Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.Technical Criteria – 70% of total evaluation – max 35 points

The project is designed to support the improved, more sustainable and more resilient land use management of non- irrigated arid desert, steppe and mountain landscapes of Uzbekistan, which constitute the vast majority of its territory, and reduce competitive pressures between different land uses, particularly pasture use and forestry. It will facilitate the up-scaling of existing best practices for land management within two ecologically and socio-economically representative districts (Zaamin and Karakul) and provide a model for undertaking district level integrated land use planning. On the basis of experiences on the ground it will support the updating and refinement of relevant national policy, legislation and institutions and mechanisms for improved national coordination and planning for integrated land use management. An important part of these intentions of the project is broad activities of national consultants on the ground in the pilot districts.
In this context, the project needs to establish local offices in each of the pilot districts. One of such project office is active in Zamin district of Djizakh region and one in Karakul district of Bukhara region, created to support national consultants’ activities, to provide organization of the work in the project office by the khokimiyats of Zamin and Karakul districts and to represent the project interests and aims on the ground. For local managing of the project office in Karakul district, the project hires a Project District Field Clerk for this district.
The Project District Field Clerk will be locally recruited based on an open competitive process. He/She will be responsible for the representing the interests of the project in the project target district. The Project Field Clerk will report to the Project Manager. The whole work will be performed in tigh collaboration with National Technical Coordinator.

National Analyst ? Writer for the Mitrovicë/Mitrovica Region Opinion Poll - Prishtinë/Pri?tina
The duties under these terms of reference are to be completed by working in coordination with Social Research Kosovo and Policy, Research, Gender and Communication Team during a period of up to 20 working days in Kosovo, starting from 25th of September, 2014 until 25th of October, 2014.
The consultant selected for this task will draft, edit and finalize the narrative description of the statistical results of the Mitrovicë/a Region Opinion Poll, August 2014. Data for the survey have been collected by the Social Research Kosovo, and the selected consultant is expected to cooperate closely with Policy, Research, Gender and Communication Team while writing the narrative report. The consultant is also expected to draft an outline of key figures and indicators of development which could be used by stakeholders in the future to give evidence-based recommendations for policy-makers.
In order to achieve the intended objectives, the work methodology should broadly consist of, but should not be limited to:
Drafting of the Report Outline based on the desk review and meetings UNDP staff;Desk review of the previous Mitrovicë/a Public Opinion reports;Conducting statistical analysis of the latest survey conducted;A series of meetings with the UNDP Kosovo to discuss about the survey methodology and results;Writing of the analytical narrative report with incorporated trend analysis, including presentation of data and trends in graphic and tabular form;Statistical analyses reviewed, completed and endorsed

Justice Centre Hong Kong (www.justicecentre.org.hk) is a non-profit, human-rights organisation working fearlessly to protect the rights of Hong Kong’s most vulnerable forced migrants - refugees, other people seeking protection and survivors of modern slavery.
Launched in March 2014, Justice Centre Hong Kong was formerly Hong Kong Refugee Advice Centre, which over a period of seven years, helped more than 2,000 refugee men, women and children on the road to a new life.
Building on our expertise in refugee issues, Justice Centre Hong Kong identified a clear need for an increased response to tackling modern slavery in the region and have expanded our advocacy remit to fill this gap.
Purpose of the role:
The new Advocacy Officer will work closely with the existing Advocacy Officer and report to the Director of External Relations to advocate for the rights of some of Hong Kong’s most vulnerable forced migrants through campaigning, policy and research work in both the areas of protection and modern slavery.
This includes, but is not limited to:
· Developing and implementing a campaigning strategy that nurtures a Justice Centre supporter base in Hong Kong and galvanises action, both on and offline, for Justice Centre’s areas of concern.
· Creating online content and using digital and social media tools to grow support for and inspire action on Justice Centre Hong Kong’s campaigns’ and advocacy areas.
· Building relationships with external partners and allies to ensure the advancement of Justice Centre’s advocacy agenda in Hong Kong.
· Launching and overseeing Justice Centre Hong Kong’s Schools’ Programme.
· Developing Justice Centre Hong Kong’s Young Advocates Programme.
· Increasing access to authoritative and user-friendly information on protection and modern slavery in Hong Kong, by producing policy papers, briefings, reports and research projects and disseminating to key influencers.
· Maintaining power analyses of political influencers and other decision-makers relating to Justice Centre Hong Kong’s policy and campaign areas.
· Representing Justice Centre Hong Kong to the public by identifying and speaking at relevant events and conferences.
· Using traditional media and social media tools to amplify advocacy, campaigning and policy outcomes and inputting into Justice Centre Hong Kong’s general communications work – including acting as media spokesperson where appropriate.
Key skills and qualifications
· A demonstrable passion and commitment for human rights is essential.
· Flexibility, team spirit and ability to work off own initiative is a must.
· Excellent written and verbal communications in English are necessary.
· Knowledge of spoken and written Cantonese is an advantage.
· A Bachelor’s degree in a related discipline is desirable and minimum 3-5 years’ experience in a similar role essential.
