Logistics and Asset Management Expert - Dar Es Salaam

Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission (NEC) and Zanzibar Electoral Commission (ZEC), a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.

In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The EMBs and other stakeholders in preparing for these critical events have requested the assistance of UNDP to provide technical support to the preparation and execution of this referendum.

To this end, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, United Nations (UN) One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s United Nations Development Assistance Plan’s (UNDAP’s ) Outcome 7: i.e. “Key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”.  UN Women and UNESCO are implementing partners in a One UN Country Team context.

Project Objectives

The project seeks to promote democracy and contribute to the realization of the following four objectives:

Capacity of the key democratic institutions enhanced to support and promote legal and institutional reform in the context of the on-going constitutional reform process and beyond;Capacity of the EMBs to conduct credible elections enhanced through strategic, technical and operational support and improved EMB engagement with stakeholders (i.e. political parties, civil society organisations, and the media) to foster a democratic environment;Inclusive participation in elections and politics enhanced through the empowerment of women, youth and people with disabilities (PWDs);National peace infrastructure enhanced to mitigate and prevent election-related conflicts.

Finance cum Programme Assistant - Dar Es Salaam

Duration of Initial Contract :Expected Duration of Assignment :The Economic Development Finance Initiative of Tanzania (LFI-T) is an innovative programme of the Tanzania government that strives to make an impact by ensuring that the Tanzania domestic financial sector is unblocked to enable and promote inclusive local economic development (LED). The programme intends to achieve this goal through implementation of a Tanzania national development program to ensure long-term sustainability coupled with the development and finance of demonstration small and medium-sized LED infrastructure projects during a period of four years. The Tanzania LFI-T Programme will be implemented with the support of the UN Capital Development Fund (UNCDF) as part of the Global LFI Programme. UNCDF is the UN’s capital investment agency for the world’s least developed countries. It creates new opportunities for poor people and their communities by increasing access to development finance and investment capital.

The Tanzania LFI-T Programme will be implemented by the Government of Tanzania, through the Prime Minister’s Office for Regional and Local Administrations (PMO-RALG), in concert with the UNCDF Global LFI Programme, using the UNCDF International Technical Service Provider (TSP) that is selected to provide the overall technical support required for ensuring programme results.

Under the direct supervision of the Chief Technical Advisor and in close collaboration with the Government Programme Coordinator, the LFI Assistant provides support to programme operations performing a variety of research, administrative and financial processes ensuring high quality and accuracy of work. The LFI Assistant promotes a client-oriented approach and quality results consistent with UNCDF Rules and Regulations, and ensures cross-unit collaboration.
The LFI Assistant works in close collaboration with the UNDP Country Office Finance Officer, the relevant financial staff at the Prime Minister’s Office, Regional Administration and Local Government as well as with other UN Agencies. The LFI Assistant will also interact with the diverse range of LFI-T stakeholders in the public and private sectors in helping to obtain information and facilitate LFI-T activities such as training workshops, outreach, and LFI-T stakeholder meetings.

