Job Summary / Responsibilities:

We seek qualified candidates for the position of Senior Business Development Proposal Associate in Washington D.C. This position will work closely with the Social and Economic Development Business Unit on their business planning and proposals activities across the international economic development and livelihoods, civil society and peacebuilding, environment, technology and gender sectors.

Responsibilities:

Work on multiple projects simultaneously, independently and meet deadlines without compromising quality.Provide detailed and strategic analysis of solicitations, instructions and other proposal-related information.Take the lead in working with technical teams to identify partners, negotiate roles, and establish teaming agreements.Lead and coordinate proposal teams by overseeing the proposal process, assisting with writing, editing and ensuring that quality, competitive proposals are submitted in response to solicitations and unsolicited opportunities from sponsors.Coordinate and support the capture management process, including bidding partner discussions and teaming agreements.Provide management and coordination of proposal teams, comprised of FHI 360 staff and bidding partner organizations.Prepare proposal outlines, requirements/proposal evaluation shred, win themes/competitive advantages, and production calendar.Establish and assure compliance with timelines for the proposal preparation process and submission;Organize and monitor writing assignments; assist with writing, editing and proofreading proposals as needed.Develop and utilize tools, templates and work processes that result in streamlined and efficient proposal teamwork.Oversee the collection of all required proposal forms, materials, etc. as stipulated in the funders’ requests for proposals (solicited and unsolicited concept papers/LOIs, full proposals, etc.).Ensure effective and ongoing communication among FHI, partners and collaborators throughout the proposal development process.Provide assistance with collecting needed information, related correspondence and other documents.Manage confidential and sensitive information.Conduct routine coordination with FHI 360 employees and consultants, partners/collaborators in the U.S.Represent the Business Planning and Proposals division as appropriate at internal and external meetings and professional conferences.Assist in maintaining relationships with sponsors, relevant government agencies, universities, multinational, and other non-governmental organizations.Perform other duties as assigned.Motivate and manage groups (FHI 360 staff and partner organizations) with diverse backgrounds and expertise that will result in quality and competitive proposals.

Qualifications:

Education/Experience: BS/BA in economics, international affairs/development or other area of human development5+ years of experience in economic development, livelihoods, civil society, peace building, youth, gender, environment or information and communications technology.5+ years of relevant experience in proposal development, program design, project management, and other related work or master’s degree in economics, international affairs/development or other area of human development and at least 3 years of experienceKnowledge of Non-governmental Organization (NGO) business development process activities required.Good leadership ability.Demonstrates strong analytical, organizational and problem-solving abilities and the ability to prioritize tasks.Read, write and speak English. Fluent in the host country language required.Possess strong interpersonal skills with sensitivity to cultural diversity and understanding of the political and ethical issues addressed by FHI 360.Familiarity with international and domestic funders across multiple human development sectors, including but not limited to USAID, World Bank, DFID, UN agencies, Department of Labor, Department of State, MCC, and private foundations and corporations funding human development activities.Project management experience with human development initiatives (international or domestic).Ability to travel internationally approximately 10% of the time.Familiarity with an office working environment.Excellent written and verbal communication skills.Computer software expertise of Microsoft Office. Manage confidential and sensitive information.

Senior Program Officer – Collaborations Open Society Foundations – Africa Regional Office

At the same time, many programs with global reach operate from our four headquarters in Europe and the United States, including programs on digital information, documentary photography, drug policy, early childhood, education, fellowships, fiscal governance, higher education, human rights, international migration, justice, public health, scholarships, think tanks, and women’s rights. In addition to making grants to organizations and individuals, the Open Society Foundations engage in policy advocacy, legal advocacy and litigation, program-related investing, and public communications, as well as providing direct assistance to governments. Most programs and foundations in the network are governed or advised by their own boards.

The Open Society Foundations are the global philanthropies of George Soros, who, as chairman, plays an active role in the work of the foundations.

Purpose of Position:  The purpose of the Senior Program Officer (Collaborations) role is to enable the Africa Regional Office to fulfil its commitment to promote and support collaboration among the many Open Society Foundations programs that work in Africa. Open Society Foundations teams have a range of tools to deploy and bringing them into collaborative projects allows simultaneous use of multiple tools to advance our work. Many of the projects we undertake are complex and exhibit multiple dimensions making it desirable to bring programs with different thematic capacities together. In practice, this may sometimes require the post holder to take on significant substantive work themselves on a program issue, to convene cross-program groups of staff, to diagnose and help resolve practical challenges, or to promote or support ideas for new collaborations. In the current strategy cycle, the biggest element of the role is to help coordinate Open Society Foundations’ work on African Food Security in the context of Climate Change.

In 2014, a new cross-program tool – the shared framework – was launched in Open Society Foundations to promote collaborative work among programs on themes of broad interest to the foundations. The goal is to increase effectiveness by mobilizing and aligning a variety of tools and knowledge from regional foundations, thematic programs, and their partners to work toward a single set of objectives. The shared framework to address food security in Africa in the context of climate change is Open Society Foundations’ first shared framework, and it brings together Open Society Foundations’ four Africa-based foundations and several thematic programs.   A series of objectives have been agreed that advance the participation, influence, and interests of farmers and marginalized constituencies, particularly smallholders, women, pastoralists, the urban poor, youth, and the elderly’ in production and markets.

