Academic Qualifications:

Master degree in public administration, public policy, development or similar. 

 Professional Experience:

 Over ten years work experience on development projects Three years of demonstrated working experience in the area of Social Innovation  Knowledge of national development context, its challenges and opportunities in the filed of Social Inclusion in general and Social Innovation in particular. Demonstrated experience in developing learning contents (research, publications, reports, etc)  Previous experience working with international organizations

 Language requirements:

Fluency in English (written and spoken) and Macedonian languages is required. Knowledge in Albanian will be an asset.

REPORTING

The consultant will report to UNDP through the Social Innovation Specialist and activities report submitted at the end of the assignment. 

 DURATION OF ASSIGNMENT

The Content developer for E-Course on Social Innovation will be hired by UNDP under IC (Individual Contract) modality for a period from 12 November 2014 until 28 February 2015.

 PAYMENT SCHEDULE

The payment for the services will be carried out in three installments (deliverable 1-20%, deliverable 2 and 3- 70% deliverable 4 - 10%)

Application procedure:

Applications should include: 

 Offeror’s letter to UNDP confirming interest and availability for the individual contractor (IC) assignment, including financial proposal, indicating a total lump sum* for the delivery of outputs as per above description; CV or P-11 form (that can be downloaded from UNDP Jobs site) including past experience in similar assignments.  Short (1-2) pages of methodology and proposed content for the course, including materials that will be used in reference. 

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services such as preparing and printing training materials, handouts or necessary equipment etc.). All envisaged travel costs must also be included in the financial proposal.

Evaluation of Applicants: 

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as: 

 responsive/compliant/acceptable, and  having received the highest score out of below defined technical and financial criteria.  Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

 Technical Criteria - 70% of total evaluation – max. 70 points:

 Criteria A: Relevant University Degree – max. points 10;  Criteria B: Professional experience - 10 years in development and 3 years in social innovation – max. Points 20; Criteria C: Proven experience in social innovation and development of learning content – max. points 35; Criteria D: Language proficiency in both written and oral Macedonian and English – max. points 5.

 Financial Criteria - 30% of total evaluation - max. 30 points

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: 

p = 30 (µ/z)

Where: 

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

UNDP applies fair and transparent selection process that would take into account the competencies/skills of the applicants as well as their financial proposals.

Project Assistant, SC (Early Recovery of Social Services and Peacebuilding in Donetsk and Lugansk Oblasts) - Kyiv, UKRAINE - Kyiv

The armed conflict in Donetsk and Lugansk Oblasts has led to adverse conditions for both those living in and fleeing from violence in Eastern Ukraine, as well as significant damage to major social and economic infrastructure such as roads, electricity and water supply systems, supply chains of goods, health services, residential buildings etc. The government damage assessment estimated costs of recover for about 6.6 bln (only areas controlled by the government). UNDP supported the government to conduct the additional assessment, and as of 14 September 2014, 1,968 facilities (including social infrastructure, residential houses, and enterprises) were reported to receive the damage, amounting to a monetary loss of total UAH 5.958 bln hryvnas, or USD 440 mln.

It is expected that some internally displaced persons (IDPs) will seek to return to their home locations in the East once the armed conflict is over, security has been reinstated, and the most basic services are restored. In order to ensure normal life for returnees in the conflict-affected areas, it is important to restore social services and economic infrastructure alike. The social infrastructures include healthcare institutions, kindergartens, schools, social centers for vulnerable groups, shelters, day-care centres, special institutions, internats, etc.  for children, children with disabilities, children separated from their parents or carers, orphans, people with disabilities, women, lonely elderly people, homeless, families in difficult situation, etc.

Since the beginning of the crisis most vulnerable groups, including children, have already lost valuable social, education, health, rehabilitation and other services, in addition to psychological distress caused by witnessing violence. The lack of safe learning spaces, coupled with a shortage of textbooks and school furniture as well as safe and appropriate water, sanitation and hygiene facilities, are serious barriers to children’s access to learning in eastern Ukraine. For people with disabilities and elderly people, the lack of access to rehabilitation and special care will result to their further isolation and exclusion from the society. The lack of access to critical health care facilities will bring high mortality in these regions that are severally affected by the armed conflict already.

