Consultant to Develop the Gaps and Constraints, Needs and Addressing Climate Change chapters of the Biennial Update Report (BUR) - Kuala Lumpur

Scope of Work

This consultancy is to seek the services of a consultant to assess the gaps, constraints, level of support received for climate change in Malaysia, in particular in relation to mitigation and develop the chapters on:

Constraints and Gaps;Level of Support Received and Needs;Addressing Climate Change

For the first BUR. He/She  shall work closely with the TNC/BUR National Project Director, TNC/BUR National Project Manager and UNDP Programme Manager in developing these chapters. In addition to this he/she shall also hold regular consultations with the  Technical Working Groups in particular on  Mitigation and MRV through their Chairperson. He/She shall report to the TNC/BUR National Project Director and TNC/BUR National Project Manager on a regular basis.

He/She will undertake the following tasks:

Collect and compile information and data on the gaps, constraints, level of support received,   needs and way forward for climate change in Malaysia using the information contained in the Second National Communication  as the starting basis;Assist the TNC/BUR National Project Manager to conduct a Stakeholder’s Consultation Workshop on Gaps, Constraints, Needs and Way Forward for Climate Change in Malaysia;Analyse the information collected from the above;

Prepare the following chapters of the BUR:

Constraints and Gaps Chapter that would include:Introduction;Mitigation (i) Constriants and Gaps and (ii) Actions to Address Constraints and Gaps;Greenhouse Gas Inventory (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Adaptation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Research and Systematic Observation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Conclusion.

Level of Support and Needs Chapter  that would include include:

Introduction;Level of support received (financial, technical and capacity building);Technology Transfer receive;Financial Needs;Capacity Building Needs;Technology Needs;Technology Transfer Needs;Conclusion.

Addressing Climate Change Chapter that would include:

Introduction;Economic Transformation Programme;Roadmap on Carbon Intensity Reduction;Green Technology Financing Scheme;Green Technology Roadmap;Energy (i) Renewable Energy and (ii) Energy Efficiency;Forestry;Transportation;Waste Management;Corporate Carbon Reporting;Low Carbon Cities Framework;Sustainable Consumption and Production;Government Leading by Example;Conclusion.

Methodology

The consultant will employ a number of investigative, analytical and consultative methods and tools to complete his/her tasks:Data/Information collection from public domains, reports and official documents;Desk research;Interviews with key stakeholders (Ministries/Agencies/Departments/Owners and Beneficiaries of Programmes of initiatives/programmes);Stakeholder consultations through discussions and meetings with the 5 Technical Working Groups especially the Technical Working Group on Mitigation and the Technical Working Group on MRV;A stakeholders’ consultation workshop on Constraints, Gaps, Needs and Way Forward for Climate Change.

Handling of Data Information and Documents

All data, information and documents obtained under this assignment will be the property of the Government of Malaysia and be treated as strictly confidential.
No such information shall be used by the Consultant for any other purpose other than the preparation of the Mitigation Chapter for the BUR unless  with written permission from Ministry of Natural Resources and Environment Malaysia  and UNDP.
All soft and hard copies of the data, information and documents must be returned to the Division of Environment Management and Climate Change, Ministry of Natural Resources and Environment Malaysia  upon completion of this assignment.    

Expected Outputs

Constraints and Gaps Chapter for the BUR;Level of Support and Needs Chapter for the BUR;Addressing Climate Change Chapter for the BUR.  

Deliverables and Timeline

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the following timeline. All activities shall be reported and deliverables to be submitted to the TNC/BUR National Project Director, Ministry of Natural Resources and Environment through the TNC/BUR National Project Manager.

Submission of  work plan and methodology - by 16th December  2014;Submission of first draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 31st January 2015;Submission of final draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 28th February 2015;Submission of first draft of the Addressing Climate Change Chapter - by 31st March 2015;Submission of final draft of the Addressing Climate Change Chapter - by 2nd May 2015.

