Finance & Admin Associate for Youth Economic Empowerment Project - Sana'a

The finance & Admin Associate will work under the guidance and supervision of the CTA of the Youth Economic Empowerment Project. Specific responsibilities include the following:

Finance related matters:
Handle the day-to-day petty cash administration;Assisting the preparation of annual and quarterly work plans by the CTA according to UNDP policies and procedures;Maintain detailed and comprehensive record of income and expenditures;Maintain and update the project budget (assist in the preparation of budget revisions);Maintaining an updated financial record in UNDP’s ATLAS management system and ensuring that the CTA and other members of the Project Team are briefed about the financial status of the project regularly;Monitor project expenditures, prepare and maintain necessary financial control reports;Prepare and follow-up on payments and other expenses; Check Expenditure Reports submitted by the implementing partners;Prepare necessary requests with required supporting documents. Personnel related matters: Process entitlements (daily subsistence allowance, remuneration) and follow-up on contracts of the project staff and national/international consultants (extensions, renewals etc), and maintain various personnel records and files;Brief personnel on administrative matters, advise and ensure administrative support as  required;Follow-up on administrative matters between the project and UNDP Country Office.Logistical/Clerical support:
Perform office task e.g., office supplies requisition, preparation of equipment specifications, collection of bids and preparation of purchase orders; Assist the project team in ensuring timely procurement of goods or materials as needed for the post training activities for women and youth;Maintain appropriate inventory records of office material and equipment and prepare the corresponding reports;Make necessary arrangements to meet security requirements;Assist in the logistics and implementation of training, workshops, meetings and other awareness activities pertaining to the project;Assist the Project Manager in drafting financial, progress and other reports;Maintain general office files and keep information and reference in a manner that allows easy retrieval;Prepare correspondence and offer documents as required and maintain a log on incoming/outgoing correspondenceProvide translation and interpretation when necessary (Arabic/English);Undertake other office duties which may be requested by the Project Manager and the project support team UNDP.Administrative support:
Provide general office assistance and handle routine administrative tasks, such as attendance records, mailing record, hotel reservations, flight booking, vehicle booking for staff travel, allocation of duty to drivers and cleaners, maintain office supplies and equipment orders, and the preparation and processing of administrative requests and documents (i.e. travel requests, security clearance, expense claims, vouchers);Provide administrative and secretarial support during training courses and workshop.

Refugee Youth Summer Academy Lead Teacher

Hours:                 Monday-Thursday 9:00am – 1pm or 12pm-3pm; 2 Parent Teacher evenings and graduation; July 1st-3rd training 8am-5pm

Background:

Since its inception in 1999, the IRC in New York Refugee Youth Program has developed partnerships with New York City public schools, community-based organizations and local colleges and universities to support the positive development of refugee youth and their communities in New York City.  The Refugee Youth Program provides year round programming working directly with refugee youth, their parents and families, and their schools.

Scope of Work:

The Refugee Youth Summer Academy is a four-week program which prepares newly arrived refugee youth to succeed at their grade level in the New York City public school system. Students participate in academic, creative arts, physical education, and life skills classes. Field Trips are held on Fridays.

At the elementary grade levels (approximately grades 3-5) the Lead Academic Teachers will guide a self-contained classroom by teaching and engaging students with culturally and age appropriate lesson plans. At the Junior High and High School levels Lead Academic Teachers will be responsible for specialized content instruction in one of three specific subjects: English Language Arts, Math, and US History. 

The Lead Academic Teachers are expected to design an English Language Learner focused curriculum that includes literacy, math and US history lessons. Given the varied formal education experiences of the refugee youth, the lead teacher must also include differentiated instructions for the class of approximately 15-25 students of mixed ages and academic levels. Lead Teachers have the support of one Assistant Teacher and 3 Peer Mentors in the classroom. The Lead Teacher is expected to strategically utilize these support staff to ensure adequate individual attention to students, significant small group work, and consistent classroom management.