Taking this into consideration UNDP plans to implement the Project on Early recovery of social services and peacebuilding in Donetsk and Lugansk Oblasts. The overall objective of the Project is to support restoration of critical social infrastructure and services for the most vulnerable groups in Donetsk and Lugansk Oblasts. It consists of two components: (i) Restoration of key social care infrastructures, and (ii) Strengthening capacity of authorities and service providers on integrated and community-based social services.

Within the framework of implementation of the Project, UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Project Assistant to enhance technical performance of the project with an accent on administration and logistics aspects.

Programme Analyst- Social Cohesion - Lilongwe

Malawi has since independence remained generally a peaceful country with a few isolated incidences of violent conflicts. This has been possible through the use of traditional conflict management mechanisms and practices in resolving local and national conflicts.

Government, Civil Society Organizations and other stakeholders have provided and instituted various forms of alternative dispute resolution mechanisms. These institutions include the Judiciary, District Labour Offices, the Office of the Ombudsman, Malawi Human Rights Commission, Public Affairs Committee, National Forum for Peaceful Resolution of Conflicts, etc. While some of these institutions have played a critical role in managing national conflicts, their efforts have been impeded by two main challenges, namely; lack of enabling legislation and absence of a national peace architecture that promotes pro-active rather than reactive conflict management in the country. As a result, their efforts have mostly been ad-hoc and unsustainable. 

The UNDP Country Office in Malawi has responded to this challenge by supporting the Government of Malawi in its endeavour to establish a National Peace Architecture (NPA) that will provide a platform for collaborative dialogue, peace building and conflict prevention.

The primary purpose of this position, therefore, is to provide support to UNDP’s Peace and Development Advisor (PDA) in the development of a policy document and strategic plan, to spearhead the establishment of a National Peace Architecture for Malawi through the Social Cohesion project of the Country Office. Under the overall guidance and direct supervision of the Peace and Development Adviser, the position will also work closely with the UNDP Governance Cluster and CO Team.

Individual Consultant Procurement Notice: Provision of Individual Services of Specialized Communication and Social Media Strategist- LEB/CO IC/130/14 - Beirut

The Regional Bureau for Arab States of the United Nations Development Programme is launching the sixth edition of the Arab Human Development Report (AHDR) series, due to be published in May 2015.

AHDR 2015 aims to discuss relevant issues associated with youth, in particular aspirations, challenges, trends and future outlook across the Arab region. In order to make an important leap forward in human development, the Report will address the structural challenges imposed on young Arab people, many of which are struggling to successfully transition through life’s milestones, whether academic, social, professional or economic.  Even though the overall progress in human development in the Arab region is increasing, as evident by the health, economic and education indices among a number others, the path leading to adulthood is taking the Arab youth longer to complete, and is marked by several impediments.  The Arab region, home to  the youngest population in the world, has one of the highest unemployment rates with a regional average of 28% of which first time job seekers represent 50%. The youth’s involvement in the protests and demonstrations since 2011 can be seen as an expression of their frustration with the existing institutions and norms that have denied them economic and social opportunities and a political voice.

AHDR 2015 will serve as an advocacy tool for human delevopment, and as a tool to foster dialogue and debate on some of the challenging issues facing the youth of the Arab region.  To this end, a specialized Communications and Social Media Strategist is needed to ensure a high level of visibility for the Report’s messages. She / He will develop a communication strategy targeting the key audiences identified for the Report and the general public, and devise and oversee the implementation of an action plan for the effective launch and dissemination of the Report.

The Social Equity and Gender Specialist is an expert in addressing social inclusiveness and gender issues in community development programme and  with a good track record of working with the communities on forestry, natural resources management and community development related area. Further s/he will ensure the quality and timely preparation of all reports and documentation related to the consultancy.

