Individual Consultant - Waste Sector - Manila

The Philippines is one of the participating countries in a global Low Emission Capacity Building Programme focused on climate change capacity building for low emission development, primarily of the public sector. The global programme is supported by the UNDP with funding assistance from EU, Germany and Australia over a four-year period.

The Programme is being undertaken in the Philippines through the Low Emission Capacity Building Philippines Project (LECB PHL Project).  It is executed by UNDP Philippine Country Office with the Climate Change Commission (CCC) as Implementing Partner. The project which commenced in 2012 is expected to run in a span of 2 years, i.e., until the end of December 2014.

The expected outcomes of the project are as follows:

Outcome No. 1 - Robust national system for preparation of GHG emission inventories have been established at a national level;Outcome No. 2 - Nationally Appropriate Mitigation Actions (NAMAs) and/or Low Emission Development Strategies (LEDS) sectoral road maps have been formulated within the context of national development priorities; andOutcome No. 3 - Measurable, Reportable and Verifiable (MRV) systems have been designed to support implementation and evaluation of NAMAs and/or LEDS sectoral road maps.

SENIOR PROJECT ASSISTANT, PUBLIC SECTOR MODERNIZATION, GOVERNANCE PROGRAMME, UNDP IRAQ - Baghdad, IRAQ

Public administration in Iraq faces many challenges due to the rapid evolution of the government in recent years. Most ministries and government offices still follow outdated structures and systems, while others lack a coherent architecture and standard operating procedures, without sufficient automation of processes to ensure efficiency. While efforts are under way to address corruption, case-by-case gains are insufficient against systemic weaknesses in the public administration. The civil service in its current form is over-sized with an estimated 3 million persons on its payroll, yet its performance in service delivery is not commensurate with its size. This puts pressure on scarce resources that are increasingly spent on maintaining the government bureaucracy without sufficient service delivery or capital expenditure to support future capacity.

The UN Country Team in Iraq has developed a joint programme “Iraq – Public Sector Modernisation Programme” (I-PSM) to assist the Government with comprehensive public sector reform, in coordination with other international assistance partners in Iraq. The Joint Programme is focusing on two pillars: (i) Civil service reform and development of general management systems and e-governance to enable efficient and accountable public administration, and; (ii) Sectoral reform in key sectors (education, health and water and sanitation) to improve performance of service delivery, particularly of essential services related to the Millennium Development Goals. By focusing on social service delivery, the Government can show the people of Iraq that public sector reform has concrete and tangible benefits for the population as a whole.

CC Mitigation expert ? Building sector

Purpose
The purpose of this project is to strengthen national capacities to integrate environmental and energy concerns into development plans at all levels and systems for effective implementation of the sectoral priorities. This will be achieved through assistance to Bosnia and Herzegovina in preparation and submission of its Third National Communication (TNC) to the CoP of the UNFCCC and enhancement of national capacities in field of climate change though the process. The TNC will be prepared and submitted to the UNFCCC in accordance with its commitments as a non-Annex 1 Party to the Convention (as mandated by Articles 4 and 12 of the UNFCCC).  The project will also result in increased capacity to produce subsequent communications that meet all guidelines established by the CoP and that can serve as a source of information for national policies and measures in climate change and in key economic and social sectors.

Objective
The overall objective of this assignment is to provide an updated chapter on measures to mitigate climate change in BiH that will model potential emission trajectories through 2050 and will incorporate recent findings on economic development and specific measures and projects with mitigation benefits. Activities will support data collection, scenario development, analysis of current and potential mitigation measures (including the cost-benefit analysis of identified mitigation measures), focusing primarily on the five sectors identified as priority areas in the SNC and determined to be in need of strengthening during stakeholder consultations: electricity production, district heating/buildings, transport, waste and agriculture/forestry. This component of the project will provide guidance and recommendations on country-appropriate mechanisms and infrastructure for NAMAs and MRV systems.

Background Information
Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.
The SNC was completed in June 2013.  The SNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the SNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina, the Ministry of Spatial Planning, Civil Engineering and Ecology of RS.  Finally, the INC and the SNC have served as an important source of information for the country’s Climate Change Adaptation and Low Emission Development Strategy.
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the TNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.

