This position is located in Air Traffic Control Division, Station Airfield Operations Department, Marine Corps Air Station Iwakuni Japan.  As Air Traffic Control Specialist you will provide Tower Control, Radar Approach Control, Aircraft Control Separation, and Ground Controlled Approach services to aircraft within the delegated airspace. You will ensure all Federal Aviation Administration (FAA), Naval (NAVAIR) Instructions, Marine Corps and Japan Civil Aviation Bureau (JCAB) Instructions, International Civil Aviation Operations (JCAB) Facility publications and directives are adhered to.

Determine the interval to be used between approaching and departing aircraft considering all aspects of the air traffic control situation.

Coordinate between radar approach and control tower to establish the arrival and departure sequence of aircraft traffic.

Brief the tower watch on field conditions such as weather, traffic, and equipment status to ensure safe and orderly service.

Coordinate and direct the control of air traffic within assigned airspace and vehicular traffic operating on runways and taxiways to ensure procedures and standards are met.

Specialized experience must demonstrate the following:

·   Experience assisting controllers and student controllers with operating positions in order to balance controller experience and proficiency with complexity of traffic.

·   Experience providing flight plan information for use by other controllers in the Control Tower to ensure proper procedures for aircraft separation.

·   Experience analyzing pilot orientation and direction to aircraft experiencing difficulties per set regulations and standards of protocol.

·   Experience issuing clearances and control instructions to provide separation between aircraft and vehicles operating under the jurisdiction of the Control Tower.

Terminal Evaluation International Consultant - Removal of Barriers to Energy Efficiency and Energy Conservation in Buildings in Mauritius - Port Louis

In October 2007, the Ministry of Energy Public Utilities (MEPU) launched a US$ 912,411 technical assistance project, funded by the GEF and supported by UNDP, called ‘Removal of Barriers to Energy Efficiency and Energy Conservation in Buildings’. The overall project goal was to reduce GHG emissions sustainably through a re-engineering of the building energy efficiency market for existing and new buildings.  In setting out to do so, the project activities were designed to ensure that energy is used cost-effectively and rationally throughout the island. The project tackled market barriers in all three areas of a building’s energy use: building fabric, equipment, and people (behaviour). The target was an accumulated total of 42,000 tonnes of CO2eq (direct emission reductions) and 245,000 tonnes CO2eq (indirect emission reductions) over 10 years. The project was intended to overcome barriers to energy efficiency in buildings in Mauritius and reinforce the development of a market approach to improving residential and non-residential building energy efficiency in both existing stock and future buildings.

The project had five broad outcomes (or components):

Building regulations and codes for energy saving are developed, enacted and sustainably enforced;Demand and supply for energy saving services and technology stimulated;Building engineers, architects, compliance officers, policy makers, financial sector, suppliers and public are convinced of the importance and market opportunities for building energy-saving;Monitoring, learning, adaptive feedback and evaluation;Project management.

International consultant on terminal evaluation (TE) of the project developing the protected area system of Armenia

An overall approach and method for conducting project terminal evaluations of UNDP supported GEF financed projects has developed over time. The evaluator is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of UNDP-supported, GEF-financed Projects. The evaluator will be responsible to carry out the following main tasks, using the detailed requirements and guides in the full Terms of Reference (with annexes) at operations-undp website:

* The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the GEF operational focal point, UNDP Country Office, project team, UNDP GEF Technical Adviser based in the region and key stakeholders. The evaluation must provide evidence-based information that is credible, reliable and useful;
* The evaluator is expected to conduct a field mission to Armenia including the following project sites: Gnishik Protected Landscape and its Support Zone in Vayots Dzor region, and Zangezur and Khustup State Sanctuaries in Syunik region of Armenia. Interviews will be held with the representatives of number of organizations;
* The evaluator will review all relevant sources of information, such as the project document, project reports – including Annual APR/PIR, project budget revisions, midterm review, progress reports, GEF focal area tracking tools, such as protected areas financial score cards (FSC), initial, mid-term and terminal management effectiveness tracking tools (METT), project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. A list of documents that the project team will provide to the evaluator for review is included in Annex B of this Terms of Reference;
* Project performance assessment will be carried out byevaluator, based against expectations set out in the Project Logical Framework/Results Framework (Annex A), which provides performance and impact indicators for project implementation along with their corresponding means of verification. The evaluation will at a minimum cover the criteria of: relevance, effectiveness, efficiency, sustainability and impact. Ratings must be provided on the following performance criteria. The competed table must be included in the evaluation executive summary. The obligatory rating scales are included in TOR Annex D;
* The Evaluator will assess the key financial aspects of the project, including the extent of co-financing planned and realized. Project cost and funding data will be required, including annual expenditures. Variances between planned and actual expenditures will need to be assessed and explained. Results from recent financial audits, as available, should be taken into consideration. The evaluator will receive assistance from the Country Office (CO) and Project Team to obtain financial data in order to complete the co-financing table below, which will be included in the terminal evaluation report;
* The evaluatior will assess the extent to which the project was successfully mainstreamed with other UNDP priorities, including poverty alleviation, improved governance, the prevention and recovery from natural disasters, and gender;
* The evaluator will assess the extent to which the project is achieving impacts or progressing towards the achievement of impacts. Key findings that should be brought out in the evaluations include whether the project has demonstrated: a) verifiable improvements in ecological status, b) verifiable reductions in stress on ecological systems, and/or c) demonstrated progress towards these impact achievements.
Evaluation timeframe:

* Preparation-2 days; to be completed by 8 June 2014;
* Evaluation Mission-7 days; to be completed 22-28 June 2014;
* Draft Evaluation Report-5 days; to be completed 22 August 2014;
* Final Report-2 days; to be completed 5 September 2014.

Evaluation deliverables:

* Inception Report-Evaluator provides clarifications on timing and method;
* Presentation-Initial Findings;
* Draft Final Report-Full report, (per annexed template) with annexes;
* Final Report.

Competencies

* Knowledge of UNDP and GEF M&E guidelines and procedures;
* Technical knowledge in the targeted focal area(s);
* Evaluator will be held to the highest ethical standards and is required to sign a Code of Conduct (Annex E) upon acceptance of the assignment;
* UNDP evaluations are conducted in accordance with the principles outlined in the UNEG 'Ethical Guidelines for Evaluations'.