The Social Equity and Gender Specialist will carry out the following tasks:

Identify the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Assess and document the capacity of Forest Department officials working on the project to identify social marginalization causes such as gender, age, disabilities , caste etc.through a gender and Social Inclusion auditAssess and document the institutional issues that might affect the usage of gender and social inclusiveness best practices in developing and implementing Community Forestry Management plans;Develop strategies to address identified institutional issues that might affect the usage of gender and social inclusiveness related tools within the Forest Department;Identify strategies and approaches in a phased manner to build the capacities of the officials to ensure that socially marginalized groups of the communities (if there are any) get equitable opportunity to benefit from the programme work;Develop a training programme suitable for Forest Department officials on gender and social inclusion;Develop awareness building and training programme and plans to conduct the 'gender and social equity' related capacity building training programms;Develop social inclusiveness - including gender, disability, women headed households, marginalized castes etc- training programmes suitable for field level officials, middle level managers of the Forest Department;Adapt previously developed capacity building tools, approaches and strategies on 'social inclusiveness' to suit the current context of the country and the Forest Department;Develop training aids including work books and guidance for trainers to conduct the capacity building programmes for the Forest Department officials social inclusiveness;Develop case studies and other information, education and communication materials targeting the Forest Department officials on gender and social equity mainstreaming in forestry and non forestry activities implemented through the department with a special reference to community forestry activities;Develop case studies using experiences in the field and identify potential areas that needs to be further investigated;Train the Forest Department officials to use different tools and investigate the issues identified.Guide the Forest Department staff to develop 18 case studies analyzing the qualitative aspects of programme impacts on the communities and refine and finalize them;Develop a methodology to collect and analyze data on gender and social equity.

Expected Outputs

The key outputs to be delivered by the Consultant- Sociologist are as follows:

Identify the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Develop a training programme suitable for Forest Department officials on gender and social inclusion;Propose a practical plan to improve gender responsiveness and inclusivity in Community Forestry Programme and develop a results based monitoring and reporting system for the FD and document currest status of results and impact of activities.

Financial Proposal

Cost of proposing a practical plan to improve gender responsiveness and inclusivity in Community Forestry Programme and develop a results based monitoring and reporting system for the FD and document current status of results and impact of activities;Cost of identifying the identifying the capacity building needs of the Forest Department officials on social equity and gender mainstreaming in community forestry;Cost of developing a training programme suitable for Forest Department officials on gender and social inclusion;Cost of developing case studies and other information, education and communication materials targeting the Forest Department officials on gender and social equity mainstreaming in forestry and non forestry activities implemented through the department with a special reference to community forestry activities.

All Inclusive Lump Sum Fee (Professional Fees): (LKR) ___________________ (a1+a2+a3+a4)

Note:

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.

The UNDP will provide and cover the following costs:

Actual costs for travels outside duty station will be reimbursed on actual basis and upon submission of invoices.Workshop / training / seminars organizing and logistics costs of the participants

Payment for Services

The Social Equity and Gender Specialist shall receive payments based on the key milestones identified in the consultant’s work plan and based on timely performance.

Project Associate (SC, SB3, Rapid Response to Social and Economic Issues of Internally Displaced People in Ukraine) - Kyiv

The last nine months in Ukraine have been marked by a rapid succession of intense, disruptive events which have profoundly affected Ukrainian society.

Following the mass protest movement on Maidan in late 2013, which culminated in the overthrow of the Government after the violent clashes between security forces and protestors in February 2014, an interim government was appointed. While both the Government and the subsequent election of a new President are generally supported by most Ukrainian citizens, their legitimacy are questioned by some quarters, including in Eastern Ukraine.

Violence conflict in the Eastern regions and the occupation of Crimea has led a growing number of people to leave their homes and relocate elsewhere in Ukraine or even abroad. The majority of internally displaced persons (IDP) movements have taken place to safer regions. As of 20 August 2014, UNOCHA reported a total of 190,087 internally displaced persons (174,380 – from Eastern Ukraine and 15,707 – from Crimea). At the same time, regional departments of social protection registered approximately 100,000 IDPs, of which 35 percent are women and 34 percent are children, while men constitute about 20 percent, and rest are elderly and disabled people. According to Russian sources, more than 700,000 have fled to the Russian Federation. A Needs Assessment conducted by OCHA in June 2014 in the Donetsk and Lugansk Oblasts indicates that, potentially, a total of 1.52 million people may leave the Eastern regions of Ukraine, should armed conflict and violence continue to take place.