Provides financial support, focusing on achievement of the following results:
Prepares vouchers in ATLAS for disbursements, receipts and other activities related to the programme in line with the standard Guidelines for the implementation of NIM modality;Maintains records of payments and obligations to ensure accuracy of availability of funds;Maintains accurate recordings of extra-budgetary sources, income and disbursements;Monitors all bank account statements on the LFI-T Fund, maintaining a log of all operational rules, disbursement requirements, records and purposes of all disbursements, terms of disbursements (grant or to be repaid at closing and associated terms), requests for access, and tracking of all uses of funds;Prepares statements of expenditure and timely submits forms for advance and direct payments;Prepares Travel Authorizations and arranges accommodations and DSA payments and processes F10 claims;Develops standard bidding documents and forms to facilitate the finance of goods and services;Performs all procurement and hiring processes for local Technical Services Providers and maintains database of possible LTSPs with details on prior experience and skills.Provides administrative and logistical support, focusing on achievement of the following results:
Prepares all necessary documentation (forms, letters, etc.) and follows-up on various arrangements co-shared with UN and National Government, in accordance with the requirements of the UN/UNCDF and National Government, for the following: (a) customs clearance of incoming and outgoing shipments (b) requests for accreditation with Government (c) visa requests (d) driving licenses (e) vehicle registration (f) issue/renewal of UN identifications (g) renewals of Laissez Passers, (h) maintains listing of these requests;Provides administrative support to the organization of technical missions, field visits, study tours, meetings, conferences, workshops and other related activities;Procurement and distribution of office supplies and materials;Prepares/drafts routine correspondence, faxes, memoranda and reports.Performs other tasks requested by the supervisors.Provides support to office maintenance and assets management, focusing on achievement of the following results:
Co-ordinates arrangements for office maintenance and repairs of office furniture and equipment;Ensures computerized equipment and office space is ready on arrival of consultants/visitors to the LFI-T;Collection of information on assets management;Maintenance the inventory of the LFI-T non-expendable equipment;Maintenance of files and records.Provides support to programme management, focusing on achievement of the following results:
Preparation of and support to regular Project Board and Steering Committee meetings;Support to project budget management, including preparing budget revisions, budget rephasals, financial reporting, certification of expenditure reportProvides support to knowledge building and knowledge sharing, focusing on achievement of the following results:
Helps in the research and posting of information to LFI information and coordination tools;Participation in the training for the LFI-T operations/project staff on administration and financial aspects of programme implementation;Contributions to knowledge networks and communities of practice;Shares knowledge on administrative policies and procedures with the programme staff;Acquires knowledge on programme operations through personal learning and development and/or by attending local seminars/courses on the subject.

Experience: 5 years of relevant administrative and/or financial experience;Extensive experience in the usage of computers and office software packages (MS Word, Excel, etc.);Experience in handling of on-line management systems;Experience in operating ATLAS is an asset;Experience working for the UN or UN-funded programmes represents a distinct advantage.Language Requirements: Proficiency in English and Swahili, written and spoken.

Consultant in Facilitation of Scoping Exercise for Tanzanian Livestock and Fisheries Sector - Dar Es Salaam

Duration of Initial Contract :Expected Duration of Assignment :Livestock and fisheries production are among the major agricultural activities in Tanzania that is contributing towards achieving development goals of the National Strategy for Growth and Reduction of Poverty (NSGRP). The livestock sector provides livelihood support to a total of 1,745,776 (37%) households out of 4,901,837 agricultural households while fisheries sector employs more than 180,000 full time fishermen and about 4.0 million people earn livelihoods from fisheries sector related activities. However, numerous challenges to sectoral growth exist due to challenges in livestock resources, productivity, support services delivery, animal disease control, veterinary public health, processing and marketing.

In order to strengthen the ability to address such challenges, the Government of the United Republic of Tanzania has resolved to establish a strong and effective system to oversee, monitor, and evaluate implementation of development priorities. This priority setting and performance tracking methodology is termed ‘Big Results Now!’ (BRN). An initial set of priority BRN agricultural initiatives was identified using a lab-based approach in 2013, during which a group of technical experts identified key challenges and associated interventions in an intensive 8-week problem solving setting. The first wave of priority initiatives targeted crops such as rice and maize, which have critical interdependencies with the livestock sector.

A rigorous scoping process is seen as integral to the BRN methodology. The scoping will involve prioritization of priority areas/sub-sectors, research of key bottlenecks, consultation with key stakeholders and identification of recommended interventions.

Facilitate the identification of priority areas within the livestock and fisheries sectors using a data-driven process. Special effort should be made to link this process to sector development programmes;Collect, inventory and analyze published strategies and studies related to the priority areas, as well as existing programs/interventions in those priority areas;Conduct targeted interviews with key stakeholders involved in the priority areas;Distill a list of recommended interventions from this primary and secondary research;Develop criteria for prioritization of these recommendations;Prioritize potential interventions and develop a suggested short- and medium-term action plan;Facilitate a group brainstorming session with key stakeholders in which priority areas are discussed, research conducted as part of this exercise is presented and feedback on potential interventions is collected.Create a final report integrating the primary and secondary research and outcomes of the group brainstorming session.Functional Competencies for the National consultant