Throughout their classroom activities, teachers will be expected to contribute to the Academy’s goals of social emotional learning and community building goals among the students and staff.  Candidates should specify which class level they are applying for: Elementary or Junior High/High School. If applying for a Junior High/High School position, please indicate if your training/experience has been in English, Math or US History.

Participate in the All-Staff orientation/training on July 1st - July 3rd and all program meetings and staff development activities, thereafter.Meet and coordinate with creative arts staff Perform informal/formal pre-assessments of students to inform curriculum and lesson designWith input from the Education Specialist, plan and develop a 6 week culturally and age appropriate curriculum using student centered teaching methodologies for English Language Learners at  the elementary, junior high and high school levels.  Submit curriculum outline to the Education Specialist prior to the start of the program and submit weekly lesson plans.Regularly review student progress and maintain portfolio folders with weekly submission of work.  Complete all required reporting on time. Comply with all agency policies and protocols. Productively incorporate Assistant Teacher and Peer Mentor volunteers into classroom instruction.Participate in one parent/teacher conference throughout summer school and complete progress report, and final ‘report cards’ for each student.

Requirements:

Master’s degree in education or related field required.New York State teaching certification required.A minimum of three years teaching in the New York City Department of Education required.Ability to develop creative and engaging literacy and math lessons for beginner to intermediate ELLsCross-cultural or overseas experience required.Experience working with refugee and/or immigrant populations desirable.Ability to work independently and as part of a team.Second Language proficiency in French, Tibetan, Nepali or Arabic desirable.

International Youth Policy Consultant

International Youth Policy Consultant will provide his/her services in following:
* Consult the key stakeholders of the Global Youth Policy Forum on the composition, structure, roles and responsibilities of the Reference Group and Core Planning Group;
* Assist in the establishment of the Global Youth Policy Secretariat;
* Provide logistic and substantive support in planning and organization of the Core Planning Group meetings of the Global Youth Policy Forum;
* Coordinate the preparation of the national youth policy template and national youth policy database/landscape;
* Analyze the inputs received from the different stakeholders on the global youth policy landscape based on national inputs;
* Assist in preparation of content for the Global Youth Policy Forum website;
* Further elaborate and improve Global Youth Policy Forum Concept Note;
* In consultation with the key stakeholders prepare Forum Agenda and Registration Form;
* In consultation with the key stakeholders, prepare selection criteria for Forum participants and prepare initial and final version of Forum participants list;
* Perform the duties of the major coordinating link between various stakeholders and interested parties;
* Prepare Forum management plan, substantive and logistics plans;
* Coordinate and contribute to the preparation of the major Forum outputs (i. e. Global Guiding Principles, Forum format, sessions, logistics planning, selection of panel topics, key speakers and overall structure and content the Forum);
* Contribute to the preparation of the Forum dissemination and outreach documents and publications;
* Support the main organizers of the event in choosing speakers for the panel and coordination/preparation process of content development for various panels;
* Prepare monthly progress reports on the conference preparation and follow up;
* In partnership with the Project expert, supervise the preparation, on-site execution and follow up activities;
* Compile data and draft Final Report of the event with concrete recommendations for future follow-up; and
* Implement other duties as requested

Youth Caseworker Intern

BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work in over 40 countries and 22 U.S. cities to restore safety, dignity and hope, the IRC leads the way from harm to home. Domestically, our 22 offices across the U.S. ensure new arrivals have food, shelter, and clothing, and work with refugees to help them gain self-sufficiency.

SCOPE OF WORK: The Youth Caseworker Intern assists the Caseworker-Youth with providing case management services for newly arrived refugee youth as part of the Refugee Youth Project. The Refugee Youth Project is a joint program of IRC Baltimore, Baltimore City Community College (BCCC) and Soccer Without Borders that seeks to improve educational outcomes and social adjustment for refugee students.