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by the Ministry of Natural Resources and Environment Malaysia and UNDP Malaysia. Breakdown and schedule of payments are as follows:

10 % upon  satisfactory submission and acceptance of work plan and methodology;25 % upon satisfactory submission and acceptance of Submission of first draft of the (i) Gaps and Constraints Chapter and (ii) Level of Support and Needs Chapter for the BUR;30 % upon satisfactory submission and acceptance of the final draft of the (i) Gaps and Constraints Chapter and and (ii) Level of Support and Needs Chapter for the BUR;15 % upon satisfactory submission and acceptance of the first draft of the Addressing Climate Change Chapter;20 % upon satisfactory submission and acceptance of the final draft of the Addressing Climate Change Chapter

Project Assistant (Turkish Nationals Only) - Support for the preparation of the Turkey's First Biennial Report (FBR) to UNFCCC - Ankara, Turkey

This project is addressing one of the main issues identified in the UNDCS Outcome 3: Strengthened policy formulation and implementation capacity for the protection of the environment and cultural heritage in line with sustainable development principles, taking into consideration climate change, including disaster management, with a special focus on gender perspective and UNDP Country Program Document (2010 - 2014), through Outcome 3: Strengthening policy formulation and implementation capacity for the protection of the environment, and cultural heritage in line with sustainable development principles and taking into consideration climate change and disaster management; Enhanced climate-resilient, pro-poor and gender-sensitive policies, institutions and programs are mainstreamed, developed and implemented at the national and local levels for strengthened sustainable development (CP Output 3.1) National capacity for environmental efficiency and monitoring enhanced through improved data collection and information systems (CP Output 3.2) Strengthening capacities for National Climate Change Adaptation Strategy and Climate Change Action Plan development and implementation with gender differentiated impacts (CP Output 3.4).

The overall strategy of Turkey, as a developing country, is to make its contribution to the global efforts in combating climate change while taking into account her national capacity and special circumstances. Turkey takes actively part in the negotiations for the post-2020 regime with a proper status that should reflect her socio-economic development level. In this framework, Turkey by being a party to Kyoto Protocol shell position herself to take part of the global action to combat climate change.

The outcome of the project is to assist the Republic of Turkey in implementation of obligations under UNFCCC by preparation of First Biennial Report (FBR) as well as to strengthen its technical and institutional capacities to help the government fulfill its commitments to the Convention.

Completion of the First NC enhanced the capacity of institutions, raised professional level of experts and decision makers, and improved the management and organization of work connected with the climate change. The preparation of the Fifth NC further strengthened these capacities and also provided opportunities for additional analysis and capacity building for Turkey in perspective of the post 2020 climate regime. Furthermore, technical, political, legislative, economic and institutional analysis of the relevant sectors completed and will provide the baseline information to develop Turkey’s climate change road map for post 2020. The preparation of the First Biennial Report will further strengthen national capacities for technical reporting in line with BR guidelines, initiate the preparation of several NAMA concepts and enhance national capacities in MRV and sectoral assessments as well.

The project will provide links between climate change studies through the BR process to the wider national development agenda. The analysis will also combine necessary institutional framework in order to ensure consistency and sustainability of national communication process. To ensure stakeholders involvement and endorsement, the project will be implemented through multi-stakeholder consultations. This project is also aimed to cover the gaps that are identified during the UNFCCC In-Country Review of the National Communication.

The proposed project will consist of 7 components: 1. National circumstances reviewed and updated, institutional arrangements relevant to the preparation of the national communications and BR and level of support received to enable the preparation of the BR described; 2. National GHG Inventory for 2012 is reviewed and elaborated in line with BR requirements; 3. Mitigation actions and their effects, including associated methodologies and assumptions, and progress of implementation are described as per the guidelines; 4. Financial, technology and capacity building needs and support received described; 5. Domestic Measurement, Reporting and Verification arrangements are supported; 6. Compilation, consolidation of information in tabular format and Publication of the First Biennial Report; 7. Monitoring, reporting, and preparing of financial audits. In addition, public awareness activities and stakeholder consultations will be cross-cutting along the overall course of this exercise therefore, the preparation oof the First Biennial Report is expected to enhance general awareness and knowledge on reporting requirements of UNFCCC for Turkey and help in to taking into account in the process of national planning and policy.