Component 2 Manager (Energy Efficiency Policy), Building Sector Energy Efficiency Project (BSEEP) - Kuala Lumpur

Under the guidance of the BSEEP National Project Manager, BSEEP National Project Director and BSEEP Chief Technical Advisor, the Component Manager for Component 2 will be responsible for the delivery and completion of the activities required in Component 2 of the BSEEP project. The Component Manager will also be required to ensure accurate, timely and properly recorded/documented activities and delivery of outputs.

The Component Manager will work in close collaboration with private stakeholders as well as government stakeholders and UNDP to ensure efficient project performance of project activities as stipulated in the project document. The Component Manager will be expected to make frequent site visits to stakeholder offices, to deliberate new and existing policy ideas that have been proposed by BSEEP.

The Component Manager will report to the National Project Manager on the delivery of the activities in component 2, propose spending for the activities required in component 2, propose the vision/targets of component 2, manage and recommend operational work (i.e assess vendors, draft terms of references, conduct interviews).

The Component Manager for component 2 shall analyze, review and correct documents, policy ideas and recommendations from all consultants involved in the project, develop policy ideas, develop policy documents, related to deliverables required in component 2 of BSEEP. The component manager will also be required to carry out formulation, management and evaluation of BSEEP  and component 2 program activities.

Summary of Key Functions:
-    Formulation and implementation of component 2 strategies related to BSEEP and other components where linkages can be made in the areas assigned.
-    Implementation of strategic partnerships and the resource mobilization strategy with project owners, government agencies, etc.
-    Provision of quality advisory services to the Government and project owners and facilitation of knowledge building and management
-    Support to other components where applicable
-    Administrative support to project and component 2
-    Support to implementation of publications strategy and plan

1.    Formulation and implementation of component 2 strategies related to BSEEP and other components focusing on achievement of the following results:

-    Thorough analysis and research of documents, policy ideas and recommendations from all consultants
-    Preparation of substantive inputs to progress reports, work plans and other documents as may be requested by the National Project Manager
-    Identification of areas for support and interventions within component 2 to support the achievement of the goals and objective of BSEEP 
-    Identification, monitor and analyze new demonstration projects in coordination with the project team, active involvement in planning and substantive participation in project formulation and appraisal.
-    Identification of source of information related to building sector energy efficiency, keeping abreast of policy news, technology changes and informing the project team.
-    Carry out inspection, monitoring and evaluation work pertaining to component 2 activities.

2.    Implementation of strategic partnerships and the resource mobilization strategy with project owners, government agencies, etc:

-    Design and formulation of the activities to meet the objectives and goals of the component and project.
-    Prepare terms of reference as required to procure services and equipment required of component 2. 
-    Development of partnerships with the UN Agencies, government, institutions, bilateral and multilateral donors, private sector and civil society based on strategic goals of BSEEP and component 2
-    Analyze, research, preparation of substantive briefs on possible areas of cooperation, identification of opportunities and prepare budgets to the overall office effort in resource mobilization.
-    Undertake advocacy tasks such as preparing statements, advocacy materials, presentations and strategy papers related to component 2 activities.
-    Maintenance of project briefs and activity information for bilateral donors, academia, private sector, UNDP and the public.
-    Ensure that the project expenditures are made in compliance with UNDP/GEF procedures, BSEEP project objectives and component activities. 
-    Proper control of supporting documents for payments and financial reports
-    Maintenance of proper financial records.

3.    Provision of quality advisory services to the Government and project owners and facilitation of knowledge building and management focusing on the achievement of the following results:

-    Identification of sources of information related to BSEEP and energy efficiency issues.
-    Identification and synthesis of best practices and lessons learned directly linked to BSEEP or component 2 
-    Strengthening partnership with the private sector, government, and donors for effective implementation of strategies
-    Support to development of policies and institutions that will address the country issues and needs in collaboration with the Government and other strategic partners.
-    Sound contributions to knowledge networks and communities of practice.
-    Organization of training from the deliverables of component 2.