According to numerous sources, there are considerable gaps in the State’s ability to protect IDPs. The central authorities had not issued formal instructions on how to register and assist displaced persons, leading to different practices across the country. Regional authorities are reported to be waiting for instructions on funding allocations for IDPs from the Eastern regions. At present, the basic needs of IDPs are generally covered by activists and civil society. Yet, charitable response capacity is limited and without a systemic countrywide solution-oriented coordination mechanism, it is unlikely to be sustainable for a long period of time, especially in the event of mass arrivals.

There is no medium- to long-term planning to handle IDP-related issues. As IDPs do not appear to expect a long-term stay, some activities are not being undertaken – e.g. employment and income generation supportive activities. So far basic social services are not provided, and the most urgent problem is the medical treatment, especially support to children, pregnant women and the disabled. Moreover, IDPs do not have access to legal support and justice services. Some of them also lost important legal/civic documentation (cases of lost property titles etc.). Many IDPs do not have access to social assistance and benefits, including retirement and child benefits.

The key problems and needs currently faced by IDPs are humanitarian, livelihoods, integration, and security challenges.

Taking this into consideration UNDP developed the Rapid Response to IDPs Issues Project (RRIDP) that would be a short-term, fast intervention planned to provide urgent support to IDPs located outside their home regions and, as such, should be considered as a precursor to a larger more long-term early recovery intervention focused on populations in post conflict zones.

In a view of the above, UNDP in the framework of implementation of Project Initiation Phase, invites applications from highly qualified and experienced Ukrainian professionals for the post of Project Associate to enhance technical performance of the project with an accent on finance, logistics and communication aspects.

Consultant for Formulation of Social Inclusiveness and Social Entrepreneurship Strategy - Port Louis

Scope of Work

The consultant will provide direct support to the team at Ministry of Finance and Economic Development in charge of coordinating the formulation of the transformation agenda to be implemented by 2020.

The consultant is expected to formulate an innovative and implementable strategy to promote and strengthen inclusiveness and social entrepreneurship through a suite of policies and services to be implemented by 2020, including short-term proposals for 2015, 2016 and 2017 which will include problem statement, description of initiative, purpose and expected output, proposed innovation, cost estimates and implementing arrangements.

The expected contribution will focus on 2 specific issues (social inclusiveness and social entrepreneurship), while (optional) additional inputs on social housing policies will be sought in collaboration with UN Habitat consultants.

Social inclusiveness:

The expected contribution on social inclusiveness will specifically address the issues of women participation in the labor force, gender equality and social mobility.

Women participation in the labour force and promotion of gender equality

To make an assessment of women participation in the labour force;How to encourage/help women especially those above 30 years of age to reintegrate the world of work to increase their participation in the labour force;Specific policies and programmes to promote gender equality and improve Mauritius ranking in the gender equality index.

Social mobility (with emphasis on the issue of income disparity, inequality and inclusiveness)

Analyze trends in income levels of different groups;Make proposals to bridge gaps in income disparities and to promote social inclusion;Overall assessment of current programmes and policies on social protection and social inclusion.

Social entrepreneurship (with emphasis on empowerment of Civil Society and Vulnerable groups/disability):

Formulate policies and programmes for the promotion of social entrepreneurship  in Mauritius (including use of CSR Fund) and the creation of a social entrepreneur sector;Provide an assessment of various models of social entrepreneurship – to build a model for Mauritius;Prepare budget proposals for developing social entrepreneurship on a grand scale, starting with a couple of concrete projects;Formulate proposals on basic principles of social entrepreneurship to be included in Mauritius secondary and tertiary curricula;Formulate a plan on how to build capacity in that area for the future - for example, the role of universities and other tertiary institutions;

In the context of the Blueprint formulation, consultants hired for the Participatory Slum Upgrading Programme (UN Habitat) to define a strategy to improve in a sustainable way the living conditions of people living in slums in Mauritius will be working on social housing policies. The UNDP consultant for the formulation of the social inclusiveness and social entrepreneurship strategy will be invited to collaborate with the UN Habitat consultants to provide (optional) inputs on assessment of the existing social housing strategy and programme, identifying alternative funding and subsidy mechanisms to implement social housing projects and identifying measures that would sustain investment in the social housing sector, improve access of social housing units for vulnerable and low income groups and encourage social mobility and income development.