The FBR is planned to be submitted to UNFCCC in April 2015, since the initiation of the project coincide with the summer holidays, these will bring some barriers to communicate and establish timely collaboration with the experts within the Ministries.

Project Objective: The objective of the project is to assist the Republic of Turkey in implementation of obligations under UNFCCC by preparation of First Biennial Report.

Gender Expert for Afghanistan's next National Human Development Report - Home-based & Kabul

Policy Unit: The Policy Unit (PU) provides policy advisory and research support to the Government of Afghanistan, UNDP Afghanistan, and the UN Country Team.  The work of the Unit is intended to strengthen the quality and coherence of UNDP contributions to national policy dialogue and the policy impact of UNDP programs and projects, while also supporting strategic partnerships and resource mobilization. 

 One of the core functions of the Policy Unit is coordinating and supporting nationally-led policy dialogues and research under which the next Afghanistan National Human Development Report(NHDR) is being prepared.The NHDR serves as a key policy study that sets a platform for debate with the government, civil society, business and academia.

The human development approach is about expanding and securing the choices and freedoms that enable people to live long and healthy lives, to be knowledgeable, and to enjoy a decent standard of living. This approach is promoted by the United Nations Development Program (UNDP) through the release of global annual Human Development Reports and support for regional and National Human Development Reports as well as through its programmes.

 NHDRs are currently produced by over 140 countries around the world with support from UNDP country offices. NHDRs address the most pressing developmental challenges countries face during the time of reporting using thorough and empirical researches which made them one of the most dynamic and reliable advocacy tools. The reports have often helped to identify and or fill both data and development gaps by outlining missing data including data that is not frequently published elsewhere, such as statistics disaggregated by geographic location, ethnic groups or along rural/urban lines etc.
Afghanistan has produced two previous NHDRs. The first one in 2003 and the second in 2007. The next Afghanistan National Human Development Report is currently under preparation as part of the support of the UNDP to the Government of Afghanistan. The NHDR will aim to set a platform for debate with government, civil society, private sector and academia.
The Gender Expert will:
Conduct review of/input to TORs for background papers and contributions to the NHDR in all areas for purposes of securing that gender differentials are systematically and consistently considered in all analyses for the report, including through gender disaggregated analysis (gender and age disaggregated data collection and indicators), in particular in assessing policy impact, conclusions and recommendations;
Contribute to the respect of NHDR standards and approach in terms of quality, consistency and participatory approaches;
Offer recommendations to national stakeholders and their regional and international partners in order to promote human development in Afghanistan.

National Consultant (National Human Development Report)

Scope of the Assignment:
The Consultant will work under the overall guidance of the Head of the Policy Unit (or their designate) and he/she will carry out the assignment in close consultation with the NHDR coordinator in the Policy Unit.
Scope of Work:
A national consultant is being sought to support the preparation phase of the next Afghanistan National Human Development Report. S/he will work under guidance from the UNDP Policy Unit and NHDR Steering Committee. The consultant will:

Data assessment and collection

* Support development of a survey of the data available on the selected theme of the NHDR and related issues on human development themes and their qualitative and quantitative descriptors and/or indicators.
* Create a sample frame for focus group discussions- i. e. list of well-informed persons, such as community leaders, government officials, business persons, and academics, representatives from civil society, youth groups, disadvantaged people, international organizations and other relevant stakeholders in Afghanistan.
* Conduct focus group discussions and key informant interviews with community leaders, government institutions, non-government organizations, business persons, political representatives to gather and document their views on poverty and inequality, income distributions and other forms of inequality in Afghanistan.
* Ensure availability, credibility and relevance of quantitative and qualitative data.
Human development policy research