Open Society Foundations’ Africa Regional Office coordinates the food security shared framework and the holder of this senior program officer position will lead that work during the current four year strategy cycle. They will report to the Africa Regional Director. They will be responsible for convening and encouraging participation in food security collaborations, for helping participating programs to design, develop and implement projects and for trouble-shooting and helping to address challenges as they arise. They will be responsible for the strategic oversight and direction of the overall framework and for supporting programs to participate. They will coordinate use of the Reserve Fund allocated to support food security work.

Essential Duties and Responsibilities include the following. OSF may add, change, or remove essential and other duties at any time.

This post is responsible for the oversight of the various elements that will comprise the Food Security shared framework and for supporting collaborative programming in Africa:

Internal program activities/responsibilities:

On food security shared framework:

Act as the primary point of contact for colleagues from around the network on matters related to the food security shared framework. In consultation with colleagues from participating programs and foundation offices, evaluate whether proposed initiatives meet the exacting requirement for the shared framework projects – to show unique insight, opportunity and Open Society Foundations’ capacity to make a difference;Receive requests for funds for food security work, review proposals and recommend appropriate allocation of resources;Monitor progress against shared framework goals, from the individual activity level through to the overall objectives;Liaising with colleagues involved with the shared framework who need assistance take forward their work alone and with others;Promoting and supporting participation by new programs;

On program collaborations in general:

Convening Africa-focused staff in combinations that increased shared understanding or effectivenessDiagnosing problems that prevent effective collaboration and helping to resolve themPromoting new ideas for collaborative work in the Africa area.

Admin responsibilities and Supervision

Working closely with the Africa Regional Office Programme Coordinator, design appropriate administrative systems and procedures in relation to the Food Security shared framework,Day to day monitoring of shared framework reserve fund and tracking of expenditureSupervise and support work by the Programme Coordinator assigned to food security work;Work with program coordinator to  ensure effective communication of shared framework progress and outcomes to Open Society Foundations programsEnsuring updates are shared via the appropriate KARL communities (equivalent of OSF intranet) as to progress with the Food Security Shared framework.

External relationships/activities

Keep abreast of the latest pan-African and international developments in the fields of food security and climate change;Develop and maintain strong contacts in food security and climate change arenas, in support of Open Society Foundations programs external engagement;Represent Open Society Foundations in collaborating with other donors, with grantees or other collaborators outside Open Society Foundations.When applicable arrange or support grant making in support of food security/climate change work or other collaborative projectsWhen applicable, identify, assess and hire consultants in support of food security/climate change work or other collaborative projects

Education/Experience:

Postgraduate qualification  in a relevant field, such as political economy, agricultural development, environmental science,  or substantial equivalent experience;Substantial relevant work experience in the fields of food security and/or climate change, and other open society fields in a Program Officer or Senior Program Officer roleProject and program management experience: experience of designing and implementing complex programs with extensive budgets;Experience setting up monitoring and evaluation systems; experience of reporting on program progress to senior management;Experience working remotely with global teamsGrant making/management experience

Outstanding writing and presentation skillsStrong team-building and leadership skills, negotiation and diplomatic ability;Excellent written and spoken English;  good ability in another language widely used across Africa;Finance and budget management skills;Excellent analytical and organizational skills;Willingness and ability to travel for work and meet deadlines plus ability to work flexibly;Commitment to the aims and values of Open Society  FoundationsCurrent right to work in the UK

Public administration in Iraq faces many challenges due to the rapid evolution of the government in recent years. Most ministries and government offices still follow outdated structures and systems, while others lack a coherent architecture and standard operating procedures, without sufficient automation of processes to ensure efficiency. While efforts are under way to address corruption, case-by-case gains are insufficient against systemic weaknesses in the public administration. The civil service in its current form is over-sized with an estimated 3 million persons on its payroll, yet its performance in service delivery is not commensurate with its size. This puts pressure on scarce resources that are increasingly spent on maintaining the government bureaucracy without sufficient service delivery or capital expenditure to support future capacity.

The UN Country Team in Iraq has developed a joint programme “Iraq – Public Sector Modernisation Programme” (I-PSM) to assist the Government with comprehensive public sector reform, in coordination with other international assistance partners in Iraq. The Joint Programme is focusing on two pillars: (i) Civil service reform and development of general management systems and e-governance to enable efficient and accountable public administration, and; (ii) Sectoral reform in key sectors (education, health and water and sanitation) to improve performance of service delivery, particularly of essential services related to the Millennium Development Goals. By focusing on social service delivery, the Government can show the people of Iraq that public sector reform has concrete and tangible benefits for the population as a whole.

Indonesia is the third largest emitter of carbon dioxide (CO2) and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes to an estimated 87 percent of Indonesia’s annual emissions. In response to this situation, in 2009, President Susilo Bambang Yudhoyono, made a voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020.