ESSENTIAL FUNCTIONS:

Assist with the coordination and facilitation of student, parent and community meetings focusing on health, parenting skills, changes in the school system, bullying prevention, and preventative mental health support groups

Assist refugees with school vaccinations and follow-up appointments

Assist with providing transportation for clients to appointments and meetings

Assist with case file preparation

Provide general administrative support

This position reports to: Caseworker- Youth

LEARNING OBJECTIVES:

Gain an understanding of the resettlement process for refugees, as well as background information from the countries of origin where clients come from.Strengthen partnerships with Baltimore City and County Public Schools through youth case management services provided to clients. Increase knowledge of evidence-based youth programming that focus on refugee youth, psychosocial support, and parental engagement and contribute to business development opportunities.

REQUIREMENTS:

Reliable and flexible; Access to a car strongly preferred. 

Excellent communication skills

Organized with attention to detail

Able to work independently and under pressure in a fast-paced environment

Strong desire to help people and enthusiasm for working in a multi-cultural setting

Computer literacy – preferably with PC systems

Experience working with youth, specifically in the context of educational and social programs is highly desirable. 

Experience doing research and literature reviews

Experience working with refugee and/or immigrant populations highly desirable. 

Fluency in English.  Bilingual or multilingual ability preferred.

Possess reliable transportation, valid US driver’s license, and active insurance policy.

TIME COMMITMENT:

Fall and Spring interns are required to work at least 15 hours per week, Monday through Friday, for a minimum of 12 weeks.

Employment Specialist - Youth Economic Empowerment Project II

The Employment Advisor will work under the guidance and supervision of the CTA and in collaboration with project team members, and implementation partners. She/he will be responsible for all 3x6 approach oversight activities in the project.
III. Specific responsibilities include the following:

Oversight of the implementation of the 3x6 approach for all UNDP projects (PBF, EU, MAF, . . . ):

* Liaise on inquiries and implementation for the 3x6 approach within the different UNDP projects;
* Standardization of the 3x6 approach;
* Ensure harmonization of the implementation of the 3x6 approach in Yemen, within UNDP and other UN partners;
* Facilitate any joint meetings within the integrated 3x6 framework;
* Flag any success and bottlenecks, and oversee the solution mechanisms;
* Quality oversight on the monitoring and evaluation framework in the projects that adopt 3x6 approach with consultation of the M&E officer.
Technical support to business incubators:

* Coordinate between the business incubators and the different stakeholders involved (YBC-MOIT- YLDF- Spark - Mercy Corp);
* Collecting the lesson learned from other business incubators experiences.
Oversight the Market assessment for the 3x6 in the nine governorates where the approach will be implemented:

* Supervise the NGO / Consultant conducting the market assessment and provide all necessary information required;
* Ensure close coordination between the outcomes of the assessment and the 3x6 entrepreneurship trainers/training, as well as with business advisers.

Since its inception in 1999, the Refugee Youth Program has developed partnerships with New York City public schools, community-based organizations and local colleges and universities to support the positive development of refugee youth and their communities in New York City.  The Refugee Youth Program provides year round programming working directly with refugee youth, their parents and families, and their schools.

Scope of Work:

The Refugee Youth Summer Academy is a four-week program which prepares newly arrived refugee youth to succeed at their grade level in the New York City public school system. Students participate in academic classes as well as creative arts and recreational activities including sports, arts and crafts, theatre, music and dance. Field Trips are held on Fridays.

As part of the Refugee Youth Summer Academy, Assistant Teachers assist Lead Teachers of an Elementary, Junior High or High School level classroom. The Assistant Teacher is assigned to one class and remains with the class as it moves through the day's schedule of classes. He or she supports the delivery of a 4-week curriculum in ways deemed appropriate by Lead Teachers.  Responsibilities of the Assistant Teacher may include working with small groups delivering engaging, culturally and age appropriate lesson plans, motivating students to participate in activities, and assisting with classroom management.  This is a unpaid internship.