* Undertake comprehensive research on human development related issues in Afghanistan and prepare a background paper on Afghanistan’s socio-economic trends, environmental challenges as well as government policies, strategies and programmes that promote equitable and inclusive development in Afghanistan.
* Compile and analyse relevant human development data and develop research related materials and case studies.
* Establish networks and alliances with research institutions and think tanks in Afghanistan and in the region.
Deliverables/ Timelines/ lump-sum payment:

* Research on Human Development related issues carried out. (Two weeks of assignment) 10%
* Ties built with the concerned institutions to collect data and other human development related information. Key stakeholders are identified and meetings held, list of well-informed persons and institutions prepared (Two weeks) 10%
* At least two case studies to support the preparation of background papers prepared and adequate evidence to espouse rigorous thematic analysis of the report collected (Three weeks) 20%
* Report of key informant interviews, focus group discussions, community leaders, and other relevant persons and institutions produced (Three weeks) 20%
* Compile and analyze relevant human development related data and provide substantive inputs to preparation process of the background papers (Three weeks) 20%
* Share the outcome of the overall human development related research with relevant colleagues and incorporate their feedbacks. Undertake other activities assigned by the Policy Unit (Three Weeks) 20%

Evaluation Criteria:

The offer will be evaluated by using the Best Value for money approach (combined scoring method). The Technical Proposal will be evaluated on 70% whereas the Financial Proposal will be evaluated on 30%. Below is the breakdown of technical proposal on 100% which will be brought to 70%.
Criteria/Weight/Points:

* MSc/MA Degree or above in, Development Economics, Political Science or any other relevant social science discipline (20%) Maximum 20 points
* At least 5 years of relevant experience in academia or research, with a focus on the analysis of socio-economic data and composite indices and the assessment of welfare across population groups; experience with international development organizations would be considered an asset (40 %) Maximum 40%
* Strong analytical and research skills (20 %) Maximum 20 points
* Excellent written and spoken English (20%) Maximum 20 points
* Total: 100% maximum 100 points

Scope of Price Proposal and Schedule of payments:
The proposal from the Consultant in relation to this assignment should be expressed as a lump sum payment plus the appropriate level of DSA subject to travelling to provinces of Afghanistan for the period two months assignment and travel costs from the consultant’s home base to and from Kabul. The lump sum payment will be made based upon completion of indicated deliverables. An IC Time Sheet will be maintained by the Contractor and serve as the basis for the payment of fees. Monitoring and reporting arrangements:
* The consultant shall be supervised by an assigned supervisor and s/he will report progress on a periodical basis.
* The review and approval of payments will be made by the assigned supervisor (s).

Senior Consultant - Annual Report Of The Administrator 2013

The Annual Report on the Strategic Plan is a key document in UNDP?s interaction with the Executive Board. Executive Board proceedings and recent decisions are indicative of the increasing focus and demand of stakeholders for an ever more rigorous approach to how UNDP demonstrates and communicates results. This demand goes hand-in-hand with heightened scrutiny of efficient and effective performance, accountability and transparency.

In its decision on the Cumulative Review and Annual Report of the Administrator for 2013, the Executive Board further encouraged UNDP ?...in future reports, to continue to improve its results reporting systems to ensure more evidence-based information on the achievement of expected results at an aggregate level, include an analytical narrative on the development contributions of UNDP, as well as on challenges identified?.
In its decision on Annual Report of the Administrator for 2012, the Executive Board further encouraged ?UNDP to continue its efforts to enhance its reporting in order to make it more focused, explicit and illustrative? and to ?include a clear narrative on the UNDP corporate-level contribution to the achievement of development results in the multi-year analysis of  the implementation of the strategic plan and in future annual reports? and further  to ?give more prominence in future annual reports to important findings from the results analysis, such as risks and challenges, lessons learned, programme success factors, and the reasons for not achieving agreed objectives?.

