Organizational Context

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

Main duties

Under the supervision, and where necessary the instructions, of the Head of the EMS Unit, provide and organize assistance to

members in the region for sustainable improvement of EMS performance in accordance with the objectives and strategies set for the development of EMS.

Analysis and improvement of EMS Performance

Analyze the designated EMS operator's end-to-end performance in areas such as operations, tracking, customer care, and

compliance with statutes and service requirements.

Identify weaknesses and shortfalls of the EMS operators.Advise members on actions they can take and priorities to address the weaknesses and shortfalls and, if necessary, support

them in developing improvement actions.

Advise members on the options open to them and priorities; in particular, where necessary, support them in developing

improvement actions with local customs authorities and airlines.

Monitor EMS operators' improvement activities in the region.Prepare performance development progress reports for the EMS Cooperative.Provide members with guidance in cooperation with third-party supply chain stakeholders, including customs authorities,

airlines and ground handlers, to improve cross-border service performance.

Planning, coordinating and monitoring of improvement projects

Identify members that could benefit from improvement projects, selecting and summarizing background information.Propose and draft improvement projects for validation.Follow up implementation of projects (monitoring specific aspects and proposing actions to be taken to expedite delivery of

outputs).

Appoint consultants, brief and monitor them and help to produce the final reports.Plan, organize and conduct training workshops and performance reviews in the region.Evaluate the expected results of the projects undertaken in the region.Include the improvement projects in regional development plans, where applicable, and provide all the necessary project

documents, such as objectives, justifications and budget.

Work with the UPU regional project coordinators on EMS development activities in the region, including detailed multi-year

integrated projects involving EMS improvement projects with selected regional members.

Work with regional members on completion of action plans and monitor them to ensure implementation.

Communications/Information sharing

Organize strategic regional symposia targeting senior management of regional Posts to discuss cooperative business

development activities and regional market developments and ensure EMS is positioned for growth.

Respond to queries from operators on EMS matters such as performance, membership, EMS Cooperative activities, etc.Facilitate communications between the EMS Unit and EMS operators and among EMS operators where required.Update and share, externally and internally, information on regional EMS matters.Organize and participate in regional meetings and represent the UPU on these occasions if required.Draft, for validation, briefing documents for missions/meetings (Director General, Operations and Technology Directorate,

Development Cooperation Directorate, Head of EMS Unit, EMS Cooperative Board members, Union bodies, etc.), where required.

Other duties specific to the position

Support the Head of the EMS Unit in other EMS activities in Africa.Act as primary EMS contact within the International Bureau (IB) for cross-functional topics such as cooperation and

development plans for EMS.

Ad hoc activities

Participate in, and lead if required, other projects or activities within the EMS Unit that may arise which require the skills or

knowledge held.

Provide input to other IB projects and, if necessary, participate in them.Develop improvement tools and/or procedures as required.

QUALIFICATION AND SKILLS REQUIRED

Education

Bachelor's degree or equivalent diploma

Experience

Three years' experience in the postal field within a designated operator or an organization in the postal sector.

Technical knowledge

Knowledge of EMS operations and customer service.Knowledge of EMS Standards, performance measurement system and reporting tools.Knowledge of project management.Knowledge of analysis techniques.MS Office skills.Training and presentation skills.

Skills and abilities / competencies

Good communication skills.Results-oriented.Cultural and ethical awareness.Cost and financial awareness.

Language skills

Proficiency in English and in French.Knowledge of another official UN language would be an advantage.

Additional Information

This is a non-core post. This position will be in full compliance with the 'Rules governing non-core staff'. Salary and other remuneration paid by UPU are exempt from income tax in Switzerland. The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available

and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of

extension or renewal or of conversion to any other type of appointment.

Switzerland: Humanitarian Child Protection Specialist

We are looking for our Emergency Unit for a Humanitarian Child Protection Specialist

Position Location: Lausanne, Switzerland (with deployments overseas up to 40%) Position Start Date: as soon as possible Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled. Nevertheless, we advise you to apply as soon as possible

Role purpose: The Humanitarian Child Protection Specialist provides leadership and technical support to the child protection programme in emergency and develops the Child Protection Unit and Emergency's strategy and Policy.