Essential Job Functions:

Participate in the All-Staff orientation/training on July 2nd and July 3rd and all program meetings and staff development activities thereafter.With input from IRC Staff and the lead teacher, assist in the implementation of a 4 week curriculum with emphasis on literacy and math skill development.Tutor students individually and in small groups.Regularly review and communicate student progress with teachers throughout the day.Provide guidance to Peer Mentors also assisting in the classroom. Participate in weekly meetings with IRC Staff and weekly all school meetings. Complete all required reporting on time. Comply with all agency policies and protocols.Manage individual student and classroom behavior throughout the day.

Requirements:

·       Bachelors in education or related field preferred, (candidacy is required) 

·       1 year of experience working with children or youth, specifically in the context of educational and social programs is required. Experience working in New York City public schools highly desirable.

·         Experience with English Language Learners required.

·         Experience working with refugee and/or immigrant populations desirable.

·         Ability to work independently and as part of a team.

·         Flexible, dependable, mature and collaborative work style required.

·         Second Language proficiency in Burmese, French, Nepali, Tibetan or Arabic desirable.

The UN Alliance of Civilizations seeks to reduce tensions across cultural divides that threaten to inflame existing political conflicts or trigger new ones. The Alliance was established in 2005, at the initiative of the Governments of Spain and Turkey, under the auspices of the United Nations. Entrepreneurship Specialist - Youth Economic Empowerment Project II (open for Yemeni nationals only) - Sana'a

Duration of Initial Contract :The Youth Economic Empowerment project aims to socially and economically empower disadvantaged youth and women in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills necessary to improve their access to productive resources and sustainable earning potential.  Training will be systematically linked and integrated with other complementary interventions such as access to markets, appropriate technology, microfinance, entrepreneurship development and follow up technical assistance and advisory services.  The project adopts a comprehensive, market driven, gender responsive and community-based strategy. It involves strategic partnerships with local authorities, Local Councils, religious leaders, NGOs, private sector, and relevant institutions, and contributes to strengthening their capacity as responsible service providers, facilitators and advocacy actors.

The Youth Innovation and Creativity Award for the Most Innovative Business Ideas, aims to mobilize the ingenuity and dynamic potential of young Yemenis as well as to create employment. This initiative assists young people in becoming entrepreneurs capable of creating and sustaining profitable small enterprises in sectors which will further create employment. It is an opportunity for the large unemployed youth population of Yemen to confront the country’s development challenges. The spirit of the Award lies in the pursuit of innovative and productive core business practices than can be an example for others and help to build the new Yemen. The most innovative business ideas will be rewarded with seed capital, and will receive implementation support from UNDP. To recognize the crucial role of the private sector, companies will become partners of the initiative.

The "3x6 employment generation approach" has been successfully implemented in post-conflict Burundi over the past years with the support from the Japanese Government. The UNDP “Youth Economic Empowerment Project” (YEEP) is implementing this new approach in Yemen. In Yemen, the approach has been tailored to contribute to conflict prevention by addressing demands by youth for immediate and sustainable employment through implementation of three main components: stabilization, ownership and sustainability. Income generation and building of capital by youth through rapid employment activities constitute Phase 1. During this first phase (2-6 month), participants receive business development training twice a week in complement to their income-generating activity (e.g. public works). Two thirds of the income will be saved and deposited into an account at Al-Amal Bank or Al-Kuraimi (micro-finance institution) with whom YEEP is partnering. Throughout the period of temporary employment, individuals are encouraged to initiate a business plan, or to form a group with others in joint ventures for the implementation of an economic activity. The individual’s/group’s capital is tripled through a grant. UNDP thus provides micro-SME’s with investment support and facilitates market expansion. A feasibility study, conducted in cooperation with business advisors, will confirm that any proposed project ideas are economically viable and access to a local market is ensured. UNDP is providing implementation support and mentorship to newly created businesses.