Expected Outputs and Calendar:

Inception report outlining the work plan of the assignment, elaborating on the terms of reference by describing how the assignment will be carried out and specifying the methodology (deadline 8 October);Workshop organized on mission findings and proposals – to disseminate the preliminary findings; to have consultations with the stakeholders; and to share the findings/observations/recommendations of the assignment, and to propose the way forward (deadline: 24 October 2014);

Final report to be submitted to UNDP, UN Habitat and MOFED (deadline: 30 October 2014) presenting:

A strategy to strengthen by 2020 social inclusiveness and social entrepreneurship;Short-term proposals (for 2015, 2016 and 2017) for programmes and policies to promote social inclusiveness and social entrepreneurship.

The initiatives presented in the report will need to be specific and clearly formulated and indicate in what way they will contribute towards the achievement of the high-level inclusiveness objective.

Institutional Arrangement:

The consultant will report:

For MOFED: to the Ag Deputy Financial Secretaries and to the Senior Adviser coordinating the Blueprint formulation;For UNDP: to the UNDP Technical Adviser (PFM) based at the Ministry of Finance and Economic Development;For UN Habitat: to the national UN Habitat Technical Adviser based in Mauritius.

Duration of Support:

22 days in October 2014 (19 days in Mauritius from 6 October to 24 October + 3 home-based days for mission preparation and report finalization).

Schedule of Payments

Payments of fees would be effected by UNDP as follows:

20% payment to be released upon signature of contract - 5th October 2014;50% payment upon workshop facilitation - 12th October 2014;30% payment to be released upon submission of report on validation of level 2 elements - 30th October 2014.

Recommended Presentation of Offer:

The following documents are requested:

Duly accomplished Letter of Confirmation of interest and Availability using the template provided by UNDP;Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how the candidate will approach and complete the assignment;Financial Proposal that indicates the contract price, supported by a breakdown of costs, as per template provided. If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the “Combined Scoring Method” and determined as:

Responsive/compliant/acceptable;Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below (Technical Criteria weight (0.7), Financial Criteria weight (0.3).

Only candidates obtaining a minimum of 49 points out of 70 would be considered for the Financial Evaluation.

Communication and Outreach Officer vacancy - Moldova Social Innovation Hub Project - Chisinau

Under the overall guidance and supervision of the UNDP Portfolio Manager, the Communication and Outreach Officer contributes to the effective and efficient implementation of the Social Innovation Hub. The incumbent applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

The Communication and Outreach Officer works in close collaboration with the Research Officer, and the Team of the Projects Implementing Unit , as well as other project teams in the Country Office (CO) for effective achievement of results, anticipating and resolving complex programme/project-related issues and information delivery.

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Summary of Key Functions:

The Communication and Outreach Officer, under the overall supervision and guidance of the Policy Specialist and in close cooperation with the e-Government Center of Moldova, will be responsible for managing the successful implementation of communication and outreach activities of the Innovation Hub. The Communication and Outreach Officer may coordinate short-term experts’ activity.

The incumbent will ensure the provision of development services and products (commensurate with the scope of the project) of the highest quality and standards to national counterparts and clients. The Officer is expected to identify, develop, test and deliver prototypes, projects and programmes that support practical innovation in defined fields, including modernization of public service design and delivery, in close collaboration with external partners.