4.    Provides support to the implementation of publications strategy and plan focusing on the achievement of the following results:

-    Organization of training as part of component 2 activities
-    Disseminate information from the results of the demonstration buildings
-    Develop and implement public outreach and promotional programmes 
-    Compile and publish online the results of the demonstration buildings
-    Coordinate and assist other concerned agencies, to plan and carry out public outreach program.

Impact of Results
The successful completion of the responsibilities above will contribute to meeting the objectives and goals of BSEEP. In particular, the key results have an impact on providing the building industry with evidence on the cost effectiveness, design, operation and utilization of energy efficient equipment/technologies.

Under the supervision of the Project Manager, the Project Assistant will be responsible for the following key tasks:

Summary of key functions:

Project Support Functions:

* Maintain contacts with UNDP Operations Centre on a variety of the operations related issues: finance, procurement, administration, IT and human resources;
* Maintain updated database of project counterparts, contractors, grantees, consultants, suppliers, collects relevant information on best services and expertise providers;
* Contribute to the preparation of the project bulletins, promotion materials and project web-site update;
* Draft project related correspondence, maintain database of contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc. ;
* Perform other functions/tasks when required.
Administrative Functions:

* Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery and keeping a log of distribution;
* Maintenance of the filing system ensuring safekeeping of confidential materials, collect project related information data;
* Processing travel authorization and travel claims in line with travel entitlements for staff, consultants, UN and visitors, ensuring that the travel arrangement follow the UN rules;
* Arrangements of travel and visa support, and hotel reservations for visiting UN/UNDP officials;
* Provide assistance with project activities (meetings, round tables, conferences, other public activities) preparation, implementation, writing minutes and follow up;
* Preparation of routine correspondence, faxes, memoranda and reports in accordance with CO Standard Opertaions Procedures (SOP);
* Maintenance of records on assets management, preparation of reports;
* Maintenance of files and records relevant to office maintenance.
Finance Functions:

* Assist in the project annual and quarter work-plans preparation and reporting;
* Assist in the progress reporting in timely and quality manner based on the requirements of the UNDP and project donors;
* Participate in project finance/budget related activities to ensure application of the appropriate operational rules and procedures;
* Monitor expenditures and prepare financial reports and forecasts;
* Petty cash management;
* Assist with the project audit, monitoring, and evaluation.
Procurement and Human Resources Functions:

* Prepare documents for contracts issuance and payments;
* Keep updated project inventory and serve as a focal point for the equipment storage and proper maintenance in accordance with UNDP Regulations. Provide support in transfer/disposal of the project equipment in compliance with UNDP rules;
* Assist in the process of procurement and delivery of project goods and services;
* Provision of inputs to preparation of Project Implementation Plans for the project.
* Support to organization of procurement processes including preparation of RFQs, ITBs or RFPs documents, their preliminary evaluation of quotations, bids or proposals;
* Assist with the project recruitment processes. Prepare long list of the applicants. Collect the documentation required for the recruitment and contract extension;
* Serve as a Leave Monitor of the project personnel and maintain project staff attendance records.
Measurable outputs of the work assignment:

* Payments for procurement of goods and services for project prepared accurately and timely;
* High-quality organizational and logistical support provided to project activities and events in timely fashion;
* Project recruitment processes are properly organized, and project attendance records are kept in order;
* Support provided to projects’ audit and evaluation;
* Accurate and timely financial reports are prepared and submitted to UNDP and donors.

* Proven interest in environmental issues is highly desirable;
* Experience in the usage of computers and office software packages (MS Word, Excel, etc. ).
* Previous experience of working for nationally executed programme (s) funded by bilateral/multilateral organisations is an advantage;
* Experience in planning and managing international technical assistance programmes, including direct responsibilities for administering project budgets would be an asset;
* Previous experience working with international organizations would be an asset;
* Knowledge of UNDP Rules and Procedures would be an advantage.