Specific responsibilities include the following:

Innovation Award:
Manage technically the innovative activities that aim to enhance youth’s entrepreneurial skills and spirit including through the Youth Creativity and Innovation Award, Youth Awareness Radio Programs and any promotional activities;Supervise all the phases of the Youth Innovation and Creativity Award;Supervise the capacity building of the Award’s final candidates for the final round;Supervise the implementing partner of the Award by establishing the follow-up mechanisms.Being the focal point of the Youth Innovation and Creativity Award;Liaise with the M&E specialist of the project to conduct regular visits for the Award and the job placement’ activities;Flag the successes and the challenges of the activities to the project management, M&E and the Communications Specialists;Support the project in setting the criteria of the youth’s beneficiaries, and implementing partners;Advise on project-related training curriculum tailored for youth;Liaise with the relevant micro-businesses entities and stakeholders from the public and the private sectors;Support the linkage of the youth beneficiaries of the project with the private sector and business mentors and microfinance institutions.
Job Placement:
Assist in supervising the Job Placement Component of the project by identification of implementing partners and potential stakeholders from public and private sectors, work structure of the training and follow up mechanisms;Assist in the market, training and recruitment needs assessment prior to implementation to best achieve the planned placement goals.

Link 3x6 beneficiaries with the MFI’s and loan schemes.Functional Competencies:

Language Requirements:

Côte d'Ivoire: Children & Youth Protection & Development (CYPD) Coordinator

COUNTRY PROGRAM OVERVIEW:

Côte d’Ivoire’s civil conflict between 2003 and 2007 was characterized by periods of intense violence followed by relative calm. Initially brought about by the collapse of prices in the vital cocoa industry, the conflict was fuelled by issues of national identity, ethnic allegiance, and land ownership. This resulted in the internal displacement of hundreds of thousands of people (IDPs), profound social disintegration, and the decay of basic community infrastructure such as health centers, water points, and schools.

IRC had a brief presence in south-west Côte d'Ivoire in the late 1990s to respond to the needs of Liberian refugees. It then re-opened its office in Abidjan in 2003 to respond to the humanitarian needs of IDPs brought about by the civil conflict, as well as to address a new wave of Liberian refugees. Currently, IRC conducts programming in the field sites of Man and Yamoussoukro, as well as in its Abidjan HQ office in the following Sectors: Governance & Rights, Gender Based Violence, Health, Child & Youth Protection & Development, Economic Recovery and Development, reaching approximately 2 million beneficiaries.

The goal of IRC Côte d’Ivoire is to consolidate its post conflict development program through increased partnerships and advocacy aiming to achieve quality, impact and sustainability.

SCOPE OF WORK:

As a senior member of the program country team, the CYPD Coordinator will have overall responsibility of the CYPD Sector. Implement IRC’s CYPD strategy for Côte d’Ivoire. This strategy outlines main areas of current program focus (Vocational Education, Access to primary education, social and economic reintegration of children and youth affected by the conflict) as well as areas of growth (improving quality of and access to primary education/training).

This position is based in Abidjan, Cote d’Ivoire, and reports to the Deputy Director for Programs and will require frequent travel to Field offices.

MAIN RESPONSIBILITIES:

* The CYPD Coordinator is responsible for the overarching strategy of CYPD programs in Cote d’Ivoire in line with the IRC National Strategy within IRC international priorities, frameworks and policies; S/he is also responsible for the general management of programs and the CYPD team in cou ntry.