More specifically, the Officer will perform the following functions:
Co-manage, with the Research Officer, the day-to-day operations of the InnoHub;Be responsible for the implementation of the Project work plan according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UNDP rules, regulations and procedures;Assume full responsibility for and manage effectively and efficiently all InnoHub communications and outreach activities and resources (human, financial, physical / material assets, etc) in order to meet expected results;Develop, together with the Research Officer, the InnoHub activity and procurement work plans as well as budgets based on expected outputs, develop and submit to the UNDP Policy Specialist periodical activities and other reports;Identify the most interesting innovations applicable to the development sector in Moldova and outreach for the relevant actors, as well as respond to requests from colleagues for research in defined fields;Identify target audiences and develop and implement strategies for engaging and influencing them;Develop InnoHub’s online community, by engaging with stakeholders via social media and other venues;Manage InnoHub’s social media accounts;Provide analytical, and administrative support in the delivery of events, workshops and seminars, as well as prototyping;Maintain the evidence of workshops and seminars delivered in support of Hub’s concepts, Government counterparts and UNDP colleagues; as well as evidence of networking and outreach activities undertaken to increase Hub’s footprint in social innovation field in the country;Ensure that InnoHub “works out loud” to ensure visibility, outreach and presentation of results of InnoHub’s activities; ensure increased hits on the website and reach of the social media accounts, as well as evidence of visual content;Support UNDP Policy Specialist in mainstreaming innovation into UNDP programming;Support enhancing the activity of InnoHub, and promotion of innovation among UNDP staff more broadly;Use the previous experience with design thinking, gaming for development and behavioral science to support scaling up these initiatives in the public sector;Build partnerships with non-traditional development players (start-ups, incubators, bottom-up citizens’ initiatives, etc.) and lead in Hub’s outreach activities;Apply UNDP programming tools and policies as explained in the Results Management Guide. Keep abreast of UNDP programming practices and maintain an optimum level of knowledge by continuous learning.Develop Final Evaluation notes after the piloting of each approach/project (results achieved, lessons learned, recommendations for similar future projects).

Gender and Social Inclusion Expert - Colombo

The Gender and Social Inclusion Expert is expected to play an important role in defining strategies and approaches to ensure greater gender parity and inclusion of marginalised communities in project implementation. He/she will support the Lead consultant and International Consultant to identify key areas of intervention, activities and indicators to monitor inclusive gender-equal participation in natural resources management in the ESA context. Most importantly the Expert will consult with local resource persons knowledgeable about gender relations in the communities and marginalized communities themselves to inform design of project activities especially at the community level so that project interventions do not negatively affect gender equality. Specifically the Expert will be responsible for;

Carrying out a detailed gender and social inclusion analysis to identify roles, responsibilities and access related to natural resource management; In collaboration with Participatory NRM Expert design and carry out community consultations with adequate focus on gender and marginalized communities, especially in the pilot ESA location;Provide adequate analysis for the international consultant to develop the GEF project document, especially on the situation analysis and project activity design;With the Participatory NRM Expert, analyse the key project stakeholders, including NGOs/CSOs; assess their capacity and identify capacity building needs, in relation to gender roles and marginalized community roles in ecosystem management; Explore the opportunities and ways for cooperation with other relevant initiatives, nationally and in the pilot project location.

The key products to be delivered are as follows:

Gender and social inclusion aspects included in the situation analysis of the Project Document (3 days);Report on analysis of gender and marginalized communities informing the design of the project strategy, activities, indicators and stakeholders (10 days);Gender and social inclusion aspects built in to the participatory NRM strategy and field consultations (1 day);Report of field –level gender and marginalized community concerns covering local community, local institutions and local governance structures for NRM (5 days);Gender and social inclusion inputs in to the capacity assessment for the project, and pilot ESA implementation plan (2 days).