Opening of emergency missions (short term deployment): • To evaluate Child Protection needs, to identify orientations and design intervention areas • To elaborate project proposals and seek funding opportunities • To recruit local staff and to ensure the implementation of Child Protection activities within the Humanitarian Response • To implement management, monitoring and assessment tools for Child Protection in emergency projects, specifically the chronogram of activities and monitoring of indicators • To ensure the strategic positioning of Tdh within the expert network (cluster, Child Protection sub cluster, etc.)

Monitoring and support: • To provide technical support and to monitor the quality and development of Child Protection in emergency projects • To oversee the planning of development and closing phases of the Child Protection emergencies projects • To participate in the completion of donor reports, to contribute to the development of new project proposals and new funding sources

Human Resources : • To participate in the recruitment and briefing of Humanitarian Child Protection expatriates • To support the training of Humanitarian Child Protection staff Coordination/Networking : • To work with Child Protection actors, partners and other teams to further develop existing cross-sectoral activities (CPWG, interagency groups, etc) • To participate in assessments, brainstorming, report writing and proposal writing

Protection Unit Policy : • To participate in the coordination, development and upadtes of the Protection Unit Policy • To develop efficient procedures and tools related to Child Protection in humanitarian contexts • To participate in the research process related to Protection issues in humanitarian • To contribute to develop best practices in humanitarian contexts

Child Protection Policy: • To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy. • To commit to ensure the best implementation possible of the Tdh Risk Management Policies • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.

Requirements : • Relevant combination of academic qualifications and field experience in Child Protection in emergency • Minimum 5-7 years overseas experience with an international NGO in emergency context and significant experience in the Child Protection sector • Experience with natural and complex political emergencies in diverse cultural settings • Experience in policy development, program design, management, monitoring and evaluation • Knowledge of Disaster Risk Reduction • Excellent training, coaching and monitoring skills with knowledge in program sustainability and capacity building • Fluent in English and French. Spanish or German an asset • High level of writing and communication skills, computer skills • Dynamic, independent, self-motivated, well organized • Willingness to spend high proportion of time travelling away from home (up to 40%)

Switzerland: Europe and Central Asia Programme Officer

The Association for the Prevention of Torture (APT) is seeking an experienced and highly motivated Programme Officer to implement its Europe and Central Asia Regional Programme. In line with the APT Strategic Plan, the Programme prioritizes the implementation of the Optional Protocol to the UN Convention against Torture in the region, particularly the designation and effective functioning of National Preventive Mechanisms. The APT works in collaboration with all three regional organisations, the European Union, the Council of Europe and the Organisation for Security and Cooperation in Europe.

The Programme Officer will be based in Geneva and will work in close cooperation with thematic advisors and other APT staff. This is a full time permanent position (part time will also be considered).

Specific responsibilities include:

Develop and implement APT Europe and Central Asia Programme based on analysis of torture prevention challenges and opportunities at the national and regional levels.Develop networks and nurture quality partnerships with government authorities, civil society, National Preventive Mechanisms, regional organisations and funders.Advocate for torture prevention strategies with regional organisations and UN human rights mechanisms.Contribute to national and regional policies and practice related to the prohibition and prevention of torture.Strengthen national capacities to prevent torture and ill-treatment, in particular for groups in situation of vulnerability.

Minimum qualifications:

Education & Experience

· A minimum of five (5) years progressive work experience in the implementation of international human rights standards;

· University degree in a relevant discipline such as international development, human rights law or political science;

· Proven experience in designing, managing and implementing projects, including preparing and managing project budgets;

· Proven experience in building and maintaining alliances and networks for human rights goals.

Other skills and requirements

· Excellent political judgement and the ability to engage on behalf of the APT with a variety of stakeholders, including high-level government officials;

· The ability to think creatively and strategically, particularly in relation to regional advocacy and policy strategies;

· Effective written and oral communication skills in English, including well-developed inter-personal, public speaking, and facilitation skills;

· Strong organization skills, including an ability to meet deadlines, manage multiple tasks, work independently, and coordinate stakeholders;

· The ability to work effectively as part of a culturally diverse team;

· Flexibility and adaptability;

· An ability to travel frequently in the region;

Additional skills and qualifications (desired but not essential):

· Fluency in French and Russian;

· Experience in monitoring places of detention;

· Human rights training experience;

· Experience of human rights advocacy work within European regional bodies;