This year, mindful of the fact that a cumulative review of the 2008 ? 2013 Strategic Plan was submitted in 2013, the Annual Report will present a review and analysis of the final year of the 2008 ? 2013 Strategic Plan and combine this with a forward-looking assessment of the degree to which UNDP is aligning itself to deliver on the new Strategic Plan 2013 ? 2017.   It is proposed that the analysis of the last year of the old plan be structured so as to provide a bridge to the new plan.   The four goals and associated outcomes of the old plan will thus be reviewed and analysed through the framework of the three new areas of work that define the focus of the 2013 ? 2017 Strategic Plan, viz, (i) Sustainable Development Pathways, (ii) Inclusive and Effective Democratic Governance, and (iii) Resilience Building.  

The Results Oriented Annual Report (ROAR) format has been amended for the reporting year to facilitate data collection on seven bridging themes that will help structure the performance reporting and lessons learned analysis in this transitional year.  These themes are: 

Employment and livelihoods; Social protection; Natural resource management (including biodiversity and ecosystems management); Participation in political processes (elections); Justice, security and rule of law; Sustainable growth; Urbanization.

The ROAR will, as in the previous year, collect systematic data on programme outcomes (mapped against the 2008 ? 2013 SP) as well as the four output dimensions of (a) awareness raising, (b) planning and assessments, (c) implementation for inclusive development, (d) building resilience across all country offices.  The ROAR will additionally, as before, collect country office data for all outcomes with a high gender marker rating, and report on south-south cooperation exchanges that have been supported, as well as influential evaluations.

UN Women- National Expert to support People's Advocate Institution with preparation of a Report on the CEDAW implementation in Albania - Tirana