Project Officer (Gender and Social Inclusion) - (Open to Nepalese Nationals only - Kathmandu with some travel to fields

(date when the selected candidate is expected to start)Duration of Initial Contract :One year with possibility of extensionThe Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework singed between the BCPR and UNDP, in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management, community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. It will integrate gender equality and women empowerment as well as social inclusion issues for sustainable DRM. A knowledge management strategy will support all the programme interventions. In course of implementing the programme, UNDP would build partnerships with the government, NGO’s international agencies, and academic institutions and expand the institutional and knowledge base of disaster risk management in Nepal. Under the direct supervision of the CDRM Programme Manager (PM) and technical oversight of the DRM Advisor, the incumbent will ensure that Gender Equality and Social Inclusion considerations are integrated into  policy advocacy and capacity development support to national and local level DRM mainstreaming overall.  In addition, the GESI PO will support to the capacity development of the whole CDRMP Team in integrated GESI into DRM programming. Ensure the negotiation, design and implementation of Gender Equality and Social Inclusion considerations in selected priority policy advocacy and capacity development interventions for DRM at a national and local level in close collaboration with  the National DRM Policy and Capacity Development  SPO; the EPR and ER SPO; and the ICRM/DRM SPOs  and other POs  (35 %)
Guided by the higher level CDRMP programme objectives and design, and in consultation with component leads, national government partners and other key stakeholders, define a relevant and prioritized strategy for GESI integration in selected priority UNDP policy advocacy and capacity development interventions; Provide direct technical capacity development support to strategic national partners on mainstreaming GESI into DRM;Ensure the identification, mobilization and management of resources -- services and materials inputs-- needed to implement these selected priority GESI activities and ensure their insertion in a timely and quality manner to achieve maximum results;Identify potential issues and problems related to GESI  to prepare  recommendations and plans to address anticipated challenges and to obtain any support/ advice required for the management, planning and control of CDRMP;Ensure synergy and  integration  of  outputs  with those of other CDRMP components and relevant UNDP  supported programmes from a GESI perspective;Ensure coordination and information sharing on GESI strategies, tools and outputs with wider the Nepal Risk Reduction Consortium stakeholders, under the relevant flagships;Ensure that capacity development strategies support affordability, sustainability and scalability of results;Develop and maintain effective relations with national government stakeholders and wider NRRC stakeholders to advance buy-in and national ownership of relevant aspects of the CDRMP.Working with SPOs and POS, support the development of focused strategies for integration of GESI considerations for each of the CDRMP components, providing specific technical inputs as needed (30%).Provide direct coaching support on identifying high potential entry-points for GESI;Provide specific technical support on the design and implementation of activities, providing guidance in contracting additional technical resources as needed (see all considerations for management of activities under A above.)Contribute to wider knowledge generation and knowledge sharing on GESI as well as specific capacity development support for the CDRMP Team. (20%)Ensure that knowledge including good practices and lessons learned about GESI in DRM are  documented  and disseminated among national and international stakeholders on an ongoing basis;Contribute to relevant knowledge networks and communities of practice; Ensure that latest external knowledge and learning on GESI in DRM are shared with national and international stakeholders in such a way as to contribute to programme results; as well as targeting the CDRMP Team members from an internal GESI capacity development perspective.Guide CDRMP Team members in learning exercises to build their skills in integrating GESI considerations in their programming.

Support monitoring and evaluation, planning and reporting responsibilities with a GESI sensitive lens. (10%)

Prepare inputs and regular updates to detail work plans,  action plans, calendar of events, M&E framework and plan, risk and issue logs in consultation with the implementing partners and stakeholders of  the GESI issues;Contribute to  timely  reporting - both internal and external (to the Government and  donors)following UNDP and CDRMP requirements and established procedures;In collaboration with relevant SPOs and POs, support the management and monitoring of related financial, administrative, procurement and logistical matters for GESI-related project activities for DRM. (5%)Ensure effective, transparent and accountable management of financial resources related to project activities, as per UNDP rules and regulations;In close coordination with the Administrative and Finance team prepare accurate and reliable financial reports related to expenditures for GESI.

Carry out additional related tasks to support the good implementation as per the request of the PM.

Gender Equality and Social Inclusion considerations will be integrated into strategic policy advocacy and capacity development support to national and local level DRM mainstreaming.  In addition, the capacities of the CDRMP Team in integrating GESI into DRM programming are strengthened.  At a higher level of results, the contributions of the PO will see increased national capacities for GESI-sensitive DRM.

Language requirement:

Fluency in English and Nepali essential.