International Consultant on Development of Climate Change Adaptation Sector Specific Policies - Home-based, with 2 missions to Chisinau

The Republic of Moldova’s economy, population, and environment are highly vulnerable to climate variability and change. According to a range of studies, including the Republic of Moldova’s Second National Communication and Third National Communication  under the United Nations Framework Convention on Climate Change (UNFCCC) and the 2009/2010 National Human Development Report, the impacts of climate change are expected to intensify as changes in temperature and precipitation affect economic activity.

Responding to the risks posed by climate change requires a coordinated and concerted effort on the part of the Government of Moldova. The three year project “Supporting Moldova’s National Climate Change Adaptation Planning Process” supported by the Austrian Development Cooperation (ADC) with funding from the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management and implemented by UNDP Moldova in partnership with the Ministry of Environment and its Climate Change Office, is responding to this need.

The overall goal of the project is to ensure that Moldova has a system and capacities in place for medium- to long term adaptation planning and budgeting with the overall aim to reduce vulnerability of the population and key sectors to the impacts of climate change. The main project objective is to support Moldova to put in place its National Adaptation Planning process contributing to and building upon existing development planning strategies and processes and to implement priority adaptation actions.

This assignment will contribute to attainment of the Output 1 of the Project, which aims at developing country-driven, gender-sensitive and participatory National Adaptation Plan as well as an institutionalised, iterative adaptation planning process, taking into consideration vulnerable sectors, groups, communities and ecosystems and should engage all relevant stakeholders.

The Project will contract an International Consultant on policy development in Forestry (Silviculture) sector with knowledge in climate change adaptation (CCA) to support the national team of Forestry sector of Moldova (national consultants and Forestry sector working group, relevant stakeholders) to develop the Draft of Climate Change Adaptation Strategy (CCAS) and Action Plan of Forestry sector of Moldova for 2015-2025 as part of country’s efforts to address the growing challenge of climate change.  The Strategy and its Action Plan will contribute to developing sector’s capacity to adapt to climate change and reduce the costs of adaptation, where possible.  During the previous activities under the NAP Project Forestry sector was top rated by national consultants and stakeholders to receive further Project support in developing sector specific climate change adaptation policy.

Agency Moldsilva is the central public administration body on state policy in forestry and hunting in the country. The general task of the Agency is to implement the constitutional prerogatives and international ratified obligations of the Republic of Moldova on development, promotion and implementation of its policy in forestry, directed on the international trends of socio-economic sustainable development, rural development, rural employment, sustainable forestry, development, guarding, forests and wildlife protection, maintenance and conservation of biodiversity, professional training, access to environmental benefits and forestry research and education.

Agency Moldsilva is subordinated directly to the Government of the Republic of Moldova and performs its activity according to Governmental decision Nr. 150 from 02.Nr.150 from 02.03.2010.

The development of CCAS for Forestry sector of Moldova should be done in line with the provisions set out in national legislation (see below). While developing sectoral policy according to the national regulations is an important part of the assignment, considerations should be paid to EU regulations in relation to CCA policies of Forestry sector. As adaptation planning within Climate Change Adaptation Framework developed by the NAP Project is foreseen as an iterative process, it is envisaged that sectoral plans, including that of Forestry sector will be reviewed and updated every 4years.

Development of sectoral CCA policy documents will be done in an open, transparent, and inclusive manner, through intensive consultations with Forestry sector stakeholders. The process will allow for inputs from all relevant stakeholders, particularly those, who will be expected to play a key role in implementing the actions under the Action Plan. Policy decisions taken at sector level potentially, may also affect other sectors indirectly,  therefore, interested organisations form other relevant sectors will be consulted, as planned adaptation measures may require cross-sector stakeholders engagement thus, ensuring  that interdependencies are understood and effectively considered in policy and planning processes  of Forestry sector.

Development of Forestry sector CCA Strategy will consider the findings and results of sector NC assessment undertaken under NAP Project, in particular climate change impact on Forestry sector, vulnerabilities, risks/opportunities, barriers to implement CCA and measures to overcome them,   along with other relevant climate change studies and reports undertaken in the sector and at the national level.