· A permit to work in Hong Kong is preferable.

COORDINATRICE/COORDONATEUR NATIONAL(E) Projet ? APPROCHE D'ECONOMIE CIRCULAIRE POUR LA CONSERVATION DE L'AGRO-BIODIVERSITE DANS LA REGION DU SOUSS-MASSA-DRAA AU MAROC » - Agadir
(date when the selected candidate is expected to start)Duration of Initial Contract :Expected Duration of Assignment :Renouvelable sur une base annuelleDans le cadre de la coopération entre le Royaume du Maroc et le PNUD, le projet « Approche d’Economie Circulaire pour la Conservation de l’Agro-biodiversité dans la région du Souss-Massa-Draa au Maroc » a été élaboré en visant la conservation de l’agro-biodiversité dans le Souss Massa Draa (SMD).
L’objectif à long terme proposé par ce projet est d’introduire le Payement pour les Services Ecosystémiques (PSE) en tant que mécanisme innovant pour inverser la perte et la dégradation de l’écosystème Arganier. Ceci, en association avec la valorisation (labellisation et commercialisation) de 2 produits de terroir issus de cet écosystème, à savoir l’huile d’Argan et le miel.
Le projet agira aux travers de 4 composantes interconnectées. La composante Une, concernera la création d’un environnement habilitant pour l’introduction des PSE au Maroc en adressant les changements institutionnels, politiques et légaux nécessaires à la mise en place et le pilotage d’un tel mécanisme dans le SMD. A travers la composante 2, le projet renforcera les capacités techniques pour la mise en œuvre de modèles PSE dans le SMD et préparera ainsi le terrain pour une réplication nationale des concepts et des outils PSE via la dissémination des leçons apprises et l’échange d’expériences avec d’autres projets et programmes.
Les activités de la composante 3 permettront de promouvoir une production organique, durable et respectueuse de la biodiversité via un schéma de labellisation et de commercialisation adaptées aux produits de l’écosystème Arganier. En capitalisant sur les 3 premières composantes, le projet entamera un investissement pilote de type PSE à travers la Composante 4 en tant que moyen de promotion, de conservation et d’exploitation durable de la biodiversité et les services ecosystémiques qui y sont associés dans l’écosystème Arganier.
Responsabilités globales : La Coordonnatrice / Le Coordonateur national(e) du projet (CNP) - en étroite collaboration avec l’Unité de Gestion du Projet (UGP), a l’autorité de faire fonctionner le projet sur une base quotidienne au nom du Comité de Pilotage du projet.La/Le CNP est chargé(e) de la gestion quotidienne et de la prise de décision du projet. La première responsabilité du CNP est de veiller, selon les principes de la Gestion Axée sur les Résultats (GAR), à ce que le projet atteint les résultats attendus (Produits), dans les délais impartis, avec les standards de qualité requis et dans le cadre du budget alloué au projet tel que ceci est décrit dans le document projet. Elle/Il s’assurera d’une coordination et concertation étroite avec l’UGP et du responsable assurance-qualité du PNUD.
Sous la supervision du partenaire de mise en œuvre national, la/le CNP assurera les fonctions suivantes:
• Assurer par délégation les missions qui lui sont confiées par la Direction du projet, l’Unité de Gestion du Projet et le Comité de Pilotage;
• Veiller à la mise en place et au bon fonctionnement de l’UGP, et en assurer le secrétariat. L’UGP aura comme mission (a) l’élaboration et la validation du plan de travail annuel et rapports trimestriels, (b) l’examen et validation des TDR de toutes les activités du projet, (c) Examen et validation de l’ensemble des livrables, (d) la tenue de visite de terrain pour le suivi des activités du projets (e) la coordination avec les différents partenaires nationaux, régionaux et locaux du projet.
• Assurer la mise en œuvre et réalisation des activités du projet en coordination avec les partenaires nationaux et locaux du projet ;
• Préparer en parfaite concertation avec l’UGP, le plan de travail annuel du projet comprenant les cibles annuelles du projet – désagrégées par sexe- en vue de son approbation par le comité de pilotage national.
• Assurer la gestion opérationnelle et administrative du projet : suivi des plans d’action du projet, préparation et formulation des plans de travail trimestriels et annuels, en cohérence avec le cadre des résultats et des ressources du document de projet; préparation des termes de référence, appels d’offres, des contrats de services, d’études et de travaux ; organisation et participation aux travaux des commissions d’examen des offres; appui aux diverses missions organisées par les partenaires du projet, les auditeurs et les missions externes d’évaluation ;
• Assurer le suivi de la gestion administrative et comptable/financière du projet : préparation et signature des rapports financiers trimestriels et annuels et des différents documents en conformité avec les procédures du PNUD/FEM et de l’Exécution Nationale; paiements des services prestés et autorisés; transmission des demandes de paiements au PNUD; tenue des registres de dépenses et de comptabilité.
