legal status and its suitability for implementing the PHQ mandate;
  • Staffing level, relevance of job descriptions, competencies and staff skills;
  • Coordination with external stakeholders, its effectiveness and efficiency;
  • Quality of service from the perspective of the internal clients (such as Ministers, Permanent Secretaries, Attorney General, heads of departments, police rank and file).
Based on the information gathered on issues above, the consultancy should identify the main strengths and weaknesses of the current organizational arrangements, functions and staff qualifications and develop recommendations for how functions of the PHQ could be strengthened through:
  • Better organization and integration in decision-making systems and public services (revised organizational structure);
  • Revised strategic objectives, scope and focus of functions and tasks;
  • Improved internal procedures;
  •  Improved communication and coordination;
  • Better staffing (quantity, skills, knowledge and competencies);
  • Necessary capacity building and development;
  • Technical assistance (length of support and profile of advisors/consultants needed to implement changes)
  • Additionally, with the consultation with the Police Commissioner and the MOI , a change management plan should be developed for implementing proposed changes.
Review the human resource management and development policies with a view to examining current standards and practices in recruitment, deployment, training, career progression, exit, post-exit management and recommend implementation of changes that enhance morale, meritocracy and professionalism
Review and recommend PHQ strategies to harmonize and fast-track partnership between the community and security agencies in policing;
Review the state of PHQ preparedness of the Police to combat insecurity and other forms of emerging security challenges occasioned by national and international threats such as terrorism, piracy, organized gangs, drug/human trafficking, SGBV, industrial espionage, cybercrime, money laundering, and economic crimes;
Design a continuous PHQ monitoring and evaluation mechanism to track police delivery and consistency of policing needs;
Make any other appropriate recommendations that add value to improve the ,professionalism effectiveness and the efficiency of the PHQ functions
Monitoring and Progress controls
  • Monitoring and progress control will be conducted by the Area Project Manager in consultation with the Police Commissioner and the MOI;
  • Reporting, its frequency, format and deadlines will be done in accordance with the phases and deliverables shown in the respective section below.
Final product/Deliverables
  • A draft report on the analysis of legislation, objectives, functions, organization,human Resources, staffing, service quality and identification of strengths and weaknesses. Once the report is cleared by the Project Manager, this report will be then presented by the consultant at a workshop with all stakeholders to receive the feedback and directions from the management and the Government (MOI/Police Commissioner); (within three weeks);
  • A report with options for changes in tasks, functions, organizational structure (if needed), and capacity building and development. This report will be submitted for consultation to Ministry staff, Police Commissioner and endorsement of the proposed reorganization by the Minister of Interior, the Police Commissioner;
  • Final report that includes reorganization plans and change management strategy, a prioritized implementation matrix clearly categorizing the immediate, medium and long-term action plan to improve police HQ functions, job descriptions of the key positions and the attendant budgetary requirements.
Review/approval time
Progressive monitoring will be carried out by the Civilian Police Project Manager or his designate. Payment will be on a proportional lump sum basis across the consultancy as agreed between the consultant and Project Manager with final payment upon the satisfactory conclusion of the assignment and delivery of the products described in III above.

Required Skills and Experience

Education.
  • Advanced university degree (Master’s Degree or equivalent) preferably in Public Administration, law enforcement, Criminal Studies, Security Studies or International Relations or Graduate from a Police Academy;
  • A first level university degree with a relevant combination of academic qualifications and minimum of 7 years within law enforcement agencies in Senior Managerial capacity may be accepted in lieu of the advanced university degree.
Experience:
  • At least 7 - 10 years of relevant professional experience in law enforcement;
  • Practical experience in public sector management in central government institutions responsible for civil service and policy management;
  • Record of effective implementation (or support to implementation) of civil service transformation and policy related restructuring assignments in at least three (3) countries, two of which should be in Africa;
  • Familiarity with the methodology of functional analysis;
  • Experience in developing and organizing training and change management activities;
  • Excellent communication skills and ability to manage conflict; and
  • Positive references from previous clients.
Language requirements:
  • Fluency in English and knowledge of Somali or Arabic an asset.