It is expected  that the IC will contribute not only to the development of the CCA sector Strategy and its Action Plan, but also providing support  during Government  submission procedure, (particularly in developing the Promotion Note), while the working group of Agency Moldsilva retains primary responsibility for submission procedure. Development of CCA Forestry sector Strategy and its Action Pan it is seen as an important step that complements the work on CCA mainstreaming in other priority sectors of NAP Project.

National Project Manager (NPM)-Mainstreaming biodiversity conservation in tourism sector development in Jordan - Amman

Working under the overall supervision of the Project Board, and in partnership with the UNDP Environment Programme Analyst who will channel overall policy and technical advice from the UNDP Country Office, the NPM will have the responsibility for the delivery of the project outcomes and activities in accordance with the project document and agreed work plan.  He/she will lead the Project Team in the day-to-day implementation of the Project, coordinate and supervise the implementation of the project and manage Project resources  effectively and efficiently so as to achieve the Project Objective and Outcomes within the set timescale and available budget.  More specifically, the NPM will perform the following duties:

Project personnel management

Assume the ultimate responsibility for all professional personnel (fulltime Staff, Consultants and Contractors) engaged through project funds directly, and for all other personnel indirectly (through the relevant Implementing Partners); this includes drafting of terms of reference, technical specifications and other documents as necessary; and the identification and advice on the recruitment of project consultants to be approved by the PEB, as well as coordination and quality control of consultants and suppliers

Endeavour to create a strong team spirit, cohesive and mutually supportive, across the various Implementing Partners; encourage collaboration between individuals, the sharing of experiences and the solving of problems as a group; organize regular (monthly) meetings for this purpose (via telecommunications if necessary)

Assist with the clarification of specific duties and tasks by specific individuals at each of the four project localities according to their  Terms of Reference; ensure their full understanding of what is expected through agreement on deliverables and timescales; and agree on the resources and support that will be provided by the Project

Undertake individual performance assessments on an annual basis (or other period for Consultants/Contractors), acknowledging achievements and providing analysis and advice on problem aspects

Ensure that guidance and support are available whenever needed for all professionals

Ensure that Project personnel enjoy the conditions of employment as stipulated by UNDP, together with the responsibilities of their positions

Require regular (as agreed), formal and informal reporting on progress with the achievement of assigned tasks
Financial resources management

Support the Project Admin/Finance Assistant in his/her role as financial manager but retain the ultimate responsibility for financial resources for accountability purposes

Ensure total accuracy and the highest level of transparency in the management of the Project financial resources in accordance with UNDP and national regulations and procedures

Work with the Project Admin/Finance Assistant to prepare all necessary financial reports to accompany Project quarterly and annual work plans and reports

Project outreach

Serve as the Project’s ambassador and advocate within the broader Central and Local Government systems and with local communities

Create and foster a good working relationship with the media (print, radio and television)

Represent and promote the Project at national and international meetings

Contribute to the production and publication of public information material

Establish and maintain good working relationships and cooperation with peer project managers from other related projects within Jordan and the region

Provide coordination of duty travel, seminars, public outreach activities and other project events

Project planning and implementation

Lead the process of quarterly and annual planning of project activities, with the participation of all Project personnel; retain the ultimate responsibility for the finished plans and submit them to the Project Board and UNDP for their concurrence

Provide technical assistant to the project team and advice; require progress reporting and accountability for resources used

In cooperation with relevant Project personnel build effective working relationships with the Project’s key partners at the local level (Local Government, village leaders, communities, locals NGOs, the private sector, etc)

Work closely with co-funding partners to ensure that their activities/programmes are integrated and complementary with those of the GEF project

Maintain effective working contacts with project partners at the central and local levels

Implement project activities in collaboration with all partners, staff and consultants

Monitoring and adaptive management

Lead the implementation of the Project M&E Plan

Carry out monitoring visits to Project sites on a regular basis; survey (informally) the intended beneficiaries and other stakeholders

Collate the results of monitoring, analyze them, and formulate proposals for adaptive management measures for consideration by the PEB