• Assurer le suivi et contrôler la qualité des prestations réalisées dans le cadre du projet en étroite coordination avec les services techniques concernés du partenaire de mise en œuvre national (services, études et travaux) et veiller au respect des délais établis pour la remise des livrables/produits; lancer et faire approuver les marchés ;
• Identifier et solliciter, pour assurer une mise en œuvre de qualité, tout appui technique supplémentaire en vue d’assurer une gestion, une planification et un suivi de projet de qualité ;
• Assurer la gestion des risques du projet ;
• Assurer la mise en œuvre efficace du projet, son orientation, et identifier les actions à prendre, tout en assurant une allocation optimale et cohérente des ressources humaines et financières;
• Identifier toute nécessité de changement et contrôler ce changement ;
• Informer l’UGP et le comité de pilotage sur l’état d’avancement du projet, selon les mécanismes et la fréquence établis dans le document de projet ;
• Faire des recommandations concernant le suivi et l’orientation ;
• Assurer la gestion du personnel de l’UGP, du matériel et de la logistique mis à sa disposition dans le cadre du projet; définir les fonctions détaillées de l’UGP et fixer l’étendue des tâches pour le personnel et les consultants ; participer au processus de sélection et de recrutement dans le cadre des lignes directrices du PNUD et lignes directrices nationales ; approuver et ordonner les déplacements et missions du personnel et ce en conformité avec les besoins du plan de travail annuel ; certifier les frais de déplacement du personnel ;
• Assurer la coordination entre les différents acteurs du projet au niveau national et local en étroite liaison avec la Direction du projet; assurer une liaison directe et permanente avec les institutions partenaires du projet; contribuer à l’échange d’information sur les différentes approches et les stratégies d’intervention régionales ;
• Organiser les séminaires et ateliers au niveau national/local; assister le Directeur National dans l’organisation des réunions de l’UGP et des Comités de Pilotage du projet; rédiger et divulguer les comptes rendus ;
• Préparer les différents rapports d’avancement du projet et mettre en œuvre le plan de suivi-évaluation, conformément au document de projet ;
• Mettre en place un système de communication interne afin de s’assurer de la bonne circulation de l’information entre tous les niveaux d’intervention du projet.
• Préparer et transmettre les documents et rapports demandés par les bailleurs de fonds conformément aux procédures du PNUD/FEM et procédures nationales;
• Effectuer des missions fréquentes sur le terrain et assurer une bonne coordination avec les acteurs locaux impliqués dans la mise en œuvre du programme;
• Assurer la relève en vue d’une autonomisation de l’UGP, par un encadrement étroit des membres de la cellule et un transfert de compétences continu privilégiant l’efficacité, l’efficience et le management délégatif.
Rapports
Le (la) CNP rédigera les rapports, plans de travail trimestriels et annuels, budgets et autres documents lui incombant (rapports des missions et les PV des réunions importantes), tels que définis par les termes du projet dans la rubrique « Plan de Suivi et Evaluation - Reporting » du document de projet. Il assurera également le secrétariat de l’UGP et du comité de pilotage.
(1) Les règles du PNUD visent à ne pas affaiblir un Gouvernement en recourant aux services de fonctionnaires de l’Etat, des autorités locales ou des services décentralisées et ce, quelle que soit la nature du lien avec ces fonctionnaires (incluant ou non une rémunération), ou en les recrutant et ce, quelle qu’en soit la modalité.
Etre de nationalité marocaine;• Diplôme d’études universitaires supérieures (Master ou PhD) ou ingénieur notamment dans un ou plusieurs secteurs d’intervention du programme : sciences de l’environnement ou l’écologie.
• Justifier d’une expérience professionnelle d’au moins 10 ans dans les domaines du management de l’environnement, de la biodiversité et des ressources naturelles
• Justifier d’une expérience professionnelle d’au moins 5 années dans le montage, la mise en œuvre, le suivi et la gestion administrative et comptable/financière des projets de développement.
• Avoir une bonne connaissance du contexte environnemental marocain, et des conventions internationales dans le domaine de l’environnement (CBD & UNCCD).
• Avoir une connaissance avérée des enjeux environnementaux et des priorités du développement socio-économique au niveau du Souss Massa Draa
• Avoir une expérience solide en matière de gestion des équipes, d’animation, de concertation et du montage de partenariats entre des acteurs sociaux et institutionnels diversifiés.
• Elle/Il aura déjà participé à l’élaboration et à la conduite de projets de coopération internationale. Une expérience avec un organisme des Nations unies serait un avantage
• Maitrise de la gestion axée sur les résultats.
• Avoir d’excellentes capacités rédactionnelles en français et arabe et une bonne connaissance de l’anglais.
• Avoir de bonnes connaissances dans le domaine informatique : environnement Windows : Word, Excel, Access, PowerPoint et du réseau Internet.
• Faire preuve d’autonomie, de maturité personnelle et professionnelle et d’aptitude d’écoute et de communication, de capacités de négociation et d’arbitrage;
Avoir une pratique du travail en équipe, un bon sens de l'organisation et de la gestion ; un sens d’analyse, de persuasion et de mobilisation