According to the Second National Communication from Indonesia to the UNFCCC, Indonesia is expected to emit around 2.9 million metric tons (gigatons) by 2020 under the business-as-usual scenario. A commitment to reduce that amount by 26 percent would mean a reduction of 0.8 gigatons, while 41 percent would amount to a reduction of 1.2 gigatons. A reduction from an expected 2.9 to 1.7 gigatons by 2020 is a challenging commitment for a country aiming to maintain its 7 percent annual growth rate. Nevertheless, this commitment has been translated into a comprehensive National Action Plan known as RAN-GRK (PP 61/2011).

The National Action Plan for the Reduction of Green-house Gas Emissions (RAN-GRK) estimates that 87 percent of the emission-reduction target – approximately 1 gigaton – relates directly to the forestry and peat land sectors and, to address this, the government has adopted an incentive mechanism to improve management of the country’s vast forest resources while supporting climate-change mitigation. This mechanism, known as REDD+ (Reducing Emissions from Deforestation and Forest Degradation), has five primary objectives: (a) reduction of deforestation; (b) reduction of forest degradation; (c) conservation of carbon stocks; (d) sustainable forest management; and (e) enhancing carbon stocks.

On 26 May 2010 the Governments of Indonesia and Norway signed a Letter of Intent (LoI) to establish a REDD+ Partnership. The first phase of this REDD+ Partnership (Phase 1) was to establish an agency with the capacity to implement and manage REDD+ projects initially in the pilot province Central Kalimantan and progressively in other priority provinces across Indonesia.

A Task Force (Satuan Tugas, Satgas) was established to support this initial phase and, as of June 2013 at the end of the Task Force’s mandate, the following progress was achieved:

Drafting of an integrated Presidential Regulation regarding the establishment of a REDD+ Agency and governance of REDD+ in Indonesia;Finalisation of a REDD+ National Strategy (Stranas) and development of Provincial Strategies and Action Plans (PSAPs) for the eleven priority provinces;Agreement on, and legal basis for, the structure and operations of a REDD+ Financial Instrument (FREDDI); its implementation awaits the establishment of the REDD+ Agency and the subsequent release of funding for Phase 2 of the LoI;A methodology for the structure and Standard Operating Procedures (SOPs) of the MRV technical unit; while international standards and an international/national REDD+ registry remain in development, the unit is ready for mobilisation following the establishment of the REDD+ Agency;Legal review of regulatory requirements related to REDD+ implementation in particular land tenure, forest and peat-land governance, forest monitoring and law enforcement, consolidation of land concessions, and a Moratorium on all new concessions for conversion of peat and natural forest in Indonesia; andSuccessful implementation of a wide range of projects by the REDD+ Task Force in the pilot province Central Kalimantan with a focus on developing an operational capacity and an enabling environment for REDD+ projects.

These achievements have prepared a basic foundation for a future REDD+ national programme that aims to address the emission-reduction target for the forestry and peat-land sectors and the national long-term goals associated with sustainable economic development and poverty reduction.

Context of this ToR

One of the important issues in the governance of forests and peat land is the lack of institutional capacity for conflict resolution, especially in the case of land -based conflict resolution. These issues include the weak legislation, low capacity of the related institutions, and lack of coordination among ministries/institutions and local governments involved in the conflict resolution. The conflicts make legal certainty over land ownership difficult to realize. In the end, it is difficult to provide legal protection for good implementation of conservation programs, business activities and other activities undertaken by the government, communities and employers. Thus, in the context of REDD+, the absence of certainty directly affect the rate of deforestation/forest degradation and peat land that are still difficult to decrease.

Owing to this condition, UKP-PPP and BP-REDD + intend to prepare a road map in order to strengthen the institutional settlement of land conflicts in Indonesia. With the Roadmap, it is expected that we are able to map various institutions that have similar tasks in resolving the conflict in the best way.

A visibility study should be initiated, and from this study the roadmap will be produced. The conflicts we are focusing on are the ones related to National Parks and the cases of forest gazettement. Both of these activities will involve the process of verification and recognition from the third parties. From this process it is expected that we could obtain learning materials and concrete impacts which give positive contribution to the conflicts.

The five areas of national parks chosen for the field test are Tesso Nilo National Park, Kerinci Seblat National Park, Kutai Timur National Park, Sebangau National Park, and Kayan Mentarang National Park. As for the forest gazettement, the conflict resolution will be tested on the mechanism of claim and verification in Barito Selatan.

The purposes of resolution conflict program are to give contribution to the conflict resolution in five national parks and to assist the completion of forest gazettement in Barito Selatan; and to develop roadmap to strengthen some institutions and their capacities in order to resolve the land conflict in Indonesia, in relations with REDD+.

Objectives of Assignment:

Developing a mechanism which will support the government in handling conflicts involving communities;Developing materials for training and mentoring activities to increase the capacity of officials who are related to the conflict resolution;Developing the roadmap in order to strengthen the institutional settlement of land conflicts in Indonesia

The candidate is expected to travel to some locations in the area of Sebangau and Kayang Mentarang National Parks, and some areas in the province of Central Kalimantan and East Kalimantan.