Implement the decisions and advice of the PEB

Reporting and accountability

The project manager reports mainly to UNDP, particularly to environment and climate change portfolio. In addition the project manager is expected to:

Provide a report to each PEB meeting noting progress and achievements, acknowledging difficulties and proposing possible solutions for consideration and guidance by the PEB

Assume the lead responsibility for the preparation and content of the annual Project Implementation Review (PIR), with the full participation of relevant Project personnel

Delegate to the Project Admin/Finance Assistant the task of preparation of implementation reports for UNDP (such as Atlas reports) but retain a supportive role

Jointly with the Project Admin/Finance Assistant, prepare quarterly and annual project plans and reports and present them to the PEB

Respond to request for reports on Project management and performance from any key stakeholders, through the PEB

Report to the PEB and the UNDP on any aspect of Project management whenever required

Consultant, Recovery of the Health Sector in Syria - Damascus

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 177 countries and territories, working with governments and people on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and our wide range of partners that can bring about results.

The Bureau for Development Policy (BDP) is UNDP’s policy Bureau and backbone of the global practices. BDP has a key role to play in helping country offices to accelerate human development through strengthening the practice areas within UNDP’s programmes. BDP supports the development and design of projects that are responsive, effective and contribute to the national-level policies and results. Driven by demand, BDP provides tools, analysis and capacities for country offices to make a real difference in UNDP’s practice areas.

UNDP manages an HIV and a TB grant in Syria, funded by the Global Fund, that play a crucial role in ensuring access to prevention, testing and treatment to the population. Since 2011 and the beginning of the crisis, the situation of the health sector has quickly deteriorated, with a growing number of facilities now not operating. An important share of doctors, nurses and other health professionals have left the country or are part of the large number of internally displaced persons. The flows of drugs, blood samples, sputum smear samples for TB detection and health data are very difficult to set up.

The recent Kuwait pledging conference has mobilized resources for the SHARP (Syrian Humanitarian Assistance Response Plan). Part of the funds will be devoted to the health sector.

The overall objective of this consultancy is to take the lead in the formulation of a “health services recovery programme”, as an integral part of UNDP’s Humanitarian Livelihoods Strategy and aligned the UN’s Syria Humanitarian and Recovery Programme (SHARP). The programme should be formulated in order to be presented to possible donors. To achieve this objective, the consultant will:

 Conduct a desk review and targeted assessments allowing for:

(a) Assessing the impact of the present crisis on the health of the Syrian population; (b) Assessing the impact of the crisis on the health services; (c) Identifying the existing responses to the crisis (national institutions, external aid); and (d) Checking  for the existence of disaster preparedness and risk reduction plans. Review UNDP health-related projects included in the SHARP and UNDP mandate on health issues (HIV/AIDS/ TB/ Non communicable diseases); Review UNDP Syria key focus areas (Early Recovery and Livelihoods, Humanitarian and coordination) as stipulated by the Executive Board; Propose a relevant UNDP Syria strategy on Health, and relevant programme, as well as the strategic niche for UNDP in the Inter-Agency Health Sector Working Group; Understand the existing division of labour among stakeholders; and  Identify existing gaps and propose a strategy to fill the gaps and develop the framework for a programme, based on the above.   It is essential to develop this programme in coordination with the main stakeholders of the SHARP and to align it with UNDP’s stategy, looking for synergies with other components of the strategy, particularly in terms of local partners.  

Specific Deliverables and Activities  


Under the guidance of the Senior Advisor of Global Fund Partnership Team in charge of Syria, the consultant will undertake the following tasks: Undertake an initial rapid and comprehensive needs & capacity assessment; Coordination with national stakeholders, UN agencies and other major stakeholders; No later than end May, the consultant should have identified the gaps and propose possible areas of intervention of UNDP, in a draft strategy document; Validate, under the guidance of UNDP office in Damascus, the draft strategy document; andDevelop a programme document based on the validated strategy, no later than mid-June. Travel: 

The consultant will be based in UNDP Office in Damascus, Syria, with possible travels in the MENA region. Payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP HHD Team and the Individual Consultant, prior to travel and will be covered and paid by UNDP. The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert.