* In line with the implementation of the sector strategy: i) actively engage in communication and advocacy with relevant stakeholders to ensure their contribution to the plan; and ii) seek and develop solicited/unsolicited proposals that are either sector standalone or multi sectoral;

* Lead and oversee planning, implementation, monitoring, evaluation and reporting of CYPD Program activities;

* Coordinate plans with government, particularly Ministry of National Education, Ministry of Vocational Education, Ministry of Gender, UN agencies and NGOs active in education and child and youth protection issues;

* Provide analytical overviews of education/child and youth protection/vocational skills progress, highlighting achievements via indicators, strengths, opportunities, weaknesses, challenges/constraints, lessons learned and ways forward;

* Provide technical support to CYPD staff, including staff daily mentoring in planning, implementat ion, monitoring and evaluation strategies;

* Develop and implement a staff capacity building strategy that prioritizes and enables managers through training and delegation;

* Ensure that Human Resources issues are dealt with effectively and efficiently, providing or securing necessary support for program staff, as well as developing and implementing a staff capacity building strategy that prioritizes and enables managers through training and delegation;Liaise regularly with the Field Coordinators, and the HQ CYPD Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs;

* Monitor evolving needs of the target children, youth and communities and adjust the programmatic priorities as necessary;

* Work closely with other sectors to integrate programming, share learning, and maximize impact of activities;

* Lead/actively participate in new CYPD pr oposal elaboration; Contribute to search for new opportunities;

* Collaborate with Grants department to ensure that programs are implemented according to donor guidelines and reporting requirements are met;

* Provide reports of different programs and other activities linked to evaluation, learning and research in collaboration with the Research Evaluation and Learning Technical Unit in HQ; this will include lessons learned for internal use by IRC technical and program staff.

REQUIREMENTS:

* Bachelors Degree in Education or related field and at least a Masters Degree (extensive experience could be presented in lieu);

* At least 5 years related experience in the design and implementation of child and youth protection, and formal and professional Education projects. The candidate must have an Education (Primary, Technical) experience.

* Experience in Africa is preferred

* Proven problem solving and results orien ted;

* Flexible work attitude: the ability to work productively in a team environment & independently;

* Able to respond rapidly to changing environments, yet remain productive and focused;

* Overseas work experience or experience working in a multi-cultural setting is a plus;

* Managerial experience to lead an experienced team;

* Must speak/write fluent French.

Children &Youth Protection and Development Coordinator

Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. The IRC has long-term programs based in Baghdad and Erbil, as well as emergency response programs supporting Syrian refugees.

SCOPE OF WORK: The Children and Youth, Protection and Development (CYPD) coordinator is responsible for the overall management and monitoring of Children and Youth programming in Iraq covering education, livelihoods and child protection. This includes sector strategy development, proposal development, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and local partner relations. The CYPD Coordinator will be based in Erbil and is expected to travel a minimum of 50% of her/his time to project locations, taking into consideration IRC’s Iraq security protocols.

RESPONSIBILITIES:                 

New business developmentCoordinate the expansion of education programming in close collaboration with the education team, DDP and the Child and Youth Protection and Development (CYPD) Technical Unit.Design and develop concept notes and proposals for new programming.

Program management and implementation

Ensure that all interventions are in compliance with the IRC’s program framework, international CYPD and educational standards and national policies.Ensure that programs are in line with INEE Minimum Standards and SPHERE Protection Standards.Oversee implementation of CYPD especially education programs, management of budgets (budget forecasting, development of spending plans and budget follow-up) and reporting in accordance with IRC and donor regulations.Promptly identify and recommend solutions to technical issuesCollaborate closely with other program departments and support departments. Other duties as assigned by the supervisor to enable and develop IRC programs

Grant Monitoring & Reporting

Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all education programs, that activity, output and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.Work with education staff to design robust monitoring tools for remote monitoring and ensure program quality including education achievement measurements.Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposesProduce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.

Representation and coordination

Build strong relationships with Education Ministry officials, donors and other stakeholders, establishing IRC as a key actor in Education and other CYPD sectors.Serve on coordinating bodies and represent IRC CYPD in relevant stakeholder meetings.

Staff Supervision & Development

Work closely with staff from various programmatic and operational teams to deliver high quality activities at the community level.Maintain open and professional relations with other refugee response programs, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.Manage education teams, providing continuous support and ensuring capacity building of staff. .Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.Lead with commitment, integrity and accountability to the “IRC Way” –  Global Standards for Professional Conduct