The promotion and realization of women’s human rights is the backbone of UN Women’s mandate and Strategic Plan 2014-2017, as is the application of a human rights based approach therefore the Convention on the Elimination of All Forms for Discrimination against Women (CEDAW), alongside other instruments on gender equality, provide a framework for the work of UN Women. In Albania, UN Women with other UN agencies in the framework of the GoA and UN Programme of Cooperation 2012-2016, supports increased capacities of public oversights and human rights institutions to ensure authorities are more accountable to the public and better able to ensure “de facto“ implementation of international standards. CEDAW obliges States Parties to submit to the Secretary-General a report on the legislative, judicial, administrative or other measures that they have adopted to implement the Convention within a year after its entry into force and at least every four years thereafter or whenever the CEDAW Committee so requests. These reports, which may indicate factors and difficulties in implementation, are forwarded to the Committee for its consideration.Albania is a State Party to the CEDAW since 1993 (Law No. 7767 of 09.11.1993), and the first and second report (combined report) of the Albanian Government in compliance with its obligations to the Convention was considered by the Committee on the Elimination of Discrimination against Women in 2002. While Albania has submitted a more recent report – its third periodic report in December 2008 and the Concluding Observations were issued in July 2010. The CEDAW Committee considers national human rights institutions as playing an important role in the promotion of the implementation of the Convention on the Elimination of All Forms of Discrimination against Women at the national level, the protection of women’s human rights as well as the enhancement of public awareness of such rights.Ombudsman or People’s Advocate of Republic of Albania is a constitutional institution. Its functions, activity field, status and competencies are defined by the Constitution of Republic of Albania approved in 28th of November 1998.People’s Advocate safeguards the rights, freedoms and lawful interests of individuals from unlawful or improper actions or failures to act of public administration or third parties acting on their behalf.According to the Constitution and the law on People's Advocate (article 2): “the People’s Advocate shall safeguard the rights, freedoms and lawful interests of individuals from unlawful or improper actions or failures to act of the organs of public administration or third parties acting on their behalf”.One of the main important tasks of monitoring activity rendered by the People’s Advocate is the application of the legal framework for gender equality by public authorities.The People’s Advocate institution aims at strengthening its proactive role in promoting the implementation of CEDAW at the national level, the protection of women’s human rights, as well as the enhancement of public awareness of such rights. In this regard, the People’s Advocate institution has an important role in monitoring the implementation of the Convention by the Albanian Government and the responsible public institutions and report this information to the United Nations and the CEDAW Committee. In this context, UN Women will support the People’s Advocate Institution with local expertise to conduct research and produce a quality report on the implementation of CEDAW by all responsible public institutions in Albania covering the period August 2010- March 2014.Under the direct supervision of the UN Women National Programme Manager of the Leadership and Political Participation and the General Secretary of the Ombudsman Institution, the consultant will undertake a research and produce a quality report on the implementation of the international Convention on the Elimination of All Forms for Discrimination against Women from the Albanian Government and responsible public institutions covering the period August 2010 - March 2014.The National Expert will focus on the indicative tasks as follows. The actual division of workload will be defined based on the developed and agreed methodology:Develop action plan and timeframe for the report and clear it with Ombudsman and UN Women – 1 DayPrepare the methodology and data collection instruments (semi structured interviews, focus groups, etc.) In coordination with the institution, prepare a section at how the People’s Advocate Institution has contributed so far to the: (i) implementation of the CEDAW (its monitoring role, legal recommendations, individual complaints etc), (ii) publicizing and disseminating the Convention and its Optional Protocol, its concluding observations, general recommendations and decisions, (iv) views on individual communications and inquiries conducted under the Optional Protocol, as well as (v) monitoring the State party’s implementation of the Convention and its Optional Protocol – 1 DayConduct desk reviews of relevant literature, including policy documents, relevant but not limited, to the following: - 5 DaysAssessment of CEDAW implementation and its local and sectorial application; Assessment of implementation of Concluding Observations from the previous reporting period;Women participation in policy and decision-making; Women’s access to justice; and In collaboration with Ombudsman and UN Women compile a list of stakeholders to discuss and receive information from. Then organize meetings (focus groups) with beneficiary groups, stakeholders, network members, government officials with the objective to: - 6 DaysObtain key information for substantiating the reportingIdentify specific issues and problems of concern and recommend actionA minimum of 10 to 15 interviews is expected to be conductedCollect, analyze data and provide presentation of initial findings and on outline of the Report for the period August 2010 - March 2014, to the Ombudsman and UN Women for initial feedback – 4 DaysProduce a first draft of the report and present it to the Ombudsman and UN Women including their staff and integrate their inputs and feedback – 3 DaysPrepare and submit the final quality report on CEDAW implementation, findings and recommendations in Albanian and English. – 8 DaysThe following products and deliverables are expected to be completed by the local Consultant according to agreed schedule: A detailed work plan covering the key tasks  and methodology for the data collection Desk Review report, with relevant annexes Interviews and questionnaires reports with relevant annexes Initial draft report (including: situation analysis complete with legal and institutional framework; measures taken and relevant outcomes and outputs, identification of loopholes and shortfalls, recommendations, etc.). Finalized report in the Albanian and English language Note: The final report shall contain 50-70 pages with 350 words per page.Demonstrates integrity and fairness by modeling UN values and ethical standards; Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;Communication: Excellent communication skills, including the ability to pose questions, listen, evaluate and capture opinions, suggestions and comments, both orally and in writing, in a clear and persuasive style tailored to match different stakeholders;Client orientation: Ability to establish and maintain productive partnerships with national partners and pro-activeness in identifying of beneficiaries and partners’ needs, and matching them to appropriate solutions;Demonstrated analytical skills on issues related to gender, public oversight mechanisms, reform of public sector entities, human rights, etc. Education/Academic qualifications:Master’s degree in one of the following areas: law, human rights, international development, social sciences, gender studies;A minimum of 5 years’ experience in practicing law, or working in the legal field;A minimum of 4 years’ experience in continuous monitoring activities or reports on human rights and/or gender equality; Proven knowledge on monitoring tools and methodologies;of professional experience in institutional development and capacity building preferably in the public sector; Previous works similar with the assignment; Strong analytical, writing and communication skills;Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Word, Excel, Power Point);Fluency in English (written and spoken); Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:Responsive to and compliant with the ToR; and Having received the highest score out of below defined technical and financial criteria.Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.Technical Evaluation (70%) – Maximum Obtainable Points 70Financial Evaluation (30%) – Maximum Obtainable Points 30The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