Evaluation:

Applicants will be screened against qualifications and competencies specified below through a desk review or an interview process. Applicants will be evaluated based on a cumulative analysis based on a combination of the Technical and Financial Scores.  

Technical Evaluation Criteria: 70%.

Financial Evaluation Criteria: 30%.

Payment:

Monthly payment will be applied, based on all inclusive daily fee. The number of days will be negotiated and agreed during discussions with the selected candidate and will be based on the daily rate, timesheet and certificate of payment, certified by the supervisor.

Especialista en igualdad de género en el mercado de trabajo y sector privado - PANAMA

English   French   Spanish   PortugueseEl Programa de las Naciones Unidas para el Desarrollo (PNUD) asume que la promoción de la igualdad de género es un objetivo y un aspecto constitutivo de los derechos humanos y del trabajo decente. Esto significa que no es posible avanzar sin al mismo tiempo superar las inequidades de género en materia de derechos y oportunidades laborales, calidad del empleo y protección social.

El nuevo Plan Estratégico del PNUD (2014-2017) ha establecido un resultado específico global que apunta a aunar esfuerzos para “la reducción de la desigualdad de género y promover el empoderamiento de las mujeres” [1]como una hoja ruta para avanzar en mercados laborales igualitarios en el marco del trabajo decente. Asimismo, entre los objetivos de la Estrategia de Igualdad de Género del PNUD se quiere velar por una mayor visibilidad y conciencia de las vinculaciones entre la igualdad de género, el crecimiento económico y la reducción de la pobreza, prestando una mayor atención al trabajo remunerado y no remunerado en la formulación de políticas de conciliación con corresponsabilidad social.

El Área de Género del Bureau Regional de  PNUD para America Latina y El caribe es una de las áreas que conforman el Centro Regional del PNUD. Su objetivo es contribuir al desarrollo de políticas, proyectos e iniciativas estratégicas que transformen las estructuras, valores y patrones que perpetúan las desigualdades de género en la región, a través del fortalecimiento de  las capacidades de asociados y asociadas claves a nivel de los países /regional, y de las Oficinas de País, para transversalizar la igualdad de género en las políticas claves y en la entrega de servicios. Para la consecución de dichos objetivos el Área Práctica ha definido siete estrategias de servicios:

Desarrollar o apoyar la elaboración y difusión de nuevos productos de conocimiento, así como análisis de utilidad en los temas identificados como prioritarios y/o emergentes. Consolidar el portal América Latina Genera (www.americalatinagenera.org) como referente temático de calidad en la región que permite difundir, ordenar, sistematizar información y conocimiento, generar redes y sinergias entre actores y construcción de nuevo conocimiento. Desarrollar capacidades internas y externas a nivel regional y nacional para el mainstreaming y/o integración del enfoque de género. Proveer asesoría política y técnica en género en la región y para las oficinas de país, basada en necesidades y demandas. Apoyar el trabajo interagencial en materia de género en la región. Implementar y/o supervisar la ejecución de proyectos regionales del Programa Regional que promueven la igualdad de género.

Por su parte, el Área Práctica de Género del  Bureau Regional de PNUD para América Latina y el Caribe ha desarrollado diversas iniciativas y líneas de trabajo que permiten fortalecer las capacidades nacionales para promover, junto a múltiples organizaciones y actores, políticas y programas que respondan a la situaciones de desigualdad de género persistentes en los mercados laborales en nuestra región. La creación de estrechas alianzas con otras agencias de las Naciones Unidas (en particular con ONU Mujeres y OIT) y otros organismos internacionales ha sido estratégica para juntar esfuerzos, y gestionar e intercambiar el conocimiento sobre estas temáticas.

 Entre las iniciativas del Área Práctica se destaca el trabajo realizado con el sector público y privado de la región. Desde 2009, se conformó la Comunidad de Sellos de Igualdad de Género, como un espacio de intercambio y aprendizaje permanente de conocimiento que promueven programas de certificación de igualdad de género en empresas. Estos programas representan propuestas innovadoras para eliminar las desigualdades de género en el mundo laboral al transformar las estructuras de trabajo y la gestión de recursos humanos en las empresas en forma más justa y equitativa; y a su vez ligan las políticas públicas de igualdad de género con la lógica de las empresas, en tanto los Mecanismos de la Mujer acompañan estos procesos y promueven la certificación.

Para tal fin, el equipo regional necesita contratar durante 2014 un/una profesional  especialista en temas de economía, mercados de trabajo y sector privado, para la coordinación del Proyecto Regional Empresas por la Igualdad y para brindar servicios a las oficinas de país en dicha temática. 

Objetivos generales:

El o la Especialista trabajará en equipo con el Líder de Práctica del área para definir e implementar la nueva estrategia de trabajo de la subárea de economía y trabajo. El o la Especialista estará a cargo de la implementación y seguimiento de todas las actividades tanto técnicas como operativas y financieras relativas a la implementación del proyecto de Empresas por la Igualdad; garantizará la operatividad efectiva de mecanismos de coordinación entre los actores, el cumplimiento de la planificación del proyecto, así como coordinará actividades de gestión de conocimiento, monitoreo y evaluación.

Principales responsabilidades/funciones:

 La o el Especialista trabajará en el Área de Género  en el tema de economía, trabajo, sector privado, para implementar el plan de trabajo correspondiente a esta temática y coordinar con el resto del equipo para que su trabajo contribuya al plan global del Área. Entre las responsabilidades, apoyará en: Definición e implementación de una estrategia de trabajo con el sector privado. Implementación del Proyecto Regional Empresas por la Igualdad: elaboración de planes e informes de proyectos, gestión de procesos, organización de actividades presenciales y virtuales, etc. Elaboración y/o supervisión de los productos de conocimiento relativos a la temática de este contrato. Coordinación de iniciativas con otros clusters y áreas regionales en esos temas (ambiente, pobreza) y también con las oficinas de PNUD para promover la transversalización en la cartera y líneas de trabajo de país y regional. Coordinación de asistencias técnicas a oficinas de país del PNUD  y socios sobre la temática que se generen (desde la recepción de la demanda, al establecimiento de acuerdos, elaboración de la asistencia, realización de informes, gestión en el service tracker, etc. Gestion y mantenimiento de la Comunidad de Sellos de Igualdad de Género Gestión y mantenimiento de la Red de Empresas por la Igualdad de Género Coordinación y organización del II Foro de Empresas por la igualdad. Mapeo permanente de iniciativas en las temáticas de trabajo. Gestión de la red de expertas y expertos. Movilización de recursos y alianzas para apoyar iniciativas en esta materia a través de la gestión de fondos con donantes tradicionales, sector privado, cost-recovery, etc  Entre las actividades principales a desarrollar:Seguimiento de la ejecución de los proyectos. Seguimiento del trabajo de las y los consultores contratados. Participación en reuniones de coordinación y apoyo en la organización de actividades. Elaboración de términos de referencia, service requests y evaluaciones consultores. Apoyo en el desarrollo de foros virtuales y presenciales de intercambio y cooperación. Asistencia técnica a oficinas de país y socios en los temas. Coordinación de contenidos de la Página WEB América Latina Genera y redes sociales, especialmente la página de Empresas por la Igualdad (creación y redacción de textos; actualización y revisión de contenidos y análisis de los informes de seguimiento sobre el tráfico en la plataforma web, entre otros). Elaboración de contenidos para teamworks  y otras plataformas PNUD. Elaboración de informes del área. Elaboración de resúmenes ejecutivos de informes o recursos sobre la temática. Apoyo otras actividades del Área de Género a demanda de la coordinación y que serán establecidas en planes de trabajo.

Experiencia demostrable de trabajo con actores políticos e institucionales de la región (empresas, sindicatos, ministerios, alcaldías, poderes judiciales, organizaciones de mujeres y otras organizaciones de la sociedad civil) Con experiencia profesional de trabajo en al menos dos países de América Latina y el Caribe o experiencia regional demostrable.
